MEMBERSHIP CARDS

As of September 1, 2017, ALL non-athlete membership cards must print their own membership card. Instructions for printing non-athlete membership cards can be found on page 19. Athlete cards/bag tags are no longer printed by USA Swimming. After registration, athletes will receive an email explaining how to find their membership card on the USA Swimming website.

After introduction of the new & improved USA Swimming website, the DECK PASS app for smart phones and other mobile devices will be phased out. Instead, the Deck Pass Dashboard on the website will provide everything the old app contained. Athletes and non-athletes (including coaches) can use The Deck Pass Dashboard as confirmation of membership, since it includes the athlete’s preferred name, registration expiration date, and club affiliation. If desired, membership cards can be printed from the Dashboard, using their own account (athlete, non-athlete, official, or coach). Non-athletes must have their own Deck Pass account, separate from their athlete’s account to use DECK PASS for proof of membership and keep track of testing and certification; coaches can access all club information, including rosters, season summary, and club portal reports.

Clubs can use the rosters from their club portals as proof of membership. Pre-Employment Screening and Racing Start Certification

Effective with the 2016 membership year, the club application has a section which the Head Coach must sign, certifying that the club complies with all Racing Start Certification requirements as stated in the USA Swimming Rules & Regulations, Article 103.2.2 and maintains records for its athlete members.

IF EITHER the Pre-Employment Screening Box OR the Racing Start Certification Box IS NOT CHECKED AND THAT SECTION OF THE APPLICATION NOT SIGNED BY THE APPROPRIATE PERSON, the application will be returned to the club. This may incur additional registration fees/fines; see page 21. ATHLETE PROTECTION CHANGES - Effective September 1, 2017, USA Swimming will launch LEARN, a new online learning management system! LEARN stands for Leadership Education and Resource Network and will become the online education hub in the coming months. Safe Sport is the first program to host its courses, and all APT requirements will be completed on LEARN. APT is valid for up to 24-months; the expiration date will be in the form 12/31/YY. Instructions for accessing the course are on p.15, as well as on the Registration page of the SRS website.

BACKGROUND CHECKS - On April 1, 2017, USA Swimming will transition from its current background check vendor to its new partner, IntelliCorp Records. This should not have a significant effect on the process by which members complete their background checks. The cost for all members the first time they complete a background check with Intellicorp is $38. Subsequent renewal checks are $18. Complete instructions can be found on p. 15, and on the Snake River website.

ELECTRONIC REGISTRATION - Snake River Swimming accepts paper USA Swimming Athlete Registration forms ONLY for Unattached Athletes. If your team uses paper registration forms to gather registration forms, do NOT send them to the Registrar; these are only for your use. Teams are required to use electronic registration for all athlete registrations, submitting the registrations by use of batch files from Team Manager, Team Unify, or Active Works software. Each platform provides the necessary electronic files for uploading to the SWIMS database, as well as producing corresponding batch reports of those registrations exported. If your team is new to electronic registration and need help navigating your team’s system, please contact me and I will help.

Required Documents: Birth certificates for new athletes and current documentation for Outreach athletes (new or renewing). Unattached athletes should download the appropriate application from the Snake River website and mail it with the proper fees (and a birth certificate copy, if a new athlete) to the address on the form.

REQUIREMENT FOR NEW CLUBS - USA Swimming has an online course called Club Leadership and Business Management School 101. As of June 15, 2014, new clubs are required to have a minimum of two team representatives complete this online course as part of the new club application process. As approved by the USA Swimming Board of Directors in May, 2014 team representatives must complete the 101 online course and submit certificates of completion.

Non-Profit Organizations – Head Coach and Club President (or President’s designee) Institutionally-Owned Clubs – Head Coach and his/her supervisor (or designee). Privately or Coach-Owned Clubs – Head Coach and Owner. If Head Coach is the owner,

2nd participant is designated by the Head Coach.

To for the online course and print a completion certificate at the end of the course, go to http://www.usaswimming.org/DesktopDefault.aspx?TabId=2619&Alias=Rainbow&Lang=en . CLBM 101 course takes about one hour to complete online and is free of charge to all participants. All club leaders of new and existing clubs are encouraged to take advantage of this educational opportunity.

GENERAL INFORMATION

All year-round athletes, seasonal athletes, outreach athletes, single-meet open water athletes, clubs and non-athletes join USA Swimming through their Local Swimming Committee (LSC), one of 59 local organizations responsible for administering USA Swimming activities in a defined geographical area. Snake River Swimming (SR) is the LSC governing southern Idaho, northern Nevada, and eastern Oregon.

The 2018 Swimming Year is from September 1, 2017 through August 31, 2018. All annual registrations postmarked on or after September 1 will not expire until December 31, 2018 (the registration may be valid for as long as 15 months).

All 2017 Season 1 athlete registrations expire August 31, 2017; if continuing to swim after August 31, 2017, these athletes must immediately register for 2018.

No 2018 Athlete Registration forms (ie, paper) are to be sent to the Registrar (with the exception of unattached athlete registration forms). The following documentation must be mailed or scanned and e-mailed: new athlete’s photocopy of birth certificate, as well as an athlete’s proof of eligibility each year for Outreach membership.

