IMPORTANT INFORMATION
If you hunted in the 2018-2019 season and we did not receive a complete Harvest Report from
your hunt, you will not be eligible for any hunts for two (2) years or you can pay a $25.00 late
harvest report fee for each harvest report that is late and submit a completed harvest report by
April 26, 2019.
Applications must be correctly/completely filled out when turned in. All applications that are not
correctly/completely filled out will not be accepted and fees will be returned.
Application and permit fees are non-refundable.
Permits and tags will not automatically be mailed out. They will be available for pick up at the ENRD
Office at least twenty-one (21) calendar days before your hunt. You must request that they be mailed to
you.
Draw hunts must be paid for by June 21, 2019. If the permit is not paid for by this date it will be
cancelled and made for sale Over-the-Counter.
Non-Member POL Employee bull elk, barbary sheep, and tahr hunts will be offered at a discounted rate,
but will be only be available Over the Counter, after the draw hunters are identified. (Section 2.D.10)
By signing your application you are authorizing a Background Check. (Section 1.B pg. 6)
Only the permitted/licensed hunter is allowed to harvest (see Disabled Hunters for exception pg.11).
If hunters have not picked up tag(s) or contacted ENRD 14 days before their hunt, it will go Over-the-
Counter or to the alternate for High Demand Hunts.

If you do not pick up your permit, you are still required to submit a harvest report. Failure to do so will
result in loss of hunting privileges or late harvest report fees.
Non-Tribal Hunters and Hunter Assistance that have hunts in Jackward must also obtain an access
permit from Acoma Pueblo. The point of contact for Pueblo of Acoma access permits is Adrianna
Cerno and her contact number is (505) 552-5117.
Request for depredation permits from the village mayordomos, schools, organizations must be submitted
to the ENRD office by July 31, 2019. (Section )
POACHING HURTS EVERYONE!
Poaching is ILLEGAL and is defined as the taking or attempting to take an animal without a
valid permit, on another person’s Permit, or attempting to take species that is not on the Permit
issued to the hunter.
Animals taken without a Permit are not considered in the management plan, and can harm the
overall population. With the recent drought every animal in the population is important.
Poaching is not our way!! Poachers may feel that the limits put on hunting is not our native
way, but taking animals out of season or without a Permit is unethical and against Pueblo Law.
Conserve the resources we have been blessed with and allow future generations to enjoy our
hunting tradition.
Repeat Poachers can lose Laguna hunting privileges for LIFE!
BE AWARE OF WHAT IS LEGAL AND WHAT IS NOT. ALL HUNTERS ARE RESPONSIBLE FOR KNOWING ALL THE RULES AND REGULATIONS BEFORE GOING

SECTION 1: LEGAL ACKNOWLEDGEMENTS
A. Applicability of Pueblo and Federal Laws
(1) Any person hunting on the Pueblo of Laguna (POL) is subject to prosecution in Pueblo or Federal court
if the person is in violation of any Pueblo or Federal law.
(2) The Natural Resources Program, and the Public Safety Department staff are exempt from this
proclamation and the Wildlife Code when conducting authorized program and management activities.
B. Criminal Background Investigations
(1) By signing the application you are authorizing a Background Check.
(2) The Pueblo reserves the right to investigate the criminal background of any person who applies for a
permit or purchases a big game hunting permit.
(3) If you have been convicted (or pled guilty) to a domestic violence charge or felony charge after
2008, or have a domestic restraining order issued against you in any jurisdiction, it is unlawful to
hunt with a firearm on the Pueblo of Laguna. Hunters that have been convicted may still apply for
the archery hunt.
C. Disabled Hunters
(1) Any Tribal member that has a mobility restriction, is blind, deaf, or has other handicaps that restricts or
limit their ability to hunt may apply for a Disabled Hunting Permit.
a. The POL Hunter Disability Verification Form (HDVF) can be picked up at the ENRD Office, or
emailed upon request.
b. The POL HDVF must be signed by a doctor, nurse, or other legal medical professional.
(2) Persons applying for disabled hunts are required to submit a HDVF prior to submitting application.
(3) POL HDVF is good for sixty months (5 years) or as indicated by the medical verification.
D. Signed Consent
(1) A hunting permit must be signed by the hunter to be valid. Hunters with unsigned documents are
subject to trespassing and/or poaching laws.
(2) By signing a Pueblo of Laguna Big Game Hunting Application or Hunter’s Assistant (HA) Agreement
Form, the hunter or HA acknowledges that they have read and understand the proclamation, accepts,
and agrees to be legally bound by Pueblo of Laguna laws, ordinances, rules and regulations and is
subject to both civil and criminal penalties.
(3) Failure to comply with the laws, ordinances, rules and regulations will result in the immediate
termination of your hunt, suspension, or loss of hunting privileges on the Pueblo, and other legal action
as appropriate.

