Center for Credit Union Leadership

The Center for Credit Union Leadership, a division of the Mountain West Credit Union Foundation, combines new and existing leadership development programs to help create a unique set of programs designed to discover, develop, and actively promote the next generation of credit union leaders.

The Mountain West Credit Union Leadership Institute is an in-depth series of workshops designed to develop the talents and skills of emerging leaders within the credit union movement. It is performance based instruction that teaches the art of leadership with well-focused, guided practices that encourage interactive participation and discussions. Participants delve into real life case studies through interaction with peers while developing deep relationships that enhance and strengthen the credit union community. Private one-on-one mentoring/coaching sessions round out this program and give learners a path to continue their leadership journey. The Executive Leadership Program was created to find and develop the future leaders of the Credit Union Movement. This program is a complete five-year curriculum built to develop leaders specifically for the credit union industry. Candidates that are selected for the Executive Leadership Program will be funded for immersive instruction in organizational leadership, credit union philosophy, and credit union operations with mentoring and coaching from current credit union industry leaders. This program includes the Mountain West Credit Union Leadership Institute, Credit Union Development Educator (CUDE) Training, Western CUNA Management School, along with special mentoring and coaching programs. The Chief Executive Institute is an executive-level course designed to help position credit unions for growth and leadership in a complex and ever-changing marketplace. DESCRIPTION The two-day Collections and Bankruptcy School is designed to expand your knowledge of legal issues with collections and bankruptcy to keep your credit unions collection practices sound. Register for one day or both!

Day One: CollectionsWe will cover the correct, enforceable steps for the creation, attachment, perfection and enforcement of security interests in non-real-estate collateral, the proper methods of repossession, lien enforcement, and notices. We will address issues of multiple owners, the rights of owners of collateral vs. borrowers, rights against deposit accounts, restrictions against communicating with third parties, and how to accept loan payoffs from family members without violating privacy restrictions. We will also cover obscure aspects of Article Nine of the UCC which expose lenders to severe penalties for even technical violations of the statutes.

Day Two: BankruptcyWe will cover the dozen best-practice steps to address every bankruptcy received by any credit union, what and when to freeze in deposit accounts, how to avoid technical stay-violations and how best to accomplish effective damage control. Bankruptcy is intended first to separate debtors from their debts and second lenders from their collateral. This day will focus on how best to accommodate to the loss of the debt and how best to avoid loss of the collateral. The morning will focus on Chapter 7, whereas the afternoon will focus on Chapter 13.

DESCRIPTION Cyber security attacks on financial institutions have become exceedingly more frequent, sophisticated, and targeted. You can chalk this up to the high value that cyber criminals place on the personal and financial data that this particular industry stores and transmits. Small and mid-sized credit unions have fallen increasingly under attack due to their perception as “softer” targets. Consequently, the FFIEC has stepped up their focus on prevention, monitoring, testing, and resilience. Is your credit union adequately prepared for an attack or even your next audit?

The workshop will:• Address the most important issues in cyber security that are threatening credit union information systems

IRA School: Essentials & Advanced IRAs

DESCRIPTION IRA EssentialsIRA Essentials gives attendees a solid foundation of IRA knowledge. Exercises are included throughout the day to help participants apply information to job-related situations. Attendees will leave this session able to work with IRA owners and process basic IRA transactions with confidence. This is a beginner’s session; no previous IRA knowledge is assumed.

Course topics include:Introduction to IRAs: Explain the benefits of an IRA and identify the tax differences of a Traditional and Roth IRA.

Establishing an IRA: Examine the process for establishing an IRA and the required documents and differentiate between the types of beneficiaries.

IRA Funding: Learn about the Traditional and Roth IRA eligibility requirements, identify the contribution limit and deadline, and ensure accurate contribution reporting.

IRA Distributions: Distinguish the possible taxes on IRA distributions, identify federal and state tax withholding requirements, examine IRS penalties and their exceptions, and ensure accurate distribution reporting.

IRA Portability: Identify the differences between a rollover and a transfer, recognize rollovers between IRAs and employer-sponsored retirement plans, and ensure accurate rollover reporting.

