MESSAGE

Dean, Faculty of Law
No one can deny the importance of education. “The Holy
Prophet (PBUH) had enjoined his followers to go even to
China in the pursuit of knowledge”. The founder of this
country Quid-e-Azam Mohammad Ali Jinnah said in All
Pakistan Educational Conference held on 27th November,
1947 at Karachi that, “Without education it is complete
darkness and with education it is light. Education is a matter
of life and death to our nation. The world is moving so fast
that, if you do not educate yourselves you will be not only
completely left behind, but will be finished up…”
The name Hamdard however acquired a still wider meaning,
when Shaheed Hakim Muhammad Said founded Hamdard
University in 1992. The establishment of a University which
could enliven the intellectual traditions of the educational
institutions of the Golden Era of Muslim Civilization had
always been his most cherished dream.
The study and professional of law is as old as human
civilization. In fact, the Jewish Holy Book "Torah” is perhaps
the first compilation of laws known to mankind. Thereafter,
the Romans enacted their laws followed by the European
nations. This amply demonstrates that, unless and until there
is a rule of law neither society can develop in an organized
civilized manner nor prosper. The Hamdard University
established School of Law in 2001 and started imparting Law
education at their city campus in the mid of the city to
facilitate the students of law.
The educational programs aim to equip student with comprehensive knowledge and professional skills and
to develop enthusiasm for research regarding legal issues. The Faculty of Law, Hamdard University is
therefore, committed professionalism and competence in legal studies effective in national and
international context. Our main role is to develop our students in the qualities of devotion, love,
determination and service to humanity. The Faculty of Law tries its best to make sure that, students acquire
knowledge and skills so that, they can make the best use of this, not only a degree. It gives me immense
pleasures and pride to inform that, this faculty in short span of 19 years have contributed towards the
District Judiciary of Sindh, Baluchistan and Islamabad by providing 33 judges who are at present
performing their responsibilities in different cadre.
I wish each and every student of this faculty to excel and achieve the very best in every walk of life. Dear
students, always remember that, there is no short cut to the success, only hard work, passion and devotion
can bring success at your door step so be hard working, use your passion and devote yourself fully towards
your goal. May Almighty ALLAH bless you all.

MISSION AND VISION
Education and research in the field of law are matter of prime importance for the development of culture
for the rule of law in the country. Unfortunately, legal education has not up till now been given the
required importance and significance. Perhaps it has never been realized that investment in legal education
will reward by achieving the goal of shaping an upright society. In view of the rapidly increasing demands
of globalization, Pakistan’s indigenous legal system will have to adapt itself to the contemporary trends in
other systems of jurisprudence as well.
To substantiate the need for reforms in legal education it is emphasized from time to time to make
substantial improvements in the quality of legal education. To fulfill cherished dream of Shaheed Hakim
Mohammad Said. The Hamdard University established a School of Law in 2001 and started imparting
Legal education at their city campus. This has facilitated the student access to legal education, enormously.
The educational programs aim is to equip students with comprehensive knowledge and professional skills
and developing enthusiasm for research legal issues. The Faculty of Law, Hamdard University is therefore,
committed to professionalism and competence in legal studies effective in national and international
context. Our main role is to develop our students in the qualities of truth, Justice & Fairness in the service
of humanity. The Faculty of Law tries its best to make sure that students acquire knowledge and
independent thinking skills so that they can make the best use of this, along with the degree.
OBJECTIVES:
1- To prepare the best professionals in the field of law equipped with Skills, objective reasoning
powers and to meet the needs of the society through quality education at an affordable cost.
2- To prepare the best professionals who can meet the legal requirement in different Public & Private
Sectors.
3- To provide independent thinking law graduates in order to meet the need of legal fraternity and
Judiciary.

