2017 proved to be another impactful year for Inter-Lakes Community Action Partnership!

The agency expanded its aff ordable housing footprint in Sioux Falls through the acquisition of two apartment buildings adjacent to a building previously owned by ICAP. Extensive renovations on all three buildings is currently underway with an expected completion by mid-2018. This Low Income Housing Tax Credit project was made possible through the support and assistance from South Dakota Housing Development Authority, Sioux Falls Community Development, Midwest Housing Equity Group and Lloyd Companies. When complete, 62 one, two and three bedroom apartments will be available to house families enrolled in ICAP’s Rapid Rehousing programs in addition to other income eligible families.

The Mutual Self Help Housing Program is administered by ICAP to assist groups of three or more low-income families in constructing their own aff ordable homes. Families work together to build homes for all of the group members with assistance from a construction supervisor teaching homebuilders the various skills needed to construct their homes. Recent projects include three homes in the city of Aurora, expected to be completed in February, 2018 and four additional homes in Volga, expected to be completed by June, 2018. The city of Milbank has identifi ed the lack of aff ordable housing options as a substantial need and in partnership with ICAP, have begun the process of locating aff ordable lots. This is an exciting development as this will be the fi rst group of homes to be constructed in Grant County. Since the fi rst group built in Brookings in 1996, ICAP has assisted over 120 families in building new, aff ordable, high-quality homes.

The broad scope of work ICAP does daily to combat poverty is demonstrated throughout this Annual Report. Thank you for supporting ICAP in our eff orts to address the challenges faced by low-income families.

About ICAP

South Dakota

Inter-Lakes Community Action Partnership (ICAP) was chartered in 1966 as a private non-profi t Community Action Agency (CAA). CAAs were created under the auspices of the Economic Opportunity Act, the legislative core of President Johnson’s War on Poverty. ICAP originally served Lake and Miner counties in South Dakota and has since expanded to include Brookings, Clark, Codington, Deuel, Grant, Hamlin, Kingsbury, Lake, Lincoln, McCook, Miner, Minnehaha, Moody and Turner counties.

The main objective of “community action” is to empower lower-income and elderly people to help themselves out of poverty. Across the board, ICAP staff work with participants to achieve greater self-suffi ciency, off ering a hand-up, not a hand-out.

Community Services

Case Management, Emergency Services, Information & ReferralsIt’s been said before that Community Action Agencies (CAAs) off er a hand up, not a hand-out. On any given day, ICAP’s Community Service Workers are meeting with local residents in our 14-county service area to do just that. By assessing needs, setting goals and identifying resources, Community Service Workers help guide participants toward greater stability in their lives.

ICAP provides assistance for emergency needs, focusing primarily on utility and housing. ICAP receives funds for emergency needs from MidAmerican Energy’s ICARE program, Emergency Food & Shelter and from the Community Services Block Grant (CSBG).

Homelessness is often viewed as a problem happening only in big cities. However, we know that homelessness can occur in cities and towns of all sizes. ICAP uses funding from the SD Housing Development Authority to provide security deposit assistance to homeless families throughout the service area. Eligible applicants are off ered case management to create a self-suffi ciency plan with the goal of participants attaining permanent housing.

Through their knowledge of federal, state, local and private programs and services, Community Service Workers are able to link participants with appropriate resources. These include ICAP’s programs, and, when appropriate, referrals to other providers, thus avoiding duplication.

The Community Services Block Grant (CSBG) is a federally-funded antipoverty program. It provides the core funding for ICAP and other Community Action Agencies (CAAs). With these funds, the agency is able to identify causes and conditions of poverty, assist eligible participants in a variety of ways and help individuals and families move toward greater self-suffi ciency.

In 2016-2017:

• Information and referrals were provided to 7,158 people.

• 684 homeless or near-homeless people received assistance to enter permanent housing.

• Rent or mortgage assistance helped 350 people.

