SUMMARYUpdated guidance and communication is being provided in a number of areas. This guidance will be

updated according to information and direction provided at the local, state and federal level. Please

check back periodically given the fluidity of the current situation.

Elkhart Area Career Center will offer a blend of in person classes/training and ELearning. In person

classes will alternate between Group A and Group B and will be based on a 3-2 model. Group A will

attend Monday and Wednesday each week and Group B will attend Tuesday and Thursday. The groups

will then rotate on Fridays and this arrangement will continue throughout the first semester (See

attached first semester calendar Group A and B dates of attendance) . Students will be required to

participate in ELearning when not on campus. The EACC will reevaluate conditions in late November

to plan for the second semester. There will not be a virtual option for the EACC due to state guidelines

dictated by the Governor’s Workforce Cabinet (GWC) that state in-person training has to account for at

least 50% of the instruction for CTE programs.

PROGRAMS REQUIRING ADDITIONAL IN-PERSON HOURSThe following programs have been identified by the GWC as needing greater than 50% of in person

hours to successfully complete the program:

• Computer Networking I: 67%

• Cosmetology I and II: 80%

• Culinary Arts I: 67%

• Culinary Arts II: 80%

• Dental Career: 67%

• Pre-Nursing (CNA prep): 75%

• Welding I and II: 80%

Further guidance regarding additional in-person hours will be shared as planning continues for the

2020-2021 school year.

Students will be grouped by sending schools to minimize transportation and scheduling issues. Group-ings are put in place to limit class sizes, possible contamination spreads, and equitable access for all students. Group A students will attend class in person on the first day of school (8/17/20) and Group B will attend (8/18/20). There will be no ELearning for 8/17 and 8/18 as these days will be utilized for ori-entation and expectations for EACC programming. ELearning will begin on 8/19. The AM session runs from 8:00-10:45 and the PM session goes from 11:50-2:35. See groupings below.

SUMMARY OF SAFETY MEASURESThe EACC prides itself on maintaining clean and safe facilities for students and staff. These efforts will increase to ensure safety and sanitation are kept a priority. To reduce the risk of the spread of COVID-19, we will:

• Screening. Temperature scans will be taken on all students as they arrive for their session. If a student’s temperature is 100.4 or higher they will be sent home. Parents/guardians can help by taking their child’s temperature before school. If a child has a temperature of 100.4 or higher, he or she must be kept home. A child may return to school after 24 hours without a fever (with-out fever-reducing medicine). Pre-screening will help reduce disruptions in work schedules and transportation related issues.

• Masks. Per Governor Holcomb’s mandate on 7/27, Masks will be required for all staff and stu-dents upon entry to EACC buildings. Masks must be worn in common areas; i.e. hallways, front office, restrooms, and locker rooms. Each EACC student will be provided with one washable, re-usable cloth mask and one disposable mask.. Students may use their own personal masks as long as it is school appropriate and administration reserves the right to have the final determination.

• Student masks may be removed when classrooms are arranged for students to be six feet or more apart at all times. When the teacher can be six feet or more away from students, the teacher does not have to wear a face covering, even when students can-not be arranged six feet apart. Instructors will have the final determination on when it is safe to remove masks.

EACC Main Campus, ETI Programs, and North Annex Entry Points

• Student Entry. Students will be required to enter each building at the closest location to their program (See attached EACC buildings and student entry points). Upon entry, students will be required to move immediately to their EACC program. This will help to reduce possible contam-ination and make contact tracing more manageable, if needed. Temperature scans and hand sanitizer will be located at every entry. Below are student entry points for both drivers and bus riders. There will be four student drops for bus riders and parents providing transportation. From these drop points, students will be directed to enter their designated programming door. Below are student entry points for both drivers and bus riders, for the EACC Main Campus and ETI Programs.

SUMMARY OF SAFETY MEASURES• Student Exit. Students will be expected to exit through their point of entry.