SECTION 2: GENERAL INFORMATION
A. Application Procedure
(1) Applying for Tribal or Non-Tribal Draw Hunts
a. Applications must be correctly filled out, incomplete applications will not be processed (and fees
will be returned).
b. ENRD will accept credit cards, money orders, cashier checks, and cash for payment of fees.
Personal or business checks will not be accepted.
c. A $10.00 non-refundable Application Fee will be charged at the time application is submitted.
Applications will be accepted by mail, email, or in person at the ENRD Program Office.
Payment by credit card can be done at the ENRD Office or over the phone.
d. Permit fees are listed in Appendix F.
e. Application Fees must be paid when submitting an application for Over-the-Counter sales. (A
background check must be completed by POL Courts prior to receiving or paying for a permit).
f. Application Fees and late harvest report fees collected will be deposited in the Turn-In Poachers
(TIP’s) fund. Permit Fees will be deposited into the general fund.
g. A non-refundable Permit Fee will be due on June 21, 2019 for all draw hunts. Permits Fees can
be paid on or in advance of the date. Late payment will not be accepted and the permit will be
forfeited.
h. Laguna elders, Laguna disabled hunters and Laguna veterans do not have to pay an Application
Fee or a Permit Fee. In the event that the tag is lost the individual will be charged five dollar fee
to re-issued permit and tag.
i. Mule deer hunts are by Draw Only. These hunts are not automatically available to Laguna
disabled, elders, veterans, or youth hunters, all applicants will be entered in the random draw
j. In additional to the set number of permits available there will be (3) three additional permits
added for Laguna elders. The species include pronghorn, elk, turkey, cougar, and bear.
k. Tahr, Barbary Sheep (aoudad), Pronghorn and Mule Deer will have three (3) alternates drawn
for each permit. Any forfeited permits will go to the alternate.
l. Hunters applying for a mentor hunt, must share the same hunt date, species and hunt unit as their youth that are mentoring (mentored hunts are not available for mule deer hunts).
m. Hunt 1 and Hunt 2 on the application cannot be for the same big game species, and the same
hunting date. (Example: applying for bull elk hunt in Seco and Bell Rock that have the same
hunting dates). If a hunter applies for the same hunt date in a different units, they will only
be entered in the draw for what is indicated in Hunt 1 of the Application.
n. Hunters who have entered and received a background check for 2019-20 may purchase without
additional background check Over the Counter on July 10, 2019 starting at 10:00am. Permit
must be paid in full at the time of purchase.
o. Application and Permit Fees are non-refundable.
p. Permits cannot be transferred, loaned or borrowed.
q. Permits for Draw Hunts will be awarded on a random basis. Applicants do not need to be
present. Successfully drawn applicants will be notified by phone, mail or email (if available).
Names will be posted at the ENRD Program Office, and on the ENRD webpage

(http://www.lagunapueblo-nsn.gov/Natural_Resouces.aspx) and at the Pueblo Administration
Building.
r. Permits turned in or not paid for before June 21, 2019 will be made available for purchase by
alternates or be made available Over-the-Counter for Tahr, Barbary Sheep, Pronghorn, and Mule
Deer hunts.
s. All Hunters: Send only the application fee with your application. Do not pay for permit until the
background check and you have been selected for a hunt. The ENRD will notify you if you have
been drawn for a hunt.
t. Awarded permits can be picked up at the ENRD Office.
u. Permits will only be mailed out upon request, but must be paid for prior to being sent out.
v. Permit Fees will be deposited in the Pueblo of Laguna general fund.
(2) Rain Check Policy
a. All Hunters not able to hunt due to an emergency due to illness or injury may write a petition to
ENRD for consideration.
b. Emergencies include: a death in the family and/or health issues that limit the ability to hunt.
Injuries that enable the hunter’s mobility or actions to successfully harvest an animal.
c. The ENRD will evaluate each petition on a case by case basis; however, we reserve the right to
refuse any petition.
d. The hunter must submit documentation regarding the emergency or injury prior or that occurred
during hunt date.
e. Remember that all hunting fees are non-refundable.
(3) Tribal Youth/Mentor Applications
a. Youth- hunting mentor permits are not available for mule deer.
b. Youth members under eighteen (18) are allowed to apply for the Draw and/or Over-the-Counter
Permit. After the Draw, youth can purchase available tags for cost of hunting permit.
c. Mentors wishing to take a qualified (Hunter Safety Certified) youth on a hunt with them can
apply for an additional youth permit by indicating so on their application. (Not applicable for
mule deer hunts).
d. Youth must pay a $10.00 application fee. If awarded a permit in the draw, the permit is free.
They may purchase an Over-the-Counter permit.
e. Limit of two (2) youth per Mentor, per hunt.
f. If applying for a Mentor hunt, the youth must have the same hunting date and units as their
Mentor. Applications that do not have matching hunting youth and mentor will not be included
into the draw.
g. Non-Tribal youth are ineligible to hunt Mule Deer, Pronghorn, or Turkey. They must apply for
hunts open to Non-Tribal Members.

(4) Applying for Over-the-Counter Permits after the Draw
a. If you applied for a Draw Hunt and were not selected you can purchase an “Over-the-Counter”
Permit.
b. If you applied for a Permit in the Draw the “Over-the-Counter” section of your original
Application must be filled out to indicate what you are purchasing. (see Appendix B)
c. Applications must be fully filled out and paid. Incomplete Applications will not be accepted.
d. The Permit must be paid for at the time of issue. No Permits will be distributed without
payment.
e. Archers must pass a qualification test before applying for an Archery Hunt. If in the event that
the archer misses his/her scheduled qualification, application will not be accepted and hunt will
be made available to qualified archers.
(5) Unpaid or Returned Hunts
a. Permits not paid for by the deadline or returned, will be made available for purchase “Over-the-
Counter”. Hunts that have alternates pre-drawn will be selected in the order they were drawn.
b. Mule deer, pronghorn, tahr and Barbary sheep that are unpaid or returned will be offered to
applicants drawn as alternates after the awarded hunters.
c. All fees are non-refundable and permits are nontransferable.
B. Permit Eligibility
(1) Permit Requirements
a. All hunters must submit a completed application and pass a background check if applying for
Any Legal Weapon hunt.
b. Archery hunters must successfully complete an archery qualification test (or have an active
qualification test on file) before submitting an application.
c. Hunters with convictions prohibiting them from owning/carrying a firearm are eligible for
archery hunts.
d. All hunters must be in possession of a valid POL Big Game Permit to hunt, take, possess, or
transport any type of Big Game on the Pueblo
e. Hunters or HA(s) must have their permit in their possession at all times during a hunt.
(2) Hunter Education Card – Youth Hunters (under 18 years old)
a. A Hunter Education (HE) card is REQUIRED for all youth hunters. Hunter education cards
must be included with application prior to submission of application.
b. Youth may hunt only when accompanied by their Mentor.

