Section 1: Background
1.1 Introduction
Karnataka Renewable Energy Development Limited (KREDL), is an organization
working under the purview of Energy Department, Government of Karnataka. The
objectives of the KREDL are to promote renewable energy in the State and to initiate
all necessary actions for Energy Conservation in the State. KREDL works through
various Government Agencies, Private Organizations, NGO's and Accredited Energy
Auditors.
1.2 About Solar Skill Development Programme (SSDP)
SSDP aims to develop the skills of youth, considering the opportunities for
employment in the growing Solar Energy Power Projects installation, operation &
maintenance in India and abroad. This is a 400 hours residential skill development
programme following the Qualification Pack of Skill Council for Green Jobs (SCGJ)
QP0101. The Training Partner (TP) has to follow QP0101 of SCGJ and the same is
attached along with this EOI.
Preferable Qualification:
The candidate should be 10th pass with ITI/Diploma (Electrical, Electronics, Civil, Mechanical, Fitter, Instrumentation, Welder) and age not below 18 years and not above 35years. The trainee should have certificate of ITI or diploma in any branches of Electrical/Mechanical/Electronics. Experience in certified electrician will also be preferred. Candidates who are trained under Suryamitra training programme of National Institute of Solar Energy (NISE) shall not be considered. The candidates would be provided boarding and lodging facilities at the training centre
by the TP. At the end of the course, proper assessment shall be made and certificates
shall be issued by Skill Council of Green Jobs. Any change in assessing body shall be
informed by KREDL. Persons with higher qualifications like degree in any discipline or
higher are strictly not eligible.

KREDL reserves the right to modify/change the EOI schedule. Any query to this EOI
will be responded through mail until the schedule date and time as per clause 1.3.
KREDL in its absolute discretion without being under any obligation to do so, could
update, amend or cancel the Expression of Interest (EOI) without specifying the
reasons.

Section 2
2.1 Scope of work
KREDL Invites response document to this Expression of Interest for the selection of
Training Partner (TP) to implement Solar Skill Development Programme during 2019-
20 (Residential Training Programme) as per qualification pack 0101 of SCGJ for 400
hrs which is attached with EoI. The continuity of empanelment in the second year
shall be based on the review of performance of TP in 2019-20. KREDL reserves the
right to continue or discontinue the SSD programme in the subsequent year.
2.2 Eligibility Criteria
The TP will be considered based on the following
(i) The TP must be a registered legal entity in India which must be in
operations for 3 years or more as on 01st April, 2019.
(ii) The TP must have an average yearly turnover of Rs 25.00 Lakh in skill
development activities for last 2 years or more as on 01st April, 2018.
(iii) Affiliated Training Partner with Skill Council for Green Jobs at least one year
or more as on 01st April, 2019.
(iv) The TP should have experience in imparting trainings in renewable energy
preferably in Solar Energy. TP should have trained atleast 50 students in
past three years in solar skills
(v) TP must have certified trainer and experienced faculty.
(vi) TP must have well equipped laboratory, classroom facilities and residential
facilities (Photos must be enclosed).
(vii) The TP must have installed solar power plant with minimum of 1KW
capacity.
(viii) The TP institute must be located in Karnataka.
The following documentary evidence may be submitted as document to meet the
eligibility criteria:
(i) Certificate of Incorporation of the Legal Entity, Copies of PAN, GST
registration, etc.
(ii) Audited Balance Sheet for 2 financial years ( 2016-17 & 2017-18)
(iii) SCGJ Affiliation Certificates.
(iv) MoU/Lease Agreement of the training centres where the TP is present.
(v) A statement certified by a Chartered Accountant mentioning the number of
participants trained in Solar Energy Sector.
(vi) A statement certified by a Chartered Accountant to have placed / employed
candidates of skill development programmes of minimum 50% in Solar
Energy Sector.
The Technical Criteria shall be submitted in the format mentioned in the Section3,
Part A of the Submission Template.
Technical Criteria
The Technical response will be assessed on the 100 Points scale. The same is given in
the Table 1, Section 2.3 below. The Technical Criteria shall be submitted in the
format mentioned in the Section 3, Part B of the Submission Template.