Who Should Attend? You should attend this seminar if you need to learn the basics of Traditional and Roth IRAs or want an updated, general refresher on IRA rules.

Advanced IRAsAdvanced IRAs builds on the attendees’ knowledge of IRA basics to address some of the more complex IRA issues their financial organizations may handle. This is an advanced session; previous IRA knowledge is assumed. The instructor uses real-world exercises to help participants apply information to job related situations.

Course topics include: Resolving Contribution Issues: Identify the difference between a true excess and a deemed excess, explain the deadline to correct an excess contribution, and calculate net income attributable (NIA) and describe the methods for correcting an excess contribution.

Advanced Portability: Explain the restrictions on the movement between IRAs and the result of violating the portability restrictions, recognize the options available when moving from an employer-sponsored retirement plan to an IRA, and describe a conversion, a reconversion, and the consequences of an ineligible conversion.

Required Minimum Distributions: Calculate a required minimum distribution (RMD), discuss the RMD rules and reporting requirements.

Beneficiary Distributions: Describe beneficiary distribution options and recognize beneficiary payment and election deadlines.

Correcting Tax Forms: Identify how to manually correct IRS Forms 1099-R and 5498, and how to correctly complete IRS Form 1096.

Robin CarlsonTrainer, Peregrine Leadership Institute

Robin Carlson has over 30 years of leadership experience in the private sector in all organizational levels from first-line employee to senior manager. She has worked extensively in the mining industry and has consulted to the mining and gas industries. Robin has broad experience in training, developing, and leading multifunctional work teams and continuous improvement initiatives.

Robin holds a Bachelor of Science in Geology and is a registered Professional Geologist in the State of Wyoming. She is a graduate of a variety of leadership development programs including Zenger Miller Front Line Leadership Training, Manager Development Leadership Training, Competency Based Interviewing Training, and Development Dimensions International Facilitator Training.

Gaye DeCesare, NCCO, CUCE, BSACSPresident/CEO, COMPASS 4 CUs, LLC

Gaye DeCesare has more than 30 years of knowledge and practical experience in the credit union industry in the areas of branch and call center operations, IRA program management, human resource management, staff development and training, marketing, and of course, regulatory compliance. Specializing primarily in compliance for more than 25 years, Gaye has served on NAFCU’s Compliance Standards and Practices Commission that developed the NCCO certification

program, and is one of the founding members of the Capital Area Compliance Roundtable and a regional BSA Compliance Roundtable. Gaye is also a current member of Global Women’s Leadership Network (GWLN), which connects and empowers credit union women from around the world.

Gaye was among the first in the nation to earn the designations of NAFCU Certified Compliance Officer (NCCO) and CUNA Credit Union Compliance Expert (CUCE) when the programs were introduced in 1997 and 2000, respectively. In addition to holding NCCO and CUCE designations, she is also a certified Bank Secrecy Act Compliance Specialist (BSACS). Gaye has been a featured speaker at national trade association conferences, as well as numerous state league events.

Howard A. (Art) Dillon, Jr.Trainer, Peregrine Leadership Institute

Art Dillon has extensive experience in leadership, management, and organizational development. Art has worked in both the public and private sectors and has distinguished himself as an experienced educator, motivational speaker, community volunteer, and mentor.

Art’s leadership training and experience include both military service and public education. Art was a commissioned officer, earned his pilot’s wings, and served as a helicopter pilot with the 101st Airborne Division in Vietnam. During 39 years of active and reserve service, Art held a number of key staff and command assignments, and graduated from the U.S. Army War College. Art retired from the military in 2006 as a Brigadier General and Commander of the Wyoming Army National Guard.

Art’s formal education includes a B.Ed. in Secondary Education from Simon Fraser University in Burnaby, B.C., Canada; an M.Ed. in Administration from Colorado State University in Fort Collins, Colorado; an Ed.S. in Educational Leadership and Policy Studies from the University of Northern Colorado in Greeley, Colorado; and a Superintendent’s license. Art’s strengths include curriculum development, character education, leading change, leadership training, strategic planning, and leadership decision-making.