c. A parent, guardian, or an assistant is eligible to hunt with a youth only if they also have a valid
hunting Permit.
C. Types of Hunts
(1) Any Legal Weapon–A hunt on which the permitted animal may be taken using a: rifle, shotgun, pistol,
bow and arrow, and crossbow.
a. Youth (under 18) that apply for hunts must show proof of completing a Hunter Safety Course,
and be accompanied by a permitted Mentor.
b. It is required that Any Legal Weapon hunters wear at least 300 square inches of blaze orange,
generally a vest and hat will meet this requirement.
(2) Muzzle Loader Hunts –
a. Youth (under 18) that apply for hunts must show proof of completing a Hunter Safety Course
prior to receiving a permit, and be accompanied by a permitted mentor. (21 years or older)
b. All Muzzle Loader hunts are either sex.
(3) Archery Hunts –
a. Archery hunters must qualify and pay all fees by May 3, 2019, to be included in the Draw.
b. The archer must qualify or have on record that they are qualified prior to submission of hunting
application (See A 4(e)). The test is as follows:
The qualifying archer will have three separate opportunities to choose to shoot or not to shoot at
a 3D target from three different angles and distances.
Each arrow must hit the vitals area of the 3D target. Arrows that do not land on vital areas will
be counted as a miss.
Archers can use any instruments/tools to determine distance.
Each shot attempt can take no longer than 60 seconds, including determining distance.
Two arrows per target opportunity. One practice shot is given on your first shot, but if you hit the
vital areas on your practice shot it will count as a qualifying shot.
Archers are permitted to attempt to qualify once per day, with up to three (3) more qualifying
chances.
Qualifications are good for three (3) years.
c. Youth (under 18) that apply for archery hunts must show proof of completing a Hunter Safety
Course, qualify through the archery qualification test and must be accompanied by an adult.
d. All Archery hunts are either sex.
(4) Special Hunts
a. Special hunts are available to Tribal Members only and are separate from Big Game hunts.
b. Species that are included in the Special hunts include: bear, turkey, and cougar.

(5) Special Reserved Hunts
a. These hunts are reserved for particular activities, such as Cultural Hunts, Exchange Hunts, or
Guided hunts.
b. Management hunts are considered a special reserved hunt.
(6) Disabled Non-Members applying under (Section D. Permits item 10) are not eligible to apply for
Disabled Member hunts; however, they may apply for regular Non-Member hunts.
i. Disabled Hunt- A hunter must submit POL Hunter Disability Verification Form (POL HDVF)
signed by doctor or nursing staff prior to submitting application to qualify.
ii. Disabled Non-Members with a valid POL Hunter Disability Verification Form will be allowed
accommodations during regular Non-Member hunts.
a. If a Disabled Member Hunter is not able to shoot they may apply to have accommodations made to
their Permit.
i. POL HDVF must be submitted for consideration of the assistance.
ii. Assistance, if any, will be made on an individual basis.
iii. The designated shooter for the Disabled Member Hunter must not have more than two big
game hunts in additional to being the designated shooter.
(7) Off Reservation Cultural Hunts
a. Off reservation Cultural Hunts are hunts offered by other Tribes and Pueblos to the Pueblo of
Laguna.
b. Permits for these hunts may be assigned at the discretion of the Governor or by ENRD.
c. Violations of the host Tribes regulations may result in the loss of future Off Reservation Cultural
Hunt opportunities and also may result in loss of Laguna hunting privileges.
d. Special restrictions and regulations may apply to any of these hunts.
(8) Tribal Member Cultural Hunts
a. Request for cultural hunts must be submitted by July 31, 2019.
b. Request must come from a Village Mayordomo.
c. Animals that can be harvested under these permits are elk, bear, and pronghorn.
d. A limit and hunting unit will be set for each species listed and will be reviewed by ENRD as the
request are received.
D. Permits
(1) All permits allow only one animal to be harvested per Permit, unless otherwise indicated.
(2) Member Adult Permit
a. Anyone over the age of 18 and a member of the Pueblo will be issued an Adult Permit.
b. Naturalized Members are eligible for all Pueblo hunts.

(3) Member Elder
a. Members 65 years or older can apply for any hunt.
b. Permit and application fees for Laguna Elders are waived.
(4) Tribal Member Disabled
a. Any Tribal Member that is disabled can apply for any hunt.
b. If Disabled hunters apply for a mule deer hunt they will be placed in the Draw.
c. The disabled status must be qualified by having a POL Hunter Disability Verification Form
completed on file with the ENRD Office.
d. Forms are good for five (5) years- or less if indicated by medical staff.
e. Disabled hunters may apply for special accommodations that allow them to hunt.
f. All fees are waived for Laguna Disabled hunters.
(5) Member Youth/Mentor Permit - Any adult wanting to take a youth hunting can do so by attaching the
youth Application(s) to the Mentor’s Application.
a. All Mentors will be put in the Draw, both Non-Hunting and Hunting Mentors.
b. If Mentor is not hunting the Permit Fee is waived, youth pay Application Fee and Permit Fee if
applying after the Draw date.
c. If the Mentor is selected in the Draw, the youth will also be issued a Permit. (Except for mule
deer hunts)
d. Youth and Mentor must be applying for the same hunts.
e. A maximum of two (2) youth can accompany any Mentor for any hunt.
f. Youth may not hunt on adult permit.
(6) Tribal Youth Permits
a. Tribal youth will be responsible for the Application Fee and Permit Fee are waived for draw. If
applying after the Draw date youth will have to pay permit fees.
b. Non-Member Child of a Member will pay a reduced fee. See Section D (9) c.
(7) Member Veteran Permit
a. All hunting fees are waived for Veterans who are Laguna Tribal Members.
b. Veterans who filed a Late Harvest Report will pay the associated fee.
c. Proof of service in the armed forces must accompany an application in order for fees to be waived. Acceptable forms of proof include: Veteran cards and/or honorable discharge papers (DD-214).

