NEW DELHI Aviation regulator DGCA is looking into the issue of Air India having ferried "more" passengers than the "allowed" capaci- ty on some flights while evacuating stranded Indian nationals from the war-hit Yemen recently. As part of the Operation Raahat earlier this month, the national carrier had operated flights to the Yemen's strife-torn capital Sanaa with 182-seater Airbus A-321s to airlift the Indian citizens back to the country. The issue relates to the national carrier airlifting some additional passen- gers on three of its flights on the last day of evacua- tion than the permitted capacity of the aircraft. When contacted, a senior Air India official con- firmed the developments. "We are ready for any probe. Air India operated these flights in the national interest and to help the stranded Indians," the offi- cial said. Air India has several times, in the past too, come to the rescue of the Government in such situa- tions. In 1990, Air India entered the Guinness Book of World Records for the CONTD. compelled the BJP tochange the provisions ofthe Act, just after ninemonths in power. This isnothing, but a move to ben-efit its industrialist

friends," said MrSingh.

The party said that farm-ers from Chhatisgarh,Jharkhand, Punjab,Haryana, Odisha and theBundelkhand andPoorvanchal belt of UttarPradesh will also partici-pate in the rally.

Taking a jibe at CongressVice-President RahulGandhi, AAP leaderKumar Vishwas, who hadcontested against theGandhi scion from Amethi,said he should first explainhow Robert Vadra benefit-ed in Haryana.

"He has come back froma vacation and his enter-tainment tour. The leaderhas been talking about thewelfare of the farmers,"said Mr Vishwas.

When Raj reached the venue afterKejriwal and Sisodia had left, the vil-lagers mobbed him and asked him whyhe had not visit their croplands whichwere affected by unseasonal rain andhailstorm.

"I am not going to spare theBhushan family. Either they provetheir honesty or my dishonesty," MrKhetan said while accusing theBhushans of acquiring assets dishon-estly.

"Those who take government landeverywhere, capture houses...howcan they call others corrupt. How didBhushans build the empire...by mak-

ing an industry of PILs," Mr Khetantold reporters.

Prashant Bhushan has alleged thatMr Khetan, a former journalist-turned politician filed a paid story infavour of a private firm.

"This time they have attacked anAam Aadmi. They have targeted me.I will not spare them. I had come tothis city 15 years ago with just Rs.6500. Whatever I have got is becauseof my hard work. I neither own aproperty nor do I have enough bankbalance.

"If they give evidence that I accept-ed money for writing a news item,then I will quit politics. If they cannotprove it, then they should quit publiclife," Mr Khetan added.

In response, Shanti Bhushan daredMr Khetan to expose his family.

"Let him expose us. He will getexposed. Our family is the most hon-est family in the country. No one canquestion our integrity. NeitherPrashant Bhushan nor my integrity,"Shanti Bhushan said.

"For two months you run avicious campaign against me say-ing I wanted the party to lose theelections and conspired to becomethe National Convenor. And when itcomes to disciplinary committeeand formal inquiry you just dropthose charges and come up withanother complaint with 12 newitems.

"The old charges are mentionedtowards the end of the letter. Sosomeone does owe us an apology,"he said.

Striking a pensive note, he alsoput out a Facebook post, saying hisexpulsion from the party was not asad end, rather, the beginning of a

The decision came hours afterexpulsion of Mr Bhushan, MrYadav, Anand Kumar and Ajit Jhafrom the party late last night.

Mr Gandhi, who had trouncedPreneet Kaur in Patiala constituen-cy in the Lok Sabha polls last year,had been highly critical of the partyleadership, particularly the way MrBhushan and Mr Yadav had beenremoved from party's top echelons.He had even walked out from theAAP's National Council meetingon March 28 in protest and had senthis message to 'Swaraj Samvad'Convention on April 14, organisedby the rebel camp.

Tuesday granted interim bail of10 days to Balwan Khokhar, oneof the three convicts serving lifeterm in a 1984 anti-Sikh riotscase, on medical grounds and toattend his son's marriage.

A bench of justices SanjivKhanna and Ashutosh Kumar saidKhokhar will remain on bail for10 days from the date of hisrelease and listed the matter forfurther hearing on May 12.

Khokhar said in his bail pleathat his son's marriage is sched-uled to take place on April 30.