Please keep in mind that this change from paper to electronic registration does not eliminate the need to produce USA Swimming Registration forms or some other form which parents must sign (physically or digitally), giving permission for their children to participate. This process merely eliminates the need to send forms to the LSC Registrar. It is strongly suggested that these signed forms are retained for at least the period covered by the registration or until the athlete renews for the next season. If you are in doubt of your club’s procedures regarding forms and retention, you should seek legal advice.

New swimmers should register as soon as possible after they join a club, but must register within 30 days of the first day of practice with the team.

The official date of registration is the postmark on the envelope containing the registration materials or the check which accompanies electronic registrations. Electronic registrations will not be processed until the fees and supporting documents are received; it is expected that those will be received within two to three days after receipt of the email.

The Snake River Swimming Registrar will process registrations rapidly; however, the ultimate responsibility for proper registration of its membership lies with the individual clubs.

ALL athletes entered in a swim meet must be registered on or before the entry due date of the meet.

To avoid potential penalties (see page 24), all registrations should be submitted and paid for

before these athletes are entered in meets.

CATEGORIES of ATHLETE MEMBERSHIP ATHLETE MEMBERSHIP: ALL new athlete registrations (Year-round, Outreach, or Seasonal) must be accompanied by a photocopy (please, NOT a phone photo!) of the athlete’s birth certificate to verify name and date of birth. Athletes should register directly through their team, not through the Snake River Swimming Registration/Membership Chairman. YEAR-ROUND ATHLETE Year-round athlete memberships processed on or after September 1, 2017 will be valid through December 31, 2018. The fee for each 2018 Snake River Swimming year-round Athlete registration is $65.00.

A new member is defined as someone who has not been registered since 1994. A member who had been previously registered, prior to registering for 2018, is to be marked as a “renewal.” Year-round athlete membership provides liability and secondary accident medical insurance coverage, plus complimentary issues of Splash, the official USA Swimming magazine.

OUTREACH ATHLETES

The goal of Snake River Swimming Outreach membership is to provide opportunities in swimming to athletes who might not otherwise be able to afford regular membership. A swimmer who qualifies on the basis of financial need may register at the reduced Snake River membership fee of $7.00 for Outreach membership. Other than the membership fee, an Outreach Athlete member is indistinguishable from any other Athlete member. The athlete’s card does NOT indicate Outreach membership. Clubs may be reimbursed a portion of an Outreach Athlete’s meet entry fees; see Snake River’s Standing Rules for more information. Outreach Membership Qualifications: The yearly income guidelines used by the local school district to qualify students for the National School Lunch Program Free or Reduced Meals will be used to qualify a swimmer for Snake River Swimming Outreach Membership. A swimmer does not have to participate in the actual lunch program in order to qualify for Outreach Membership. A copy of one of the following must be provided with the application to show proof of financial need (listed in order of preference): a) National Free or Reduced Meals Program verification form/letter from school district; b) Current signed federal tax return showing the income guideline has been met; c) Medicaid card; d) Food Stamp or Supplemental Nutrition Assistance Program benefits letter; e) Other documentation that is consistent with the Income Eligibility.

Snake River Swimming assumes that, once an athlete is registered as an Outreach athlete, s/he will receive financial assistance from his/her Club for reduced dues, meet entry fees, etc. An unattached swimmer who is not affiliated with a club should obtain an Outreach form from the Registration page of the Snake River Swimming website, www.snakeriverswimming.org , and submit the application with the qualifying documentation to the Snake River Registrar. SEASONAL ATHLETES The seasonal membership program offers a competitive swimming program to those athletes who swim for only part of the year. Seasonal athletes may compete in sanctioned and approved USA Swimming meets below Zone Championship level. Snake River Swimming’s seasonal fee for registration year 2018 is $37.00. Snake River Swimming offers two seasonal athlete membership periods of not more than 150 days. Season 1 runs from April 15 and expires August 31; Season 2 is available August 15 until December 31. Seasonal registrations can not be processed before the first day of the respective season. Snake River Swimming also offers an individual season, which is available for any 150-day period; contact the Snake River Swimming Registrar for further information. Any seasonal athlete who continues to swim after the expiration date of their membership must immediately register for the next swim year. Continuing to swim after the expiration date invalidates the athlete’s insurance coverage, and will incur a fine if the athlete enters a sanctioned swim meet without re-registering. Seasonal athlete membership provides liability and secondary accident medical insurance coverage for the designated period of the membership. SINGLE-MEET OPEN WATER ATHLETE This membership is offered only for the specific date(s) of an open water competition. Single-meet open water athletes may compete in USA Swimming sanctioned and approved open water meets below the Zone Championship level. The registration cost for a 2018 Snake River Single-Meet Open Water registration is $12. There is no limit to how many times an athlete can join as a single-meet open water member during a given registration year. Single-meet open water membership is valid for a period of three (3) days. Single-meet open water membership provides liability and secondary accident medical insurance coverage for the designated period of the membership.

Required Procedures for ELECTRONIC Athlete Registrations

All athletes belonging to a club must register through the club: athletes who swim with a club should not send applications or payment directly to the Snake River Swimming Registrar; if received, these items will be returned to the club, slowing down the registration process.

Unattached athletes should download the appropriate application from the Snake River website and mail it with the proper fees (and a birth certificate copy, if a new athlete) to the address on the form.

Clubs MUST submit electronic registrations for all registrations: New, Renewal, Outreach, Season 1, Season 2, or Individual Season. A copy of a birth certificate for each new athlete and required documentation for Outreach athletes must be submitted.