INTRODUCTION:
The need for a full-time Law College, demanding the necessary degree of commitment from a student;
preparing themselves for profession, entailing great responsibility and providing the necessary
requirements to equip them to assume such responsibilities has been felt for a very long time. The
practical hazards in mustering up adequate material and human resources, however, dissuaded many
from making an endeavor. It goes to the great credit to Hamdard University in assuming the role of a
pioneer in this movement. The idea of setting up a center of excellence in Law was mooted in a
Board of Governors Meeting presided over by the Founder Chancellor Shaheed Hakim Mohammed
Said. Hakim Sahib was extremely responsive and emphasized that, if the institution has to be set up
by the University, it must be a center of excellence in every sense of the word. He then directed
that, some ground work be done to examine the feasibility of such an institution.
Realizing the urgent need for a center of excellence for law, Hamdard University Karachi, decided to
establish a full-time School of Law at Karachi with a commitment to excellence in both teaching and
research. The Hamdard School of Law, as an integral part of the Hamdard University, opened for
admission during the first week of January, 2001.
The teaching system, which is based on participatory pedagogic methodology, includes lectures,
tutorials, class discussions, seminars, assignments and such related exercises which contribute to the
development of lawyering skills. In the teaching system, emphasis is placed on small group classes
tutorials, the desired aim being individual attention to students.
A good law library is available on city campus which is open 12 hours a day. The Law Library of
Hamdard School of Law consisting 21,885 in numbers whereas Law books and Law Journals are
reaching the figure of 12,475 during the current year. More books are being added to the Library. At
the same time there is an I.T. Lab consisting of 48 computers. The students have the benefit of the
following useful exposures during the LL.B program under guideline of Higher Education Commission
and Pakistan Bar Council.

c) Court Visits / Visit to Jails and Female Care Homes; d) Visits to Lawyer's Chambers
The Law School provides information and guidance to facilitate students' future prospects, both
academically as well as professionally. Academically, the students have the resources and guidance
from faculty members for further and higher studies in law. Professionally, the Faculty of Law provides
information about placements and internship in different firms and chambers during vacations.
Individual attention, guidance and advice on academic matters and career are provided to the students.
Most dedicated teaching faculty consisting of eminent former judges of High Court of Sindh, and highly
qualified senior law experts with excellent legal career.

POLICIES & PROCEDURES
Admissions:
Faculty of Law is imparting education of law for LL. B 5-year program as recommended by Higher
Education Commission (HEC) and Pakistan Bar Council.
5 years course consists of 10 semesters, having 2 semesters in each year (Spring & Fall).
Spring Semester commences from January whereas, Fall Semester commences from August.
All admissions are governed under Faculty of Law, Admission Procedures, 2019
Eligibility to Apply:
i. At least 50% marks scored in Intermediate or A level, in any discipline, and
ii. At least 50% marks scored in Law Admission Test conducted by HEC, or
iii. Any other policy enforced by Hon’ble Supreme Court of Pakistan / Government Authorities /
Pakistan Bar Council / Higher Education Commission, as and if applicable.
In case examination or result of Law Admission Test (LAT) is delayed or the Intermediate Result is
delayed for any reason, the candidate can still apply for admission. However, his / her admission shall be
subject to clearance of LAT and Intermediate.
Eligibility for Admission:
A candidate shall be eligible for admission if he / she scores at least 50 marks, calculated as per formulas
for calculation of merit as given in Faculty of Law Admission Procedures, 2019.
Allocation of Marks for Calculation of Merit:

Entrance Test 50%
Interview 30%
Bar on Eligibility:
A candidate shall not be eligible for admission to LL.B. (5 Years) If he/she
i. has been convicted of an offence involving moral turpitude; or
ii. has been dismissed or removed on charges of corruption or misconduct from service of
Government, any local Authority or institution incorporated by the Government under any statute,
or
iii. if he / she has been rusticated from any educational institution
Number of Total Seats:
Faculty of Law at present is permitted by Pakistan Bar Council (PCB) to give admissions to 100 students
per year meaning there by 50 students per semester.
Allocation of Seats:
The seats are reserved in the following proportion:

Note: In case no or less candidate(s) apply for the reserved percentage / seats as mentioned at Sr. No. ii,

