    As of December 2019, a total of 17,694 enterprise-based unions are registered nationwide with more than 1.5 million reported membership.

    Of these unions, 57% are federated or affiliated with a federa-tion or a national union, which is equivalent to 10,075 unions. Moreover, 43% or 7,619 unions are independent.

    However, in terms of membership, independent unions have more reported members than federated unions. Fifty-one per-cent (51%) or 797,016 are members of independent unions, while 49% or 769,157 are under federated unions.

    Among the 138 registered federations nationwide, the Associat-ed Labor Unions (ALU), registered since 1954, has the most number of locals/affiliates having 924 recorded locals/affiliates. The Federation of Filipino Workers (FFW) follows with 467 lo-cals/affiliate unions.

    On the other hand, the Philippine Trade and General Workers Organization (PTGWO), having more than 80,000 members, has the highest membership among federations. The ALU fol-lows with more than 70,000 members (see TAB.PH.1).

    In terms of industry, about 52.5% of the total registered unions operate in the manufacturing industry. There are more than 9,000 unions registered under the said industry with more than 700,000 reported membership.

    As of December 2019, a total of 939 existing CBAs in the coun-

    try are recorded covering more than 200,000 workers.

    Of these CBAs, 761 are CBA renewals, 110 are first CBAs filed and 68 are renegotiated CBAs.

    On the other hand, 553 CBAs are negotiated with affiliated unions while 386 are negotiated with independent unions.

    The National Capital Region (NCR) has the highest number of registered unions among the regions in the country. About 59% or 10,453 unions are registered in the region with more than 800,000 reported members.

    Of these, 56% or 5,895 are chartered locals, 40% or 4,183 are independent and 4% or 375 are affiliate unions (see FIG.NCR.1.1).

    In terms of membership, independent unions have the most number of reported members covering about 51% or 441,852 members in the region.

    The three (3) cities with most number of unions are the City of Manila with 1,931 unions; Quezon City with 1924 unions and City of Valenzuela with 1,270 registered unions (see TAB.NCR.1).

    In NCR, the Lakas Manggagawa sa Pilipinas (LAKAS) has the highest number of locals/affiliates, while the Philippine Trade and General Workers Organization (PTGWO) has the highest number of membership (see TAB.NCR.2 ).

    Fifty-six percent (56%) or 5,864 unions in NCR operate in the manufacturing industry. The industry of wholesale and retail trade, and repair of motor vehicles and motorcycles follows with 1,009 registered unions covering 10% of the total unions.

    There are 522 existing CBAs in NCR covering about 120,000 workers — the highest among regions nationwide.

    Most of these are CBA renewals, while 38 CBAs are filed for the first time. Also, there are more CBAs bargained with affiliated unions than with independent unions (see TAB.NCR.3).

    There are 64 registered unions in the Cordillera Administrative Region (CAR) with more than 11,000 reported members.

    Of these, 67% or 43 are independent with 5,640 reported mem-bers or 48% of the total membership.

    Twenty percent (20%) or 13 are local chapters covering 27% of membership which is equivalent to 3,149 members.

    On the other hand, there are 8 affiliates (23%) in the region with 2,990 reported members (25%).

    The province of Benguet has the most number of registered unions and membership in the CAR. There are 61 registered unions in Benguet with 11,637 reported membership.

    The two other provinces in the CAR, namely, Abra and Mt. Province have two (2) registered unions with 103 total mem-bership and one (1) registered union having 39 reported mem-bers, respectively.

    The Associated Labor Unions (ALU), with six (6) locals/affiliates, has the highest number in the region.

    However, with more than 2,000 reported members, the Na-tional Federation of Labor Unions-KMU (NAFLU-KMU) has the highest number of members.

    The mining and quarrying industry has the highest number of registered unions in the CAR with 17 registrations. This is fol-lowed by the education and manufacturing industries both having ten (10) registered unions.

    There are nine (9) existing CBAs in the region as of December 2019, where seven (7) are CBA renewals.