Clubs may accept new athlete registrations and renewals by having a parent complete and sign the current year’s USA Swimming application form. If the applicant is new, a photocopy of the athlete’s birth certificate must accompany the registration form, if the form is required by the club. Contact your SRS Registrar if you need a registration form for your team.

When using electronic registration software (Team Unify, Team Manager, or Active Works), the club’s registrar should then process all registrations by entering information into the software that the club uses to manage their team. This software must be compatible with SWIMS [e.g., SDIF version 3 (*.sd3), COM Link (*.cl2) or XSDIF (*.xml)]. The version of the software should be current so that it is capable of exporting ALL of the information contained on the current year’s USA Swimming application to a batch file and sending it to the Snake River Swimming Registrar via email.

When a Club Registrar submits registrations, the following TWO ITEMS must be attached to an e-mail to the LSC Registrar:

*1. Electronic Batch File for Athlete Registrations (Team Unify uses dates to identify Batch Exports [YYYYMMDD], while Team Manager uses Batch Numbers.) Batch Reports MUST be generated AFTER the Batch is Exported. Batch Reports will be required for every Batch File Submitted, even if there is only 1 athlete included. **2. Batch Report from the Exported Registration Batch, saved as PDF.

In addition to the above 2 required files, these items must be snail mailed or e-mailed:

1. Birth Certificate copies for new athlete members included in batch 2. Outreach documentation 3. Athlete Transfer Forms

4. A Team Check for registrations must be mailed to the Snake River Registrar within 2-3 days of the email.

As forms are not being sent to the LSC, a batch report must be received for reference in case a question arises. No registrations will be processed until payment is received. Lists of currently registered athletes are available to each club in their Club Portal on the USA Swimming website. See page 25 for directions on accessing the Club Portal. Outreach Athlete Application Procedure: 1. The swimmer applies to a club for Outreach Membership. 2. The club reviews documents to determine qualification for Outreach Membership (see p. 6 for Outreach Membership Guidelines). 3. The club may require an Outreach Membership Form to be completed, but the form does not need to be sent to the Snake River Registrar. However, all qualifying documentation and a copy of the athlete’s birth certificate (if a new registration) must be either snail mailed or e-mailed to the Registrar. 4. The Registrar approves or declines the Outreach Membership; if membership is declined, additional documentation may be provided for review to reconsider the decision. 5. It is assumed that if once an athlete is registered as an Outreach athlete, s/he will receive financial assistance from his/her Club for reduced dues, meet entry fees, etc.

USA Swimming Athlete Registration using TEAM MANAGER, TEAM UNIFY, or ActiveWorks

These programs are currently used to register only athletes. All non-athletes and clubs must be registered using paper copies, available at www.snakeriverswimming.org. Follow the instructions for the software package you are using to format the information so that it is usable by SWIMS.

Please complete the following fields for EVERY registration: *Enter the legal name (last, first, and middle) of the athlete as well as the preferred

name, even if it is the same the legal first name of the athlete. (The athlete’s entire name will be

printed on their membership card if no preferred name is entered.) Enter names with upper/lower case, first letter capital. (i.e. John Edward Doe). Hint: check the birth certificate!

*Include all of the following information: date of birth, sex (gender), address, home phone (including the area code, and separated by hyphens – do NOT use parenthesis around the area code!), parents’ names and citizenship are required. Although information regarding disability, ethnic information, household e-mail address and year of high school graduation for athletes in high school are optional, it is appreciated if included in the registration batch.

*If parents are registering the athlete online, please check the information they have submitted. If information is missing or incorrect, obtain it and enter it before submitting the registration batch. When USA Swimming has the newest version of SWIMS in place (in the 1 to 2 years), registrations which are missing information will be rejected and returned. A checklist is available on the Registration page to help with athlete registrations.

TEAM MANAGER REGISTRATION INSTRUCTIONS

SET REGISTRATION PREFERENCES 1. In Set-up/Preferences/Registration Preferences, check the following:

a. Registration Date- select current date (after Sept. 1, 2017)

b. LSC Registration Fee- $7.00 and USA Swimming is $56

c. Make checks payable to- your club name (not Snake River Swimming)

d. Mail application to & e. Address information- your club registrar

STARTING NEW 2018 REGISTRATION YEAR (September 1, 2017) This resets all members in database so they are ready to be renewed for new registration year.

1. Select TEAMS on Main Menu

2. Select MAINTENANCE

3. Select REGISTRATION STATUS

4. Under “FROM STATUS”, check “ALL”

5. Under “TO STATUS” check “X- No Reg”

6. Select OK twice.

7. Click on CANCEL

8. Click on CLOSE

ENTERING NEW ATHLETES 1. Print blank forms and distribute forms to new parents/athletes. Parents/athletes must have the

opportunity to fill out Disability, Ethnicity and Citizenship information.