(8) Non-hunting Mentor Permit
a. A Mentor, that is not hunting, must fill out an application but does not pay an application fee.
b. Non-Hunting Mentors and youth must apply for the same hunt.
c. Non-Hunting Mentors must attach their completed application to the youth hunters application.
(9) Non-Laguna Pueblo Members with the following Member relationship.
a. Non-Member Parents of a Member Youth; must submit proof of tribal membership (census
number).
b. Non-Members with Member Parents; must submit proof of Parents Membership (census
number).
c. Non-Member spouse of a Member; must submit proof of spouse’s Membership (census
number) and a valid marriage license.
d. Non-Members are not eligible to apply for mule deer, pronghorn, turkey, and bear hunts.
e. If you qualify under this section you will receive a discount on permits. The assessed fee is
three times the Member fee. EX: $10 Bull Elk x 3= $30+$10 application fee = $40.
(10) Non-Member POL Employees
a. Non-Member Employees can apply for a bull elk, barbary sheep, and tahr permit during the
Over-the-Counter sales period (Non-Member Employees are not eligible for the draw).
b. Non-Member Employees must provide proof of employment (POL identification card).
c. If a Non-Member Employee leaves Pueblo employment after submitting an Application, they
are eligible to receive the permit price of a Non-Member Employee for the current year.
d. Applicants eligible under this section will pay 10 percent of the Non-Member permit fee plus
the $10 Application fee.
(11) Special Permits
a. Special permits (elk only) may be issued at the discretion of ENRD. (Examples: Cultural
Hunts, Depredation Hunts, and Donation hunts )
b. Community and Pueblo of Laguna organizations, schools, etc. can request donation hunts. The
request must be submitted to the ENRD Office by July 31, 2019.
(12) Guided/Outfitter Hunts (Tribal Enrolled Members)
a. Guides must be enrolled as Laguna Tribal Members (census number).
b. Guides/Outfitters must have current NM State certification.
c. Must have commercial liability protection insurance in the amount of $1,000,000 or greater.
d. Request for Guided/Outfitted hunts must be submitted by December 2019, if the request is for
the 2020-21 hunting season.

(13) For the Use of Dogs in a Hunt
a. Dogs can only be used for the tracking or pursuit of cougars and bears. ENRD must be notified
prior to use of dogs for any cougar or bear hunts.
b. Dogs must have proof of vaccinations.
c. Dogs must have a collar and tag that includes name and contact information of the owner.
(14) Small Game Permits
a. Small Game permits are available Over-the-Counter, year-round.
b. Small Game Permits are $5.00 for Tribal Members. (Member elders are free)
c. Small Game Permits are $150.00 for Non-Members.
d. Small Game Permits are $50.00 for Non-Member POL Employees, Non-Member Spouses, or
Non-Member of Member Parents.
e. Small Game Permits are valid for one year from the date of purchase.
f. Big Game hunting rules apply to Small Game hunting unless otherwise specified.
g. Big game units are closed to small game hunting during big game hunts. (big game hunting
dates and units are located on the back of the Small Game Permit)
h. Hunting with a Small Game Permit during a Big Game hunt will result in the loss of permit for
one year from the date of the violation.
i. Small Game species include: badger, coyotes, quail, muskrat, bobcat, dove, ducks, raccoon,
squirrel, skunk, pigeons, feral dogs, foxes, and rabbits.
j. Tribal Members do not need a Small Game Permit to hunt rabbits.
k. Non-Tribal Members must have a Small Game Permit.
(15) Trapping Permits
a. All trappers must apply for a Trapping Permit.
b. Only Laguna Pueblo Members are eligible for a Trapping Permit.
c. Trapping Permits are $5.00 (POL elders are free).
d. Trapping species include: badger, coyote, muskrat, bobcat, raccoon, squirrel, feral dog, prairie
dog, foxes, rabbits, skunk, rats, and beavers.
e. All traps must have the trappers name, address, and contact number.
f. Trappers must follow the Pueblo of Laguna Trapping Regulations Section 5.0 Trapping
Regulations.
g. All Trapping fees support the Turn In Poachers (TIPS) fund.

(16) Tag/Permit Replacement Fee
a. Replacement tags are $5.00.
b. Tags will be mailed to the address that is on the application.
(17) Unfilled (No Harvest) Tags must be returned with harvest report.
(18) Non-Member Group Elk Hunt
a. Non-Members are allowed a maximum of five hunters for each hunting group submission.
b. If selected for this hunt and a group member is not able to make the hunt, the hunting group can
submit the replacements application to fill their hunting group. ENRD must be notified prior to
submitting new application.
E. Draw Procedure
(1) All Applications will be checked against the lists of ineligible to hunters. Hunters maybe determined to
be ineligible for the following reasons.
a. Failure to submit harvest reports or pay fees,
b. Violations of the proclamation,
c. Violations of the “Wildlife Code”
d. Other ineligibility factors including felonies and/or convictions. (Individuals with these
conditions can still apply for archery hunts).
(2) Ineligible applicants will be removed from the draw.
a. Persons removed from the draw pool will be notified in writing within 14 calendar days after
the draw.
(3) Eligible applications will be entered into a random draw.
a. Three alternates will be drawn for each available permit. This applies to the following hunts.
i. Mule deer
ii. Pronghorn
iii. Tahr
iv. Barbary Sheep
b. The alternate will have up to five (5) calendar days to accept or decline the hunt.

