The subject area is located west of Veterans Drive and north of McKay Road in the City of

Schaeffer & Associates Ltd. (herein referred to as Schaeffers) was retained to provide cut and

fill analysis for the floodplain area within the subject development.

A floodplain analysis was conducted based on post-development conditions as per the Sub-

Watershed Impact Study (SIS) and Watershed Boundary Adjustment Addendum, dated

2017-12-18 and 2018-01-30, respectively. According to the SIS, McKay Road and its

associated culvert crossing creates a backwater effect. To mimic existing conditions and to

ensure that the placement of fill within the floodplain does not impair the floodplain

The subsequent approach was taken to conduct the cut and fill analysis:

When there is a fill that results in a loss of floodplain storage at incremental depths up to the

regulatory floodline, it should be compensated with equivalent or greater storage volumes

through cuts. The proposed storage should be planned at incremental depths of 0.3 m

intervals corresponding to the proposed fill.

Analysis Results:

Since the NHS boundary is extended to the west side of the creek, the cuts for compensatory

storage is proposed to be provided at the same incremental elevations, along the east side of

the creek. The compensatory storage is proposed to be located on a hydraulically equivalent

site so as to provide additional floodable area such that flood elevations and floodwater

velocities are not increased at the site of fill. Figure 1 in Appendix A illustrates the proposed

cut and fill plan for the subject site.

In addition, fills are proposed to be extended to ensure that the minimum 6 meter hazard

access outside of the development limit is provided. Cross-sections of the subject area were

created at 20 meter intervals, as shown in Figure 2 in Appendix A. The compensatory

storage requirements for the subject area is summarized in Table 1 below.
