Kawana Waters State College offers a Student Resource Scheme (SRS) as an economical alternative for the provision of high quality resources for their students. SRS is organised by the College, operates under the policy and guidelines of the Department of Education (DoE), is approved annually by the College Council and is endorsed by the P&C Association. At Kawana Waters State College, we try to minimise the financial impact on parents and families. This year the College has absorbed the inflationary increases to keep costs as low as possible. Because of this, I do request that everyone pays quickly and in full. Where at all possible, paying upfront or early in the year is expected. Payment options are also available. Please complete the ‘Student Resource Scheme Participation Agreement’ to formalize your participation in the scheme and to advise of your payment intentions. Purpose of the Student Resource Scheme

In accordance with the Education (General Provisions) Act 2006, the cost of providing instruction, administration and facilities for the education of students enrolled at State schools, who are Australian citizens or permanent residents, or children of Australian citizens or permanent residents is met by the state. Parents/carers are directly responsible for providing textbooks and other personal resources for their children while attending school. In recognition that these costs can be high, the College operates a Student Resource Scheme (SRS), that enables a parent/carer to enter into an agreement with the College. For a specified annual participation fee, the College provides for the temporary use by the student, prescribed textbooks and/or other resources, and/or the purchase of many consumables and materials for the student.

The scheme is not used to raise funds for any other purpose than to provide resources for your student. Participation fees are directly applied to fund the service delivered by the scheme. The scheme provides the entire package for the specified participation fee and is not available in parts unless specifically discussed and signed by the College Principal.

The Student Resource Scheme includes textbooks, etexts and/or educational resources that, in the absence of the scheme would normally be purchased by the parent for the student to use at school. The scheme may also include printed material such as workbooks and worksheets, produced by the College in lieu of prescribed textbooks. Benefits of the Scheme

Students have the required resources for their education whilst at school.

The benefits from the savings that the College can secure through bulk purchases and discounts are passed on to families.

The scheme saves parents/carers time and money in sourcing appropriate textbooks, e-learning resources and other materials supplied under the scheme.

Student Resource Scheme (SRS) - Terms and Conditions Participation in the scheme is voluntary. A parent's decision to participate is based on consideration of the value

afforded by the scheme. This form is completed at enrolment and/or when moving from Primary (P-6) to Secondary

(7-12). If a parent chooses to participate in the scheme and has completed the Participation Agreement Form, a fee

will be due and payable.

On lodgement of the completed Participation Agreement Form with the College and payment of the participation fee in accordance with the agreed payment arrangement, the College will provide the items to the student for use, as they are required.

Payment of the participation fee by the parent is required for continued participation in the scheme. An unpaid fee will be subject to the Department’s debt recovery processes and withdrawal of resources included in the scheme.

A parent who does not wish to join the scheme is responsible for providing the student with the items that would otherwise have been provided to the student by the scheme to enable them to engage with the curriculum. Detailed lists are available later from Heads of Department.

All items provided for temporary student use by the scheme remain the property of the College and shall be returned at the end of the education program or school year, or when the student leaves the College, whichever is the earlier. The student shall keep items provided for temporary student use in good condition. Where an issued item is lost, negligently damaged, or not returned, the parent may be invoiced and required to pay the replacement cost of the item.

The Student Resource Scheme does not include: voluntary financial contributions to supplement the instruction, administration and facilities for the

education of the student at school resources funded by the state through grant funding to provide a core educational service including student

internet access during class time College uniforms and activities such as excursions, camps, performances, and formals

Note: Before a student can be considered for participation in an optional College activity, a parent is expected to have: fully paid all outstanding fees or paid the Student Resource Scheme and other outstanding fees up to and including the week in which the

College activity takes place or made regular on-going payments towards these fees, as previously arranged with the Principal, Heads of

Campus or Business Manager been exempted by the Principal from paying all or part of these fees.