2.4 General Conditions
(a) The TP shall deposit two DDs of Rs 5,000/- as processing fee (non-refundable)
and as an EMD of Rs 10,000/- for application, in favour of Managing Director,
KREDL payable at Bengaluru. For the TPs who are shortlisted, the EMD shall
be considered as Security Deposit. For the TPs who are not shortlisted, the
EMD shall be refunded within 30 days of final short listing.
(b) The documents with its supporting evidences should be properly bound. The
application with incomplete documents/ information shall not be considered.
(c) Applications of joint venture / consortium in any form shall not be considered.
(d) The subletting of training is not allowed and will attract the cancellation of
empanelment of TP.
(e) The response documents shall be sent/submitted to:

3 Selection Process
a) A merit list of the TPs will be prepared based on the scores obtained in the Technical Criteria.
b) KREDL reserves the right to decide the number of shortlisted TPs from the

merit list. c) More number of TPs may be shortlisted from the merit list later, based on the
requirement of the SSDP project. d) A Letter of Empanelment to the successful TP shall be issued.
4 Terms of Payment:

Each programme should have 30 participants. The assessment and certification will be
done by Third Party agency. Any revision of fee structure shall be based on KREDL
approval, which shall be communicated accordingly. The funds will be released in three
installments as per common norms of Ministry of Skill Development and Entrepreneurship
(MSDE). Advances shall be released against bank guarantee. TP has to submit the documents
for each programme - Utilization Certificate in GFR 12A, Statement of Expenditure,
Attendance sheet, group photo, Assessment & Certification receipt, feedback forms,
placement information, details of participants in the specified format (Aadhar number of
participants is mandatory) and any other information required by KREDL.

2.7 Termination of empanelment:
The empanelment of the TP may be terminated at any point of time if any violation of norms is found
during the implementation of the SSD programmes at its centers.

Guidelines for conducting Solar Skill Development Programme for FY 2019-20
1. The Training Partner(TP) has to submit the following information to KREDL at least 7 days before
the commencement of the programme
a) Valid center affiliation certificate issued by SCGJ
b) Trainer Certificate issued by SCGJ
c) Photos of classroom, electrical lab, solar power plant, tool kit as per annexure-1
d) URL of IP camera ( installed at classroom and lab).
e) Participant details (restricted to 30 numbers maximum) along with certified trainer details:

2. KREDL will provide approval letter based on the details in para- 1 of the guidelines.
General Instructions:
3. Mobilization for participants shall be done by each centre through newspaper advertisement and
website. However other media such as radio, road show, digital marketing etc. may also be used for
the same. A transparent mechanism of selection of trainees to be adopted by them, which should
properly be documented.
4. The Training Partner( TP) will ensure that the center is equipped with Aadhar enabled biometric
attendance system (UIDAI based) (AEBAS) with RD compliance and IP based camera in the
training room and lab. The TP will have to register with NIC in AEBAS for monitoring of the
attendance by KREDL. The TP will provide the URL of IP camera so that the training programme
may be monitored from KREDL office at any point of time. The availability of internet service
shall be ensured by the TP. The TP will keep the recording and images of IP camera for entire
batches.
5. The TP will be monitored by the KREDL through surprise visits. Any deviation is liable for
cancellation of center’s eligibility for funding in any of the related activity from KREDL.
6. Aadhar is mandatory for the candidates. It will be the responsibility of the Institute that participant
with Aadhar no. or who have enrolled for Aadhar are only selected.
7. The Training Institute has to follow QP0101 of Skill Council for Green Jobs (SCGJ) for 400
hrs/batch of 30 candidates inclusive of industrial visits and entrepreneurship skills. The QP0101.
of SCGJ and National occupational standards of QP 0101 is attached along with this EOI. The TP
will provide the SCGJ handbook of this QP to each participant.
8. The qualification of participants shall be -10th pass+ITI/Diploma (Electrical, Electronics, Civil,
Mechanical, Fitter, Instrumentation, Welder). However, preference should be given to 10th pass
with ITI or equivalent.