Procedure of Admission:
Step 1: Filling the Admission Form Candidates are to visit Hamdard University website and apply online after creating an account.
Step 2: Upload Documents
o Students are mandated to upload, on online Admission Portal, scanned copies of required
documents otherwise admission process shall not be initiated
o List of Documents to Upload: (whichever applicable)
i. Photograph (instructions are available on www.hamdard.edu.pk/huadmission/
ii. Attested copy of CNIC of candidate or his / her parents or guardian
iii. Attested copy of SSC Mark Sheet
iv. Attested copy of HSC-Part 1 Mark Sheet
v. Attested copy of HSC-Part II Mark Sheet (if completed)
vi. Attested copy of HSC-Part II Admit Card (if result awaited)
vii. A Level Equivalence Certificate from IBCC (where applicable)
viii. Paid Fee voucher of Application Processing Fee
Step 3: Scrutiny of Candidates After receiving files of candidates from Main Admission Office of Hamdard University;
scrutiny of those files shall be conducted at Faculty of Law
Step 4: List of Eligible Candidates (First Eligibility List)
Faculty of Law shall prepare lists of candidates of all categories who are eligible to appear in
Entrance Test. The same list shall be affixed on the Notice Board and on website. Date and
time of Entrance Test shall be mentioned at the end of the list.
Step 5: Conduct of Entrance Test
Students will appear, in the entry test at a given date and time as mentioned in First
Eligibility List
Entrance Test for LLB (5 year) is based on basic understanding of English, History, Basic
Mathematics & General Knowledge.
Total numbers for Entrance Test can vary from time to time and to be decided by the Dean
Step 6: Interview List:
After the entrance Test, Interview list of candidates who have attained more than 50%
marks in entrance test, shall be compiled and the same shall be affixed on Notice Board
and on website.
The list shall mention the date and time of Interview
Step 7: Conduct of Interview:
Interview shall be conducted by Interview Committees.
The Interview Committee shall evaluate the candidate in various respects e.g., speaking
ability, presentation, confidence, Critical Thinking, etc.
Interview will be conducted in a style of discussion
Total numbers for interview can vary from time to time and will be decided by interview
committee(s)
Original educational documents / certificates are to be produced at the time of interview.

Step 8: Final Merit List
Merit Lists for admission shall be affixed on the Notice Board and on the website
The Merits Lists shall mention the last date of payment of Fees and other formalities.
Cancellation of Admission:
The Faculty of Law through Director / Deputy Director reserves the right to cancel the admission of a
student at any time if Student;
i. is found to have obtained his/her admission by making any false statement, concealing a material
fact, producing forged and fabricated document, or
ii. admission is found to be in violation of admission Procedures, or
iii. failed to pay his/ her dues within time according to the approved schedule
Refund:
In case of Cancellation of Admission, student may claim refund in following manner:

Admission through Migration:
Subject to availability of seats, a student may apply for migration on following conditions:
i. Only HEC & PBC recognized Degree Awarding Institution are acceptable for migration / transfer
of credit.
ii. Student should have completed at least one semester at the parent Institute / University.
iii. The general baseline for transferable courses for undergraduate Program, their grades and status is
as under:

iv. Candidate will be asked to take Entrance Exam and if scores 50% marks in Entrance then to
appear before Interview Committee. The total merit will be calculated as Admission criteria.
However, his / her calculated merit should not be less than the minimum merit, which was
mentioned in Final Merit List, at the time of last admissions.
v. In case the candidate is found eligible for admission the Dean will assign specific Batch to the
migrating student keeping in view previous academic status of such candidate. Thereafter, case is
referred to the Registrar for final approval.
vi. In case admission is granted, full dues of the Semester and other applicable fees as per University
Policy.

