平成２８年度群馬県統計大会の概要

平成29年１月13日（金）、群馬会館ホール

において「平成28年度群馬県統計大会」が統

計関係者約230人の参集のもと、盛大に開催

されました。

この大会は、統計の重要性を広く普及・啓

発し、統計の整備充実、利用促進、及び統計

関係者の士気の高揚を図るとともに、統計に

対する県民の理解を一層深めるために群馬県

と群馬県統計協会の主催で毎年度開催してい

るものです。

今回は、その概要について紹介します。

まず、主催者の大澤正明群馬県知事から、

統計関係者の日頃の労をねぎらう言葉と、人

口減少が最重要課題となり、新たな発想の施

策が求められる中、社会情勢を把握する基礎

資料として統計はますます重要で、昨年の経

済センサス活動調査や社会生活基本調査、今

年の就業構造基本調査の結果も広く活用が期

待されており、統計業務の推進に一層の御理

解と御協力を賜りたいとの挨拶がありました。

次に、来賓の方々を代表して横山均総務省

大臣官房審議官及び橋爪洋介県議会副議長に

祝辞をいただきました。

続いて、永年統計業務に従事され、功労の

あった方々の表彰式に移り、知事表彰、統計

協会長表彰、叙勲受章者・県総合表彰受賞者

の紹介、各省大臣表彰等の伝達、統計協会長

感謝状、統計グラフコンクールの入賞者の表

彰等が行われました。

それぞれの代表者が壇上で表彰等を受けら

れ、会場からは受賞を祝福する盛大な拍手が

送られました。

今年度の受賞者は、統計功労者が計186名

と17事業所、統計グラフコンクール入賞者が

計28名と4校の合計235者でした。

その後、受賞者を代表して、総務大臣表

彰を受賞した小林三次統計調査員から挨拶

がありました。受賞に対する感謝の気持ち

や、各位の指導や励まし、調査対象者の協

力のおかげで調査員を続けてこられたこと、

社会情勢が変化し統計の重要性と共に統計

調査員の使命も大きくなっており、受賞を

機に心を引き締め、努力していきたいとお

話をいただきました。

その他、会場エントランスにて第55回統

計グラフ群馬県コンクール及び第64回統計

グラフ全国コンクールの入賞作品が展示さ

れ、様々なテーマについて工夫を凝らし作

成された統計グラフの数々に、多くの方々

が足を止めて鑑賞していました。

当日、沢山の方が表彰を受けられましたが、受賞にあたっての一言をいただきました。

統計グラフコンクールにおいて入賞された皆さんからも感想をいただきました。

統計功労者表彰知事表彰前橋市統計調査員 戸塚 由美

平成２８年度群馬県統計大会において、群馬

県知事表彰を賜り、ありがとうございました。

統計調査員を始めた昭和63年頃は、こんな

に長く、ましてや表彰されるとは思ってもみま

せんでした。小さい子がいるので、自分の都合

で仕事ができると軽い気持ちで始めました。続

ける内に素敵な人と出会ったり、興味を引く面

白い店を見つけたりと何かしら新しい発見があ

りました。一方もちろん良い事ばかりではなく、

手ひどく断られた事もあります。そんな時は落

ち込みもしますが、夫や社会で働く人はもっと

大変な思いをしているのだと思うと改めて感謝

の念が湧いてきます。

この様に調査とは私の人生の教室として糧に

なって行きました。これからは、個人情報保護

の問題や詐欺との誤解など調査環境は、厳しく

なってきますが、その時は、知恵と関係諸氏の

皆様の協力をいただき、より良い調査が出来る

様、頑張って行きたいと思います。

１年 今泉 涼

２年 今泉 春乃

私たちが生まれ育った桐生市

は、織物産業で栄えた歴史ある

街です。しかし最近では桐生市

は少子高齢化が進み、人口も年

々減少しています。私たちはこ

の事実を知り、普段あたり前に生活している自分の

郷土について見つめ直して、将来より良い街にする

ためにはどうすれば良いかをみんなで考えることが

重要なのではないかと思いました。そして沢山の人

に考えてもらえるように、統計グラフを作成しまし

た。

工夫した点は、桐生市について具体的に知っても

らう為、人口などのデータを載せたことです。また、

桐生市の回答者の考えを、それぞれ比べられるよう

に工夫して、レイアウト・作図をしました。

集計は大変で、完成までにはたくさんの時間がか

かりましたが、その分達成感を味わうことができま

した。桐生市の方はもとろんのこと、他の地域の方

にも私たちの統計グラフを見て頂き、『郷土の今と

未来』について考えてみてほしいです。

４年 石島 伸梧

ぼくは、1年生の時から統計

グラフを作っています。どう

して続けているのかというと、

やめられないおもしろさがあ

るからです。

毎年、4月頃からテーマを考

えます。今年のテーマは「お米作り」にしました。