• 1,922 people received food supplies.

• 1,252 people were assisted with utility expenses.

Volunteer Income Tax Assistance (VITA)ICAP partnered with Dacotah Bank - Clark & Watertown, Dakota State University, Grant County Combined Appeal, Interlakes Area United Way, Internal Revenue Service, Watertown Area United Way and Brookings Area United Way to provide assistance to low-income and elderly people in fi ling their income tax returns. Through this valuable service, 701 households fi led returns, resulting in $1,128,250 in refunds in 2017. Of these refunds, $461,850 were earned income tax credits. As part of the program, ICAP Community Service Workers often counsel families to use these funds to pay down debt as a step toward greater self-suffi ciency.

Local Projects and ServicesICAP’s service area of 14 eastern South Dakota counties includes cities and towns of all sizes, large and small. With such varied population levels come varied needs. One size does not fi t all! Inter-Lakes Community Action Partnership exists to meet the needs of each county. In many smaller communities, the local ICAP offi ce is the only readily accessible comprehensive service provider. In these areas, ICAP partners with service groups, churches and volunteer organizations to coordinate and provide needed services and supplies. Some programs are off ered once per year, while others function year-round.

Community Services NavigatorFunded by a grant from the Department of Health and Human Services, ICAP Navigators assist individuals and families to understand their healthcare options through the Aff ordable Care Act and the Health Insurance Marketplace. Under this program, families earning 100% to 400% of the Federal Poverty Level may be eligible for tax credits (subsidies) to help pay their monthly insurance premium, making healthcare more aff ordable. While not every consumer is eligible for assistance, there are many who fi nd that they have unexpected health care options available to them through the Aff ordable Care Act.

In addition to personal enrollment assistance during the Open Enrollment Period, Navigators help consumers to take advantage of Special Enrollment Periods which may occur with qualifying life events such as the loss of job-based coverage, release from incarceration, a move to another state, marriage, birth or adoption. To facilitate these enrollments, Navigators conduct outreach to vulnerable populations who might experience such life events. Target populations include tribal members, immigrant families, prison populations, Medicaid-eligible children, and early retirees. Navigators also provide post-enrollment assistance regarding health insurance literacy, for consumers who may not completely understand their new insurance benefi ts or the protections aff orded them through the Aff ordable Care Act. Navigators also act as advocates for consumers who wish to fi le appeals related to Marketplace decisions ICAP Navigators have built a strong referral network with other agencies that encourage enrollment in quality health insurance coverage. Agency staff also work with other entities (Medicaid, Medicare, pharmaceutical companies, etc.) to assist participants in accessing aff ordable health care services.

Since 2013, ICAP Navigators have helped thousands of people to attain quality health care. During 2017, South Dakota’s enrollments in the Health Insurance Marketplace were 29,622 (a 14% increase over 2016). ICAP Navigators provided direct services such as enrollment assistance and health literacy education to more than 3,500 individuals during this period. In addition, ICAP Navigators conducted hundreds of outreach events, promotions, and media eff orts during the course of the funding period. There were 10 HealthCare.gov states that saw enrollment growth in 2017, and South Dakota’s

percentage increase in the total enrollment was the second-highest. This was due, in part, to the eff orts of the ICAP Navigator staff .

As daily living expenses continue to increase, more shoppers are turning to alternative sources for their clothing and household shopping needs. ICAP’s thrift stores accept donations of used items and off er them to the public at a low cost. Staff ed largely by volunteers, the stores are able to keep expenses down while providing this service. ICAP’s Community Service Workers in these areas are also able to issue vouchers to people in need.

Weatherization Assistance ProgramWhile many programs exist to help those in need pay heating costs, ICAP’s Weatherization Assistance Program takes aim directly at the source of higher heating bills. With high prices of energy, it only makes sense to make a home as energy effi cient as possible. Each home to be weatherized is audited to determine the areas in need of attention. Applicants must meet eligibility criteria.