F. Over-the-Counter Sales
(1) Over-the-Counter sales will start on July 10, 2019 at 10:00 a.m. and are available at the ENRD Office.
(2) A background check must be completed before you can purchase a permit.
(3) A $10.00 Application Fee must accompany and application.
(4) Individuals seeking a permit will be assigned a number. Numbers will be called in ascending order.
(5) Groups of 10 individuals will be allowed into the conference room to select unfilled hunts from the
draw.
(6) Individuals are allowed to submit two (2) Applications. (Self and one other hunter). Applications must
be complete and signed to be valid.
G. Rules and Regulations Defining Legal Big Game Animals for Harvest
(1) Big game permits allow one animal per permit. Animals must meet the following requirements:
a. Mule Deer Bucks must have an established fork on both sides of the head (2X2) for Any Legal
Weapon hunt.
b. Bull Elk must have antlers. (i.e. 1x0 or 1x1 are both acceptable)
c. A hunter who has not filled their tag for a bull elk, on the last day of the Any Legal Weapon
Bull Elk Hunt, may fill their tag with a cow elk.
d. Cow elk with calves may NOT be harvested.
e. Pronghorn bucks must have horns longer than their ears to be harvested.
f. Spring wild turkey must have a visible beard. Fall turkey is either sex.
g. Barbary sheep (Aoudad) or Himalayan Tahr of either sex may be harvested.
h. Only adult cougars can be harvested (no kittens with spots or females with kittens).
i. Only adult bears without cubs may be taken.
(2) All violations of this proclamation, or of applicable Pueblo Laws, will be enforced by Pueblo of Laguna
Law Enforcement Officers.
(3) Feral, Invasive or Non-Game Animals
a. Feral horses and burros are not considered game animals and have no protection under this
proclamation.
b. Feral pigs are not considered game animals and are considered an invasive species and have no
protection under this proclamation.
c. The harvesting of feral pigs/hogs is encouraged. Javelina or collared peccary are not considered
feral hogs.
d. Feral animals taken for reasons other than consumption must be buried with at least six (6)
inches of soil.

e. Other Non-Game species may be harvested under special permit. Contact ENRD for details.
(4) The ENRD Program staff will assist when necessary and participate in any court proceedings, if
required.
H. Acts Specifically Prohibited
(1) The following actions are prohibited and will be referred to the Laguna Police Department for civil or
criminal action. Any person convicted will lose hunting privileges for (5) five years, unless otherwise
indicated:
a. Harvesting or attempting to harvest wildlife without a permit (Poaching).
b. Harvesting or attempting to harvest wildlife under a Permit issued to another person (unless
specifically exempted).
c. Harvesting or attempting to harvest wildlife not specifically indicated on your hunting Permit.
d. Shooting from, along, near (40 ft. minimum), or across a graded or paved road (except where
accommodation is granted to a disabled hunter).
e. Possessing a rifle in any motor vehicle with live ammunition in the chamber; or possessing a
Firearm in the field during an archery hunt for Big Game.
f. Abandoning or wasting any edible portion of a Big Game animal. Donations are encouraged.
g. Use of decoys in the hunting of big game.
h. Hunting Big Game while in possession of, or under the influence of alcohol or other illegal
drugs.
i. Any act of vandalism.
j. Driving off maintained or established roads in motor vehicles, including ATVs is strictly
prohibited, except for disabled hunters and/or to retrieve legally taken game.
k. Camping in any restricted areas (indicated on unit maps) or within ¼ mile of a wildlife/livestock
water structure.
l. Use of hunting dogs to hunt any big game including wild turkey, unless otherwise specified in
the proclamation, or on your Permit.
m. Harvesting or attempting to harvest any wildlife from a motor vehicle or aircraft (unless as an
accommodation granted to a disabled hunter).
n. Hunting or attempt to hunt any wildlife with the aid of any artificial light (spotlighting).
o. Littering on Pueblo of Laguna lands.
p. Use of drone or aircraft during a hunt is prohibited.
I. Hunting Regulations
(1) Manner and method of lawful harvest of Big Game
a. Hunting hours: One-half hour before sunrise to one-half hour after sunset.

b. It is required that all hunters wear at least 300 square inches of blaze orange, generally a vest and
hat will meet this requirement.
c. All legal weapons include:
i. Legal Firearms are of .22 caliber or greater, unless used for Small Game.
ii. Firearms which allow emission of a full report from the barrel with nothing to silence or
muffle of the sound.
iii. Shotguns (10 gauge and smaller) with no more than a three shell capacity. Shotgun plugs are
required on guns with shell capacity greater than three.
iv. Muzzleloaders: firing a projectile of .45 caliber or larger.
v. Any bow (except crossbows) of 40 pounds or greater, capable of casting an arrow 160 yards.
Arrow points with sharpened broad heads or replaceable blades larger than 7/8 inches in
diameter, non-explosive and non-poisonous.
vi. Crossbows may only be used during Any Legal Weapon hunt, hunter must follow all other
hunting rules.
(2) Ammunition
a. Centerfire cartridges firing a soft nose bullet, hollow point bullet, or a solid projectile.
b. .22 rim fire can also be used during Big Game hunting.
c. Non-Lead bullets will be phased in over the next 5 – 7 years (starting from 2015). We are
planning on distributing a few copper bullets to hunters within the next 5-7 years.
J. Mandatory Big Game Harvest Reporting
(1) Big Game harvest reports must be submitted within 30 days, even if hunter did not participate.
a. Failure to report after a Big Game hunt will result in the loss of all Big Game hunting privileges
for two (2) years or a fine of $25.00 (twenty-five dollars). Late Harvest Report fee will be
applied for each harvest report that is late.
b. Late harvest reports fee(s) will go into the TIPS fund.
c. Hunters awarded two hunts must file a harvest report for each.
d. Hunting results can be reported by: completing and mailing the Big Game Harvest Report form
attached to the bottom of Big Game Permit, or hand delivering to ENRD, or by e-mail
[email protected] (must be a scan of a completely filled out form or contain all information
on the Harvest Report).
e. Harvest Reports must be complete. Harvest Reports must include: hunter ID number (enrollment
number), hunt and unit, hunt dates, permit number, date of harvest and hours hunted.
f. If you did not hunt, you must file a Harvest Report. Check the DID NOT HUNT box.
g. Incomplete Big Game Harvest Reports will be accepted.