    In terms of bargaining agent, six (6) of these CBAs are with in-dependent unions and three (3) are with affiliated unions.

    As of December 2019, a total of 83 unions were registered in Region I or the Ilocos Region with more than 6,000 reported members.

    Eighty-one percent (81%) or 67 of these are independent unions which cover the 75% of the total reported union membership in the region, or equivalent to 4,688 members.

    The local chapters follow with 13 registrations (16%) having more than 3,000 membership.

    The province of Pangasinan, having 52 registered unions with 2,961 membership, is the province with the highest number of registered unions and reported union membership in Region I.

    It is followed by the province of La Union with 19 registered un-ions and more than 2,300 reported members (see TAB.I.1.).

    With five (5) registered locals/affiliate, the Trade Union of the Philippines and Allied Services (TUPAS), registered since 1971, has the highest number of registered locals/affiliates in the region.

    While, having one (1) registered affiliate union, the National Mines and Allied Workers Union (NAMAWU) has the highest membership recorded. It has 588 union members in the region.

    The manufacturing industry, with 35 registered unions, is the industry with the highest number of union registration in Region I. This is followed by the education industry with 20 registered unions.

    As of December 2019, there are ten (10) existing CBAs in the Ilocos Region covering more than 800 workers.

    Nine (9) of these are CBA renewals and one (1) is a renegotiat-ed CBA. Furthermore, eight (8) CBAs are bargained with affili-ated unions, while two (2) are with independent unions.

    There are 48 enterprise-based unions with more than 13,000 reported membership registered in the Cagayan Valley Region (Region II) as of December 2019.

    Most of the unions or about 90% (43 out of 48) are independ-ent which covers 92% of membership equivalent to more than 12,000 members.

    The province of Isabela has the highest number of registered unions in the region. Isabela has 22 registered unions with more than 4,000 membership.

    Cagayan has the second highest number of registered unions in the region with 19 registered unions having more than 9,000 members. This province has the highest recorded union mem-bership in the region.

    The provinces of Nueva Vizcaya and Quirino follow with five (5) and two (2) registered unions, respectively.

    The Associated Labor Unions (ALU), Filipino Samahang Mang-gagawa (FSM), Lakas sa Industriya ng Kapatirang Haligi ng Alyansa (LIKHA), Philippine Agricultural, Commercial and In-dustrial Workers Union (PACIWU), and Trade Union of the Philippines and Allied Services (TUPAS) each has one (1) regis-tered local/affiliate in the region.

    However, in terms of membership, the ALU has the highest number with 824 reported members.

    With 35 registered unions, the education industry has the high-est number of registered unions in the Region II. This is followed by the manufacturing industry with 11 registered unions.

    There is one (1) existing CBA in the region, which is negotiated with an affiliated union. This is a renewed agreement covering 45 workers.

    There are 1,269 registered enterprise-based unions with 158,096 reported members in the Region III—Central Luzon.

    Of these, about 49% or 615 are independent unions covering 45% or about 70,000 membership. The remaining 51% are fed-erated unions covering more than half of the total membership.

    As shown in TAB.III.1, the province of Bulacan has the highest number or registered unions and reported membership in the Region III. Bulacan has 584 registered unions and about 37,000 union membership.

    The provinces of Pampanga and Bataan follow with 255 and 202 registered unions, respectively.

    The National Workers Brotherhood (NWB), registered since 1953, recorded the most number of registered locals/affiliate unions in the region.

    On the other hand, the Alyansa ng Manggagawa at Pilipinong Organisado (AMAPO), with more than 37,000 members, rec-orded the highest union membership.

    In terms of industry, more than 60% or 783 registered unions with more than 90,000 reported members in Central Luzon operate in the manufacturing industry (see FIG.III.2).

    As shown in TAB.III.3., there are 113 existing CBAs with more than 18,000 covered workers in the Region III as of December 2019.

    Most of these are CBA renewals (77%), while 17% are first CBAs covering more than 2,000 workers in the region.