Weatherization program services may include:• Installation of weather-stripping and caulking• Addition of insulation • Health and safety measures

• Installation of exhaust fans for continuous ventilation to help with mold issues

• Carbon Monoxide detectors• Smoke Alarms

In 2016-2017, 65 homes received these weatherization services.

Weatherization program services also include the repair and replacement of malfunctioning or non-working furnaces. In 2016-2017, 125 furnaces were repaired, while 63 homes received new furnaces.

Housing Programs

The HOME Rehabilitation program focuses on the needs of people with disabilities, in addition to the low-income and elderly, to provide home repair and modifi cation services. This program is funded by the South Dakota Housing Development Authority (SDHDA) with HOME program funds allocated to the state by HUD. These HOME funds are used throughout the service area with the exception of Sioux Falls and are made available to qualifi ed applicants on a zero-interest, 5-year decreasing balance forgivable loan.

HOME Rehab helped 11 homeowners modify and repair their homes for health, safety and code compliance in 2016-2017.

Mutual Self-Help Housing ProgramThe Mutual Self-Help Housing Program provides eligible participants an opportunity to build themselves new homes by contributing 65% of the labor necessary for the job in exchange for “sweat equity” in the property. An ICAP program coordinator works with applicants to determine eligibility and secure a construction loan from USDA- Rural Development. Additionally, ICAP receives funds from the Housing Assistance Council under the Self-help Housing Opportunities Program (SHOP) to use in developing building lots for participants.

Once a group of 3-8 builders have qualifi ed for their loans, they work together under the guidance of a construction supervisor to construct all homes of the group. No participant may move into his/her home until all homes are completed and have passed fi nal inspections. Once all construction is complete, the construction loans are converted into standard 30 or 33 year mortgages.

In 2016-2017, 13 families completed new, aff ordable high-quality homes through the Mutual Self-Help Housing Program.

Housing Programs

Homeownership has long been a key factor in the self-suffi ciency of American families. Unfortunately, in recent years many families have struggled with housing issues due to challenging economic conditions. ICAP’s Homeownership Education Program includes three components to help these individuals.

Homebuyer Education (HBE) off ers potential homeowners information and knowledge to help determine home-buying readiness. Through Pre-Purchase Services, ICAP’s Homeownership Education Program Coordinator helps guide clients through the buying process. Once an individual or couple purchases a home, ICAP’s Homeownership Education Program Coordinator may provide Post-Purchase Services.

In program year 2016-2017, 69 households received one or more services from the Homeownership Education Program.

Self-Help Housing Rehabilitation ProgramIn communities and rural areas across our service area, residents have identifi ed housing rehabilitation as a need. Homes may have fallen into disrepair and living in them may even be hazardous. In response, ICAP, in cooperation with the U.S. Department of Agriculture - Rural Development, has created a self-help rehab program to work with low-income homeowners to improve their living conditions.

ICAP representatives meet with homeowners to design a plan of action which may include helping residents fi nd a loan or grant funding, selecting proper supplies for the project and guiding homeowners to complete the necessary work themselves. Some aspects of the work may require licensed professionals to meet local and state codes and may be contracted out.

The Self-Help Housing Rehab program helped 13 low-income homeowners make needed repairs during the 2016-2017 program year.

Heartland House, located in Sioux Falls, is recognized for providing high quality intensive family case management services for homeless families with children to obtain and maintain permanent housing stabilization. By working with participants, staff are able to help eligible participants move toward better lives.

Housing Stabilization Coaches work with each family to design and implement a personalized housing stabilization plan to maintain housing by furthering education, job search and

placement, money management, budgeting, parenting skills, health issues and more. Families involved in the Heartland House Program must follow the terms of their housing stabilization plan and participate in case management services. Failure to comply has consequences, up to and including removal from the program. This accountability helps participants develop a sense of greater discipline and fi nd greater success. In 2016-2017, 113 adults and 204 children were served.