9. The TP has to submit the center details with details like photographs of classroom, lab, SPV power
plant (with minimum of 1KW capacity), hostel etc. to KREDL office.
10. To reduce the dropout of the participants, the TPs may collect Rs. 1000/- from participants as a
security fee which shall be refunded to the participants after successful completion of the program.
11. The selected Training partners will upload the details of Solar Skill Development Trainees in their
webpages, such as name and address of candidate, number of candidates, venue, contact details of
each candidate, qualification with certificates etc.
12. The further allocation of programmes will be based on the performance of the TPs as well as
feedback from the trained candidates.
Financial Instructions:
13. KREDL will release the funds for Course fee and Boarding & Lodging fee & assessment fees. The
fund would be released by KREDL as per the following schedule

First Installment: KREDL will release 30% of the total cost of the programme against the Bank
Guarantee( BG) of matching amount with validity of 1 year (The government agencies are
exempted from submitting BG). The TP shall provide the joining report of candidates, copy of
adhar cards and submit the details to KREDL in the format mentioned in para (1) of the guidelines.
The format of BG is enclosed at Annexure-2. The BG will be forfeited during the circumstances
mentioned in Annexure- 2
Second Installment: The TP may claim for 50% of the total cost at the conclusion of the
programme. The payment of dropout candidate shall be adjusted in the 2nd installment. The funds
shall be released for successfully certified participants. No fund shall be released for dropout and
failed participants. The TP may claim the 80% fund at this stage, if no advance was released for
the particular programme by KREDL. The following documents shall be provided within 15 days
of conclusion of the programme:
i) Audited Utilization Certificate
ii) Audited Statement of Expenditure
iii) AEBAS attendance sheet
iv) Copy of Aadhar card of participants
v) Group photo
vi) Certificates of successful participants issued by SCGJ
Third Installment: The 20% of training cost is linked with the outcome which would be released
to the TP subject to the following:
a. The 100% payment will be payable after ensuring employment of at least 70% of the successful
certified trainees within three months of completion of training, which at least 50% of the
participants passing out being in wage employment.

b. The fund will be released on pro-rata basis on achievement of 50-69% placement to those who
have been certified; with at least 50% of the participants passing out being in wage employment
within three months of completion of training.
c. No payment shall be released on achievement of 49% placement and below to those who have
been certified. The TP will be asked to discontinue the training in that particular center.
14. Training Partner has to ensure the employment (both wage and self) on an annual basis of at least
70% of the successful certified trainees within three months of completion of training, with at least
50% of the participants passing out being placed in wage employment. The following document(s)
shall be provided as the proof of the employment (any one)
a. Offer letter to the participant with joining date, Salary/Cost to Company (CTC)
b. Salary Slip of one month
c. Any other evidence such as NEFT transaction, bank account statement, pass book entry etc.
The following documents(s) shall be provided as the proof of self-employment (any one)
a. Declaration by participant
b. Trade license
c. Firm establishment certificate
d. Any certificate issued by Ministry/Department
e. Document related to loan taken for business
f. Any other evidence to support the revenue generated through self-employment

The funds will be disbursed to TPs as per the MSDE norms vide gazette notification dated 8th August
2015 and 28th February 2017 & 31.12.2018 The cost break up of each batch is as follows:

15. Before starting any fresh programme the TP has to ensure that it has the necessary approval for the
programme. The cost of such programme, which has not been approved by KREDL, shall be borne
by the TP themselves. KREDL is not liable to release fund for any such program.
16. Infrastructure
i) A Class room to accommodate 30 participants with basic teaching aids- white board, table 6’x3’
and sitting arrangement with audio & video facility.
ii) A shadow free ground flat area, practical area 1200 sqft, workshop 360 sqft
iii) Different type of PV facility for training like Fixed, Seasonal Tilt, Horizontal axis Tracker & Dual
axis Tracker
iv) Various type of Module like Thin Film, Crystalline and Bifacial. Minimum 1 kW.
v) Tool kit shall be provided as per annexure-1
vi) Hostel facility to accommodate 30 participants per batch. Separate arrangements for boys and girls
participants. Boys & Girls hostel should be provided with security facility.
vii) Canteen facility with daily breakfast, lunch, dinner with two times tea for the participants. The
dining area and food should by hygienic; weekly menu should be fixed which includes seasonal and
green vegetables.
viii) TP is entirely responsible for the safety of the participants during the entire training period.