2. In Team Manager Main Menu screen, select ATHLETES, click ADD

3. Enter the following information for each athlete:

a. Last Name, First Name, Middle Name - enter in lower and upper case as appropriate. Enter

this info as it appears on the birth certificate, driver’s license, etc.

b. Enter date of birth

c. Enter gender

d. Click on Team to specify which team

e. Click on BUILD ID button – necessary to create an USA ID

f. Click on REGISTRATION button –necessary to create the record in the export file

i. Specify what season: N for year round, 1 (Season 1) or 2 (Season 2)

ii. Specify which year (2018)

iii Specify status: New for athletes who have never been registered with a USA

Swimming Team

Note: Do not choose the change option

iv. Click on OK to close the Athlete Registration window

4. Click OK to close the Athlete Information window

5. Follow steps 2-3 for each athlete that you enter in your database.

6. When all athletes have been entered, click on X in top right corner of Athlete window to return to

Team Manager Main Menu Screen.

RENEWING SWIMMERS 1. Click on ATHLETES on Main Menu

2. Click on swimmer’s name to re-register which brings up Athlete Information window

a. Check athlete information to be sure it is correct and update information if necessary

b. Click on REGISTRATION button- this is necessary to create the record in the export file for

electronic registration

i. Specify what season: N for year round, 1 for season l (April 15 to August 31), 2 for

season 2 (August 15 to December 31)

ii. Specify which year (2018)

iii. Specify under status: Renewal (for returning athletes and athletes transferring from

another team) Note: Do not choose the change option

iv. Click on OK to close the Athlete Registration window

c. Click OK to close the Athlete Information window

3. Repeat step 2 for each swimmer to re-register.

4. When done, click on X in upper right corner of window to close window.

TO CREATE and SEND REGISTRATION FILE TO REGISTRAR 1. Click on FILE on Main Menu

2. Click on EXPORT

3. Click on REGISTRATION

4. On EXPORT REGISTRATIONS screen, click on:

a. Include New Registrations

b. Include Renewals

c. Include Changes (this is only for kids are already registered for 2010)

d. Include Deletes

e. Click OK

5. The exported registration file will be saved in a directory/folder that you specify and will be numbered

according to how many files you have currently exported. (After you export a file, there is nothing to

export, until you start renewing, adding or changing your athletes in the database.)

a. Suggestion: Somewhere on your hard drive (perhaps in My Documents), create a folder called

“Exported Registrations” and then save all exported registration files to this folder

6. Create a Detailed Roster of the export file (see below) and make a copy for your records

7. Email the Registrar the exported file as an attachment

8. Send through regular mail, the following items:

a. Printed copy Detailed Roster

b. If paying by check, include one club check to cover the transactions on the exported file

c. If paying by credit card, please supply a copy of your receipt.

d. Birth certificates for new swimmers

e. Transfer/release forms

The exported file will not be processed until the hardcopy (can be emailed) and payment are

received by the registrar. After you email the files, snail mail the (hard copy and) check that same day.

FOR a PRINTED COPY or DETAILED ROSTER of the EXPORTED REGISTRATION FILE 1. Click on REPORTS – ADMINISTRATIVE – REGISTRATION

2. Click on: New Registrations, Renewals, Changes, Deletes – it will produce a separate page for each of

these items

3. Enter Batch # of last exported batch or batch you would like to print a roster for

4. Click on correct year.

5. Click OK

6. Click on printer icon after viewing report on screen.

7. Make a copy of the report for your records

NOTES: 1. "Change" is only to be used for swimmers that are already registered and you making changes to their

information.

2. DO NOT change batch numbers. Allow the software to manage the batch numbers.

TEAM UNIFY REGISTRATION INSTRUCTIONS

1. Click on Team Admin/Account Member Admin links.

2. Select the USA Swimming Registration tab.

3. Make sure each athlete's status is correct--is this a new registration or a renewal? is it a year round or

a seasonal? It is possible to set the status of several athletes at once using the "Multi-Edit" function.

4. Once you are sure the status is correct, put a checkmark in the box next to the athletes you wish to

register. Then go to Export and choose "Gen Reg Pkg". If an athlete's USA Swimming number is not in

the correct format, you will get an error message and will have to fix the number before you can

continue.

5. Choose "2018" and then click on "Generate Reports".

6. A Success Page will be generated. Here you can click on "Zip" to save the SDIF file to your

computer or jump drive and click on "PDF" to save the report of what is in the SDIF Zip file. You can

enter the Registration and LSC fees and Print the Cost Table on this page as well.

7. Attach both the SDIF Zip and PDF files to an email for to the Snake River Swimming Registrar; snail

mail a check for the amount due.

Below are instructions to perform a front desk registration/manually register a swimmer as an

administrator/organizer after logging into Swim Manager.

Note: Front desk/manual registrations will not create Swim Portal account for registrant. For

Swim Portal account to be created, participant must register themselves.

1. Click People tab from Organization Dashboard (Home)

2. Click Register an athlete button

3. Search for existing athlete to register using First name, Last name, and/or Date of birth

a. Searching by First name or Date of birth returns all possible athlete matches

b. Searching by Last name returns all possible matches, including related family

matches

REGISTRATION RECONCILIATION

At any time, a team registrar, coach, or anyone on the team who uses the team database may have their file verified against the SWIMS database. This is easily accomplished. Team Manager: File -> Export -> Registration Reconciliation. Export this file to a folder on your hard drive or an external storage device (Team Manager uses TMxData folder by default), then e-mail the file as an attachment to the Snake River Swimming Registrar. Team Unify: Go to Account/Member Admin. From there, choose “USA Swimming Registration.” Check the boxes next to each swimmer and then click on “Export.” From the drop-down menu, choose “Gen.Reg.Package.” Choose current year and click on “Generate Reports.” Click on “Zip” next to Step 1, which says “Click this link to save the zipped SDIF file for Emailing to the LSC.” Save the file and attach it to an email to send to the Snake River Swimming Registrar. You will receive a response shortly, which will contain a Recon Report if there are any data mismatches, as well as instructions on correcting the problems found.

