ATTENDANCEWhen an elementary student is absent from school, parents/guardians must either enter the absence through Skyward or call the child check numberorelementaryschoolofficelistedinthedirectoryattheendof this section between the hours of 4:00 p.m. the day before and 9:00 a.m. each day the student is absent. Parents/Guardians of Junior and Senior high school students are asked to enter the absence through Skyward or call the appropriate Attendance Office on themorningoftheirstudent’sabsence.Ifnotificationisnotreceived,staffand/or the attendance clerk will call to verify that the absence is for a legitimate reason. Within three days after the student returns to school, the parent/guardian must report the absence in Skyward or send in a signed absence card, email or note. Absence cards are distributed at the opening of school and are available from teachers. The failure of the parent/guardian to provide a legal excuse in this manner will cause the absence to be categorized as “unexcused.” Please note the word “illness” is not a legal excuse according to PA law. It must be defined,i.e.,“sorethroat.”Absenceduetofamilytripswillalwaysberecorded as unexcused. All absences beyond ten cumulative days shall require an excuse from a physician. When a student has three days of unexcused absence, the school may coordinate a school attendance improvement conference to discuss the cause for the child’s truancy.BUS BEHAVIORStudentsareexpectedtobeatthebusstopfiveminutespriortothescheduled pick-up time; to be considerate of private property near the bus stop; to board the bus in an acceptable manner without pushing, shoving, or running; to keep all objects out of the aisle and on their laps; to follow the directions of the bus driver; to avoid interfering with the safe and orderly operation of the bus or jeopardizing the health and safety of passengers; to abstain from smoking, using, or possessing drugs, alcohol, or tobacco products; and to pay for any damage they cause to the bus. Violating any of the basic rules of conduct may result in appropriate disciplinary action including suspension from school. Students must ride their designated buses. Secondary students must haveidentificationcardsatalltimes.Anypersonwhoattemptstoenteraschoolbuswithoutpriorauthorizationofthedriveroraschoolofficialandrefusestodisembarkwillbesubjecttofinesofupto$2,500andpossible imprisonment.AUDIO/VIDEO RECORDING AND MONITORINGSchool facilities, buses, and vehicles are furnished with video recording devices for the purpose of encouraging safe and appropriate conduct. These devices are positioned in select locations, but do not provide comprehensive coverage of all areas, buildings, or vehicles. Audio recording on school buses and vehicles is authorized by the Board of School Directors for disciplinary and/or security purposes. In most cases, active monitoring of video and audio recording is not feasible, and recordings are only used to review incidents after they occur.
CARE OF BOOKS AND INSTRUCTIONAL EQUIPMENTAbington School District provides, at no cost, textbooks and instructional supplies that are required for the K-12 educational program. If a district-issued book or instructional supply item, including computers, is lost or damaged, the student will be expected to pay for it.
NON-DISCRIMINATION POLICYAbington School District is committed to complying fully with all Federal and state laws banning discrimination on the basis of race, color, national origin/ethnicity, veteran status, gender, age, disability, sexual orientation, gender identity/expression, or religion in instructional programs, extracurricular activities, and employment practices. POSSESSION OF WEAPONSNo weapons are permitted on any Abington School District property unless used in connection with an instructional or student activity program under supervision of a staff member. The term “weapon” includes, but is not limited to, any knife, cutting instrument, cutting tool,nunchaku,firearm,shotgun,rifle,andanyothertool,instrumentorimplementcapableofinflictingseriousbodilyinjury.Thisprohibitionapplies to anyone on District property and is in effect 24 hours a day, seven days a week. The intent of this policy is to prohibit all weapons, whether or not a permit or license has been issued with respect to suchweapon,andwithrespect toallpersonsexceptpoliceofficers.Any student who brings a weapon onto any school property, to any school-sponsored activity, or onto any public conveyance providing transportation to and from a school or school-sponsored activity, may be expelled from school.
