State-run HAL is in talks with Swedish aerospace major Saab, makers of single engine Gripen fighter planes, to collaborate on the upgraded version of the indigenously developed Light Combat Aircraft ‗Tejas‘ which will replace IAF‘s aging fleet of MiG combat jets. Senior defence sources said that while the first round of talks have been completed, a high-level team from Saab will arrive in India next week to carry forward the discussion. ―India needs about 300 aircraft of the Light Combat Aircraft (LCA) type. Saab‘s Gripen is a good fighter jet and hence exploratory talks are on to see if they can be a

technical collaborator for the upgraded Tejas,‖ they said. The Defence Ministry has set 2018 deadline for making the first upgraded Tejas aircraft. Hindustan Aeronautics Limited (HAL), manufacturer of Tejas, is likely to hand over the fourth aircraft to IAF by June end. The four aircraft will make up for the first squadron of IAF which will be used for training and familarisation. Rather than waiting for LAC Mk II, IAF had decided to go in with an upgraded version of the existing Tejas with over 40 modifications. The Indian Air Force has prepared a 10-year modernisation plan that identifies technologies and services that it requires and is set to share it with the private sector. But just 10-15% of the over Rs 2.5 lakh crore projected acquisitions are expected to be from domestic manufacturers. The plan is to share details of its requirements - from aircraft tyres to rotor blades and 3D printing technology, with specific quantities needed over 10 years - to enable private sector players to set up manufacturing facilities and replace imports. The Indigenisation Roadmap (2016-2025), which is set to be released at a CII event on Tuesday, also lists out 174 parts — from subsystems for Jaguar fighter aircraft to parts and spares for the An 32 transport fleet — that are in dire need of being indigenised. Despite the economic headwinds, it appears that RMAF upgrade programmes – Hercules, Hawk and Nuri – have been green lighted. However it remained to be seen whether the contracts will be signed at the upcoming DSA 2016. Even if they could not signed the contracts at the exhibition, it is expected that it will be done shortly after the show. The decision to approve the upgrades is a big relief to the local defence industry as many had feared that the ―difficult funding environment‖ will work against them. Defence industry sources said the Hawk upgrades are expected to be completed within the next two years while the Hercules and Nuri ones will likely stretch past 2020. As the Hawks are needed for operations in Sabah, the shorter period for upgrades is elementary.
