Background
The English Language Proficiency Assessments for California (ELPAC) is the required state test for English language proficiency (ELP) that must be given to students whose primary language is a language other than English. State and federal law require that local educational agencies administer a state test of ELP to eligible students in kindergarten through grade twelve. The California Department of Education (CDE) transitioned from the California English Language Development Test (CELDT) to the ELPAC as the state ELP assessment in 2018. The ELPAC consists of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP.
This report is solely based on 2019 summative ELPAC results and all reporting level descriptors are listed below. Summative ELPAC Reporting Level Descriptors

4 Students at this level have well developed English skills.
They can usually use English to learn new things in school and to interact in social situations. They may occasionally need help using English.

Students at this level have moderately developed English skills. They can sometimes use English to learn new things in school and to interact in social situations. They may need help using English to communicate on less-familiar school topics and in less-familiar social
situations.
2 Students at this level have somewhat developed English skills.
They usually need help using English to learn new things at school and to interact in social situations. They can often use English for simple communication.
1 Students at this level are at a beginning stage of developing English skills.
They usually need substantial help using English to learn new things at school and to interact in social situations. They may know some English words and phrases.
Results in this report are displayed based on overall student scores on the ELPAC Summative Assessment. In addition, results are displayed based on ELPAC subtests: Oral Language and Written Language. The oral language subtests are

inclusive of listening and speaking portions of the ELPAC assessment while the written language includes both reading and writing.
The ELPAC is aligned with the 2012 California English Language Development (ELD) Standards. The table below shows how the four ELPAC levels relate to the three proficiency levels described in the ELD Standards.

In January 2019, based on the 2018–19 Summative ELPAC threshold scores, the SBE approved use of ELPAC Overall Performance Level (PL) 4 as the statewide standardized ELP criterion for reclassification beginning with the 2018–19 Summative ELPAC administration for grades K–12. Therefore, LEAs shall use Overall PL 4 to determine whether a student has met the ELP assessment criterion. No additional sub scores or criteria should be added to the Overall PL 4 determination. Executive Summary
1. Riverside County 2019 Summative ELPAC Results (Pages 5-9)
• The 2019 summative ELPAC results show that over half (53%) of the 69,691 English learners in Riverside County (with scores) scored at Level 3 (38%) and Level 4 (15%).
• In Oral Language, approximately two-thirds (67%) of English learners scored at Level 3 (38%) and Level 4 (29%). In Written Language, approximately one-third (34%) of English learners scored at Level 3 (26%) and Level 4 (8%).
• Grade 4 had the highest percentage (65%) of English learners scoring at Level 3 (43 percent) and Level 4 (22 percent) on the 2019 Summative ELPAC, followed closely by Grade 5 (41% Level 3, 23% Level 4, 64% combined). Grade 5 had slightly better results in Oral Language (80% combined compared to 78% for Grade 4), while Grade 4 had better results in Written Language (55% combined compared to 33% for Grade 5).
• Grade 11 and Grade 12 each had the lowest percentage (43%) of English learners scoring at Level 3 (29% for Grade 11, 28% for Grade 12) and Level 4 (14% for Grade 11, 15% for Grade 12) on the 2019 Summative ELPAC. English learners in these two grades also had the lowest performance in Written Language.
2. 2019 Summative ELPAC Results: 10 Comparison Counties (Pages 10-11)
• Fifty-three percent (53%) of English learners in Riverside County scored at Level 3 (38%) and Level 4 (15%). This is similar to the 2019 performance of English learners statewide (54% in Level 3 or above).
• English Learners in Orange County and Santa Clara County scored the highest (60% in Level 3 or above) among 10 comparison counties.
3. 2019 Summative ELPAC Results: Districts in Riverside County (Pages 12-13)
• English learners in Riverside County districts demonstrated a range of performance (43%-69% in Level 3 or above) on the 2019 summative ELPAC.
• Twelve districts in Riverside County performed at or above the state average on the 2019 summative ELPAC and eleven districts performed lower than the state average.