vii. Payment of requisite fee for migration / exemption, if any, shall also be payable by the candidate.
viii. The NOC and character certificate from the respective universities/colleges have to be submitted
by the students after approval of admission by the Registrar. In case of foreign citizen NOC shall
also be required from relevant Ministry of the Government of Pakistan.
ix. Form No. C-03-04 regarding Migration / Transfer of Course Credits shall be used for processing
cases of migration.
x. Notwithstanding anything contained above, relevant rules of Pakistan Bar Council shall be
applicable.
Transfer of Credit on Migration:
Transfer of Credit(s) in similar subject(s) passed by the student is allowed only if he / she transferred from
HEC & PBC recognized legal education providing institution.
Attendance & Leave:
Attendance and Leaves are regulated as per Faculty of Law Student Attendance & Leave Procedures,
2019. Salient features are as under:
No student will be allowed to appear in final examination unless he/she has duly
performed (DP) i.e., attended 75% of the lectures conducted, demonstrations / events,
tutorials, and as per faculty requirements, including all leave(s), if any allowed.
The student with short attendance shall not be allowed to sit in final exam and shall be
awarded fail grade (F).
If attendance of any student is less than 75% in any subject then, such student will not be
allowed to appear in final examination for any subject.
The Hamdard University or Dean / Director of Faculty of Law can make attendance
mandatory at any event organized by or in collaboration with Hamdard University or
Faculty of Law. Unnecessary absence from which will result in fine.
Attendance once recorded in Centralised Management System (CMS) shall not be
changed.
Any Faculty member can make the attendance conditional on completion of task for
assigned lecture / class e,g., class presentation, class assignment or as the case may be.
Students without Identity Card & proper Uniform will be marked ABSENT.
Absence without leave for even a part of the day will be counted as absence for whole day.
3 continuous absence from a lecture without leave, will result into automatic re-sit in such
subject which is only allowed for two subjects in total, either due to failure to attain
passing marks and/or absences.
In case of late admission or admission on migration, minimum attendance will be
calculated from the date of such admission.
The student will be solely responsible for any absence from lecture or non-availability of
any material, delivered or given by the concerned faculty member during such absence.
Student(s) participating in sports, competitions or other events at University, National or
International lever, as approved and authorized by the University / Faculty of Law then,
such period of absence shall be treated as Present for calculation of attendance threshold.
The concerned faculty member will not be under any obligation or duty to give any make
up lecture to student(s) who obtained leave. However, concerned faculty member may on
his / her own facilitate such student.

Medical leaves shall ONLY be allowed in cases of SEVERE MEDICAL CONDITIONS
with proof of all reports, Doctor’s prescriptions and parents’ letter for leave.
Examinations
Examination Procedures are governed under Faculty of Law Examination Procedures, 2019. Few salient
features are as under:

The minimum passing marks is 50 which is required in each subject.
Division:
There are only two Divisions – 1st and 2nd. Those who obtain 60 percent or more marks are placed in 1st
Division, as directed by Pakistan Bar Council

Re-sit Examination:
Situations:
Re-sit shall be allowed to students only in following situations:
i. Non-appearance in final exam due to self-hospitalization, death in the immediate family (parents,
siblings, spouse and children) or in case of University representation and such exigency result in
student’s aggregate mark to drop less than the passing marks / grade. However medical record
shall be verified immediately, or
ii. Students who failed overall in maximum Two subjects, or
iii. Student who absent themselves in final examination
In case student again failed or absent himself / herself in a re-sit then he / she has to repeat whole semester
(term back) on payment of full semester fee.
Students who failed or absent themselves in more than two (02) papers will neither be promoted to next
semester nor will be allowed to have any re-sit/re-examination. They will be required to repeat the whole
semester and take regular classes with the junior batch, on payment of full Semester fee.
In case student fails in Re-sit then, he / she will be given only one chance to repeat the whole semester
with his junior batch.
If a student fails to achieve passing marks at the end of semester then again fails in re-sit exam he / she will
repeat whole semester and if he /she again fails to achieve passing marks at the end of term back semester,
he / she will be asked to leave the Faculty of Law and he / she will not be offered re-sit.

STRUCTURE OF LL.B PROGRAM (5YEAR)
The LL. B degree program is organized on a modular pattern. The teaching year is divided into two
semesters per year. Each semester is of 16 weeks. Out of 16 weeks, 14 weeks are for teaching and 2
weeks are for Exams (Mid Term and Final Exam). Although the degree is designed on the semester
pattern, as prescribed by the Higher Education Commission and Pakistan Bar Council.
COURSE OBJECTIVES:
All courses have defined objectives in terms of what students are expected to achieve on completion of
each course with academic experiences, including learning methods and assessment, have been designed
relevant to the objective.

