The purpose of the Gail Y. Brown Employee of the Month award is to give special recognition to employees for their outstanding achievements in service to Harris County Pretrial Services. The criteria for selecting the Gail Y. Brown Employee of the Month include, but are not limited to, the employee being viewed as:
Someone who:
1) has volunteered to devote an inordinate amount of time to a work project or task outside
of his/her responsibility and who performs exceptional work on that project or task; or
2) has made a significant contribution to the programs, goals and objectives of the
Department; or

Defendant Report ActivityArrests in 2019 on a new charge
where the most serious offense was a class A or B misdemeanor offense were down 7% from the previous year and down over 15% since 2015. Arrests for new felony offenses saw a 0.3% de-crease in 2019 compared to 2018 and were over 3.7% since 2015.
There were a total of 76,519 new arrests in 2019. This included 42,958 people whose most serious charge was a misdemeanor and 33,561 people ar-rested for a felony offense. Defendants charged with felony offenses accounted for 43.9% of arrests and misdemeanors for 56.1%.
The department compiled 36,312 defendant reports on incarcerated de-fendants, or 52.9% of the arrested pop-ulation. Staff prepared 17,090 reports on defendants arrested solely for a mis-demeanor offense, compiling informa-tion on 39.8% of that population. For those defendants arrested for a felony, the percentage was 57.3%, or 19,222 re-ports completed.
Other defendants interviewed in-cluded 41 defendants who originally posted a financial bond and were inter-viewed after release for consideration for a personal bond. In addition, 131 interviews were conducted for perfor-mance, appeal, and witness bonds.

sary to assure appearance in court.Throughout 2019, the average monthly number
of defendants under supervision or monitored on the last day of month by the department was 12,470 defendants. This is a 42.6% increase in average case-load size compared to last year and a 187% increase since 2017. Defendants released on personal bond for a new case comprised 81% of the average caseload; those monitored while in a CSCD program were 8.3% of the caseload; 0.5% were on a performance bond, appeal, or motion to revoke or adjudication probation with pretrial services supervision; 4% in RIC; 6.3 given a GOB; and 0.1% given an unsecured bond.
In 2019, 76.7% of defendants arrested on a new charge were released on bond. Of these, 26.4% posted some form of financial bond while 26.4% were grant-ed a personal bond, 27.2% were given a General Or-der Bond (GOB) which began in February 2019. There were a total of 230 defendants who were given an SB-7 personal bond which relates to the period during which a person arrested is required to be taken before a magistrate or released on bond.
A total of 22,309 defendants were released on a personal bond for a new charge. Of the defendants supervised for a new case, 2,189 (9.8%) defendants were released to the Responsive Intervention for Change (RIC) docket on a personal bond.
Other defendants released on personal bond and supervised by Pretrial Services included 208 de-fendants whose appearance was required in court on a motion to adjudicate or revoke probation, who appealed a case disposition, who were required to participate in a Community Supervision & Corrections Department (CSCD) assessment program, or who were given a bond for a specific length of time after judgment was entered on a case before the execution of the sentence (performance bond). During the time period from February to December, 2,185 defendants were given a General Order Bond (GOB).
One condition frequently ordered was the re-quirement to submit to drug testing, affecting 27.5% of defendants with a new case given a personal bond. A breath-alcohol analysis device, either in the form of an ignition interlock device installed in a vehicle or an in-home device, was placed on 11.4% of the defen-dants with additional conditions. The courts required 91 defendants to observe a curfew and 588 defen-dants were ordered to wear an electronic monitoring device.
Defendants who receive pretrial intervention through the CSCD are still on bond until the interven-tion program requirements are fulfilled and must ap-pear in court during their participation. Defendants under the department’s supervision who subsequent-ly receive pretrial intervention usually remain on a personal bond while participating in these programs and we continue to monitor their cases and remind them of upcoming court dates. During 2019, 1,092 de-fendants were monitored for this purpose, along with 6 defendants with a motion to adjudicate or to revoke probation who were granted a personal bond with no supervision by this department other than that neces-
While the department uses a point-of-collection test (POCT) to screen some defendants reporting for the first drug test after release, other specimens are sent directly to a laboratory for analysis.
The department tested 15,724 defendants in 2019 and performed a total of 22,008 drug tests, a 130% increase over the previous year. There were 186 POCT specimens collected and tested onsite, with 141 specimens testing positive. A total of 21,786 specimens were collected and sent to a laboratory for analysis, with 8,081 specimens testing positive.
The department administered 3 tests on a deep-lung breath analysis device onsite as a result of suspicion that a defendant appearing in court was intoxicated. There were 33 transdermal patch tests used on defendants who could not be tested by other methods with 16 testing positive. In some instances, a required test cannot be completed due to the de-fendant’s inability to provide a specimen. There were 382 instances where there was no specimen provided.

Drug Test Activity
The department scans the index finger of a defendant reporting for a drug test and submits it, along with the defendant’s System Person Number, to the Sheriff’s Department automated fingerprint identification system (AFIS). Pretrial Services then receives a pic-ture associated with those items and uses the picture to ensure the correct person reported for a drug test.

compliance are no longer part of the active supervision caseload; however, their cases are assigned to an FTA investigator who locates fugitive defendants with out-standing warrants.
Another 572 defendants who were monitored by the department while appealing a case disposition, ad-dressing a motion to adjudicate or revoke probation, or who were released after pleading guilty but before the imposition of a sentence saw their supervision end in 2019 - 73.1% successfully. Of 1,277 defendants enrolled in a CSCD program, 80% completed their diversion pro-gram or had a motion to revoke dismissed while 21% had their case adjudicated.

There were 21,262 defendants under active supervision with a new case who exited supervision in 2019. Of those, 14,498 were charged with a mis-demeanor offense and 6,764 had a felony offense.
Of the 14,498 misdemeanor defendants whose supervision period ended, 63.3% were not further incarcerated, 44.2% because their case was dismissed. Jail time was the sentence imposed on 4.4% of the remaining defendants. Another 31.5% had their bond revoked for noncompliance issues. Of those revoked for noncompliance, 90% were for failing to appear for a scheduled court date, 4.2% were for an arrest on a new charge while on bond, and 6% for noncompliance with conditions of su-pervision (e.g., do not use drugs, abide by curfew restrictions). Fewer than 1% exited supervision for other reasons.
Of the 6,764 defendants charged with a felony, 55% received no additional jail time, 22.3% because their case was dismissed or no-billed. Another 2.4% of defendants charged with a felony were ordered to jail or prison. Noncompliance claimed 41.7% of defendants charged with a felony with 84% for fail-ing to appear in court, 4.8% for an arrest on a new charge while on bond, and 11.3% for violating the conditions of release. The remainder, 1%, exited for reasons other than noncompliance (e.g., per-sonal bond replaced, bond was for a specific time period).
The most common sentence imposed included some form of community supervision, especially for misdemeanor cases with 8% entering a CSCD pro-gram. For defendants with a felony charge, CSCD supervision accounted for 25.8% of all felony defen-