ATHLETE TRANSFERS Snake River does not charge a transfer fee. If the former or new LSC charges a transfer fee, it must be paid by the athlete. Any athlete transferring into Snake River should provide a copy of his/her birth certificate for verification of date of birth. TRANSFERS AT THE TIME OF ANNUAL REGISTRATION If an athlete registers with a club other than the one they competed with the previous year, a copy of the signed Snake River Swimming Athlete Transfer Form must be provided to the Snake River Swimming Registrar—even if the registration is being submitted electronically. Make sure the transfer form contains the last date of competition for the former club – a space is provided on the application for this information.

Exact last dates of competition in a USA Swimming Sanctioned Meet are important because of the “120-day Rule” (see Article 203.3 of USA Swimming Rules & Regulations). TRANSFERS DURING THE REGISTRATION YEAR Transfers for athletes who are currently registered and now wish to move to another club are to be submitted on the Snake River Swimming Athlete Transfer Form. This form is to be filled out completely and signed by the athlete’s parent or guardian. Again, the exact date of the last swim in a Sanctioned Meet for the previous club must be specified and will be verified by checking the TIMES for the athlete in SWIMS via the USA Swimming website.

FOREIGN FEDERATION ATHLETE JOINING USA SWIMMING When a member of another FINA Federation applies for membership in USA-S, s/he must complete the Notification of Membership in USA Swimming Form, available on the SRS Registration page. USA Swimming will use this information to notify the athlete’s home federation. The athlete should complete (including dates of club and national competition in their home country) and sign the form and it should then be sent to the Snake River Swimming Registrar. The LSC Registrar will process the registration, sign the form and forward it to National Headquarters. Keep in mind that these athletes must also abide by the “120-day rule.”

Categories of Non-Athlete Membership Non-athlete members are coaches, officials, board members, parents and other individuals who do not swim. (Board members, parents, and other individuals such as chaperones should register as Other.) An athlete who wishes to coach must also join as a non-athlete member. Non-athlete memberships processed on or after September 1, 2017 are valid through December 31, 2018. Non-athletes must maintain a current background check (BGC) and Athlete Protection Training (APT). Lapsed BGCs or ATP invalidates the non-athlete’s registration and insurance coverage. Snake River Swimming’s 2018 non-athlete registration fee for Individuals: $65.00. All non-athlete membership categories provide liability and secondary accident medical insurance coverage and, in addition, members receive a copy of the USA Swimming rulebook as well as complimentary issues of Splash, the official USA Swimming magazine.

NON-ATHLETE REGISTRATIONS A checklist is part of each type of non-athlete registration form, available on the Registration page on the Snake River Swimming website to help you complete your registration. THERE ARE CURRENTLY NO PROVISIONS TO SUBMIT NON-ATHLETE REGISTRATIONS ELECTRONICALLY. BACKGROUND SCREENS (BGC): All non-athletes are required to maintain Background Check, through the USA SWIMMING background screen provider. No other BGC is acceptable. It is the non-athlete’s responsibility to renew their Background Screening every two years. Failure to maintain a current background check invalidates the non-athlete membership. Completing a USA Swimming background check is an online process: https://www.usaswimming.org/background-checks. Click on “Initiate a Background Check” to start. You will start the process on the USA Swimming website and subsequently be directed to the Intellicorp Records website. On the USA-S site you will select the appropriate check: New Member Background Check Renewal Background Check Once on the Intellicorp Records site, you will provide the information requested and pay for the check. Print and save the last page as confirmation that you initiated a check. If you encounter a problem with the process, please contact our dedicated customer service team at Intellicorp Records at (866) 637-0010. ATHLETE PROTECTION TRAINING (APT): USA Swimming is committed to raising awareness about prevention of abuse in sport. New members are required to have completed their Background Check and have their non-athlete application form and payment processed by the Snake River Swimming Registrar before they can sign in to complete this course.

The course is free of charge. All non-athletes are required to complete APT every two years. If your requirement expires this year (12/31/2017), please follow these steps to access the system and complete the APT requirement.

1. After September 1, go to www.usaswimming.org/apt or www.usaswimming.org/learn 2. Enter your first name, last name, and DOB into the fields and click “SEARCH” 3. Click on your name to access the LEARN site. 4. You must take two short courses to earn 75 points:

a. “Safe Sport: Ready, Set, Go” (50 pts.) and b. EITHER: “Preventing Bullying” OR “What Would You Do?” (25 pts. each)

5. Once you have completed your courses, your membership record will update with a new APT expiration date within 24 hours.

HOW DO I COME BACK TO LEARN IF I LOGOUT? As a member, you must always enter LEARN by entering your name and DOB at www.usaswimming.org/apt or www.usaswimming.org/learn. If you make a non-member account on LEARN, you will not receive credit for the courses you take. As the membership has embraced Safe Sport, you’ve requested educational materials that address the day-to-day efforts of cultivating a positive, healthy, and abuse-free environment on pool decks, during team travel, and during all swimming activities. By offering a variety of shorter courses on different subjects, we’re better able to meet this request.