REPORT CARDSOngoing information regarding grades and assignments is accessible by parents and guardians through Skyward’s Family Access portal located on the District website.Elementary schools report pupil progress three times during the school year. Report cards are given to parents/guardians during their conferenceswith teachers inDecemberandMarch.Thefinal reportcard will be posted electronically to Skyward in June.In the Junior and Senior high schools, pupil progress is reported four times a year with report periods closing in November, January, April, and June. Report cards are posted electronically to Skyward at the conclusion of each marking period.
RESIDENCY REQUIREMENTS/TUITIONIn accordance with the Pennsylvania School Code, children may attend Abington schools if they and their parent(s) or guardian(s) reside in Abington Township or the Borough of Rockledge. If a student becomes a non-resident of the School District during the year, he/she may finishhis/hereducationintheAbingtonschoolsasatuitionstudent.Please refer to the Board Policy Statement regarding tuition students. A graduating senior who becomes a non-resident after October 15 of his or her senior year, and who has completed grades 10 and 11 in Abington, may complete the senior year at Abington Senior High School without the payment of tuition. SCHOOL PROPERTYAbington is proud of its excellent school buildings and facilities. These buildings and equipment need considerable care in order to remain attractive and functional. Students must treat all school property well, pick up any litter they might see, and report to a staff person any marring or destruction of property.
STUDENT RECORDSYour student’s records are available for inspection at each school. Should you wish to examine your child’s school records, you may arrange to do so by contacting your child’s elementary school principal or secondary school counselor. STUDENTS AND THE USE OF DRUGS, ALCOHOL, AND OTHER UNAUTHORIZED SUBSTANCESThe Board of School Directors of the Abington School District recognizes the serious nature of drugs, alcohol, and unauthorized substance abuse. The schools play a role in addressing this problem. In recognition of this responsibility, the Abington School District implements programs and activities based upon the following principles:
1. Schools at all levels will present, through the regular classroom and special programs, a comprehensive educational program aimed at preventing drug, alcohol, and substance abuse, using materials and activities appropriate to the age and maturity of the student.
2. The administrative and teaching staffs will do all within their power to ensure that unauthorized drugs and substances and alcohol are not present in school buildings or on school grounds including, but not limited to, searches of individual students, school lockers, motor vehicles, school parking areas, and other school district facilities when there is a reasonable suspicion that any item(s) contain materials that otherwise pose a threat to the health, welfare or safety of the school community. This includes the potential to cooperate with law enforcementandcanineunitsfortheuseofdrug-sniffingdogs.
3. The School District will cooperate fully at all times with law enforcement agencies, following guidelines that have been developed cooperatively by those agencies and school administrators.
4. The School District will provide referral services to students with drug, alcohol, and substance abuse problems who are interested in obtaining professional assistance beyond the jurisdiction of the school.
5. Students who are detected in the process of buying, selling, giving, receiving, transferring, possessing, and/or using unauthorized drugs, substances, or alcohol in school or on school property may be suspended and referred to the Abington Police Department. Any student who violates this may be subject to expulsion from school and school activities.
6. The basic welfare and health of the student body is the primary consideration in any readmission of a student to school who has been suspended for using unauthorized drugs and substances and/or alcohol.
7. The use of anabolic steroids by any student in school-related athletics is prohibited except for a valid medical purpose. Body building, muscle enhancement, increasing muscle bulk or strength, or the enhancement of athletic ability are not valid medical purposes.
TOBACCO USE AND POSSESSIONStudent possession and/or use of tobacco products in school buildings, on school vehicles, and on school property is prohibited. A student who possesses or uses tobacco products including, but not necessarily limited to, a lighted or unlighted cigarette, cigar, pipe, or other lighted smoking product and smokeless tobacco in any form including electronic smoking products, in school buildings, on school vehicles, or on school property is subject to criminal penalties and school-based discipline.“Electronic smoking products” means electronic products designed to delivernicotine,flavorand/orotherpotentiallyharmfulchemicals.
STUDENT DRESSStudent dress is essentially the responsibility of the student and his/her parents/guardians. The School District reserves the right to require any student wearing clothes that are disruptive to change to more appropriate school dress. Wearing hats or outer wear in the school is inappropriate and not permitted.
