2018 PRIMARY ELECTION AFFIDAVIT SIGNATURE AUDIT RESULTS

In accordance with Utah Code Annotated §20A-3-302(7), the Lieutenant Governor’s Office established procedures to conduct an audit of affidavit signatures for mail ballots. The following vote by-mail jurisdictions performed this audit by comparing voters’ affidavit signatures on ballot envelopes with voters’ signatures in the statewide voter registration database for a second or third time: Jurisdiction Affidavit Signatures

The audit determined that the following:

• 3,646 (99.9%) affidavit signatures were correctly identified as either a match or non-match during the initial verification process; and

• 2 (0.0005%) affidavit signatures were incorrectly identified during the initial verification

process.

The benefit of an audit process is that it provides an opportunity to identify areas where improvement can be made. As a result of the audit, county clerks have learned that the following steps can be taken to improve procedures:

• Increased signature verification training, including permanent staff to review the procedures and requirements;

• Increase the desk-top daily audits to verify procedures are followed; and

• All staff, permanent and temporary, could be instructed to send any signature that they

may be uncertain about for further review. With the addition of these improvements, we continue to be confident in the policies and procedures followed by county clerk staff in providing a secure voting method that voters and candidates can trust. The following pages of this document are the individual reports for each county that performed an affidavit signature audit.