Frank DrakePartner, Smith, Debnam, Narron, Drake, Saintsing & Myers

Franklin Drake has been a partner in the Raleigh, NC law firm of Smith Debnam Narron Drake Saintsing & Myers since 1994, following a 16 year practice specializing in creditor’s rights, bankruptcy, and repossession law in Louisville, KY. There, he was senior vice president of William Mapother’s law firm. For the last 30 years, he has lectured regularly at practical training courses, bankruptcy, and regulatory compliance programs and webinars. His articles on the practical

application of laws and regulations to credit union procedures have appeared in state bar magazines, nationally distributed newsletters, and online. For the past 31 years, Frank has advised and represented most of the major secured and unsecured financers on secured lending, bankruptcy and regulatory compliance matters. Frank graduated from the University of North Carolina with a BA with honors as well as his law degree.

Mary-Lou HeighesPresident & Founder, Compliance Plus, Inc.

Mary-Lou Heighes is President and founder of Compliance Plus, Inc., which has been helping financial institutions with the development of compliance programs since 2000. She provides compliance training all over the country for various trade associations and financial institutions, and also speaks at numerous financial institution conferences throughout the country. Mary-Lou has been an instructor at regulatory compliance schools, and conducts dozens of webinars for organizations

throughout the country.

Mary-Lou has been involved financial institutions since 1989. She has over 20 years’ worth of compliance experience. Before starting Compliance Plus in 2000, she spent five years working in the trenches and seven years providing compliance assistance through a state trade association Information Hotline, working on state and federal laws and regulations and writing and editing advisory bulletins on changes to regulations affecting financial institutions.

Ben Maas, CIS, CIP, CISP IRA Training Consultant, Ascensus, Inc.

Ben Maas is a Training Consultant with the Resource Development department at Ascensus. Ben conducts IRA training programs nationwide. His expertise includes Traditional and Roth IRAs, Coverdell education savings accounts, health savings accounts, and SEP and SIMPLE IRA plans. He also leads the development, design, implementation, assessment, and maintenance of the IRA University curriculum.

Ben joined Ascensus in 2005 as a member of the IRA Call Center prior to becoming a training consultant. He received a bachelor of business administration degree in Finance from the University of Wisconsin–Whitewater. He has earned the Certified IRA Specialist (CIS) designation through Ascensus, the Certified IRA Professional (CIP) through the National Association of Federal Credit Unions (NAFCU), and the Certified IRA Services Professional (CISP) designation through the American Bankers Association (ABA). He is a member of the Association for Talent Development (ATD).

Steve Martin Territory Account Manager, Financial Services, BAE Systems

Steve Martin is the Territory Manager for Financial Services in the West. He regularly consults with credit unions, banks, insurance companies, investment firms, mortgage and finance companies regarding cyber security services. He has an extensive background in the IT consulting services and high technology software industry for over 15 years. He has provided software solutions to financial institutions throughout his career.

Chris Martincavage is the Director of Business Solutions at BAE Systems, formerly SilverSky. Possessing 10 years of IT experience, Chris previously worked as the Security Operations Center Manager for SilverSky’s Florida SOC. Before that, he was a Senior Analyst at ProtectPoint. He has expert-level knowledge of network security services and is a CISSP. He has also personally consulted and continues to work with hundreds of financial institutions, including dozens of credit

unions, on technology and network security.

Mark MuellerBusiness Solution Consultant, BAE Systems

Mark Mueller is a Business Solution Consultant for BAE Systems. Mark has more than 25 years’ experience in technology, providing customer solutions for messaging security, cloud computing, wide area networks, and local area networks. Prior to his current role at BAE Systems, he was a Sales Engineer at Cbeyond, as well as a solution provider at both AT&T and Cable & Wireless Communications. Over the course of his career, Mark has provided technology solutions – including

email migration, cloud email security, cloud computing, hosted and onsite VoIP, and networking – to thousands of businesses.