Rapid Re-Housing

The Emergency Solutions Grant program (ESG) provides funding for two major service components: Homeless Prevention and Rapid Rehousing. Homeless Prevention serves households that are at great risk of becoming homeless and Rapid Rehousing Services are provided for households that have already become homeless. All program recipients are required to participant in case management, to help them move toward self-suffi ciency. In 2016-2017, 125 people received ESG services.

Bright FuturesBright Futures is a comprehensive program in Sioux Falls which helps eligible homeless families with children enter permanent housing, become successful renter and move toward self-suffi ciency. ICAP collaborates with the Sioux Falls Housing and Redevelopment Commission to provide Tenant Based Rental Assistance (TBRA), thus allowing each agency to utilize their strengths. The program is funded by the City of Sioux Falls through the Community Development Department.

There are several components to the program, including Security Deposit Assistance, Tenant Education/Case Management, and, if needed, a rent/damage guarantee with the participating landlord. Income-eligible participants work with ICAP Housing Stabilization Coaches with issues ranging from education and training, job search and placement to general living and parenting skills. Participants are held accountable and must follow rules to stay in the program for up to two years.

In program year 2016-2017, 78 adults and 144 children were served.

Child Development

Head Start is a federally funded program which promotes school readiness through a series of options available to pregnant women, children and their families. With early intervention, Head Start is able to help young children on a path to successful transition to kindergarten. In accordance with Federal law, each Inter-Lakes Community Action Partnership Head Start site has a transition agreement with the local school district.

The Head Start Pre-Birth to Five program provides the environment and teaching to help children acquire the skills, knowledge and attitudes necessary for success in school and for later learning in life. With a strong focus on all aspects of healthy development, including physical, cognitive, social and emotional development, the program includes the whole family in an eff ort to ensure that children are ready for kindergarten.

Head Start uses a system to monitor a child’s progress toward school readiness. Objectives are utilized which measure expected knowledge, skills and abilities needed for school entry. Head Start’s approach to School Readiness is three-fold:

• Children are ready for school.• Families are ready to support their children’s learning • Schools are ready for children.

Head Start Pre-Birth to Five Home Visitors and Teachers are trained to help the whole family fi nd success and become more self-suffi cient. Staff may guide parents to fi nd better or more aff ordable healthcare and dental health options, as well as provide nutritional guidance to assist parents in providing more nutritious meals and snacks for their families. Parent involvement also includes training in child abuse and neglect awareness, pedestrian safety and nutrition

Head Start Pre-Birth to Five

Program Achievements:

79.5% of Head Start children (ages 3-5) were up to date on medical exams.

97.8% of Head Start children (ages 3-5) received dental examinations.

92.8% of Early Head Start children (ages 0-3) were up to date on medical exams.

75.8% of Early Head Start children (ages 0-3) received oral examinations either as part of their well-baby exam or through a professional oral examination. The remaining percentage consists of children in utero or those who have not yet developed teeth.

Approximately xx% of age eligible children in the 12 counties of our service area are being served in Head Start and Early Head start.

Head Start and Early Head Start are operating at 100% funded enrollment with a waiting list.

activities. In addition, the Head Start Pre-Birth to Five program gives parents opportunities to be involved in developing program policies and activities to enhance their own skills.

Eligibility is based on family income guidelines, child’s age and/or special needs of the child. Children in foster care, families that receive Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI) or are homeless automatically meet the eligibility criteria. Ten percent of funded enrollment may be children from families that exceed income guidelines.

Head Start Pre-Birth to Five Continued...

Head Start Head Start provides a comprehensive array of services to help the participat-ing children to develop appropriately. Through regular medical and dental check-ups, nutritional, educational and social opportunities, as well as the com-bined eff ort of teachers, staff and par-ents, children are helped to reach their goals and successfully transition into kindergarten.

The total number of children served in Head Start in 2016-2017 was 276.

