BACKGROUND
Healthy Eating and Physical Activity (HEPA) Standards
• In 2011, YMCA of the USA made a commitment to First Lady Michelle Obama and the Partnership for a Healthier America to become the nation’s healthiest childcare provider and help end the childhood obesity epidemic
• Standards are evidence-based, and were developed on years of research

HEPA STANDARDS OVERVIEW
FOR EARLY CHILDHOOD & SCHOOL AGE PROGRAMS
Family Engagement Engage parents/caregivers using informational materials and/or activities focused on healthy eating and physical activity a minimum of once a quarter.
Physical Activity Ensure that children engage in at least 30 minutes of physical activity for half-day programs and 60 minutes for full-day programs, including a mix of moderate and vigorous physical activities that promote bone and muscle strengthening. Play will take place daily outdoors whenever possible.
Screen Time Eliminate screen time for children under two years of age. For children over two, screen time is limited to less than 30 minutes per day for children in half-day programs or less than one hour per day for those in full-day programs.
Food Serve fruits or vegetables at every meal and snack; Children serve themselves (family-style); No partially hydrogenated oils (trans fat), fried, or pre-fried foods; Serve whole grains when grains are served; Serve foods free of sugar as one of the first three ingredients or less than eight grains of added sugar.
Beverages Offer water at the table during every meal and accessible at all time. Serve only water and plain, low-fat (one percent) or non-fat milk.
Infant Feeding Adults who works with infants and their families should promote and support exclusive breastfeeding for six months and continuation of breastfeeding in conjunction with complementary foods for one year or more.

WHY HEPA?
• 1 in 3 children in New York State are considered obese or overweight
• This condition can lead to many life-shortening chronic diseases, including:
o Type 2 diabetes
o Heart disease
o High cholesterol
o High blood pressure
o Stroke
o Several forms of cancer
o Asthma

NEW YORK STATE YMCA FOUNDATION
• Foundation: 501(c)(3)
• Conduit of financial support to YMCA Associations in New York State
• Funds often used for scholarships, seed money for new programs or services and staff certifications
• Through the Alliance’s advocacy, the Foundation received $400,000 in the 2019-2020 State Budget to support HEPA implementation and expansion at the YMCA

• Base awards
• Funds can be spent with any vendor, whether in New York State or anywhere in the world
$25,000+
• Subject to Minority & Women-Owned Business Enterprises (MWBE) Contract Goals of 30%
• This means, if awarded $25,000 and over, 30% of your discretionary goods must be spent with an MWBE in New York State

FUNDING USES
• Funding use: To implement or expand HEPA in YMCA youth programming (early childcare, afterschool, summer camp, and other related youth programming)
• Funds cannot be used for sales tax, salary, administrative fees, labor, food/beverage, program fees, scholarships, training, other programs, etc.
*As of 6/8/2020, OCFS APPROVED the use of grant funds for labor expenses by contractors required for project execution. Previously, YMCAs were prohibited from using grant funds to pay for labor expenses for HEPA “capital projects” (like community gardens, pool/gymnasium remodels, teaching kitchens, etc.). These expenses are now PERMITTED.
• Purchases must be approved by the Foundation and OCFS before spending!

HOW WILL MY YMCA BE REIMBURSED?
• Grant awards are made to YMCA Associations as cost-reimbursable contracts
• YMCAs are responsible for all associated costs up-front and will submit invoices to the New York State YMCA Foundation
• YMCAs will have one month to make their eligible purchases
• YMCAs may submit as few or as many invoices to the Foundation as they would like
• Funds are processed through the New York State Office of Children and Family Services
• There is potential for delays, additional documentation, etc.
