KRI -What are On My Way Pre-k Programs Required To Do?

Administer the Kindergarten Readiness Assessment (KRA) adopted by the state board of education

On September 4, 2019 the Indiana State Board of Education adopted a Kindergarten Readiness Indicators (KRI) that had been previously presented to them for consideration.

How was the KRI Developed? Goal of KRI: Easy-to-administer tool capable of measuring, with good reliability, literacy, oral language, and math skills of Indiana preschoolers as they near entry into Kindergarten.

Each indicator of readiness is built upon the University of Chicago Getting on Track Early for School Success

(GoT), specifically selected to cover one, or more than one, key Topic in Indiana’s Early Learning Development

Framework2 for English/Language Arts (ELA) and Mathematics

What will be covered in the KRI?The tool provides indicators of Kindergarten readiness at the local (e.g., program, city, county) and state levels of aggregation in six academic content areas predictive of school success. Areas assessed will be knowledge of

• Letter names• Letter sounds• Rhyming proficiency• Sentence comprehension• Numeracy• Spatial skills

How will the KRI be Implemented? The KRI will be mandatory only for those programs who are

supporting OMW Pre-k students and is anticipated to be administered in March of 2020.

Training will be required for any teacher who will administer the assessment. Training will be offered in two mechanisms, either in person or via Indiana Learning Paths. Teachers who take the training must also be certified in order to administer the assessment. The certification will occur at the in person training or virtually, whichever is most convenient for the teacher.

These trainings will be offered at no cost to the educator and at as many times as possible that do not take them out of the classroom.

Timeline for Training Training content is currently being developed by the University of Chicago. Once contract paperwork is finalized by OECOSL, trainings will be scheduled (tentatively in February 2020) and be made available online. Training will be provided by the University of Chicago staff. OMW Pre-k programs will be contacted by OECOSL and their Pre-K managers with more information as dates/times are finalized.

How will the KRI be Implemented? An easy-to-use, mobile-optimized web application guides the teacher through the KRI items as it collects and stores item responses and the time it takes to administer each item.

The anticipated time to administer each assessment is 12-15 minutes per student.

Any Expected Costs to OMW Pre-k Providers?

The majority of the costs associated with administering this assessment will be absorbed by OECOSL however, programs may need to plan to cover the costs of paying for teacher time to attend training or providing substitutes to cover an absence in the classroom so that they can attend the training.

Materials and manipulatives are required for the assessment however, those will be provided to programs at no charge.

Are there any Exceptions? If there are programs that do not have either the appropriate device to use or reliable internet a waiver will be vouchered.

If you do not have authority to sign for your program, please let us know and the signed form can be emailed (pre-k@fssa.in.gov )or faxed (317-234-6905) to OECOSL.

MATCH REQUIREMENTSIndiana legislation requires a monetary match for each OMWPK voucher.

At least five percent (5%) but not more than fifty percent (50%) of the tuition for children under the prekindergarten pilot program during the state fiscal year must be paid from:

• donations • gifts• vouchers• bequests • other funds

These funds may be received from:• a private entity or person• the United States government• other sources

…But cannot be paid from On My Way Pre-K voucher funds or any other statefunding.

$10,000 ÷ 30% = $3,000 X 5% = $150.00 or approximately $2.83 per week.

Community Supports for Match Dollars

• OECOSL will continue to work with original 20 pilot counties who applied to participate and provide the county match

• Programs outside this counties should contact their local CCR&R Community Outreach specialist if they need help in their county

• Many counties are forming EL Coalitions or other agencies in communities have offered to provide funds to support match requirements