(2) Small Game and Trapping Harvest Reporting (Optional)
a. Small Game and Trapping hunters are encouraged to make a general report of the previous
permit year’s harvest. (Harvest Reports will assist us in data analysis and help us to better
manage our Natural Resources)
b. The report should include the number of all species harvested in the previous year.
c. The report should also include the number of furbearing animals that were harvested in the
previous year.
(3) Transportation, Possession, Evidence of Sex and Species Requirements
a. A valid Big Game Permit is required to transport and possess any Big Game animals or parts
thereof. Only permitted hunters (or Pueblo ENRD or PSD staff) may transport wildlife from the
place where it was harvested to a residence or place of storage.
b. Any wildlife in possession must include natural evidence of sex and species. Proof of sex and
species shall be as follows:
i. Big game ungulates (hoofed animals): male (head), female (head)
ii. Turkey (attached beard) for spring harvest. Turkeys that harvested in the fall are either sex
hunts and do not require a beard.
(4) Tagging
a. All Harvested Big Game Must Be Tagged
b. The issued plastic tag must be attached to either the antler/horns of males or on the leg of any
female.
c. The month, day, and year of the harvest must be marked on the tag by the permitted hunter who
harvested the animal.
d. The tag must remain with the skull of the harvested animal at all times. This includes in the field,
camp, in/on any vehicle, at a residence, or at a place of storage. Tags may be removed after the
animal has been processed.
(5) Wildlife Donation
a. Individuals receiving donated animals or animal parts should maintain documentation
identifying where the animal was harvested.
b. We encourage the donation of unwanted or unused animal or animal parts for a cultural purpose.
(6) Notification of Wounded Animal Leaving Reservation:
a. Pueblo of Laguna Open Space Officers must be contacted if a wounded animal leaves the Pueblo
boundary. The appropriate jurisdiction will be notified. The hunter will be charged for any
retrieval fees imposed.

(7) Hunting Unit Closures During Hunts (all Big Game hunting seasons)
a. ENRD reserves the right to close any game unit to recreational activity during a hunt to protect
the safety and well-being of the public.
b. Hunting units with active Big Game hunts will be closed to firewood hauling and small game
hunting.
c. Livestock management activities may occur during big game hunts.
(8) Guiding or Outfitting
a. Guided and/or outfitted hunts are NOT permitted on the Pueblo of Laguna without specific
written permission of ENRD (Resolution No. 46-90). Civil penalties will be imposed for illegal
Guiding and Outfitting.
b. If offered guide or outfitting services, contact the Laguna Police Department at 552-6685.
(9) Illegal Hunting (Poaching)
a. Anyone accompanying a permitted hunter is not allowed to shoot for that hunter unless a specific
“accommodation” is granted because of a disability. This accommodation will be noted on the
approved hunting Permit.
b. Only the permitted hunter is allowed to carry a firearm. If the Hunter Assistant (HA) is in
possession of a firearm or the amount of firearms in the field exceeds the number of permitted
hunters, the permitted hunter will forfeit their Permit and possibly face civil penalties.
c. Hunting or harvesting any animal that is not specifically indicated on a hunting Permit is
Poaching and will result in the following: Immediate termination of the hunt, seizure of any
firearms in possession at time of violation, and loss of future hunting privileges on the Pueblo.
Other civil penalties may apply.
d. Any person witnessing any illegal or suspicious activity has the responsibility to call the Laguna
Police Department at 552-6685.
K. Hunter’s Code of Ethics
(1) I will obey all hunting rules and regulations for firearms, hunting safety, and help teach proper gun
safety to new hunters.
(2) I will conduct myself in an ethical, respectful manner and insist that other hunters with me do
likewise.
(3) If I witness any illegal hunting activities, I will make an effort to contact Pueblo of Laguna Law
Enforcement Officials at (505) 552-6685.
(4) I will be respectful and courteous to other hunters and non-hunters.
(5) I will hunt under the rules of “fair chase”. I will respect my quarry before and after the hunt and
hunt only in fair and sporting ways and not take unfair advantage of any game animals.

(6) I will improve my hunting and marksmanship skills and take only shots that permit clean, swift
kill.
(7) I will make every possible effort to locate any animal wounded by myself or another hunter. If I
draw blood and cannot locate the animal, my hunt is done.
(8) I will support conservation through direct involvement or financial assistance to help restore
habitat and wildlife so future hunters may have a high quality outdoor experience.
(9) I will make full use of any game I harvest to prevent waste.
(10) I will always leave my hunting area cleaner than it was when I arrived.