The bench granted him bail onthe basis of a medical report sub-mitted by Tihar jail authoritiespursuant to the court's earlierdirections.

On April 15, the court hadcalled for a medical report after itwas informed that the convictbroke his hand after falling downin jail.

The court had on that dayrefused to grant bail to co-convictGirdhari Lal.

Khokhar was held guilty, along

with four others, in a case relatedto the murder of five members ofa family in Raj Nagar area ofDelhi Cantonment on November1, 1984, a day after the assassina-tion of the then Prime MinisterIndira Gandhi.

The ex-councillor has also chal-lenged his conviction and awardof life sentence by the trial courtin May 2013.

The trial court had acquittedCongress leader Sajjan Kumar inthe case but awarded life term toretired naval officer CaptainBhagmal, Balwan Khokhar andGirdhari Lal.

The court had also awardedthree years imprisonment to twoothers ? former MLA MahenderYadav and Kishan Khokhar.

The high court had inSeptember 2013 denied bail toBhagmal. The convicts have filedtheir appeals before the HighCourt while Central Bureau ofInvestigation (CBI) also filed itsappeal demanding death sentencefor the trio, saying they wereengaged in "a planned communalriot" and "religious cleansing".

expelled leaders Prashant Bhushan andYogendra Yadav for attacking the NationalDisciplinary Committee (NDC), sayingthe dissidents had no respect for proce-dures and institutions.

The party also sought to defend its deci-sion of sacking the dissidents, saying theyhad involved in acts, which were "harm-ful" for the party.

AAP's national secretary Pankaj Guptasaid the responses by Yadav, Bhushan andAnand Kumar, were analysed and exam-ined by the NDC after which the partysacked them. The party too came outstrongly in support of former journalistAshish Khetan after Bhushan accused himof doing a "planted" story that benefited aprivate firm. "We gave them two days torespond to the notice and receivedresponses from all, but Ajit Jha. We exam-ined their response and found that thecomplaints, evidences were anti-party andharmful for the party. This is why theywere sacked from the party," Gupta said.

Bhushan and Yadav had questioned thepresence of Gupta and Khetan in the disci-plinary panel. They said both hadlaunched attacks against the rebel leaders

and that "complainants" cannot be"judges".

Responding to a question on whether themove to sack the rebel leaders was pre-medidated, Gupta said, "If YogendraYadav was so convinced that the move toremove him and Prashant Bhushan waspre-medidated then he should not haveindulged in such activities," Gupta said.

Strongly defending Khetan, Ashustoshsaid the two leaders spoke about proce-dures and institutions, but never hadrespect for them. "They have disregardedevery institution in the party. They insult-ed the Political Affairs Committee,National Executive. Now they are disre-garding the disciplinary committee and itsmembers," Ashutosh said.

Ahmed said Agriculture Minister Singh hadinformed the House that the area of damagedcrops assessed at 181 lakh hectares wasbased on initial telephonic information col-lected from states, which was then reduced to80 lakh hectares at the time of video- confer-encing taken by Prime Minister.

"This press release of Union AgricultureMinistry, which also quotes UnionAgriculture Minister Singh, clearly falsifiesthe statement made by him in the House thatto the effect that the area under crop loss wasreduced to 80 lakh hectares at the time ofvideo-conferencing by the Prime Minister.

"The Minister made extremely contradicto-ry assertions with the sole aim of intentional-ly and knowingly misleading the House bystating that the area of damaged crops offarmers was assessed at 80 lakh hectares atthe time of video-conferencing held by PrimeMinister Modi.

"In fact, this statement of the AgricultureMinister is making the Prime Minister a com-plicit party to this pathetic exercise of mis-leading the country," Ahmed said.

farmers said they received cheques forabsurd amounts, like Rs. 73, Rs. 186 and Rs.750, to cover their losses.

With lakhs of farmers in 55 out of 80 dis-tricts in Uttar Pradesh, suffering losses worthRs. 1,100 crores due to the unseasonal rains,the state government in April said it is dis-tributing compensation worth a total of Rs.500 crores. Farmers are beginning to wonderwhere exactly this money has gone, or if ithas been distributed at all. Something clear-ly doesn't add up, they say.