• Bus Riders. EACC main building and ETI students will board buses at the front of the building. Each school will have a designated area for student pickup to reduce cross contamination and ease the departure process. Annex students will also have school assigned pickup zones.

• Drivers. Exit through the same point of entry to access student parking.• Student pickup. All EACC main campus and ETI students will be picked up outside Door 4.

• Student parking and student dropoff. Students that drive are required to park in the lots northwest and north of the main campus at 2424 California Rd. Students attending programs at the North Annex campus must park in the student lot located to the west of the main entrance. Students will then need to access EACC programming utilizing entry points previously shared. Student dropoff should follow the same guidance as the bus drop off locations. There will be one way traffic only for student dropoff and is indicated on the attached map in green.

• Handwashing. Students will be provided extra opportunities for handwashing. Hand sanitizer will be available.

• Cleaning. EACC will remain diligent with current cleaning processes, clean high-touch points throughout the day, communicate best practices with students, and ask students to play their part in keeping areas clean and sanitary. The GWC is recommending that all CTE programs em-bed safety and cleaning procedures. These practices will keep the EACC facility safe and mirror practices students may be exposed to in their field of study. Each program area will be fogged and/or disinfected between each session. Technology based programs will be disinfected and not fogged to avoid property damage.

• Transportation. Sending schools will be responsible for all student transportation. There will be no shared transportation. Buses will be responsible for dropping students at appropriate entry points. Please check with your home school regarding mask expectations while riding the bus.

• Water Bottles. Parents/guardians should plan to send personal, labeled water bottles that can be refilled during the day. All water fountains will be disabled.

• Symptomatic Individuals. EACC will provide a separate isolation area for students/staff who display COVID-19 symptoms, including fever. Students in this area will wear masks and maintain a minimum of 6’ distance between each other. Parents/ guardians will be expected to pick up sick children within an hour.

• Communication. Parents/guardians will receive email notification of suspected cases and any person who tests positive within their building. Contact tracing will be completed by the Elkhart County Health Department. EACC may assist the ECHD by providing class lists and contact infor-mation for families, if needed.

POSITIVE CASE PROTOCOLParents/guardians and staff are asked to contact the district as soon as possible if they, or someone in their household, test positive for COVID-19. Please email [email protected] to inform the district.

The EACC will notify all families within the building via email if we are aware of a suspected or positive case in a building (student, staff). We will be limited on the information we can legally provide, but will identify which schedule the student is on (M/W or T/Th), the program, and the sending school. This information will be emailed to parents/guardians using the email address on file in PowerSchool.

COVID-19 SYMPTOMS / SUSPECTED COVID-19All school buildings will have an isolation area for individuals (students, staff, visitors) who exhibit symptoms of COVID-19. If an individual appears symptomatic, the school nurse will come to the individual in the classroom to evaluate. If the indi-vidual has symptoms of COVID-19, he or she will be moved to the isolation area until they are picked up. After the individual has left, the isolation room will be thoroughly disinfected. The school nurse will notify ECS Student Services and Chief of Staff, who will notify the Elkhart County Health Department and await further guidance. If the symptomatic individual is a student, all same-household siblings and household occupants must be picked up immediately and quarantine for 14 days, per the Indiana State Department of Health. A symptomatic individual (student or staff) may return to school when the following conditions are met:

1. The individual has been fever-free for 24 hours without fever-reducing medication AND2. Other symptoms have improved AND3. At least 10 calendar days have passed since symptoms first appeared OR4. The individual (and siblings, if applicable) can return to school if tested negative AND with a note from the

provider stating they believe the patient to have an alternate diagnosis and it is appropriate for the patient to return to school.

Any same-household siblings of a symptomatic student must quarantine for 14 days. If any school-aged same-household siblings develop symptoms during this time in quarantine, they should follow the guidance above to determine when to return. If the symp-tomatic child tests negative, all same-household siblings can return to school immediately, as long as they do not have symptoms.