A student, whose parent has joined the Student Resource Scheme but not paid the participation fee, will continue to be provided with instruction, administration and facilities for their education, however the student will have textbooks and resources withheld and will not be considered to participate in optional College activities, camps, excursions, primary swimming programs, senior jersey, formal etc. Parents experiencing financial hardship are encouraged to contact the Finance Staff or Principals to discuss payment or resourcing options that may be available to accommodate their circumstances. Onus of proof of being so affected is on the parent.

Parents will be charged a pro-rata participation fee for a student who enrols after the first week of school, calculated on a 40-week school year basis. Refunds: The College will make a pro rata refund to the parent of a student who, having paid the SRS fee, completes a “Release” form and/or leaves the College during the year. The pro rata refund is calculated on the fees paid, less the cost of consumed materials and the replacement cost of scheme items that are lost, negligently damaged or not returned. Invitation:

All Parents are invited to attend an advertised P&C meeting every year, to obtain information and share discussions regarding the Student Resource Scheme and Secondary Subject Fees. Meetings occur on the third Thursday of each month.

College policy endorsed by the P&C is that prior to any excursions, camps, Senior jerseys, Primary swimming program, College trips etc. all SRS and subject fee payments should be finalised, or if on an agreed Payment Plan - payments are up to date. Exceptions will be by negotiation with the College Principal only. Should you be experiencing financial difficulties, please contact the Business Manager – Finance to arrange a payment plan.

Secondary Campus (Years 7 to 12) The College operates a Student Resource Scheme (SRS) under Department of Education guidelines. The scheme aims to provide all students with the necessary basic textbooks and associated learning materials at considerable savings to parents. The scheme is made up of Government Textbook Allowance, User Pays Subject fees and a Parent SRS payment. To join is voluntary. Parents have a choice of either joining the scheme OR privately purchasing all the various textbooks, novels and other materials. The College charges User Pays Subject fees (UPSF) for some subjects. These are additional to the SRS charge and itemised in the Subject Information handbooks. These will be invoiced in February. Excursions are individually invoiced closer to excursion dates. Personal stationery & other items that are not provided, need to be purchased for your student. These are also listed in the Subject Information handbooks.

The Scheme provides the following to students: All teacher prepared notes and materials Student Handbooks Basic Technology & Design, Home Economics and Art materials, including aprons (this does not include

food items, clothing, materials for Technology & Design and Home Economics items which the students take home)

All textbooks and other resources on loan as they are required Access to subject specific teaching kits, videos and other reference materials Provision of practical learning experience materials, specialist presenters Short term loans for all classroom resources as required (e.g. plays, novels or e-books) Use of class sets (e.g. atlas, dictionary, textbooks, etext etc) Use of reference materials, including audio, video and electronic Photocopy costs of classroom materials and workbooks Reproduced class materials which complement textbooks or substitute for textbooks ICT – technical support to connect your personal laptop to the College wi-fi, additional software,

on-line programs and printing allowance Access to subject area specific resources and equipment as listed in the Subject Selection handbooks Student ID Card Certificate printing costs Items specifically excluded from the scheme: x Personal protective clothing where required x Excessive printing (students will be allocated $30 and will pay a top-up fee once this is used) x College activities eg. excursions, competitions, performances, camps, reward days, formals, jerseys Before a student can be considered for any College activities, a family who has joined the scheme is expected to have:

fully paid the College fees; or

paid fees up to and including the week in which the College activity takes place; or have made regular on-going payments towards these fees, as previously arranged with the

College. The Department of Education pays a Government Textbook and Resource Allowance (TBA) for Secondary students in bulk to the College for students in Years 7 - 12. Certain students are NOT entitled to this allowance, namely Exchange Students, Full Fee-Paying Students, Adult Students (aged 18 Years and Older) and Students from other states enrolling after the cut-off date (the first Friday in August). The Department encourages schools to provide Student Resource Schemes to minimise costs for parents. The Government Textbook Allowance (TBA) per student (adjusted annually) and currently is: $ 127 for Years 7, 8, 9 & 10 and $ 276 for Years 11 & 12

Additional costs through the year may include excursions, camps, competitions, workshops, academies etc.