Mathura district officials deny there's anyshortage of funds. "So far the governmenthas sent us 122 crores, and there's more com-ing. We have distributed about 20 crores of itto farmers. I heard there was a problem ofsome kind at one branch, we are going tolook into what happened," said RakeshKumar, Mathura's District Magistrate.

Today, some district officials met withSatish Chand. While assuring him that hewill receive his compensation, he alleges thatthey also slipped in a threat. "They threat-ened me to not share these details with themedia, but I don't want other farmers to suf-fer the same fate," he said.

Some farmers say they already are. "I'veseen four or five cases of cheques bouncing,"said Devki Nandan, a farmer from Aajhi.

And Shubham Gound, another farmer,said: "Those cheques are worth nothing.They are just plain pieces of paper.''

He said Uttar Pradesh recorded the highestnumber of acid attack cases with 186 suchincidents reported in the state out of the 310cases registered across the country in 2014.

Chaudhary said 27 acid attack cases wereregistered in Delhi, the highest among allunion territories.

Chaudhary said among other states, 53 acidattack cases were registered in MadhyaPradesh, 11 in Gujarat, seven in Haryana, sixin Maharashtra, four each in Punjab andAndhra Pradesh and three each in Bihar andOdisha last year.

A total of 208 people were arrested acrossIndia for their alleged involvement in acidattack cases in 2014. Of them, 119 peoplewere arrested in Uttar Pradesh, 46 in MadhyaPradesh and 10 in Gujarat, he said during theQuestion Hour.

The Minister said following a directive ofthe Supreme Court, the Home Ministry hassent a number of advisories to the states andunion territories asking them to take neces-sary action for treatment and giving compen-sation to the victims.

The states have been conveyed that no acidattack victim will be denied treatment by anyhospital, public or private under any pretextand any erring hospital/clinic violating thelegislative provisions should be dealt withsternly.

Administrative machinery of thestates/UTs will also ensure treatment of acidattack victims.

First-aid and treatment to the acid attackvictims should be provided free of cost andminimum compensation of Rs 3 lakh must beprovided to acid attack victims, the ministersaid, adding there are plans to give an addi-tional Rs 5 lakh as compensation.

The 2015 Review of the NonProliferation Treaty (NPT) willtake place in New York from

April 27 to May 22 and the process isexpected to be stormy and con-tentious. The event marks some sig-nificant anniversaries of conflict: the100th — of the use of chemicalweapons in Ypres, Belgium; the 70th— of the bombings of Hiroshima andNagasaki; and the 20th — of theindefinite extension of the NPT. Anew set of geopolitical drivers willwork the agendas of nuclear and non-nuclear members of the Treaty.

Coming into force in 1970, theTreaty has been subjected to numer-ous pulls and pressures which haveleft the dream of nuclear disarma-ment unattained and the purpose ofpreventing proliferation defeated.The last review, in 2010, followed thecomplete failure of the 2005 Reviewconference, as a consequence ofserious disagreements which hademerged over a decade. Thedesire of non-nuclear states tosee better progress on disarma-ment by the Nuclear WeaponsStates (NWS) will figure asbefore. The discourse on thehumanitarian impact of nuclearweapons has given a new shapeto the NPT debate.

Humanitarian impact

The NWS have not been enthusedby either of these two concepts.Relations among the NWS afterRussian actions in Ukraine will havea substantial impact on the confer-ence. Moscow’s rhetoric andresponses have led to a rethink on therole and relevance of nuclear deter-rence, even among the non-nuclearstates of eastern Europe. As if this isnot enough, the situation in West Asiawill loom large since it involves theuncertainties of Iran, Israel, Syria andthe Islamic State (IS) in particularand the rest of the Arab world in gen-eral. In comparison, the nuclearshenanigans of North Korea whichwere once viewed as a major globaldanger, would remain a marginalissue.