OFFICIALS & OTHERS Complete the Non-Athlete registration form and submit (mail to the address on the non-athlete registration form) with the appropriate fee. NOTE: Individuals who check “Official” on the registration form must either be listed on the Official’s roster, OR have completed Officials Training and be in training. If not, the individual will be registered as Non-Athlete ‘Other’. Your status will be verified with the Officials Chairman before registration is completed.

APPRENTICE OFFICIALS Snake River does not require Official Trainees to be non-athlete members. As part of Safe Sport, however, LSCs such as Snake River must now register the Trainees as Apprentice Officials. The Apprentice Official application is online. There is no fee for this registration. After an individual attends a course for Stroke and Turn Judge or Administrative Official, successfully passes the required online tests, and begins his/her on-deck training, that person should register as an Apprentice Official. S/he has 60 days following the first day of on-deck training to register as a non-athlete member of USA Swimming; after 60 days, the trainee is not allowed on-deck for training until s/he registers (including the Background Check and Athlete Protection Training).

COACH MEMBERSHIPS

Since all coaches are employees of their club, it is recommended that the club (the Club President or the Head Coach) maintain current copies of all coach education cards (CPR and Safety Training for Swim Coaches) and track the requirements for their club’s coaches. Encourage your coaches to forward copies of the front and back of new CPR or STSC cards (including the name of the instructor) to the Snake River Swimming Registrar immediately upon receipt from the certifying organization.

In addition to the properly completed form and fees (which can be mailed with club registrations or separately), those applying for coach membership are required to provide copies of their CPR and STSC cards, or the equivalent – be sure to include the name of the instructor. Do not submit originals. They will not be returned.

The coach’s membership will only be valid until December 31, 2018, or until one of the safety certifications or the BGC or APT expires, whichever occurs first. The expiration date of the coach membership is always printed on the coach card mailed to the coach. An updated coach card will be issued to the coach whenever s/he submits a new CPR or STSC card or renews BGC or APT.

Prior to becoming a registered USA Swimming coach, the following three steps must be completed. Once they are completed, the coach registers through the Snake River Swimming Registrar. Please carefully read through and complete all four steps.

1. BACKGROUND CHECK: All coaches are required to successfully complete a Background Check through USA Swimming’s provider; no other background checks are accepted by USA Swimming. It is the coach’s responsibility to renew their Background Check every two years ( www.usaswimming.org/backgroundcheck/ ). Failure to maintain a current background check invalidates the non-athlete membership.

2. SAFETY CERTIFICATIONS: Prior to registering, a coach must have current acceptable safety certifications in CPR and Safety Training for Swim Coaches (STSC). The list of currently acceptable courses “Requirements & Equivalents” is available on the USA Swimming website, at http://www.usaswimming.org .

3. ATHLETE PROTECTION TRAINING: New members are required to have completed their Background Check and have their non-athlete application form and payment processed by the Snake River Swimming Registrar before they can sign in to complete this course. The course is free of charge and should take about an hour to complete. A link for APT is available on the SRS Registration page. All non-athletes are required to complete APT every two years.

4. EDUCATION REQUIREMENT: NEW swim coaches must complete Foundations of Coaching 101 before their first year coach registration is complete. (BEFORE the new coach can register for his/her second year, s/he must complete Foundations of Coaching 201 and a Rules & Regulations course.) All tests are provided online at the USA Swimming website (www.usaswimming.org). Once a coach has completed the exam requirements, USA Swimming will notify the Snake River Registrar.

HOW TO COMPLETE THE STSC REQUIREMENT: The STSC requirement consists of two components: (A) an online course and test, and (B) an in-water skills session. There are three options for completing the in-water skills session.

STSC Option 1: Print the new STSC In-Water Skills Checklist and review the skills with an instructor certified by one of the organizations on the checklist; STSC Option 2: Maintain a valid lifeguard certification from an approved agency (list of approved agencies is on the checklist); STSC Option 3: Take the full in-water skills session with an American Red Cross instructor (MUST register for the in-water session PRIOR TO taking the STSC online course).

If the date of a coach’s online test is different from the date of the in-water portion, or if using Lifeguard Training as part of the STSC requirement, the STSC certification will expire on whichever date is earlier - your lifeguard certification expiration date or 2 years from the date of the in-water course or the Lifeguard Training certificate.

COACH EDUCATION REQUIREMENT for new SWIM COACHES NEW swim coaches must complete Foundations of Coaching 101 to complete their registration as a first year coach. FOC 101 costs $15 and should take about 90 minutes to complete. BEFORE the new coach can register for the second year, s/he must complete Foundations of Coaching 201 and a Rules & Regulations test. FOC 201 will take about 4 hours to complete, and costs $25. The Rules & Regulations test consists of 30 questions and is free. The required materials for all three courses are available on the USA Swimming website, and can be accessed during the test.

PHYSICAL DISABILITY WAIVER If for reasons of physical disability a coach cannot complete the skills demonstration of one or more of the required safety curriculum, the following procedure is to be followed:

Obtain current certification in any of the courses where his/her disability is not a factor. Certifications must be from the list of USA Swimming approved courses—see list of Requirements and Equivalents on the USA Swimming website. Take the remaining course(s) and complete the written exam at the end of the course.