CONFIRMED COVID-19 POSITIVE / SYMPTOMATICAn individual (student or staff) who tested positive may return to school only if the following conditions are met:

1. It has been at least 14 days since the test was taken AND 2. At least 10 calendar days have passed since symptoms first appeared AND3. The individual has been fever-free for 24 hours without fever-reducing medication AND4. Other symptoms have improved.

CONFIRMED COVID-19 POSITIVE / ASYMPTOMATICAn individual (student or staff) who tested positive may return to school only if the following condition is met:

1. At least 10 calendar days have passed (since the test was taken) with no symptoms

CONTACT TRACINGClose contact is described as “more than 15 minutes within 6 feet.” Anyone with close contact to an individual who tests positive will be contacted by Elkhart Community Schools. CDC guidelines state that any person who comes into “close contact” with a known positive case of COVID-19 should isolate for 14 calendar days. CDC/ISDH guidelines also state that siblings (or other household contacts) of a symptomatic student or any positive case of COVID-19 need to quarantine for 14 days after the last day the positive case was infectious. This means the siblings will need to stay home when the positive case in in isolation plus 14 calendar days after the positive case is released.

When will school start? At this time, EACC plans to open schools on our regularly scheduled start date of Monday, August 17, 2020.

Will students go to the school building or will they do eLearning? All EACC students will receive in-person instruction and ELearning to ensure program objectives are met. On the days when students are not physically attending school, they will be expected to complete eLearn-ing activities.

Will masks be required? Per Governor Holcomb’s mandate on 7/27, Masks will be required for all staff and students upon entry to EACC buildings. What if I don’t want my child wearing a mask? Students will not be able to participate in EACC programming without a mask.

How will “Online Virtual Learning” differ from the Spring 2020 eLearning? In March 2020, the lives of our students, families, and staff were unexpectedly turned upside down. Our teaching staff had to quickly migrate to an eLearning platform that was not fully tested or designed for long-term use. We are thankful for the countless hours, hard work, and commitment of our staff and families to work together to make the experience meaningful for students. For the 2020-2021 school year, ELearning will look much different than March-May 2020. Students will engage in eLearning that builds on and continues progress with their in-class curriculum. Participation in both will be critical.

Will students be screened for COVID-19 symptoms? Parents need to be attentive to the daily health of their children, including a temperature check before school. All students will also have daily temperature scans before entering the EACC. Students must be fever-free for 24 hours without the use of fever reducing medication. School staff will also be receiving professional development on how to recognize potential COVID-19 symptoms. No one should be in our buildings if they are experiencing any symptoms of illness.

What will happen if someone at my child’s school tests positive for COVID-19? If the school district is made aware of a positive test for an individual who has been inside the building, we will email all families in that building with basic information (if the student is M/W or T/Th, the program, and sending school). If we have a confirmed case of COVID-19, we will follow direction from the Elkhart County Health Department. The Elkhart County Health Department will lead all contact tracing efforts and we will support them in this process by providing classroom lists and contact information, if necessary.

How will schools, classrooms, and buses be cleaned and sanitized? Elkhart Area Career Center has a high standard for cleanliness and safety and is committed to upholding these standards with our intensive cleaning process. Enhanced cleaning protocols have been put in place as a result of COVID-19 and are based on current local health and government guidelines. Each program space will be disinfected between the AM and PM sessions. The custodial staff at EACC will use EPA-reg-istered cleaning agents for disinfection, with an increased frequency of disinfecting high touch surfaces throughout the day: door knobs, handrails, light switches, restroom fixtures, and keyboards. Additionally, each building will have areas of enhanced focus: restrooms and locker rooms, classroom desks, copier/printers, front desk and lobby areas, and equipment. The district owns multiple disinfecting machines that can disinfect an average-sized school building in an evening. These machines will be used as needed for intense after-hours cleaning. Students will also play a part in keeping their areas clean. Students may be asked to put their items away and wipe down their desks or equipment at the end of the day.