ASSESSMENT/TESTING PROGRAMSThe state and districtwide testing programs are designed to provide information concerning the proficiency of students on tests ofachievement and aptitude. We believe that such information is vital to the development of an instructional program that maximizes the growth of every student in the school district. In addition, the results of these tests provide a continuing record of each student’s academic progress as compared with the students throughout the state, and on selectedtests,throughoutthenation.Specificconcernsregardingyourchild and this testing program should be referred to the elementary school principal or the secondary school guidance counselor. Each year the program is approved by the Board of School Directors and mailed to parents/guardians. WEATHER EMERGENCIESShould inclement weather or any other emergency require cancellation of school, the District provides information using the channels Verizon Fios 34 and Comcast 968, as well as other local TV news broadcast stations; the District website and social media; and an automated telephone calling system. The District’s Skyward Message Center will also send emails to parents/guardians. In the event that school is on a two-hour delayed opening, students are to report to school or to their bus stops two hours later than their usually scheduled time. When a two-hour late arrival for a weather emergency coincides with an early dismissal day, the early dismissal is cancelled and will be rescheduled. Should weather conditions develop during the day that would make bus travel dangerous, we will dismiss school early. That decision will be disseminated through the same channels of communication utilized for a late arrival. To prepare for the possibility of an unplanned early dismissal, parents and guardians should arrange an alternate place for their children to go in the event that no one is at home.
QUESTIONS OR CONCERNS? Parents/Guardians often wonder where to turn with a question or a concern re garding their child or other school issues. Starting “too high up the ladder” often requires information backtracking and can leave valuable allies out of the loop. When you are not happy with a particular answer or solution, here are some handy guidelines to use:
1. If it is a classroom problem, start with your child’s teacher. He/she is in the best position to address classroom-related issues. If the problem is outside the teacher’s area of expertise or control, the teacher will refer you to the right person.
2. If you have not been able to resolve your problem with the teacher, go next to the principal or supervisor who usually will be able to resolve your problem or refer you to the right person.

ABINGTON STUDENT ASSISTANCE PROGRAM (ASAP)The Abington Student Assistance Program (ASAP) is a service that provides support and referral information for students who are experiencing difficulty in the areas of behavior, health, attendance,and/or academic performance. Assistance may be obtained by contactingtheadministration,guidance,orhealthoffices. SCHOOL PSYCHOLOGICAL AND COUNSELING SERVICESSchool psychologists operate a preventive and developmental program aimed at helping each child realize his/her full potential. Psychologists visit classrooms and consult with teachers and parents/ guardians to identify potential problems. The child’s total well-being – physical, social, emotional, mental, and environmental – is considered when assessing the child’s adjustment to the school experience. The school psychologist, with the multidisciplinary team members, evaluates children experiencing school difficulties and recommendsservicesandprogramsdesignedtomeetspecificneeds.Conferencesorganized by the school psychologists with parents/guardians, school personnel, and any outside providers, as applicable, are a common tool for exchanging ideas and suggestions. The secondary school counselors personalize the educational experience by showing young people how to set realistic goals and make plans based on an evaluation of all alternatives, including their individual interests. The District has adopted a policy and procedure on “Suicide and Self-Harming Behavior Prevention” to protect the health, safety and welfare of its students, to promote healthy development, and to safeguard against the threat or attempt of suicide among school-aged youth. These documents can be found on the District website. HEALTH SERVICESAbington provides school nurses and contracted services for pediatric and dental care to ensure health care is available to all students. At intervals throughout each child’s school career in addition to original entry into school, we require certain health examinations: • Physical examinations - Kindergarten, 7th grade, and 11th grade • Dental examinations - Kindergarten, 3rd grade, and 7th gradePennsylvania Department of Health Regulations require all students attending public or nonpublic schools to provide proof of proper immunization. All children have a yearly health conference with a school nurse. Any health problems discovered by the school will be reported to parents/guardians. Parents/Guardians are encouraged to contact the school nurse to discuss any medical issues.
