Big events in the polyether polyols market

1． Shandong Bluestar Dongda Chemical planned to expand its capacity for low-VOC polyether polyols.

Shandong Bluestar Dongda Chemical, a subsidiary of ChemChina, planned to build a

high-performance polyether polyols plant with an annual capacity of 306,000 tons in Zibo City,

Shandong Province. The project involves relocation of the old factory. The environmental impact

assessment for the project began in March 2019.

2． Hongbaoli is building the value chain of propylene oxide, polyether polyols, isopropylamine and its

derivatives. In the trial run of the company's PO plant in early January 2019, high-quality products

were produced. Currently, the plant has been tweaked and is preparing for higher operating rate. The

construction of the first production line of its DCP project has been completed. At present, the

company is making preparation for the trial run of the line.

3． On September 3, Jiahua Chemical (Binzhou) put into operation its 100k t/a polymer polyol project,

which comes complete with ancillary environmental facilities. This project is a key project under the

Binzhou municipal government’s "attracting investment and talents" scheme. The project is able to

produce 100,000 tons of polymer polyol, 358 tons of co-product potassium dihydrogen phosphate and

0.7 ton of bimetallic complex catalyst annually.

Big events across the polyether polyols value chain

1． On March 21, an explosion occurred in a chemical industrial park in Xiangshui County of Yancheng

City, Jiangsu Province. Later, many local governments conducted safety checks, requiring chemical

producers to rectify their safety problems. The Jiangsu provincial government released the Safety

and Environmental Improvement Plan for Chemical Industry.

2． The previous VAT rate of 16% for taxable sales or imported goods was reduced to 13%, effective

from April 1, 2019. Thus, the VAT rate for polyether polyols also decreased to 13%.

3． The Sino-US trade war continued, impacting the exports of end-use products such as mattresses to

the United States. In order to evade the high tariffs, some manufacturers relocated their production

capacities to Southeast Asia. This resulted in decreased exports and domestic sales of some

products.

4． On September 14, Saudi Aramco, the Saudi Arabian national petroleum and natural gas company,

reported that its refineries in Abqaiq and Khurais were attacked by drones, which took out Saudi

Arabia’s oil production by about 5.7 million barrels per day. Consequently, on September 16 the oil

price soared by nearly 15%.

5． On October 18, the U.S. Department of Commerce announced the affirmative final determination in

the antidumping duty investigation of imports of mattresses from China, listing the companies that

would be subject to its anti-dumping duties. Of which only Healthcare was subject to a 57.03%

anti-dumping duty. A separate duty of 162.76% was imposed on the other 36 firms, nearly doubling

the 74.65% duty in the preliminary determination. Firms not on the list were subject to a anti-dumping

duty of 1731.75%.