Get a letter from the organization that administered the course(s), stating that the candidate passed the written exam(s) but was unable to participate in the skills demonstration portion of the exam(s) due to a physical disability. Letters should be submitted to the Snake River Swimming Registrar.

Submit a letter from the club’s head coach or board president to the Snake River Swimming Registrar, stating that a lifeguard or another USA Swimming coach will also be on deck at all times.

Copies of the certifications (including the name of the instructor) along with both letters listed above are to be submitted along with the registration form and the appropriate fee.

PRINTING MEMBERSHIP / OFFICIALS CERTIFICATION CARDS

ALL non-athlete members, including coaches, must print their own membership card (if one is desired). Electronic membership cards Deck Pass, via the USA Swimming website, should be accepted as proof of membership at any USA Swimming meet. Contact me ([email protected] ) if an electronic membership card is not accepted at a meet. To print a membership card, you must have your own Deck Pass account (you can't use one for your spouse or a child), and it must be linked to your membership record. 1. Login to USA Swimming 2. Along the top of the page, you should now see (Your Name)'s Deck Pass 3. Click on “For You” just to the right of the USA Swimming logo. 4. Midway down the left side of the page, you should see Current Status, which lists Valid to Date, Registration Date, Expiration Date, LSC & Club, USAS ID, BGC expiration date, APT expiration date, and (in blue) membership card. (Under Current Status, coaches should your expiration dates for CPR and STSC.) 5. Under Current Status, if it shows your membership to not be current, you will need to link your account to your membership. Go to My Account: under USA Swimming Membership Link, click the box that says Link My Membership Record. Then, click Save Preferences. Once you go back to Deck Pass, you should be able to see your card. (If you are unable to link your membership account and find your membership card, please contact Denise Thomas, at HQ: [email protected] ) 6. When you click on Membership Card, you should see a card for your certification level (Coach or Other). If you are an Official, you will see only your Official's Certification card. 7. If you are an Official and want a Membership Card (the card with a color background and the membership year in white), I will need to add “Other” to your membership code. Once that is complete, you’ll need to go to My Account, and under SHOW ME CONTENT RELEVANT TO A ..., Choose PARENT, then click Save Preferences. Go back to Deck Pass and you will see a new tile on the right hand side where you can toggle back and forth to see your different preference types. When you are in Deck Pass as a Parent, you can click Membership Card and see (& print) a current membership card. To get your Official's Certification card, you'll need to toggle back to Official, and the certification card will appear which you click on Membership Card.

CLUB MEMBERSHIPS At the Fall 2002 Snake River Swimming House of Delegates meeting, the following motion was unanimously passed:

RESOLVED, that, beginning in 2003, if any year-round team does not send at least one adult representative to the House of Delegates meeting held in the fall of the prior year, that team’s annual registration fee shall be doubled.

At the Fall 2013 Snake River House of Delegates meeting, club registration fees were changed to the following: If postmarked by November 30, 2017 and the registration is complete (including the registration of the coach and club athlete delegate, if not already registered), the year-round club registration fee is $100; IF postmarked between December 1, 2017 and December 31, 2017, the fee is $200; IF postmarked after December 31, 2017, the fee is $300. New club registrations are $100; seasonal club registration is $45. All USA Swimming registered clubs have liability insurance coverage.

CLUB REGISTRATION

No 2018 Club renewal will be processed until after this year’s fall House of Delegates meeting.

Club membership is for a calendar year. Clubs apply for membership through the Snake River Swimming Registrar by completing an application form and paying the fee. A club’s application for membership, received between September 1 and December 31 will be valid through December 31 of the following year.

All clubs must ensure that all athletes participating in club practices and USA Swimming sanctioned competitions are members of USA Swimming. In addition, all employees (coaches or lifeguards) of USA Swimming clubs must join USA Swimming as non-athlete members and complete all requirements of membership (see Pages 16 - 18). The coach of record for a USA Swimming member club must be at least 18 years of age. All clubs which register for the first time as a year-round club member must comply with the New Club Membership Requirements established by USA Swimming (see page 20).

There are many benefits to clubs and individuals who join USA Swimming. Clubs, coaches and athletes receive liability and excess insurance coverage. Athlete members can compete in USA Swimming sanctioned competitions which ensure safe, fair and competently officiated events. In addition, there are educational benefits to clubs, coaches and individuals.

On the club application, there is now space to add the name of up to five different legal entities under which the club does business. Two situations occurred recently that required USA Swimming to start collecting this information in SWIMS: (1) a club rents pool space under its legal name, which is completely different from the club’s name; the facility wanted the legal entity’s name on the certificate of insurance but USA Swimming and Risk Management Services had no way of knowing what the name of the club’s legal entity was. (2) The legal owner of a club was recently sued and USA Swimming was named in the lawsuit. USA Swimming didn’t know why, since the corporate name of the club was not in the SWIMS club database. It took some investigating to find out that the club is indeed a member of USA Swimming but does business under a completely different name.

Club Development made a few phone calls to large clubs across the country and discovered that many of them run their teams under several different legal names/entities. If your team falls into either of these situations, please complete this section of the application.

PRE-EMPLOYMENT SCREENING

Clubs are responsible for hiring and supervising their own coaches and staff, and managing their own volunteers. Responsible and thorough hiring practices are critical to maintaining a safe and healthy training environment for our members.

