Thank you to everyone who helped in our recycling effort. Our tonnage is up since last year; however, our job is not over yet. In March 2011, we started the “Green Initiative Committee” to explore new and innovative ways of recycling techniques, less wasteful technology and sustainable living. Basic recycling is still one of the most efficient and easiest ways to reduce waste and save on energy costs. Recycling benefits our children, our town and our planet.Vincent A. I would first like to thank all the residents that have helped increase Belleville’s recycling tonnage over the last 14 years. When we started on this mission, less than 10% of our residents were recycling. It was costing us thousands of dollars in additional “tipping fees” to dump our garbage. Through your cooperation the Township Recycling Program has saved our community hundreds of thousands of dollars. Although we as a Township cannot see it first hand, we have also saved hundreds of thousands of dollars in energy costs. This translates to a positive impact on our environment and a reduction in our nation’s overall carbon foot print. For those new residents that have just joined our community, I ask that you follow your neighbor’s lead and recycle.Recycling helps the community and helps insure a better future for our children.Steven J. Recycling is the law in the State of New Jersey, and as Mayor, maintaining our resident’s property taxes is at the top of my list. Yet in order to achieve this goal, starting with recycling will make the difference. We all need to make a concerted effort to reduce our waste costs and recycling is the most ef-fective course of action. Let’s save on energy costs and reduce waste. Follow your bulk garbage schedule
Please note that TV's, computers, old appliances, white goods, cast iron and other metal items are not bulk items andwill not be collected on your bulk pick-up day. You must call the DPW at 973-450-3412 to arrange a to pick-up date.
Snow removal/leaf and brush disposal/alternate parkingAll township ordinances are now online at http://BellevilleNJ.org with otherinformation regarding Belleville Township policies and events.
• Township residents are encouraged not to shovel snow into the streets when clearing their sidewalks. This is an offense that will be accompanied by a summons.
• Alternate side parking gives the township utilities access to perform maintenance repairs to the water, sewer, roadway, curb, and drainage. It also allows for emergency roadway clearance (traffic flow). Alternate side parking is mandatory and will be strictly enforced by the police department.
• The Leaf, Grass, and Brush Collection will be made every week from April 1 to December 15th.
***Garbage, recycling, and leaf bags are to be put out after 5:00pm the nightbefore pickup. Garbage cans, recycling containers, and leaf bags are to beplaced behind curb on planting strip for pickup. It is also recommended that youput out your waste the night before so you do not miss early morning pickups.
Please follow these rules when putting your leaves, grass, and brush at the curb.
• Leaf bags are not to be more then 40lbs.
• Leaves and brush are to be put in brown paper bags and left at the curb for pickup according to what zone you are in. It is not acceptable to dump leaves and brush in the street.
• Brush and branches must be placed at the curb tied in bundles no longer than four feet.
• No plastic bags or containers with rock and other debris will be collected.
• Any loose leaves, grass or brush in the street will not be collected and will be subject to a summons.
• Please note that no garbage or recycling containers shall be left at the curb after pick-ups.

REINVIGORATING RECYCLING IN BELLEVILLE TOWNSHIPManaging and disposing of garbage is paid for by our taxpayer dollars, just like otherimportant municipal services such as fire, police and education. The best way to reduce thisdisposal costs is to generate less garbage. There are lots of ways each of us can help, likeputting trash in its proper place and recycling in our home, school and business. Recyclingremoves trash from the waist stream reducing the Townships costs. We all need to continueto do our part to dispose of trash properly and increase recycling efforts. All of the Townshipsefforts to reduce, reuse and recycling can help save taxpayer dollars. It makes goodenvironmental sense to keep our Township clean and save our natural resources. Recycling isnot only a positive thing to due but it is the law. Within the next couple of weeks we will bevisiting businesses Condo Associations and Apartment buildings to help them create arecycling program for their complexes. Other aspects of the Township recycling Program willbe updated in the near future. One thing the Township is currently working on is adding acontainer to the Recycling drop off sight at 429 Stephens St. for computer equipment andelectronics. Let’s all continue to do our part to keep Belleville a clean and beautiful Town.

As part of New Jersey’s initiative to keep our waterclean and plentiful and to meet federal requirements,many municipalities and other public agencies includingcolleges and military basesmust adopt ordinances orother rules prohibitingvarious activities thatcontribute to stormwaterpollution. Breaking theserules can result in fines orother penalties.
Make sure you properlystore or discard anyunused portions.
Hazardous productsinclude some household orcommercial cleaningproducts, lawn and gardencare products, motor oil,antifreeze, and paints.

The Tax Collector takes pride in announcing that the Township of Belleville now provides a drop box in the lobby of the Town Hall on the ground floor - between the police department and the main building - for those who are making tax and water payments by check only. Residents can now make payments in a secure protected environment without waiting in line and prime time parking issues. Please enjoy the convenience!

TAX COLLECTION:Tax Due Dates: February 1, May 1, August 1, November 1Evening Hours: First Monday in each tax quarter - 6:00 pm to 8:00 pm
Taxes due on the first of each quarter with a 10 day grace period and interest retroactive to the first, interest calculated at 8% on first $1500 and 18% in excess of 1500.00. There is a 6% year-end penalty for delinquencies over $10,000.00.
Payments accepted by cash, check or money order only. When paying by check or E-check, you must include your block and lot number. The tax office does not use an account number system. Please include a self addressed stamped envelope with your payment if you require a receipt.
When ownership of property changes, the tax bill should be forwarded to the new owners.
TAXES ARE VALID WITH OR WITHOUT POSSESSION OF A HARDCOPY OF A BILL.Accelerated tax sale held every December (end of Dec)Senior citizens deduction renewal form (PD-5) are due by March 1, or with a Doctor's verification no later than May 1.
WATER BILLING:All payments are by cash, check or money order only. You must include your water account number with all check payments. Please include a self addressed stamped envelope with your payment if your require a receipt.
A final water meter reading is required before property changes ownership. Please provide new owner information as soon as possible after closing date.

Driver’s may escort passengers from exterior door to exterior door, and mayassist with bags of a reasonable weight. Please note thereis a two bag maximum on food bus.
Home Medical WasteAny resident receiving radioactive iodine treatments at home should speak to their medical provider to see if they provide assistance with disposing of their house-hold trash. If no assistance is provided, the resident must hold their trash for 80 days before it can be put out for regular municipal trash pick-up.