    The CALABARZON Region is the region with second highest number of registered unions in the country with 2,249 registered unions having almost 200,000 reported membership.

    Of these, 50% (1,128 unions) are chartered locals which cover the 40% (78,000) of the membership.

    Among the five (5) provinces in the region, Laguna has the

    highest number of registered unions and reported membership with 851 registrations and 77,005 membership.

    The Filipino Samahang Manggagawa (FSM) has the highest number of locals/affiliates in the region with 79 locals/affiliates. FSM is closely followed by the Solidarity of Unions in the Philip-pines for Empowerment and Reforms (SUPER) and Organized Labor Association in Line Industry and Agriculture (OLALIA) with 78 and 77 locals/affiliates, respectively.

    In terms of membership, Obrero Pilipino recorded the highest number of members with more than 8,000.

    Almost 70% or 1,581 of the registered unions in the CALABAR-ZON Region with more than 150,000 members are operating in the manufacturing industry.

    The transport and storage industry follows with 149 registered unions.

    There are 80 existing CBAs with more than 17,000 covered

    workers in the CALABARZON Region.

    Fifty (50) of these are CBA renewals, 26 are filed for the first time and four (4) are renegotiated CBAs.

    Moreover, 50 or 62.5% of these CBAs are bargained with feder-ated unions with more than 9,000 covered workers.

    The MIMAROPA Region is the region with second lowest num-ber of registered unions in the country.

    The region has 25 registered enterprise-based unions with total reported membership of more than 1,000.

    Seventy-two percent (72%) or 18 out of the 25 registered unions are independent. These unions cover 83% of the total member-ship in the region, equivalent to more than 900 members.

    On the other hand, the remaining 28% are registered chartered locals covering 17% of the total reported membership in the region.

    Of the five (5) provinces in the MIMAROPA Region, the prov-ince of Palawan has the most number of registered unions. It has 15 registered unions (60%) with 891 reported members.

    The provinces of Occidental Mindoro and Marinduque both

    have three (3) registered unions, while Oriental Mindoro and Romblon both have two (2) registered unions.

    The Lakas Manggagawa sa Pilipinas (LAKAS), registered since 1987, is the federation with the most number of registered char-tered locals and membership in the region. It has three (3) reg-istered locals with almost 100 reported members.

    In terms of membership, the National Mines and Allied Workers Unions (NAMAWU), with 1 registered local in the region, has the second highest membership with 61 members.

    As shown in the FIG.IVB.2, the mining and quarrying industry, with six (6) registered unions, is the industry with highest num-ber of registered unions in the MIMAROPA Region. About 135 workers are members of unions operating in the mining and quarrying industry.

    Moreover, the industries of transport and storage, and manu-facturing both have five (5) registered enterprise-based unions.

    There are 169 registered enterprise-based unions in the Bicol Region (Region V) with more than 10,000 reported membership.

    Eighty-two (82%) or 139 are independent unions with more than 8,000 membership (81%), while about 15% (25 unions) are chartered locals covering 14% of membership.

    The province of Camarines Sur, with 75 registered unions and

    3,822 total members, has the highest registration in the region.

    It is followed by the provinces of Albay with 45 registered unions and 3,306 total membership, and Masbate with 22 registered unions and 1,405 total membership (see TAB.V.1).

    The Association of Democratic Labor Organization (ADLO), a federation registered since 1967, has the highest number of reg-istered locals/affiliates and membership in the Region V. It has nine (9) locals/affiliates with 450 total members in the region.

    With 42 registered unions, the industry of electricity, gas, steam and air conditioning supply has the most number of registered unions among industries in the region.

    The industries of transport and storage, and manufacturing follow with both having 30 registered unions.

    There are 21 existing CBAs in the Bicol Region with more than 1,800 covered workers.

    Of these, 17 are CBA renewals, two (2) are first CBAs and two (2) are renegotiated CBAs.

    In terms of bargaining agent, 81% or 17 are bargained with in-dependent unions covering more than 1,400 workers.

