Intensify the human rights education in the high

risk areas in ARMM;

Remind the state that their main obligations are to

protect, respect and fulfill human rights at all

times;

The ARMM government should support RHRC’s

mandates to protect and promote human rights.

This includes the continuous operation of the

HRMCs in the provinces of Basilan, Sulu, and Tawi-

Tawi; and

The enforcement of the rule of law must be

performed with conviction, equality and justice.

With the situation of ARMM, the Commission recommends the

following:

1. SUPPORT TO THE FINAL PHASE OF THE UN-MILF

ACTION PLAN IMPLEMENTATION

The RHRC supports the final phase of the UN-MILF Action Plan

implementation on the recruitment and use of children. The Commission

undertakes the observation and validation of various steps in the

identification and disengagement process on behalf of UNICEF and the UN.

A total of eight (8) base commands were visited by RHRC to observe,

validate and ensure that proper steps and actions are done in accordance

with the Action Plan – Benchmark 6 or the conduct of identification and

separation (Disengagement) of children that may be associated with the

MILF-Bangsamoro Islamic Armed Forces (BIAF) in any role.

2. LEGAL ASSISTANCE TO NUR MISUARI CASE

Since 2013, the Regional Human Rights Commission (RHRC) through its

legal assistance mandate is working for the defense of one hundred thirty-

three (133) individuals for their alleged participation in the September 2013

armed conflict in Zamboanga City. RHRC appears to the court as counsel,

updates the family of the detainees in relation with the status of their case

constantly, and meets with collaborating counsels as regular as possible.

With hope, the release of said detainees will be on February 2017.

3. LEGAL ASSISTANCE TO VIETNAMESE

Due to the regular conduct of jail visits, RHRC was able to assist 12

Vietnamese with poaching case. They have not been arraigned

since their detention on May 2016 by the Honorable Court

considering that they cannot understand English and can only

communicate in their native Tahn Viet language. They were assisted

by the office by updating their case with the Public Attorney’s Office,

coordinating with their embassy in Manila to inform the latter of their

situation to get help from their government, and providing them

necessary documents.

4. GOJUST PROJECT

On July 2016, the RHRC has officially started its partnership

with the EU-AECID through its fourth component, the

Governance in Justice (GOJUST) Human Rights Project. The

project aims to strengthen the National and Regional Human

Rights Institutions and CSO’s capacity to promote

accountability and fight impunity for major human rights

violations

5. UCD IN PARTNERSHIP WITH

DEPED

The RHRC strengthened its partnership with Department of

Education (DepEd)-ARMM through the conduct of Universal

Children’s Day (UCD) on 20 November 2016. The whole-day

affair, spearheaded by RHRC and DepEd-ARMM, was

participated by two hundred (200) children from Maguindanao,

Lanao del Sur, Basilan, Sulu and Tawi-Tawi. The activity

provided a venue for the different children in ARMM to converge

and imbue upon them mutual respect, tolerance and unity thru

their diverse cultures and other differences.

6. RELEASE OF 200 COPIES OF FIRST HUMAN

RIGHTS COLORING BOOK

During the celebration of 2016 UCD, with the help the RHRC

released two hundred (200) copies of first Human Rights

Coloring Book which depicts the basic rights of a child. The 200

copies were printed with the help of DepEd-ARMM.

7. FIRST NATIONAL DISABILITY PREVENTION AND

REHABILITATION WEEK CELEBRATION

To ensure the full and equal enjoyment of all human rights and

fundamental freedoms especially of PWDs in the Autonomous

Region in Muslim Mindanao (ARMM), the RHRC together with

DSWD-ARMM initiated the launching of the 38th National

Disability Prevention and Rehabilitation Week with the theme,

“Karapatan ng Maykapansanan, Isakatuparan…Now Na!” on

Thursday, 21st of July 2016 along with other line agencies and

organizations.

8. WHEEL TO LIVE

The Regional Human Rights Commission (RHRC) in the promotion of the

rights of the Persons with Disabilities (PWD) together with the wheel to live

foundation led the pilot distribution of wheelchairs to the identified

beneficiary in the Province of Maguindanao on 13 October 2016 at RHRC

office, Cotabato City. The wheelchairs were provided by the Wheel to Live,

a non-government organization dedicated to providing assistance to

persons who need to walk with aid. The activity was witnessed by CSO

partners, members of security sectors, Bureau of Public Information (BPI)

and other line agencies. This activity was the result of the launching of the

38th National Disability Prevention and Rehabilitation Week 21st of July

2016.

9. 2016 IHRD IN PARTNERSHIP WITH ORG

In partnership with Office of the Regional Governor (ORG), as pre-celebration of

the International Human Rights Day with the theme “Stand Up for Someone’s

Rights Today!,” the RHRC conducted a film showing activity which opened the

eyes of the audience to the human rights violations occurred during the Marcos

Regime, to understand the plight of the Moros during Martial Law. The

oppressions in the Bangsamoro sparked the formation of Moro “Rebel” Groups

which later on led to the creation of the Autonomous Region of Muslim Mindanao

(ARMM).

10. WOMEN’S MONTH CELEBRATION

In celebration of the International Women’s Month Celebration with the

theme “KAPAKANAN NI JUANA ISAMA SA AGENDA”, the RHRC, ARMM

conducted activities and series of Human Rights Education to women

beneficiaries from different walks of life such as the IPs, academe, youth,

community, elderly and marginalized sector.