The NPT Review Conference in2010 built a hard-fought consensus

based on more than 60 action pointsspread over three broad areas. Thesethree “pillars” were nuclear disarma-ment, non-proliferation and peacefuluses of nuclear energy. West Asia fig-ured large, which primarily meantfinding a way to a nuclear-free zone,which in turn meant addressing theissue of Israel’s nuclear weapons.This has now been much muddied byIran’s own nuclear programme whichin turn could now be resolved if theJoint Comprehensive Plan of Action(JCPOA) between the P5+1 (theUnited States, the United Kingdom,Germany, France, Russia, and China,facilitated by the EuropeanUnion) and Irancomes tof r u i t i o n .Three

preparatoryc o m m i t t e e(Prepcom) meetingshave been held so far to preparean agenda or work plan for the 2015Review Conference next week.Reconciling the wide range of viewsof 190-member states has never beeneasy. Consequently, various consen-sus drafts have been attempted andwhat emerges as the agreed agendafor the conference remains to beseen. The three pillars are in them-selves complex and intractable asexamined hereon.

Discussing disarmament

Nuclear disarmament is possiblythe easiest issue on the table, more sobecause there is no solution possible

or even conceivable. As a result, aformulaic approach is likely to getused in which non-nuclear weaponstates deplore the NWS’s lack ofprogress on reducing their arsenalsand making good on promises madein the past. On their part, the NWSwill reaffirm their commitment todisarmament, but point to the strate-gic security scenario to justify theincremental and slow progress so far.This will be contested strongly at theconference. The discourse on thehumanitarian dangers, from the use,deliberate or

accidental, of nuclearweapons either by states or non-stateactors, has gathered strength. Thisrequires, from the NWS, greatertransparency and tangible steps onnuclear security. U.S. PresidentBarack Obama has led the initiativeon nuclear security through interna-tional conferences, which have yield-ed more statements of intentions thanspecific actions. This will coalescethe non-nuclear states into a largebloc demanding tangible action fromthe NWS. They would seek timebound progress on the long promisedconsultative process among the

NWS.

Shifts in West Asia

West Asia has undergone signifi-cant shifts of power and capabilitiessince the 2010 conference. Mixedoutcomes of the Arab Spring, theongoing struggle for power withinand among the states of the region,and the emergence of the IS havemade West Asia a region of uncer-tainties. Progress on the Middle EastConference, agreed upon in 2010,

has been at a glacial pace.Israel has

shown no incli-nation to either join the conference orotherwise. Iranian obduracy — orstrategic skill — in holding outagainst sanctions and other pressureshad led to a situation where the U.S.turned towards a solution whichfavoured a postponed Iranian nuclearweapons capability, instead of animmediate cessation of weaponscapacity building.

An agreement flowing from theJCPOA that provides for the lifting ofsanctions on Iran (which has agreedto a stringent regime of nuclear regu-lation) will change altogether the bal-

ance of strategic strength in theregion. Israel has serious objectionsto this plan and its Prime MinisterBenjamin Netanyahu’s recent state-ments suggest no lowering in its hardstance on the issue. The NuclearWeapons Free Zone in West Asia willhave to be worked on wholly newparameters, whose shape and contentremain unclear. The conference nextweek will thus provide a platform fora lively, if not hostile, conglomera-tion of protagonists and antagonists.Whether it leads to clarity or confu-sion on West Asia remains to be seen.

trol equationshave reached their

nadir. Russia is unwillingto engage in negotiations on

bilateral arms reductions. Its annexa-tion of Crimea, its continuing supportto dissidents in Ukraine, and the reac-tions to it in Europe and from theU.S., will make it more difficult thanever for the Obama administration toeven contemplate unilateral reduc-tions. It is useful to remember thatUkraine gave up nuclear weaponsfrom its territory after the SovietUnion collapsed, only to face aRussian-directed conflict threateningto dismember it. On its part, Russia iswitnessing a narrative of resurgencein the face of containment and sanc-tions by the West. A “reset” of U.S.-Russia relations does not seem likelyin the foreseeable future. The firstcasualty in this stand-off will be

nuclear proliferation and disarma-ment.

South Asia’s two states withnuclear weapons are also steadilyimproving their strategic capabilitiesof nuclear warheads, missiles andsubmarines. Pakistan continues toassert its new found capability in tac-tical nuclear weapons, as a counter toIndian conventional military capabil-ities. This is viewed as another formof proliferation by Western nuclearmandarins, whose best solution isconfined to advising New Delhi onrestraint in dealing with Pakistan.

