2 - Bid Organizing Committee

Cliff Pascas: Cliff has been involved with the Lacrosse Community for the

past 24 years. Taking on many roles from team manager to club

administration/organization to BC Directorate Chair to chairing the 2008

World Games Organizing Committee and presently on the board of the 2008

Games Foundation. A construction project manager by occupation, Cliff has

expertise in the management of budgets, schedules and organizational

structure.

Garth Cambrey: Garth has been involved in the Lacrosse for the past 14

years assisting where needed on any of his son’s or daughter’s teams.

Notably Garth was also a director on the 2008 games committee and

continues to sit on the board of the 2008 Games Foundation. Garth is an

independent businessman operating a very successful property management

firm.

Jane Boutilier: Jane is the consummate volunteer. Involved with Lacrosse at

the club and league levels Jane has taken on any task put before her and

completed it with competence and enthusiasm. In the 2008 Games, Jane took

on the roles of organizing the opening and closing ceremonies as well as

numerous other tasks that came up. She also submitted the winning design

for the FIL logo. Jane currently sits on the board of the 2008 Games

Foundation. By occupation, Jane is a Human Resources manager for her

local school district.

Our Vision

To stage an event that will provide lifelong memories for all of the

participants and in doing so help to foster growth in the sport both locally

and internationally.

Our Goals

To promote competitive sportsmanship on an international level

promoting fair play and drug free participation.

To foster a cultural exchange amongst athletes and fans from around

the world.

To bring international attention to the game of lacrosse and showcase

it as Canada’s national summer sport.

To host games in a fiscally responsible manner

To use effective, open communication and collaboration amongst all

parties to work together towards a memorable event.

To provide a legacy in the form of funding for development of the

game across our province.

4 - Host Country

Canada:

Canada is a country of vast diversity, both geographically and culturally.

The country is bordered by three oceans and the longest unguarded border in

the world. On the west coast of Canada lies the Pacific Ocean, the Atlantic

Ocean on the east, the Arctic Ocean to the north, and the United States of

America to the south. It encompasses almost 10,000,000 square kilometres

in area making it the second largest country in the world in area.

Moving West, Ontario is next and being

Canada’s largest province boasts 40% of the

total population. Manitoba, Saskatchewan and

Alberta are our 3 prairie provinces. From the

Mountains these provinces are Canada’s

heartland boasting vast plains and golden

wheat fields.

About Coquitlam

The Spirit of the Rivers (is) the Strength of the People

On October 30 1990, the coat of arms with the above inscription was

received officially at a ceremony held in the Council Chambers of

Coquitlam's old Municipal Hall.

Coquitlam's earliest residents were the Coast Salish First Nations people.

Fraser Mills, when settlers from Quebec brought their mill experience and

Open Women’s Golf Event and are vying to host the BC Summer Games in

6 - Games Organizing Structure

The Bid Organizing Committee will carry on working through the “Not for

Profit Society” established for the 2008 games. A tournament committee

will be formed and will provide an opportunity for representation from the

F.I.L., Canadian Lacrosse Association, the British Columbia Lacrosse

Association, the City of Coquitlam and various other members from the

community experienced in hosting National and Provincial lacrosse

tournaments.

The Tournament Committee will be responsible for planning, developing

and implementing the event plan and day-to-day operations related to

hosting the 2016 Under-19 World Lacrosse Championship.

It is anticipated that the Tournament Committee shall operate on a volunteer

basis with a sufficient number of volunteers being appointed to the

Committee as required.

7 - Emergency Services

The Town Centre Sports Complex is located with-in minutes of all

emergency services.

Eagle Ridge Hospital is a modern, state of the art facility, which is located

only 5 minutes from the Town Centre Complex.

Royal Columbian Hospital is a major trauma facility located in the

neighbouring city of New Westminster. Located 20 minutes from the Town

Centre complex this medical centre specializes in orthopaedic and spinal

injuries.

Coquitlam #1 Fire Hall is located adjacent to the Town Centre Park

Complex. It is manned full time with emergency fire and paramedic staff.

First-Aid Sports Med BC is a society whose focus is on identifying,

developing and promoting Best Practices in Sport Health, Sport Safety and

Sport Training. They will be a valuable resource in

the supply of skilled athletic trainers for teams

requiring them as well as providing immediate

injury assessment and treatment as well as general

first-aid duties.

Police The main Coquitlam detachment of the Royal Canadian Mounted

Police is located just opposite the south-west corner of the park. Prior to the

event, the stadium operations team will work with the RCMP to develop a

comprehensive security and emergency access

plan for the park.

8 - Transportation

The transportation plan developed for the 2008 event proved to be very

efficient and will likely be implemented again in a similar manner. Some

teams may choose to provide their own transportation, but for those

choosing to use tournament buses, they will be scheduled in such a manner

to have the teams arriving at the fields with sufficient time for preparation

and warm-ups. A dedicated shuttle will be provided for the officiating crew.

The Tri-city area is serviced by an excellent public transportation system.

Buses and connecting advanced light rapid transit (Skytrain) make travel in

the greater Vancouver easy, economical and efficient. Prior to the event, the

Coquitlam area will be enjoying the new Evergreen extension to the Skytrain

LRT network. This will provide easy access to the airport or downtown

Vancouver and all of its amenities.