ぼくの通う梅田南小学校では、4年生になると、

総合の時間にお米作り体験をするからです。

はじめにアンケートをとりました。昨年、お米

作りをした5年生からアドバイスを聞いたり、4

年生からは楽しみなことを聞いたりしました。

グラフ作りで大変だったのは、集計と色ぬり

です。集計は%の表し方がむずかしかったです。

ノートの半分くらい使いました。色ぬりは細かい

ところに時間をかけました。

完成した時は、とてもうれしかったです。よい

賞もいただけて、来年もがんばろうと思いました。

楽しかったお米作り体験を統計グラフに表すこ

とが出来て、思い出が一つ増えました。

平成２８年度群馬県統計大会において統計協

会長表彰を賜り誠にありがとうございました。

これまで長年にわたり調査活動にご指導とご協

力いただきました多くの皆様に心より感謝とお

礼を申し上げます。統計調査員になってから

１０数年、活動の中での色々な出来事が今では

走馬燈のように思い出されます。時代が大きく

転換している今、インターネットを使った活動

が益々増えて来るものと思われます。私の調査

活動の中では平成27年10月に採用された、イ

ンターネットと調査書を使っての国勢調査でし

た。皆さんに調査をお願いする前に、まず自分

でパソコンを使って、これなら調査用紙を配布

しながら説明出来ると確信しての活動開始でし

た。パソコンの使い方がわからない時等には、

子供達に聞きながら技術の向上をめざしていま

す。これからも統計調査の円滑な実施と発展の

ために、気負わずあせらずに、健康に気をつけ

ながら調査員活動を続けていきたいと思ってい

ます。

日頃、調査員として活躍されている皆さんから貴重なお話をいただきました。

大泉町統計調査員 石井 敦子

平成２８年度群馬県統計大会において、統計

協会長感謝状を賜りまして誠に有り難うござい

ました。御指導下さった方々に御礼を申し上げ

ます。統計調査員としての10数年の間には、

国勢調査をはじめとして商業統計調査、経済セ

ンサス等様々な調査を経験しましたが、外国人

の割合がとても多い地域なので、調査に対して

の意識の違いもあり、居留守を使われたり、調

査票を紛失されたりと、大変苦労することも沢

山ありました。気持良く協力してくれ、調査票

を回収できた時のうれしさは、調査員にしか味

わえない貴重な経験だったと思います。

統計調査に携わって、はじめて調査が大変重要

である事にも気付かされました。

最近の調査は、ネットでの回答や郵送もできる

ので調査もしやすくなりましたが、まだ課題は

沢山あると思います。今後も担当職員の方々に

ご指導いただき乍ら、責任を持って統計調査員

として活動を続けたいと思います。

高崎市統計調査員 竹内 宏

平成２８年度群馬県統計大会にて、はからず

も統計協会長感謝状を戴き、誠に有り難うござ

いました。これも単にご指導戴いた担当者およ

び調査に協力して下さった多くの方の賜物と感

謝しております。

十数年前初めて国勢調査を担当し、中には「税

金の無駄遣いだ」「うちには一円の得にもなら

ない」等と言う人もおり、当惑しながらも何と

か集約できた達成感は今も忘れることが出来ま

せん。

以来労働力調査をはじめ各種の調査を担当し

てきましたが、お陰で地域の方との知り合いが

出来、また自分自身の対人能力、忍耐心の向上

にもなりました。

昨秋総務省統計局見学の機会があり、我々の

小さな努力がどの様に集積され、各方面に活用

されるかを知り、調査の重要性を再認識した次

第です。

近来インターネット回答も出来、少しは楽に

なりましたが、ブログなどで調査そのものや調

査員の態度を批判する人もいます。それらを反

面教師にしてこれからの調査に生かしてゆきた

いと思います。

平成２８年度群馬県統計大会において、統計

協会長感謝状および経済産業省大臣官房審議官

調査統計グループ長感謝状を賜り、誠にありが

とうございました。関係者の皆様のご指導とご

尽力の賜と心より感謝申し上げます。

私が調査員として活動を始めたきっかけは、

平成12年国勢調査の調査員として地区から推

薦を受けたことでした。以来様々な調査を行っ

て参りましたが、個人宅を回る就業構造調査や

住宅･土地調査では個人情報保護の問題で、ま

た工業統計調査では年末の忙しい時期に実施す

る調査の理解を求めるまで様々な苦労をしまし

た。調査を重ねるにつれ、私の顔を覚え信頼し

て頂き、調査に協力的になって頂いたことは調

査活動の励みとなりました。そして何より、こ

のように長い期間統計調査員として活動できた

のは妻の支えがあったからです。客体からの電

話を取り継いでくれた妻へも感謝したいと思い

ます。これからも自分の体力が続く限り統計調

査員を続けていきたいと思っております。