The NPT Review 2015 will be heldin a strategic scenario not very dis-similar to the Cold War antagonismof the 1980s. The glue of a globalisedworld economy and the prospect of aworld without conflicts among devel-oped states have been replaced byseemingly implacable positions. Thesituation is made explosive by thearrival on the scene of new forces ofterror and coercion in and aroundstates whose efforts had led to thesigning and sustaining of the NPTover the decades. An idea of thestraitjacket of ideas which drives theNPT can be had from the resolutionpassed in the UN last year. This haddemanded that India and other non-signatories to the NPT join the Treatyas Non Nuclear Weapons States.India had rightly rejected the resolu-tion which ignores the ground reali-ties. Therefore, expectations are nothigh for the Review Conference andthere are competing definitions aboutwhat will constitute success in NewYork. The future of the NPT seemsuncertain, and the best outcome ofthe Review Conference may beanother extension to the agreedaction plans of the past, even as theTreaty has failed to either stopnuclear proliferation or encouragedisarmament

Andhra Pradesh Chief Minister N.Chandrababu Naidu recently vis-ited China, not just as an ambas-

sador for his State, but with the largerobjective of improving bilateral relationsbetween India and China. He was chosenby the Ministry of External Affairs to leadthis delegation.

During his six-day visit, Mr. Naidu met,among others, the Mayor of Beijing, theChinese Vice-Premier Wang Yang,Sichuan Governor Wei Hong and theMayor of Chengdu, Tang Liangzhi. Healso interacted with a number of potentialinvestors in Beijing, Shanghai andChengdu (Sichuan Province).

There were some significant takeawaysfrom the Chief Minister’s visit. A numberof solar companies such as Trina Solarand JA Solar as well as construction com-pany Jiangsu Provincial ConstructionGroup Company evinced interest ininvesting in Andhra Pradesh. MOUs weresigned with China Association of Smalland Medium Enterprises and ChinaCouncil for the Promotion ofInternational Trade. Both Guizhou andSichuan Provinces also seemed to beinterested in building sister-state linkageswith Andhra Pradesh. Mr. Naidu also pro-posed the idea of an exclusive industrialpark for Chinese companies to the ChinaHarbour Engineering Company, and hisdelegation visited Huawei’s Research andDevelopment Centre in Beijing. Overall,Mr. Naidu managed to not just put for-ward some of the advantages of investingin Andhra Pradesh and his vision for theState, especially for infrastructural devel-opment, he was also able to contribute apositive message for bilateral relationshipby sending a clear signal that despite dif-ferences with China, India is keen toenhance economic cooperation, and thatthe provinces would contribute towardsthis. In the last 11 months in office, PrimeMinister Narendra Modi has introduced anumber of changes to the practice ofIndian diplomacy such as the utilisationof soft power and the leveraging of dias-pora, as evident from his visits to theU.S., Australia and, more recently,Canada. Apart from the emphasis on soft

power, he has also urged the States to playa more constructive role in improvingIndia’s relations with the world. Duringinvestor summits and economic forums,he has urged the States to partner inIndia’s economic growth by competingfor Foreign Direct Investment. During hisforeign visits, both bilateral and multilat-eral, he has drawn greater attention to theneed for closer ties between countriesbeyond just the capital cities.

Strengthening linkages

Significantly, Mr. Modi’s engagementwith the outside world, before he becamePrime Minister, was through the bi-annu-al Vibrant Gujarat Summit, which gavehim an opportunity to not just reach out tobusinessmen from different parts of theworld, but also others. His visits abroadhelped build strong linkages not just withthe business community but the politicalleadership as well.

While it is well known that Mr. Modiattracted investors to Gujarat, a fact less-er known is that Mr. Naidu and formerKarnataka Chief Minister S.M. Krishna— who later also served as External

Affairs Minister — were among the firstSouth Indian Chief Ministers to attractinvestors to their respective States. Bothachieved a reasonable degree of success.Not only did they seek investment inInformation Technology, with Mr. Naiduconvincing Microsoft to invest in AndhraPradesh, for example, but they were alsoable to get foreign dignitaries to visit theirrespective States.

Need for mechanisms

It is encouraging to see the increasingtrend of Chief Ministers seeking foreigninvestment from overseas and holdingInvestor Summits. Besides AndhraPradesh and Karnataka, such summitshave been organised by West Bengal,Rajasthan, Madhya Pradesh and Punjabas well. They are not modelling them-selves on any one particular State, butpromoting their own strengths. In therecently held Hannover Industrial Fair, 18States with very different economic indi-cators were present and the PrimeMinister made a reference to this.