The conditions of the obligation are:
1. The -bank -guarantee is in force for a period of 12 months from the date of issue subject
to subsequent renewals. The BG will be forfeited in the following circumstances:
(a) If the TP withdraw from conducting Solar Skill Development programs and hand
holding support without prior notice to KREDL.
(b) If the TP discontinues the ongoing Training programs and handholding support in the
middle and misuse the scheme funds released in advance by KREDL.
(c) If the TP does not produce the utilization certificate and accounts as required
under the scheme.
(d) Does not act or carryout the instructions of KREDL in respect of conducting Solar Skill
Development programs and handholding support or violate the conditions of Work
Order issued.
(e) False reporting of Data or information on Solar Skill Development Programs.
(f) Non-renewal of Bank Guarantee when demanded by KREDL.

(g) The TP does not abide by all the rules & regulations put forward by KREDL in the
given work order.
(h) Any other act(s) against the interest of Solar Skill Development programs as per the
judgment of KREDL (which shall not be called upon to question under any
circumstances).
We undertake to pay to KREDL without demur up to the above amount (Rs./-) upon receipt of
its first written demand from KREDL, without the KREDL having to substantiate its demand,
provided that in its demand KREDL will note that the amount claimed by it is due to it, owing to
the occurrence of one or all of the above mentioned conditions specifying the occurred condition
or conditions.
The guarantee will remain in force for a period of 12 months or up to the subsequent
renewal periods if any and any demand in respect thereof should reach the Bank not later
than 30 days after expiry date of the Guarantee. The Bank Guarantee shall be extended for
such period as may be required by KREDL 30 days before expiry of Bank Guarantee.

Certified that I have satisfied myself that the conditions on which SFA were sanctioned have been duly fulfilled/are being fulfilled and that I have exercised following checks to see that the money has been actually utilized for the purpose for which it was sanctioned:
(i) The main accounts and other subsidiary accounts and registers (including assets registers) are maintained as prescribed in the relevant Act/Rules/Standing instructions (mention the Act/Rules) and have been duly audited by designated auditors. The figures depicted above tally with the audited figures mentioned in financial statements/accounts.
(ii) There exist internal controls for safeguarding public funds/assets, watching outcomes and achievements of physical targets against the financial inputs, ensuring quality in asset creation etc. & the periodic evaluation of internal controls is exercised to ensure their effectiveness.
(iii) To the best of our knowledge and belief, no transactions have been entered that are in violation of relevant Act/Rules/standing instructions and scheme guidelines.
(iv) The responsibilities among the key functionaries for execution of the scheme have been assigned in clear terms and are not general in nature.
(v) The benefits were extended to the intended beneficiaries and only such areas/districts were covered where the scheme was intended to operate.
(vi) The expenditure on various components of the scheme was in the proportions authorized as per the scheme guidelines and terms and conditions of the SFA.
(vii) It has been ensured that the physical and financial performance under Solar Skill Development program (name of the scheme) has been according to the requirements, as prescribed in the guidelines issued by KREDL and the performance/targets achieved statement for the year to which the utilization of the fund resulted in outcomes given at Annexure – 4 duly enclosed.
(viii) The utilization of the fund resulted in outcomes given at Annexure – II duly enclosed (to be formulated by the Ministry/Department concerned as per their requirements/specifications.)
(ix) Details of various schemes executed by the agency through SFA received from the same KREDL is enclosed. (to be formulated by the Ministry/Department concerned as per their requirements/specifications).
