However,the Building Official may issuepermi ts for s i te grad ing,erosion control, installation ofpublic water and sewage facilit-ies, and construction for roadsprior to recording the MasterDeed. No permit issued orwork undertaken prior to re-cording the Master Deed pur-suant to this Section shall grantany rights or any expectancyinterest in the approval of theMaster Deed. The MasterDeed shall contain provisionsdescribing the responsibilitiesof the condominium associ-ation, condominium owners,and public entities, with regardto maintenance of the propertyin accordance with the ap-proved site plan on a continu-ing basis. The Master Deedshall further establish themeans of permanent financingfor required maintenance andimprovement activities whichare the responsibility of thecondominium association2. Expiration of Site PlanApprovalIf construction has not com-menced within two (2) years offinal approval of the site plan,the site plan approval be-comes null and void and a newapplication for site plan reviewshall be required. The applic-ant may apply in writing to thePlanning Commission for anextension of the site plan ap-proval. The Planning Commis-sion may grant an extension ofup to twelve (12) months if:a. The applicant requests theextension prior to expiration ofthe previous approval, andb. The approved site plan ad-equately represents currentconditions on and surroundingthe site, andc. The site plan conforms to thecurrent Zoning Ordinancestandards.E. Modification to ApprovedPlanMinor modifications to an ap-proved site plan may be ap-proved by the Planning andCommunity Development staff.1. Minor Modification DefinedMino r mod i f i ca t i ons a r echanges that do not substan-tially affect the character or in-tensity of the use, vehicular orpedestrian circulation, drain-age patterns, the demand forpublic services, the dangerfrom hazards, or the provisionof any bonus item. Examples ofminor modifications include:a. An addition to an existingcommercial or industrial build-ing that does not increase thefloor space by more thantwenty-five percent (25%) orseventy-five hundred (7,500)square feet, whichever is less.b. Changes to building heightthat do not add an additionalfloor.c. Alterations or modificationsinvolving less than twenty-six(26) parking spaces.d. Substitution of landscapingfor equivalent species of land-scaping.e.