It is also positive to see that the currentgovernment is recognising the pivotal

role of State governments in Indian for-eign policy. The idea of sending Mr.Naidu to head a delegation to China is aclear illustration of this point. There isalso the possibility of an agreement beingsigned during Prime Minister Modi’sChina visit in May, when meetingsbetween Indian Chief Ministers andChinese Governors will be institution-alised.

While good beginnings have been madein this direction, it is important to haveclear mechanisms in place and institution-alise participation of State governmentsin foreign policy. Countries that haveachieved reasonable success in this aspect— Germany, China and Canada — havebeen able to ensure that the central gov-ernment and the sub-national govern-ments do not view each other with suspi-cion, but as partners.

Whether or not it was timed for Rahul Gandhi’sreturn from a nearly two-month sabbatical, thehuge rally in Delhi on Sunday against the land

acquisition legislation seems to have primed the Congressfor the role of a more active opposition. Although farm-ers’ groups and civil society organisations gave the protestits initial momentum, the Congress is now firmly at thecentre of it all, piling up pressure on the Narendra Modigovernment to drop some of the more contentious clausesin the legislation. What the government initially tried tosell as a more rational and practical version of the legisla-tion originally conceived by the previous Congress-ledUPA government, is now being branded as an “anti-farmer” and “anti-poor” piece of work designed to pleasecorporate houses. Whatever the government’s explanationfor the changes sought to be made to the earlier land leg-islation, the sense of the farmers and the rural poor is thatthey are being short-changed to please the industry lobby.If the Congress is able to channel some of this resentmentinto its own fight against the Modi government, it couldwell mark the beginning of a reversal in the party’s for-tunes. If Mr. Gandhi hogged the limelight at the rally, itwas on account of his having just returned from a long“leave of absence” from the political arena. Party presi-dent Sonia Gandhi was very much at the heart of the rally,letting the government know that the party would standwith the farmers on this issue. One of the worries for theold guard in the Congress is whether a greater role for Mr.Gandhi would perforce mean a reduced role for Ms.Gandhi. That Rahul was joined by Ms. Gandhi and formerPrime Minister Manmohan Singh must have been a mat-ter of some comfort to those leaders who have been argu-ing that Ms. Gandhi should continue to head the party forsome more time. Mr. Gandhi, who had at times given theimpression that he was a reluctant politician, dispelled anymisgivings his supporters might have had about his ill-timed absence. With a frontal attack on Prime MinisterModi, he made it clear that the hiatus was not in any sensea running away from the scene of the battle, but truly anattempt at reflection and reassessment of his and hisparty’s role in the context of the heavy defeat in last year’sLok Sabha election and the subsequent Assembly elec-tions in several States. If the Congress is to retrieve lostground, then it must continue to take up livelihood issuessuch as the land legislation. Without a vigilant opposition,the government might never get a chance to rectify itsmistakes. The Modi government’s land legislation mightend up as a big boost for the Congress in the oppositionspace, and for Mr. Gandhi within the Congress.

"We are launching amobile-based paperlessunreserved ticketing appli-cation tomorrow," said asenior Railway Ministryofficial.

Having booked a ticketusing the app, a commuterneed not take a print out ofthe same and can show itssoft copy on the cellphoneto the Ticket Examiner(TTE).

As per the plan, one maydownload the app from theGoogle App store forAndroid-based mobilephones. After the down-load, the user will get aregistration ID number forcreation of a railway e-

will have to be loadedthrough the e-walletmobile payment systemeither online or at a ticketcounter at anystation.

Passengers have theoption of topping up the e-wallet at ticket counters oron the IRCTC websiteusing a credit or debit card,the official said.

Besides booking tickets,

one can even renew seasontickets using the app,which the official said willbe a great help for com-muters in the unreservedticketing segment.

The app-based ticketingsystem was tried out in theMumbai suburban sectoron a pilot basis. The appwill be available for cell-phones running on theAndroid operating systemsfrom tomorrow and forBlackberry devices later.

