    On February 8, 2012 a joint inspection was conducted this day at 215 Birchwood Ave. Cranford (Union County) NJ. I (Jim Scully) conducted this inspection

    with Mr. Ron Wienckoski of DEP, Bureau of Site Remediation. The inspection conducted this day had dual purposes. One purpose was to ensure compliance

    with the disruption approval that was issued to Cranford Development Associates LLC. The other purpose was to inspect and make a visual, clean filldetermination with regards to the excavated material that had received scree ning. As a result of the screening process, it was the intention of the developer

    to re-use the screened material as clean fill and place it back into the excavated area on this site.

    Based on the inspection conducted this day, with regards to the landfill disruption activities, there were no solid waste violations. Regarding the piles of

    screened material, it was determined that the amount of solid waste materials observed throughout the piles, especially the plastic paper and wood,

    exceeded the roughly 1% de minimis contamination level and therefore would not qualify as clean fill.

    No one was on site. No activity was conducted. Heavy equipment was not observed on the premises. The security gate s were locked preve nting entrance

    into the site.

    From the street entrance, it was observed that the piles of solid waste remaining on site were covered with a plastic tarp.

    Based on the inspection conducted this day, with regards to the landfill disruption activities, there were no solid waste violations.

    Note that during a previous site inspection conducted on or about 2/8/12, a dete rmination was made with regards to the excavated piles of solid waste

    materials that received screening on the site . Based on observations made on 2/8/12, the amount of solid waste materials observed throughout the screened

    On these two occasions there was no one on site and there was no activity of any kind observed. The security gates were locked.

    Comments:

    On August 16, 2012 a joint inspection was conducted at 215 Birchwood Ave. Cranford (Union County) NJ. I (Jim Scully) conducted this inspection with Mr.

    Ron Wienckoski of DEP, Bureau of Site Remediation. The purpose of this inspection was to inspect and by a visual observation, make a clean fill

    determination with regards to the excavated material that had received scree ning. As a result of the screening process, it was the intention of the developer

    to re-use the screened material as clean fill and place it back into the excavated area on this site.

    Based on the visual findings of this site visit it was determined that a significant amount of solid waste material, i.e. wood, plastics, paper, e tc, was removed

    as result of the re -screening of the excavated material. Therefore, based upon the visual aspects of the screened soil, it would be suitable for the re-use as

    back fill material onsite, while it is required that the solid waste material be removed and disposed of properly.

    Solid waste violations were not observed during this inspection.

    2280 LANDFILL DISRUPTION REQUIREMENTS. Heading

    Based on the visual findings of this site visit it

    was determined that a significant amount of solid

    waste material, i.e. wood, plastics, paper, etc,

    was removed as result of the re -screening of the

    excavated material. Therefore, based upon the

    visual aspects of the screened soil, it would be

    suitable for the re-use as back fill material

    onsite, while it is required that the solid waste

    material be removed and disposed of properly.

    Solid waste violations were not observed during

    this inspection. For more detailed info. please

    refer to the word document attached in NJEMS

    for this days inspection.