Child Development

Public TransitPublic transit systems operated by ICAP provided 46,132 rides to 724 people in 2016-2017. ICAP administers and operates Public Transit systems in Deuel, Miner and Moody counties. ICAP also manages the East Dakota Transit program in Madison and the city transit services in Brandon, Dell Rapids and Hartford.

Rides are available on a demand-response basis to all people, regardless of age or income level. Riders over age 60 are asked for a donation, while those under age 60 are charged a

fare, which varies by location. ICAP buses promote self-suffi ciency and independence to many riders by off ering them a reliable mode of transportation. Busy parents depend on ICAP transit to transport their children to preschools and daycares. Rides to medical appointments, worship services, stores and more are made possible with the services of ICAP’s transit systems.

Early Head Start Early Head Start provides services to pregnant women and infants and toddlers, ages 0-3 years. ICAP Early Head Start services are both center-based (Sioux Falls and Madison) and home-based. The Home Visitors assist pregnant women in obtaining comprehensive prena-tal care, support them in fulfi lling their parental roles and work with each family to best guide them in raising healthy, strong children. Children and parents meet with a Home Visitor weekly and attend socialization activities twice a month year-round.

The center-based program provides full-day, full year services in Sioux Falls and Madison for ages 4 weeks to 3 years old.

During the 2016-2017 program year, 271 children were served in Early Head Start.

In 2016-2017, 2,128 people ages 60+ received 184,564 nutritious meals through this program.

Senior Services

60’s Plus Dining60’s Plus Dining is an adult meal program serving quality nutritious meals to any person aged 60 or over, and their spouses. There are no income, or health guidelines to participate. Our goal is to prevent malnutrition, and isolation, which are major causes of health problems for our aging society. There are 4 main options for meals, Congregate, Star Card, Home Delivered, and Frozen Meals.

Congregate meals are off ered for lunch Monday through Friday, at senior centers, cafés, and apartment complexes throughout our service area. A variety of balanced meals, mostly comfort foods, are served in a group setting to provide quality nutrition, and socialization.

Star Card sites are fast becoming the choice of the newest generation of clients. Meals, such as breakfast, lunch and supper, are available depending on the location’s hours of operation, and menu selection. A pre-paid meal card is purchased from one of our volunteers, or site managers. Clients have the freedom and fl exibility to eat at a time and location of their choosing.

Home Delivered Hot meals are provided Monday through Friday to clients who are unable to travel to, or meet at, our congregate or star card locations. A visit from one of our volunteers, off ering a hot nutritious meal, often is the only social contact that many of our homebound clients receive each day, helping ease the problem of isolation.

Frozen Meals are available to any of our clients throughout our 10 county service area. Quality, balanced, nutritious meals, are fl ash frozen in specialty sealed containers. These can be heated in a microwave, or oven, and provide one third of daily recommended nutrition amounts. Frozen meals are an option for clients who cannot travel to one of our Congregate, or Star Card locations, and Home Delivery is not available. It is also a great option for any clients who need convenience, and wish to have meals ready to heat and enjoy at home.

Criteria: Internal controls should be in place to provide reasonable assurance that leases are being evaluated to determine whether they are capital or operating leases, and that the proper accounting methods are used for each type.

Condition: A capital lease was accounted for as an operating lease.

Sta tus: This has been resolved.

The offi ce of Head Start monitors Head Start grantees to ensure they are fully compliant with federal regulations and to monitor the quality of early childhood services that are provided to area children and their families. The most recent monitoring review took place on 1/13/2015 to 1/15/2015, the Administration for Children and Families (ACF) monitored the environmental health and safety of Inter-Lakes Community Action Partnership (ICAP) Head Start Pre-Birth to Five. Based on the information gathered, including on-site inspections of our facilities, no areas of noncompliance were found and ICAP received an offi cial notice of compliance from ACF on 6/6/2015.