OFFERES TO STUDENTS
Scholarships:
All scholarships and concessions are governed under Faculty of Law Fee Concession and
Scholarship Procedures, 2019. Students are provided with following types of Scholarships and
Concessions, subject to criteria:
o Merit Award Concession
50% concession in tuition fee will be awarded in the first semester to the students securing 1st
and 2nd position in the merit list of the candidates selected for admission, provided that they
take admission.
o Merit Fee Concession
Student will be given Merit Concession on the following Three Slabs Criteria;
3.0 GPA 30%
3.5 GPA 50%
Above 3.5 GPA Up to 70%
o Hardship Concession
In case student is subject of sudden calamities such as disability or death of bread earner of the
family or any other unforeseen circumstances leading to special condition / circumstances or
suffering from financial crises.
Maximum 50% Fee Concession in tuition fee will be awarded to such students.
o Fee Concession to Blood Relatives & Spouse
50% Fee Concession on tuition fee only may be granted to one of the student of following
categories:
i. Husband and wife studying in the same session at Hamdard University, Karachi.
ii. If two or more real brother / sister are studying in the same session at Hamdard University.

iii. Father / mother or son / daughter studying in the same session at Hamdard University.

o Employees of Hamdard Group, Its Employees And Employees of Hamdard University,
Karachi
The employees of Hamdard Group, studying at any Hamdard Institution with formal approval
of Heads of their institution will be entitled to Fee Concession as per relevant policy and
procedure
o Children of Hamdard University Employee
Fee Concession to Children of Hamdard University Employees will be available only to those
employees having minimum of One Year of service.
Internships:
Faculty of Law ensures Internship to its students after 8th Semester with highly reputed law firms for
3 Credit Hours, during Summer Vacations in order to meet the requirement of Syllabus approved by
Higher Education Commission and Pakistan Bar Council.
Jobs:
Faculty of Law endeavor that, its graduates have jobs in reputed law firms and well known corporate
entities.

Counselling:
The class is divided into groups and each group has a designated counselor of faculty, who works as
their mentor. The students discuss academic, social, and ailment problem etc with them and seek
their advice and guidance.
Academic & Professional Guidance:
For the Students in choosing the right career path, guidance is given from second year onwards. The
Faculty provides information and guidance to facilitate students’ future prospects, both academically
and professionally. Academically, the students have the resources and guidance from teaching
faculty on how to proceed for further studies (e.g. Bar-at-Law, LL.M.) Professionally, the Faculty
provides information about placements or internships in different firms and chambers during
vacations.

ACHIEVEMENTS:
THIRTY THREE (33) Hamdard School of Law graduates are serving in District Judiciary of Sindh, Baluchistan and Islamabad.
THIRTY FOUR (34) Batches have graduated and awarded Degree till February 2021.
All Hamdard Faculty of Law graduates who apply for higher studies abroad are accepted by reputable foreign universities and colleges.
The students of Faculty of Law are provided visits to the High Court, the District & Sessions Courts and other Tribunals for firsthand knowledge of the working of the judicial system.
Internships for the students of 8 th, 9th and 10th Semester are being provided with well-reputed law firms and corporate entities for which various MoUs were signed with law firms.
Supreme Court of Pakistan’s Commission on Education for Province of Sindh ranked the Faculty of Law, Hamdard University at 2nd place among all the law colleges / Institutions of Sindh which is also reflected in Order dated 24-04-2018 passed by the Hon’ble Supreme Court of Pakistan in C.P Nos. 09 of 2009 and 134 of 2012.
Nominee of Member, CIEC Sindh Higher Education Commission, highly appreciated the provisions of facilities at Faculty of Law, Hamdard University vide Letter dated 10 August 2017.
Faculty of Law ensures that, its students get job as well, and for this purpose Memorandum of Understanding were executed with various law firms. Due to this effort, SIX (06) recently graduated students have got jobs in reputed law firms and corporate entities in Karachi

Hamdard Law Magazine is under printing and Law Journal shall be published by end of 2019.
All the student data especially regarding classes & attendance is uploaded on Central Management System (CMS) on daily basis. Parents of students are also granted excess to CMS for information to keep check on student’s activities.
Performance letter of students are sent to parents after mid term which has raised interest of students and their parents in studies consequently system of education has become more result oriented.

Faculty of Law has ZERO TOLERANCE POLICY with respect to Disciplinary issues. Detailed Code of