Tom Neclerio VP of Cyber Consulting Services, BAE Systems

Tom Neclerio is the VP of Cyber Consulting Services at BAE Systems. He leads BAE’s commercial cyber consulting practice and provides global oversight for practice development and service delivery. With more than 17 years of experience in information system security, he has provided regulatory guidance to more than 1,000 financial institutions through his delivery of security services and compliance consulting practices. He is a nationally recognized speaker with a deep

understanding of security regulations, including GLBA, HIPAA, SOX, and PCI compliance. As a PCI certified QSA, he has provided PCI-related compliance, audit, and advisory services for numerous Fortune 500 merchants and service providers.

Olin Oedekoven, PhD President and CEO, Peregrine Leadership Institute

Dr. Olin O. Oedekoven has been creating and leading effective teams at all organizational levels from first-line leader through strategic leadership for nearly 30 years. He understands the unique value of a team and how the dynamics of a team shape team performance. Olin works with large and small companies on business process improvement, strategic planning, and organizational development in both the private and public sectors.

Olin graduated from South Dakota State University with a B.S. in Wildlife and Fisheries Sciences. He then attended the University of Wyoming where he received a Master’s degree in Wildlife Management. Olin continued his formal education with Northcentral University where he received both an MBA and his Doctorate in Business Administration with specializations in Management and Public Administration. Olin completed a post-doctoral program in human resource management.

Olin is a graduate of the Army Command and General Staff College and the U.S. Army War College where he received a Master’s Degree in Strategic Studies. His military experience includes senior staff, battalion command, and brigade command assignments. Olin retired from the National Guard in 2011 with this rank of Brigadier General. In his last assignment with the Wyoming National Guard, General Oedekoven commanded the Army National Guard, an organization with over 1,900 full-time and part-time Soldiers.

Deborah K. Robbins, SPHR Chief Operating Officer, Peregrine Leadership Institute

Deborah Robbins has over 25 years of experience at several organizational levels of business, from first-line employee to senior leader. She has worked in the public sector, private sector, and with non-profit organizations.

Her background covers a wide spectrum of disciplines including benefits design and administration, compensation administration, succession planning, leadership development, EEO and Affirmative Action plan development, organizational development, individual development, conflict resolution, change management, handbook design, recruiting and retention, internal investigations and safety. Deborah has been a leader and taught leadership for more than 10 years.

Deborah holds a Bachelor of Science degree in Personnel Management and Industrial Relations and a Master of Public Administration from the University of Wyoming. She is a graduate of the CDR Associates as a Mediator and holds the SHRM designation of Senior Professional in Human Resources (SPHR).

Chris Walsh Leadership Consultant, Peregrine Leadership Institute

Chris’ experience in leadership include both military and city government service. Chris retired in 2014 from the Casper Police Department where he had served as Chief of Police for the 149-member department for three years. His law enforcement career includes patrol, first line supervisor, operations manager, and acting police chief.

Chris began his leadership journey in the Marine Corps where he served in a variety of roles throughout the world. Chris concluded his military service with two deployments in Iraq where he supervised and led small unit operations in combat. He is past executive board member of the Wyoming Association of Chiefs and Sheriffs.

Chris’ formal education includes both university and law enforcement academy education within the areas of supervision, leadership, organizational management, and community law enforcement. He has over 1,200 hours of certified instructional time.

Rod Warne Trainer, Peregrine Leadership Institute

Rod Warne has over 35 years of experience serving in a variety of capacities within the law enforcement and fire and rescue fields. Rod has been a supervisor and manager of law enforcement and emergency response teams and sections. Most recently, Rod was fleet manager for Campbell County government.

Rod is a graduate of the FBI National Academy and FBI Command College as well as a veteran of the United States Air Force and the Wyoming Army National Guard. In these capacities, Rod formed his leadership values and honed his leadership skills.

Additionally, Rod is a former adjunct instructor in Stress Management for the Wyoming Law Enforcement Academy. Rod has a vast experience in working with and serving on both public and private boards. Rod holds an Associate degree in Criminal Justice from Laramie County Community College in Cheyenne and a Bachelor of Science degree in Criminal Justice Administration from Bellevue University in Bellevue, Nebraska.