SECTION 3: SPECIFIC RULES AND REGULATIONS FOR PUEBLO OF
LAGUNA MEMBERS
A. Restrictions for Hunts on Mule Deer, Pronghorn, Tahr, and Barbary sheep
(1) Applicants drawn for Any Legal Weapon mule deer hunts will not be eligible for that Permit again
for one (1) year.
(2) If an Any Legal Weapon applicant has a successful mule deer, pronghorn, tahr, or barbary sheep
hunt they are ineligible for these hunts for two (2) years.
(3) If an applicant is successful on an archery mule deer hunt, they will be ineligible for an Any Legal
Weapon hunt for one (1) year.
(4) If an applicant is selected for archery but did not harvest they are eligible to apply the following
year.
(5) Naturalized Members are eligible to hunt on the Pueblo as regular members.
B. Restrictions for Tribal Hunts
(1) A Member may have up to two Non-Member Hunter Assistant(s). Additional Non-Member hunting
assistant(s) must obtain an Access Permit(s) from Pueblo Secretary’s Office (505-552-5762).
(2) Members are responsible for the actions of Non-Members accompanying them and will be held
accountable for their actions. This may include the loss of hunting privileges.
(3) Members are limited to TWO big game permits and ONE special permit.
(4) On the last day of Any Legal Weapon bull elk hunt, a hunter that has not filled their tag with a bull,
can fill their tag with a cow elk instead.
SECTION 4: SPECIFIC RULES AND REGULATIONS FOR NON-TRIBAL
MEMBERS
A. Non-Member Hunter Rules and Regulations
(1) Non-Members are Limited to TWO (2) Big Game permits per hunting season.
(2) Non-Members must notify ENRD 72 hours prior to hunting. Notification can be done by phone.
(3) Failure to notify ENRD WILL result in the loss of hunting privileges and forfeiture of all fees.
(4) Non-Member hunters will be issued a placard that must be displayed on the vehicle dashboard while
traveling on Laguna Reservation lands. Permits and dash placards can be mailed to hunters upon
request.
(5) The number of firearms in the field cannot exceed the number of permitted hunters. A permitted
hunter may have additional firearm stored in a vehicle.
(6) State of New Mexico Hunting Licenses are NOT valid on the Pueblo of Laguna. POL Big Game
Permits are not valid on BLM or State land (know where you are in the checkerboard regions).
(7) Big Game Hunting Permits and Hunter Assistant forms function as Laguna access permits. Hunt in
permitted units only. The permit authorizes hunters to camp in designated areas for the duration of
their hunt/scout period. Signed permits must be in possession at all times.

(8) Scouting is permitted up to ten (10) days prior to the start of the hunt date listed on the permit. If
there is a hunt in progress, scouting is not permitted (If no hunt is occurring during that time).
a. Additional POL access permits maybe issued by the Pueblo Secretary’s Office, if desired.
b. Trespassing will result in fines, loss of hunting privileges, and forfeiture of all paid fees.
(9) All hunting Permits are non-refundable and non-transferable.
(10) It is required that Any Legal Weapon hunters wear at least 300 square inches of blaze orange,
generally a vest and hat will meet this requirement.
(11) If hunter has more than two (2) hunter assistants, they must get permission from the Pueblo of
Laguna Secretary’s Office for a tribal access permit.
(12) The Pueblo reserves the right to collect tissue, teeth, and other biological samples from harvested
game animals as necessary for scientific and wildlife management purposes.
(13) On the last day of any bull elk hunt, a hunter that has not filled their Tag with a bull can fill their Tag
with a cow elk instead.
B. Cultural Elk Hunts – (Other Tribes)
(1) Other tribes wishing to hunt on Laguna for cultural purposes must submit a written request to the
POL Governor’s Office. Requests must be received by August 1.
C. Cultural Hunts – Member participating in off reservation cultural hunts
(1) The Pueblo of Laguna regularly requests special Cultural Hunts from other tribes for its members.
Tribal members are expected to know and follow hunting regulations for the hunts they are
participating in. Violating the regulations reflects poorly on the Pueblo of Laguna. Violators will lose their eligibility to hunt in both off reservation and Laguna hunts.
D. Non-Member Hunter’s Assistant (HA) Requirements
(1) The Hunter Assistant application must be submitted to ENRD before 4:30pm two (2) Fridays before
the date of the hunt.
(2) Two (2) HA(s) are permitted to accompany each hunter in the field or in camp. Additional hunter’s
assistants must obtain an access permit through the POL Secretary’s Office.
(3) The HA must not have been convicted of past wildlife crime in any jurisdiction.
(4) The HA cannot guide a hunter without written approval from the ENRD.
(5) The HA may not carry a hunting weapon of any kind during the hunt or when scouting.
(6) The HA may assist with tracking, retrieving, field dressing and transporting eligible big game from
the field to a campsite.
(8) The permitted hunter is responsible for completing, signing, and submitting all forms to the ENRD.
Only approved HAs will be allowed to accompany the permitted hunter.
(9) Any hunter accompanied by an unapproved HA may have their hunting privileges revoked and may
be charged with trespass.
(11) Hunter’s assistants are allowed to carry knifes, Taser, and deterrent spray for personal protection.

E. Camping Requirements for Non-Members
(1) All hunting camps must be in designated areas only. Maps of roads and designated camping areas
will be provided. A representative from ENRD may be available upon request to escort the Non-
Member hunter to the campsite.
(2) Campsites are available on a first come, first served basis. There may be more than one hunting group
in the same location.
(3) Camping is allowed for up to five (5) days prior to the starting hunt date, and camps must be vacated
within two (2) days after the ending hunt date. Any request for extension must be submitted in
writing to the ENRD Office fourteen (14) days prior to the hunt start date and will be considered on a
case by case basis.
(5) Camps must be kept clean. Littering is prohibited. Any litter left at a campsite will result in the loss
of hunting privileges for a minimum of one (1) year.
(6) Firewood gathering is restricted to dead and downed wood for immediate campfire use.
(7) Camping will not be allowed on Pueblo of Laguna land for hunts occurring on state, BLM or private
land.

