The Family and Community Support Services
(FCSS) Advisory Committee is eight community
volunteers appointed by Council. The Committee
reviews and assesses the FCSS and Saskatchewan
Lotteries grant applications and makes
recommendations for funding allocations. The
Committee supports FCSS initiatives through
volunteering at the different events and workshops
throughout the year.

SOCIAL NEEDS ASSESSMENT UPDATE In 2017, the Social Programs and Services department, in partnership
with the Lloydminster Regional Health Foundation, conducted a
community social needs assessment. After a tremendous amount of
input from the community, four areas of focus were identified:

Renowned brain health and wellness specialist Gary Anaka presented on how the brain works and shared strategies to grow and maintain a healthy mind.
Working in partnership with the Lloydminster Community Youth Centre, youth volunteers cleaned up graffiti on resident’s fences. This program encourages youth to volunteer and to contribute positively to their community.

The Social Programs and Services department worked with community partners to raise awareness on screen time and how it affects our connections to each other. This was implemented through a public viewing of the documentary Screenagers, and the development of the Disconnect to Connect Boxes which were distributed throughout the community.
The Social Programs and Services department hosted several workshops including Karen Mercier’s Fund Development for Non-Profits, Morris Green’s Building Resilience in Youth, the Saskatchewan Schizophrenia Society on Mental Health, and Bill Harder’s Compassion Fatigue Workshop. These events help to enhance the knowledge and skills of non-profits and raise awareness of social issues in our community.
In 2018, the City of Lloydminster launched a new marketing strategy to promote the Neighbourhood Block Party Program. As a result, the number of Block Party bookings tripled from the previous year. Block parties are a great way to enhance your community connections and a sense of belonging.

SASKATCHEWAN LOTTERIES COMMUNITY GRANT PROGRAM
A large portion of the Social Programs
and Services Department’s funding
comes from the Family and Community
Support Services (FCSS). As part of an
agreement with the Province of Alberta,
the City of Lloydminster receives
$465,585, which it matches with a
minimum contribution of $116,396 for a
total of $581,981 spent on preventative
social programs and services. This 80/20
partnership is calculated based on the
Alberta population of Lloydminster, but
FCSS programs operate freely on both
sides of the border. Of this, $419,000
goes back into the community in the
form of grants.
The Saskatchewan Lotteries Community
Grant Program is a partnership among
Sask. Sport Inc., Sask. Culture Inc., and
the Saskatchewan Parks and Recreation
Association Inc. The grant program
assists in the development of sport,
culture and recreation programs by
providing funds to non-profit community
organizations operated by volunteers.
The City of Lloydminster receives
funds which are then distributed to
local non-profit volunteer community
groups to provide programs. Total grant
funding for 2018/2019 was $67,222.
Funds received are calculated based on
Lloydminster’s Saskatchewan population,
but go towards programs that operate
on either side of the border.

LLOYDMINSTER TOBACCO REDUCTION GRANT
SASKATCHEWAN TRANSIT ASSISTANCE FOR PERSONS WITH DISABILITIES
The Lloydminster Tobacco Reduction
Grant was developed to support
initiatives that raise awareness of the
health risks associated with tobacco
and/or support the adoption of a
tobacco-free lifestyle. In 2018, $26,450
was collected from Tobacco Retailer
and Flavoured Tobacco Retailer
fees under the Business Licence
Bylaw (Bylaw 11-2018). The funds are
distributed through the Lloydminster
Tobacco Reduction Grant (Policy
15-2017) to community organizations.
The Government of Saskatchewan
provides financial support to
municipalities who offer paratransit
services for persons with disabilities.
The City of Lloydminster applies for
these funds and provides them
to local paratransit operators,
i.e. Border City Connects.

Screening of the award winning documentary Screenagers which explores the impact of video games, phones, and social media on youth. 98% of respondents felt they had a better understanding of the impact of screen time on youth.

As part of National Seniors Day, Gary Anaka, also known as the “Brain Coach”, spoke on the science behind the senior’s brain and offered advice on care and development of this important organ later in life. 99% of respondents felt better prepared to improve their lives.

City of Lloydminster Citizenship Ceremony In collaboration with Catholic Social Services a citizenship ceremony hosted in Lloydminster. Lloydminster and surrounding area residents within Alberta and Saskatchewan were provided an opportunity to be granted citizenship within their home community. The event is unique in that participants were able to write their testing and participate in the ceremony in the same day. .

City of Lloydminster Disconnect to Reconnect Boxes
A program that provides a small cardboard “box” to families and challenges them to develop a routine where they disconnect from their electronic devices for a period of time to encourage family connection and reduce screen time. 94% of respondents developed a greater understanding of the value of disconnecting from devices. This program has been adopted in 9 other municipalities across Alberta following its launch in Lloydminster.

In School Mentoring Mentoring program that matches a trained and screened adult or older student (mentor) with a child (mentee). The coordinator also visits immobile/isolated seniors to provide assessment of needs, companionship, and opportunity to connect with community resources.100% of respondents felt more independent.

Police Academy The Lloydminster RCMP Youth Academy was a weeklong program that allowed students from Lloydminster and the surrounding area to experience RCMP training. Students learned police defensive tactics, physical fitness, law and information from many other RCMP sections and community resources.The biggest successes were the relationships that were formed between the participants. They form a bond unlike any other experience and to this day still spend time together.

Luving My Lungs A media campaign that was demographic-lead by feedback/information collected from adult clients/youth. The campaign targeted the areas that clients wanted to receive information (tv, social media). The project involved youth from Lloydminster Community Youth Centre (LCYC) and Lloydminster Public School Devision (LPSD) Junior High and Senior High School students. The Government of Saskatchewan’s role under the Transit Assistance for People with Disabilities (TAPD) program is to provide financial support to municipalities who offer paratransit services for persons with disabilities. The City of Lloydminster applies for TAPD funding then transfers it to Border City Connects to support the transportation of residents with disabilities.