Sundarbans, villagers havetaken destiny into theirown hands. Brick by brick,literally, they are buildingroads connecting theirremote villages to the restof the world -- with a littlehelp from an NGO, WorldVision India. The NGO issupplying the bricks. Butthe labour is voluntary, alabour of love.

Scores of women havevolunteered at Hiranmoyvillage -- all of them fed upwith non-existent roads.

"We realised that if wedidn't participate, nothing

will happen. We have tobuild our own road," saidBonyamoni Mondol, who

has been working on brick-

lining the mud road for aweek now.

Among the most moti-

vated is 26-year-old

Madhavi Mondal, whowent into labour last mon-soon but couldn't reach thehospital as the mud roadhad been washed away.She delivered her sonShubham in the house. "Isuffered a lot. I'm workingto build this road so othermothers don't suffer."

Also working in thescorching sun are men.Like 36-year-old GourTarafdar, who quit his jobin the Andamans to comeback to his village andwork for the road. His rea-son? His 7-year-old daugh-ter Anwesha.

"She had a heart defect

and needed to be rushed tohospital often," saidTarafdar. "It was a night-mare. There was no road,no transport and I had tocarry her over a mud lane.When I heard a road wasbeing built in my village, Icame back to do my bit."

A sense of ownership,that's what World VisionIndia wanted to tap intowhen it started working inthe Basanti block ofSunderbans six years ago.

"Initially, the villagersoffered money but couldraise only Rs. 20,000," saidApam Shatsang of WorldVision India.

Prof Mahapatra and hisfriend Subrata Senguptawho was also arrested inthe case. It had also direct-ed the government to makean additional payment ofRs. 25,000 each to coverthe legal costs.

Women and ChildDevelopment, has called for anationwide ban on cow andbuffalo slaughter, and said itwould be wrong to give it areligious colour. "I think cowslaughter and buffalo slaughtershould be banned... the reasonfor this is that 90 per cent ofthis is illegal. The law says thatyou can kill them after a certainage (14 or 16). But all thatwhich are being killed now areeither pregnant or milkingcows," Ms Gandhi said in herfirst television interview sincetaking charge last year.

The minister added, "Hindussell cows. Muslims are thebutchers, because it is theirprofession. So, there is noquestion of a religious angle."

Ms Gandhi quoted from asurvey by the Food Safety andStandards Authority of Indiathat said 80 per cent of the milksold in the country is fake. "Wehave no milk in this country.The entire states of UttarPradesh and Bihar have no realmilk. It is only adulterated milk

that is being supplied," shesaid. While arguing for a banon cow slaughter, Ms Gandhimentioned that she also sup-ported the use of cow urineextract as a disinfectant, sayingthat her entire ministry wascleaned each day with the sub-stance. Ms Gandhi also spokeabout her demand that a juve-nile court be allowed to decidewhether a minor involved inheinous crimes like rape ormurder should be tried andpunished like an adult. Shepointed out that under existinglaws, the juvenile in the Delhi

gang-rape case had "technical-ly committed the crime in achildish frame of mind." Theconvict, who was a few monthsshort of 18 at the time, wassentenced to three years in areform home, which triggerednational outrage.

She had introduced a propos-al in the Juvenile Justice Bill inParliament to treat 16-18 yearolds accused of rape and otherserious crimes as adults, but apanel of lawmakers led by thehealth minister looking into thebill had rejected the clause andasked for a complete review.

Ban Cow, Buffalo slaughter acrossthe country: Maneka Gandhi

NEW DELHIThe National Tiger Conservation

Authority (NTCA) has accorded finalapproval to two national parks for beingdeclared as tiger reserves, the Lok Sabhawas informed today.

"The NTCA has accorded final approvalto Kudermukh National Park in Karnatakaand Rajaji National Park in Uttarkhandfor being declared as tiger reserves byrespective states," Environment MinisterPrakash Javadekar told the Lok Sabha in awritten reply.

He said that in-principle approval hasalso been accorded by the NTCA for cre-ation of three new tiger reserves inRatapani in Madhya Pradesh, Sunabeda inOdisha and Guru Ghasidas inChhattissgarh.