The pre-employment screening program requires clubs to conduct three required screens prior to offering employment to any potential employee. The three screens are (1) past employment reference checks; (2) verification of the highest held level of education; (3) acquiring a state motor vehicle report. Clubs are also encouraged to complete two optional screens: (1) social network search; and (2) Google media search.

Effective with the 2012 membership year, clubs may not be renewed or added unless someone from the club checks and signs the club application form verifying that the club will conduct pre-employment screening on any job candidates.

RACING START CERTIFICATION

Effective with the 2016 membership year, the club application has a section which the Head Coach must sign, certifying that the club complies with all Racing Start Certification requirements as stated in the USA Swimming Rules & Regulations, Article 103.2.2 and maintains records for its athlete members. Failure to check the box and sign the statement will result in the club application being rejected.

IF EITHER the Pre-Employment Screening Box OR the Racing Start Certification Box IS NOT CHECKED AND THAT SECTION OF THE APPLICATION NOT SIGNED BY THE APPROPRIATE PERSON, the application will be returned to the club. This may incur additional registration fees/fines; see page 24.

The 2018 Club Registration Application Form must be completed in full. The person listed as Club Registration Coordinator will be the person through whom the Snake River Swimming Registrar will communicate all registration issues. Be sure to include an email address.

The application of the Head Coach and the athlete delegate must accompany the club application, if not already registered as members of Snake River Swimming for the registration year for which the club is making application. All requirements for the head coach must be current at the time of club renewal.

Clubs applying for new annual club membership in Snake River Swimming, in addition to completing the Club Registration Application Form (procedure listed above under renewals) MUST complete the following additional requirements:

The fine plus registration fees and documentation must be paid BEFORE the athlete can enter the water for the swim meet entered.

CLUB PORTALS The Club Portal is a free “mini website” for your club. Even if your club has a website, the Club Portal is another avenue of communication for the members. If your club already has a website, this section is not meant to displace it, but rather to augment it and to provide clubs with useful reports from the USA Swimming registration database. To access your club’s portal, you must first establish a personal Sign-in Name and Password for yourself (if you haven’t already done so) and use it to sign onto the USA Swimming website. To find the link to the Club Portal, mouse over the Member Resources menu at the top of the page and click Club Portal Search under the Swim Clubs heading. Search for your club and then click on the “Club Portal” link for your club under Options in the search results. USA Swimming has created several reports are available only on your Private Club Portal (located under the REPORTS tab of the Club Portal). These reports include a Club Athlete Roster and a Non-Athlete Roster from the SWIMS database. Information in the REPORTS area is available only to those with the CLUB PORTAL PASSWORD. This may include (but is not limited to) your coaches, club president, registration chairman, and board members – however, anyone who has this password can edit your club’s information – choose wisely who has the password! All users in your club will utilize the same CLUB PORTAL PASSWORD, which may be obtained from Carrie Waters ([email protected] ) or SRS Registrar ([email protected] ). From the USA Swimming website: http://www.usaswimming.org/, click on the “Club Administrator Login” box and enter your portal password. Then you must click the “Edit Club Portal” link with your mouse – do not press ENTER or RETURN or you won’t be logged in. To begin updating your club portal, entering club profile information, or working on the Club Recognition Program, follow the instructions that come up on the next screen. If you need to view or print the rosters available for your club, click the REPORTS tab. WHAT DOES THE CLUB PORTAL ALLOW OUR COACHES AND CLUBS TO DO? First: Clubs and coaches can print a current, valid roster from your Club Portal as proof of registration for a meet. Coaches should do this periodically to ensure all athletes in the water are registered. If an athlete’s name is not on the current roster, it is likely s/he has not yet been registered – don’t enter him/her into a meet until his/her name is on a current roster. Fines happen – don’t let one happen to you and your team!

Second: The Portal allows coaches and clubs to check at anytime (even at 1:00 a.m.) who is registered, without waiting for the LSC registrar to wake up! The roster contains the names and ID numbers for each registered athlete along with the expiration date for their membership. Note: unattached athletes are not listed on these rosters, even those currently in the 120-day period following a transfer. (If you need to know if an athlete who has transferred into your team is current in his/her registration, send an e-mail!) Third: A current non-athlete roster can be printed for your Club. Check periodically to see which certifications are expiring and when for each coach. Someone on the board should be tasked with keeping copies of coach certifications and verifying them with a non-athlete roster from the club portal. Check, too, for expired BGCs & APT for officials and other non-athletes with your team. Fourth: A meet director should accept a printed roster from your club portal as proof of membership, if required. Additionally, a non-athlete roster can be used as proof of coach membership at meets. Fifth: Your Club’s membership statistics are available, generated from the SWIMS database. New reports are developed and placed in this folder periodically.

HOW DO YOU ACCESS THIS INFORMATION? Once you are logged into your own Club Portal, click the REPORTS tab to see the current rosters and statistics. WHO SHOULD HAVE ACCESS TO THE CLUB PORTAL REPORTS? Everyone in the club who has responsibility for athlete and non-athlete registration OR meet entries should have access to the REPORTS area of the Club Portal. At the very least, the club registration chairman and meet entry chairman should have access in order to use the reports to determine if the athlete(s) they are entering in a meet are currently registered. Additionally, use the reports to see if a coach’s credentials are current, or if an individual has completed his/her non-athlete registration (to be an official, meet director, or “other”).