    There are 648 enterprise-based unions registered in the Region VI or Western Visayas Region with more than 42,000 reported membership.

    Of these, 63% or 409 are independent unions covering 61% of total reported membership. Further, there are 222 registered chartered locals (34%) and 17 affiliates (3%) in the region.

    Eighty-three percent (83%) or 539 registered unions in the Western Visayas Region are operating in the province of Negros Occidental, with more than 33,000 membership.

    The province of Iloilo, with 80 registered unions and more than 6,000 membership, is the province with the second highest number of registered unions in the region.

    Among the registered federations, the Commercial and Agro-Industrial Labor Organization (CAILO), registered in 1962, has the highest number of locals/affiliates and members in the re-gion. It has 50 registered locals/affiliates and 2,207 members.

    Most registered unions in the Region VI operate in the agricul-ture, forestry and fishing industry. About 62% of the unions are in the said industry with more than 20,000 members.

    There are eight (8) existing CBAs in the Western Visayas Region covering more than 800 workers.

    In terms of type of registration, six (6) of these are CBA renew-

    als and two (2) are renegotiated CBAs.

    On the other hand, seven (7) out of eight (8) CBAs in the region are bargained with affiliated unions and one (1) is with an inde-pendent union.

    There are 1,012 registered enterprise-based unions in the Cen-tral Visayas Region with more than 67,000 reported members.

    As shown, in FIG.VII.1.2, there are more affiliated unions than independent unions in the region. About 68% of the unions or 689 (656 chartered locals and 33 affiliate unions) are affiliated, while only 32% or 323 are independent.

    Moreover, about 56% of total membership in the region are from federated unions (see FIG.VII.1.2).

    The province of Cebu has the highest number of registered un-ions among the provinces in the region, with 887 registered un-ions having more than 55,000 reported membership.

    The Associated Labor Unions (ALU) has the highest number of registered locals/affiliates and membership. It has 352 locals/affiliates with almost 20,000 members in the Central Visayas Region.

    In term of industry, most registered unions are in the manufac-turing industry. There are 413 registered unions in this industry with more than 25,000 members.

    The transport and storage industry follows with 154 registered unions and almost 9,000 members.

    There are 47 registered and existing CBAs in the Central Visayas covering more than 7,000 workers.

    As shown in TAB.VII.3, there are 37 CBAs (79%) bargained with

    affiliated unions, while 10 CBAs (21%) are with independent unions.

    Most of the agreements are renewed, while there are four (4) CBAs filed for the first time.

    There are 220 registered unions in the Eastern Visayas Region (Region VIII) with more than 12,000 reported membership.

    Forty-seven percent (47%) or 104 unions are independent cov-ering 65% of total membership in the region.

    On the other hand, there are 88 chartered locals (40%) with 2,880 members, and 28 affiliates (13%) with 1,542 members reg-istered in the region.

    Among the provinces in the region, Leyte has the highest num-ber of registered unions in the region with 167 registrations and almost 9,000 membership.

    The province of Samar follows with 22 registered unions and more than 2,000 union members.

    The Leyte Farm Industrial Labor Drivers Organization (LEFILDO), registered since 1954, has the most number of locals/affiliates in the region and second highest in terms of member-ship. It has 38 locals/affiliates with more than 1,000 members.

    On the other hand, the Associated Labor Unions (ALU), with 33 registered unions, is the federation with the most number of members in the Eastern Visayas Region with 1,785 reported members.

    The agriculture, forestry and fishing industry, with 47 registered unions and more than 4,000 membership, has the highest number of union registration among industries in the region.

    The manufacturing, and the transport and storage industries closely follow with 43 and 34 registered unions, respectively.

    There are seven (7) existing CBAs in the Region VIII covering more than 600 workers. All these are CBA renewals. Mean-while, four (4) CBAs are bargained with independent unions and three (3) are with affiliated unions (see TAB.VIII.3).