He said that state governments havebeen advised to send proposals for declar-ing Suhelwa (UP), Mhadei (Goa),Srivilliputhur grizzled giantsquirrel/Megamalai wildlifesanctuaies/Varushanadu valley (Tamil

Nadu), Dibang (Arunachal Pradesh) andCauveri-MM hills (Karnataka) as tigerreserves.

He said that several initiatives havebeen taken by the government for conser-vation and protection of tigers and otherwild animals in the country.

Replying to another question, MrJavadekar said that the Central ZooAuthority (CZA) has requested the ChiefWildlife Wardens of all states to establishrescue centres to house orphaned andinjured wild animals and those animalsinvolved in man-animal conflict.

"There are already 15 recognized rescuecentres functioning in various parts of thecountry run by government and NGO. Outof these, ten facilities run by NGO," hesaid.

He added that the CZA has recentlyreceived a proposal for setting up of a zooand rescue centre at Mukundpur, Satnaand Gorewada in Nagpur. The Masterplan for both the proposals has beenapproved by the CZA, he said.

Theargument doesn't wash,says the opposition.

"Why haven't real farmerbeen sent? Or evenexperts? The delegationonly has TRS (the rulingTelangana Rashtra Samiti)leaders who haven't had thechance to visit any foreigncountry," said KonagalaMahesh, a TelanganaCongress leader.

said it will set up an 'Ambedkar Chair' atthe London School of Economics (LSE),Dr BR Ambedkar's alma mater.

Maharashtra Social Justice MinisterRajkumar Badole said a delegation willleave for London on April 23 to finalisethe process of acquiring the house inLondon where Dr Ambedkar once lived inthe early 1920s. "The government has alsodecided to sponsor fellowship of twoscholars for pursing studies at the LSE,"Mr Badole told PTI. He also said DrAmbedkar's house in London will beacquired and developed as a memorial-cum-museum. The 2050 sq ft house, locat-ed at 10, King Henry's Road, NW3,

A day after stating that privilegesfor Members of Parliament at air-ports will continue, civil aviationminister Ashok Gajapathi Rajusaid what is extended to lawmakersat airports are not privileges, but"courtesies".

"Parliamentarians are frequentfliers, across the world they aregiven facilities... Tea, coffee, waterthese cannot be called privileges,they are courtesies," the ministersaid. "Of course, people's represen-tatives need to be honoured, butthat's a secondary thing."

The minister's clarification fol-lows his yesterday's statementabout the privileges accorded tolawmakers at airport, which furtherfuelled the national debate aboutthe country's so-called VIP-cul-ture.

OnePlus on Monday had a lot up its sleeves startingoff with the announcement regarding that the '2014flagship killer' smartphone would now be available

without invites 'forever', apart from announcing large dis-counts on its accessories for a limited time. The companyeven dropped a hint to the OnePlus One's successor phone,the OnePlus 2, which it claimed will be released in thirdquarter.

Carl Pei, Co-Founder and Head of Global, OnePlus onMonday on Twitter also said that the CM12S update roll-out had been paused due to the addition of the "OkOnePlus" feature, which was due to be released as far backas June last year. It will now be included with the Android5.0 Lollipop-based Cyanogen OS 12 (CM12S) update. Torecall, the Lollipop-based Cyanogen OS 12 (CM12S)update started rolling out to the OnePlus One last weekover-the-air (OTA), ahead of Micromax's Yu Yureka.

Pei said on Twitter, "OTA rollout was paused due to new"Ok OnePlus" feature being added. Should resume midweek."

He also clarified that the 'Ok OnePlus' feature will beavailable with the CM12S update only and not the compa-ny's OxygenOS, adding that users who have already updat-ed to CM12S will receive the Ok OnePlus feature in a sep-arate OTA update. The conversation (screenshot below)was however deleted by Pei soon after, leading to specula-tion that the OTA update might resume later than prom-ised. Other speculation revolves around Cyanogen work-ing on another update to fix a Google Play services 'wake-lock' issue causing battery drain on CM12S handsets, anissue that is expected to be fixed in an upcoming update.

The 'Ok OnePlus' feature is meant to work the same asthe 'Ok Google' hotword detection feature, however, alsobrings lock screen or off-screen detection of the hotword.The 'Ok Google' off-screen hotword detection feature has

been promised by Cyanogen for a while, and was expected to bemade available with CM12S - but wasn't, much to the chagrin ofusers.
