During the public meeting, Commissioners were informed that GIC has estimated the change in the Commonwealth’s share of FY2021 healthcare premiums will be an increase of 4.9%. This means that to pay the Commonwealth’s share of Members eligible healthcare claims, the estimated cost grows from $2.1 Billion in FY2020 to $2.2 Billion in FY2021. This rate applies only to the Commonwealth share of premiums and cannot be used for calculating the premiums for each of the 11 products. Premiums for the 11 products and the authorized designs will be calculated after February 6, when designs are fixed. By February 27, all premiums will be presented to Commissioners for a vote.

During the public meeting, GIC proposed a design change for one healthcare carrier (UniCare) to reduce or eliminate cost barriers to behavioral health care that do not exist within the medical coverage offered by that healthcare carrier.

During the public meeting on Thursday February 6, Commissioners will vote to accept or reject the single plan design change proposed. Once all the plan designs are fixed, GIC can begin calculating premiums for all 11 products.

In the month prior to Annual Enrollment, GIC will mail a single-page statement of all current information about your healthcare plan, including product name, premiums, and dependents covered, if any. This will help you compare what you have now with what will be offered. You should review this information carefully to ensure it is accurate, current, and complete. There are instructions for updating it, which you can do online, by mail, or during Annual Enrollment. For your convenience, GIC has coordinated with the State Board of Retirement to include relevant retirement information on the reverse side of the Benefit Statement. Contact information is also provided for help with additional questions.

These guides will be customized for each Member population across the Commonwealth to ensure the information about plan limits, product features, and premiums are accurate and complete. The four decision guides for each population include: Commonwealth of Massachusetts Active Employees Commonwealth of Massachusetts Retirees and Survivors Municipal Employees, Retirees and Survivors Retired Municipal Teachers and Elderly Government Retirees The following slides contain information about what is currently known about the products we will offer in FY2021.