    There are 114 enterprise-based unions registered in the Zambo-anga Peninsula Region or Region IX with more than 10,000 membership.

    Of these, 66 unions (58%) are independent with 4,695 members (46%), while 45 are registered chartered locals (39%) with more than 5,000 members (52%).

    The province of Zamboanga del Sur has the highest number of registered unions and membership among the provinces in the Zamboanga Peninsula. It has 76 registered unions with more than 6,500 reported membership.

    Zamboanga del Norte comes second with 22 registered unions with almost 1,800 members (see TAB.IX.1).

    With 26 registered locals and more than 2,600 membership, the Philippine Integrated Industries Labor Union (PIILU) recorded the highest number of local unions and membership among the federations in the region.

    The industry of manufacturing, with 38 unions, has the highest number of registered unions among industries in the region. This is closely followed by the transport and storage industry with 25 registered unions, and the industry of wholesale and retail trade, including the repair of motor vehicles and motorcycles with 11 registered unions.

    There are nine (9) existing CBAs, where all are CBA renewals, in the Region IX covering more than 900 workers.

    Eight (8) of these CBAs are bargained with affiliated unions, while one (1) is with an independent union (see TAB.IX.3).

    In Region X—Northern Mindanao Region, there are 384 regis-tered unions with 43,420 total membership.

    Fifty percent (50%) of these unions are registered chartered locals with more than 25,000 reported members.

    On the other hand, the region also has 164 registered independ-ent unions (43%) with more than 15,000 reported members, and 29 affiliates (7%) with almost 3,000 members.

    More than half of the registered unions in the region are in the province of Misamis Oriental. There are 208 unions (54%) regis-tered in the province with more than 18,000 members.

    The provinces of Lanao del Norte and Bukidnon follow with 85 and 66 registered unions, respectively.

    The Associated Labor Unions (ALU) has the most number of registered locals/affiliates in the region with a total of 81. It also has the highest membership with more than 10,000 member-ship on record.

    Forty percent (40%) or 155 of the unions are operating in the manufacturing industry with more than 25,000 membership. It is followed by the transport and storage industry with 57 unions having more than 5,000 total membership.

    Twenty-six (26) CBAs are existing in Region X as of December

    2019, which cover more than 6,000 workers.

    Of these CBAs, 19 are CBA renewals, five (5) are first CBA and two (2) are renegotiated. Further, half of these are bargained with independent unions, while the other half are with affiliat-ed unions (see TAB.X.3).

    The Region XI—Davao Region, with 525 registered unions and more than 50,000 membership, has the highest number of recorded union registration in the Mindanao Region.

    About 66% of the unions or 345 are chartered locals with 32,000 reported members.

    Moreover, there are 169 independent unions and 11 affiliates registered in the region.

    Most of the unions in the Davao Region operate in the province of Davao del Sur. Sixty-eight (68%) or 357 are in the said prov-ince covering 56% of the total membership (see TAB.XI.1).

    In terms of membership, the Associated Labor Unions (ALU) has the highest number of registered locals/affiliates, and union membership in the region with 98 locals/affiliates and 12,615 reported members.

    In terms of industry, the industry of agriculture, forestry and fishing, with 207 registered unions and more than 30,000 members, recorded the highest number of union registration in the region.

    The manufacturing industry, and the transport and storage industry follow with 122 and 64 registered unions, respectively.

    There are 75 existing CBAs in the Davao Region that cover more than 17,00 workers as of December 2019. About 75% (56 CBAs) are CBA renewals covering more than 13,000 workers, while 14 first CBAs are filed in the region.

    Forty-four (44) CBAs in the region are bargained with affiliated unions with more than 7,000 covered workers, while the re-maining 31 CBAs were bargained with independent unions with more than 9,000 covered workers (see TAB.XI.3).

    There are 216 enterprise-based unions registered in the Region XII-SOCCSKSARGEN with more than 47,000 reported mem-bership.

    Most of the unions in the region are independent which covers 71% or 153 of the registrations with a total of more than 31,000 members.

