2017 was a pivotal year in municipal asset management capacity building in Canada. It began on the

heels of Ontario’s Gas Tax Funding deadline for comprehensive asset management plans and ended

with the adoption of Ontario’s new asset management regulation O. Reg. 588/17. We also witnessed

FCM’s Municipal Asset Management Program (MAMP) in full swing, with municipalities across the

country applying for grant funding for their asset management capacity building projects.

This year, as we approach our annual Eastern Canada User Group to be held from June 20th to the 22nd,

we are witnessing increased momentum in the development of asset management maturity at the

local level. Capacity challenges in asset management still exist for most municipalities, but by

leveraging grant funding, building more collaborative asset management teams and harnessing the full

capabilities of asset management software, our clients are achieving greater and more sustainable

outcomes for their asset management programs.

We are excited to present a User Group agenda for 2018 that will introduce you to the new features

and enhancements to our technologies that will further support your municipality’s journey toward

asset management maturity. Once again, workshops have been designed to facilitate hands on

experience with the enhancements to our software modules. The program also includes numerous

working sessions with several module streams, allowing attendees to focus their time and get the most

out of the User Group. Of note this year is the launch of the new version of PSD’s Capital Planning &

Analysis (CPA) tool – User Group attendees will have the chance to walk through CPA’s Project Builder

functionality which supports strategic project-level capital and operating planning.

The first day of the conference is once again designed specifically for users of PSD Municipal Budgeting

software (formerly FMW Web), with an opportunity to review enhancements to each module and

engage in hands on working sessions. On Day Two, attendees will hear directly from FCM’s Manager of

Funding for MAMP and will be briefed on upcoming requirements for O. Reg. 588.

As always, the Eastern Canada User Group will also serve as an opportunity to show our appreciation

to our clients. In 2018 PSD will be celebrating its 15th anniversary. From our roots as a publication

focused on PSAB 3150 compliance, to a firm providing municipalities with research, consulting and

software to strengthen asset management and budgeting capacity, we are honoured to have the

opportunity to continue working with passionate municipal practitioners across the country. We hope

that you can join us in London this June to learn, share feedback, connect with your peers, and help us

celebrate a fantastic 15 years in this industry.

Matthew Dawe

Vice President