MEDICATION PROCEDURESThe administration of medication to a student during school hours in accordance with the direction of a parent/guardian and family physician will be permitted only when (1) failure to take such medication would jeopardize the health of the student and/or (2) the student would not be able to attend school if the medication was not made available during regular school hours. Before any medication may be administered to a student during school hours, the school nurse must receive (1) a written request from the parent/guardian giving permission for theadministrationof thespecificmedication, (2) thewritten order from the prescribing physician including the name of the medication, dosage, the time at which or the special circumstances under which the medication shall be administered, the length of the period for which medication is prescribed, and the possible side effects of the medication, and (3) the medication in a properly labeled container delivered to the school by a responsible adult. It is the responsibility of the parent/guardian to inform the school nurse of any medication brought to, or taken in, school.
ENGLISH LEARNERSAbington School District offers an English Language Development (ELD) program to students whose dominant language is not English andwhohavebeenformally identifiedasneedingsupport. Classesare scheduled to help these students make a transition to English.
HOME AND SCHOOL VISITORThe home and school visitor trained in school social work helps maintain lines of communication between home and school. At times, theeconomicandsocialconditionsaffectingafamilycaninfluenceachild’s school progress and attendance.In such cases, the home and school visitor is able to help parents/guardians establish contact with social agencies and to explore ways to improve the situation or reduce its impact on the student. Parents/Guardians in such situations are encouraged to contact the home and school visitor at 215-884-4700, ext. 2178.
PROGRAMS FOR STUDENTS IDENTIFIED AS MENTALLY GIFTEDThe Abington School District is committed to providing an appropriate education for students who qualify for participation in programs for the gifted. The District follows the procedures prescribed by the Pennsylvania Department of Education for determining gifted eligibility. An array of testing, evaluation, and observational measures are used by the Gifted Multidisciplinary Evaluation Team (GMDT) to determine whether a student is gifted and in need of specially designed instruction. A Gifted Individualized Education Program (GIEP) is developed where the specific goals and objectives are identified to meet the child’sindividual needs. Parents/Guardians who wish to request that their child be evaluated as a student who is mentally gifted should contact the school psychologist or secondary school counselor.
COMPREHENSIVE STUDENT SUPPORT PROGRAM The Comprehensive Student Support/CORETEAM Program (CSSP) provides academic, social, and emotional support to students. The goal is to implement intervention strategies and offer support in the areas of academic, behavioral, and coping skills to help students succeed in regular education. The team identifies needs, makesreferrals, and monitors progress. Parents/Guardians who believe that their children may be in need of support services should contact the appro priate elementary or secondary principal, psychologist, or the secondary school counselor.
LIBRARY/MEDIA SERVICESAbington’s libraries are modern, contain extensive collections, and are managed by professional librarians who provide library skills instruction. They also help students and faculty with book selection for reports and leisure reading, with research for term papers, and withfindingfactsandotherinformation.Librariansprovideassistanceand instruction in the use of computers, multimedia, databases and internet searches. Home access is provided for most electronic resources. The elementary school libraries are open from 8:50 a.m. to 3:20 p.m., the Junior High School library is open from 7:30 a.m. to 4:00 p.m., and the Senior High School library is open from 7:00 a.m. to 4:00 p.m.
PROGRAMS FOR STUDENTS WITH DISABILITIESA student identified with a disability under Chapter 14 of the PARegulations and in need of specially designed instruction could be eligible for special education to meet his/her individual learning needs. The IDEA disability categories include autism, deaf-blindness, deafness, emotional disturbance, hearing impairment, intellectual disabilities, multiple disabilities, orthopedic impairment, other healthimpairment,specificlearningdisabilities,speechorlanguageimpairment, traumatic brain injury, and visual impairment including blindness. Abington School District provides an array of special education programs and services throughout the District. Eligibility for special education programs and services is determined after the completion of a comprehensive multidisciplinary evaluation and the development of an Individualized Education Program (IEP), which describes the special instruction for the student. Due process procedures are followed, including written permission prior to an evaluation or the placement of a student. The IEP team, which includes the parent/guardian, decides the amount and type of special education services that will be provided to the student.