APPENDIX A: DEFINITIONS Any Legal Weapon Any Legal Weapon is a device or instrument that is used to cause death from the manner that it is
used or intended to be used. Any Legal Weapon including: rifle, shotgun, pistol, bow and arrow, and crossbow. The
weapon cannot exceed a rifle.
Application fee is the non-refundable $10.00 fee for applying for a Pueblo Big Game hunt.
Alternate Hunter are the additional hunters that are selected for hunts that exceed the number permits that are available.
Alternates will be offered permits that are not paid for, or forfeited by the person drawn for the hunt.
Big Game is a fur bearing animal that includes: Mule Deer, Elk, Pronghorn, Turkey, Barbary sheep, Tahr, Cougar, and
Bear.
Conservation Officer is an officer of the Public Safety Department with a duty to enforce the law within the exterior
boundaries of the Pueblo of Laguna.
Cultural Hunts are hunts that are offered by the Natural Resources Program to POL Programs, POL entities, schools, and
village officials.
Disabled is a person with a physical impairment who is unable to hunt in a normal fashion provided they present
certification from a medical doctor verifying the extent of their disability.
Draw is a random draw that is used when hunters are selected for hunts that exceed the amount of Permits available.
Elderly are people 65 years of age and older.
Feral Animals are animals that were once domesticated, or are descendant from once domesticated animals, and are now
free roaming and living in a wild, natural, or untamed state.
Firearm is any pistol, revolver, rifle, shotgun, or any other device which expels a projectile by an explosive force and is
capable of being used as a weapon.
Game Management Unit (GMU) is a designated area for Big Game hunting.
General is in reference to all eligible Pueblo hunters.
Guiding means to lead, direct, show, or point out wildlife, or hunting areas to any person for compensation.
Harvest Report is a form that hunters submit within 30 days from the last day of their Big Game hunt that provides the
number of hours hunted and if the hunter was successful on their hunt.
High Demand Hunts are hunts that cost $20.00 and are in High Demand by hunters. The species that are included in the
High Demand Hunts are mule deer, Pronghorn, Tahr, Barbary Sheep, and Bear.
Hunter’s Assistant (HA) is an individual that aids an eligible hunter in carrying and field dressing harvested game for the
duration of a hunt.
Hunter’s Assistant Agreement Form permits two (2) individual(s) to assist a hunter.
Hunter Education is a required instruction and proficiency course that all youth (Under 18 years old) hunters must
successfully complete in order to legally hunt on the Pueblo.
Hunting Hours are the permitted hours when wildlife may be lawfully taken.
Invasive Species are plants or animals that are non-native or non-indigenous to the Pueblo and have a tendency to spread
and cause damage to the environment, human economy and/or human health.
Late Harvest Report is when a hunter does not submit a Harvest Report 30 days after their hunt and is ineligible to hunt
for up to two (2) years or pays a $25.00 fee and a completed Harvest Report.
Mentor is an adult that is hunting and is allowed to take up to two (2) Youth hunters on the same hunt. (Except for mule
deer hunts)
Native Non-Member is an individual that is a member of a federally recognized tribe but not a member of the POL.
Naturalized Member is an individual who is enrolled as a Naturalized Member of the Pueblo of Laguna.
Non-Game Animals are game animals that are not listed on the Big Game Proclamation or the Small Game Permit,
because they are on adjacent lands and/or are in small populations. Both of these conditions would not support
hunting. Non-Game animals include but are not limited to porcupines, turtles, flying squirrels, javelina (peccary),
big horn sheep, ibex, oryx, voles, mice, bats or wolves.

Non-Hunting Mentor is an adult that is not hunting but is taking up to two (2) Youth hunters hunting.
Non-Tribal Member is any person who is not enrolled as a regular member of the Pueblo of Laguna.
Outfitting means to provide equipment and/or supplies intended for temporary use by hunters to take Big Game in
exchange for compensation.
Over-the-Counter Permits are permits available on a first come, first served basis after a random draw.
Permit Fee is the cost of the Permit that the hunter is selected for or is purchasing Over-the-Counter. Tribal elders and
veterans do not have to pay a Permit Fee.
Permit to Enter Laguna Land authorizes temporary access on Pueblo of Laguna land.
Poaching is the illegal killing of any animal without a Permit.
Pueblo means the Pueblo of Laguna government.
Pueblo Enrollment Number is the six (6) digit number assigned to a regularly enrolled Laguna Pueblo member.
Pueblo Member is an individual who is officially recognized and enrolled as a member of the Pueblo of Laguna.
NR Program refers to the Pueblo of Laguna Natural Resources Program.
Non-Tribal Employee refers to an individual(s) employed by the Pueblo of Laguna that are not Laguna members.
Random Draw is a lottery process in which hunts are randomly drawn.
Scouting is the process of seeking animals to hunt prior to a permitted Big Game hunt.
Small Game are animals that can be harvested with a Small Game Permit. Species that are included are: Rabbit, Badger,
Coyote, Quail, Muskrat, Bobcat, Dove, Ducks, Raccoon, Squirrel, Pigeon, Feral Dogs, and Fox (Red or Grey)
Tag is an identification label, issued by the Program, for attachment to any harvested wildlife as evidence of legal take
and possession.
Take is the shooting, killing, injuring, damaging of an animal.
Trapping Permit taking or attempting to take any wildlife by means of any trap, snare, deadfall, or other device
commonly used to capture wildlife, whether or not such acts results in the taking of wildlife.
Trespass is to access an area without written permission.

the hunter's responsiblity to obtain permits. Harvest Reports must be complete to be accepted. If no harvest report is
turned in 30 days after hunt, privledges will be taken for two (2) years.