    On the other hand, there are 52 chartered locals (24%) with almost 10,500 members, and 11 affiliates (5%) with almost 1,300 members registered in the region.

    More than half of the registered unions in the Region XII is oper-ating in the province of South Cotabato. It also covers 81% of the total union membership in the region (see TAB.XII.1).

    Sultan Kudarat and North Cotabato follow both having more than 30 registered unions and about 3,000 membership.

    The Associated Labor Unions (ALU) has the most number of registered locals/affiliates in the region. It has 22 locals/affiliates with almost 5,200 union members.

    On the other hand, the National Federation of Labor (NFL), registered since 1979, has the highest number of union member-ship in Region XII with about 5,300 members. With 15 registered unions, the NFL has the second highest number of registered locals/affiliates in the region.

    Thirty percent (30%) or 65 unions with nearly 25,000 members operate in the industry of agriculture, forestry and fishing—the highest among industries in the region.

    Moreover, the manufacturing industry closely follows with 50 registered unions and about 15,000 members.

    As of December 2019, there is only one (1) existing CBA on record in the Region XII with 35 workers covered. It is a renewed agreement with an independent union.

    As of December 2019, there are 109 unions registered in the CARAGA Region having more than 16,000 reported members.

    Federated unions cover 52% of these registered unions. This percentage is composed of 50 chartered locals (46%) and seven (7) affiliates (6%). On the other hand, there are 52 registered independent unions in the region.

    In terms of membership, 55% or more than 9,000 are members of chartered locals, 30% or about 5,000 are from independent unions and 15% or nearly 2,500 are from registered affiliates.

    The province of Agusan del Norte has the highest number of registered unions in the region having 50 registration. With more than 5,800 reported members, it also recorded the highest union membership (see TAB.XIII.1).

    The Associated Labor Unions (ALU) has the highest number of locals/affiliates and union members among federations in the region with 13 locals/affiliates and 3,044 total union members.

    The National Federation of Labor Union-KMU (NAFLU-KMU) follows with ten (10) registered locals/affiliates and more than 1,200 reported union members.

    There are 42 registered unions that operates in the manufac-turing industry with more than 7,000 reported members, the highest among the industries in the region (see FIG.XIII.2).

    There is a total of ten (10) CBAs existing in the CARAGA Region

    covering 2,686 workers. Of these, eight (8) are CBA renewals and two (2) are renegotiated CBAs.

    Further, eight (8) CBAs are bargained with affiliated unions covering more than 2,500 workers, while two (2) CBAs are with independent unions with more than 100 workers covered.

    There are 21 enterprise-based unions registered in the Bang-samoro Autonomous Region in Muslim Mindanao (BARMM) with more than 2,000 reported membership. The BARMM has the lowest number of registered unions among the regions in the country.

    Of the 21 registered unions, 20 are registered as independent covering 95% of the total registration in the region. The remain-

    ing one (1) union is registered as an affiliate.

    The province of Maguindanao has the highest number of regis-tered unions among the provinces in the BARMM. There are nine (9) unions registered in the province with more than 1,000 reported members.

    Lanao del Sur, on the other hand, has 7 registered unions with more than 800 members.

    Third among the provinces is Sulu having four (4) union regis-trations with more than 300 reported members.

    Lastly, only one (1) union is registered in the province of Basilan with 41 reported members.

    The Kabankalan (Siasi) Workers Union-KILUSAN, is the only affiliated union in the BARMM. It is affiliated with Pambansang Kilusan ng Paggawa (KILUSAN), a federation registered since 1969.

    On the other hand, in terms of industry, most of the registered unions in the region are in the transport and storage industry with ten (10) unions.

    Moreover, five (5) unions are registered in the industry of wholesale and retail including repair of motor vehicles and mo-torcycles, while there are two (2) unions registered in each of the manufacturing industry, and agriculture, forestry and fish-ing industry.

    There is also one (1) registered union operating in each of the industries of education, and the mining and quarrying (see FIG.BARMM.2).