9 - Accommodation

The director of accommodations will negotiate a preferred rate for the local

hotels in the Coquitlam area for teams and or supporters that wish to take

advantage of them. We will also be looking to secure college dorm style

accommodation at Simon Fraser University for those teams preferring that

style of residence. Whichever type of accommodation is preferred; the

providers in the area have expertise in dealing with large groups and sports

teams. Scheduled bus transportation for teams will be set-up for travel to and

from the tournament venue from tournament accommodations.

10 - Food Services

The cultural diversity of the area provides for dining experiences of virtually

any ethnic background.

Meal service for the athletes will be available as part of the accommodation

package.

Food services at the tournament venue will offer a varied menu and will be

available during tournament hours. All teams will be provided with post-

game beverages and healthy snacks.

11 - Ancillary Events

Opening ceremonies will include a parade of athletes, assembly and opening

comments by various dignitaries and official guests. Plans will be to include

local First Nation involvement representative of the game’s heritage.

Closing ceremonies will be held on field after the final game with

representation of all teams with their flags. Comments from local and

provincial dignitaries as well as from the FIL and tournament committee will

be part of the program.

Tournament awards including All-stars and Spirit of Lacrosse awards will

also be handed out at as part of the closing ceremonies.

Along with the main event, our plan is to host a

Youth Field Lacrosse Invitational Tournament.

Players in this event will have full access to the

main event which will give the younger players both

a demonstration of play at the highest skill level and

also provide inspiration as to what they too could

achieve in representing their country.

12 - Media and Communication

With the 2008 event a very comprehensive website was set up, providing

both teams and fans with up to date information on the event as well as real

time statistics during game play. This quality website will be carried on and

updated for this event.

For the 2008 games, the directors secured sponsorship from a major market

sports radio station as well as one of the two major newspapers for coverage

of the event. This along with other local media interest during the games

provided great exposure for the event. We will pursue this type of

collaboration again.

Also, on staff will be a dedicated media relations person as we had in 2008.

This person coordinated media accessibility as well as provided the many

press releases through the course of the games.

13 - Sports Facilities

The Coquitlam Town Centre Sports Complex is located in the heart of

development in the City of Coquitlam. It is home to four quality artificial

turf fields, one being the main stadium field and two natural grass fields. All

four turf fields are equipped state of the art lighting to support play into the

evening hours if required.

The stadium is enclosed by secure fencing and provides covered seating for

about 1200 fans. Additional bleacher type seating can easily be moved to the

ends of the field to provide addition seating if demands require it. Both

adjacent turf fields have covered seating for about 200 people at each field

along with covered players benches.

The facility offers full size adult team change rooms as well as a secure

official’s change area. In 2008 we added additional large tents equipped with

tables and chairs to provide us with additional dressing rooms. This will

likely be repeated as necessary.

Fully equipped concession area will be open to serve the needs of fans and

players alike.

The south end of the field features a full size electronic scoreboard. All turf

fields have full field lighting.

The south end of the complex has a very large open area, which is

envisioned, as a tent city of venders and displays.

All four turf fields are equipment with artificial lighting that would allow

games into the evening if required.

Meeting facilities for the various games committees during the course of the

games are available at the Evergreen Cultural Centre a short 5 minute walk

from the stadium. These facilities would also be available for any FIL

business meetings if planned for.

In addition to the outstanding sport facilities available, Coquitlam Town

Centre also has trails through quiet forested areas and lakes providing

anyone with space for a time out. It is also located minutes from major

shopping malls.

15 - Legacy

The legacy left from this event will be two fold.

First of all, our plans are for a lacrosse festival that will have participants,

volunteers and spectator’s alike going away with memories of good friends

and good competition.

Secondly, funding raised by this event will go to the 2008 World Lacrosse

Foundation which was started after the 2008 games. Its sole purpose is to

provide support for the development of our sport in all areas of British

Columbia so that these great opportunities are available to all players,

coaches and officials with the desire to excel.

Dear Mr. Pascas:

As Premier of the Province of British Columbia, I wanted to extend my best wishes to you

and members of the Bid Committee as you prepare the Bid for the 2016 Under 19 Men’s

Facility is completely fenced with main public gate allowing for spectator ticket control. Alternate entrance for players, officials and tournament staff.

Additional enclosed tents will be erected as required and will be equipped with tables and chairs.

Away from the stadium facilities, there are at present 6 other turf fields in close proximity and available for training or practice purposes. They are all with-in a 30 minute bus ride from the accommodations and all are equipped with lighting if required. If the university fields are available adjacent to the residences we would endeavour to gain access to them.

Merchandise area/s: An area at the south end of the facility would be available for vendors.

Scoreboard and clock: Stadium has electronic scoreboard and clock. Official time to be kept at the scorekeepers table with the use of stop watches. Alternate fields will use stop watches and flip boards to display scores

Television coverage will be explored. Our experience in 2008 was that it was not financially feasible, but it will be looked at again. Webcasting proved to be quite successful previously and this is likely to be provided again.

Drugs Testing: Conducted by the Canadian Centre for Ethics in Sport in accordance with FIL bylaws based on the current WADA standards.

Press / Media: As in 2008, we will have a media relations director who will handle press releases as well as coordinate access to various media outlets.

Ticket Sales: (advance and on site) Ticket sales will be handled through a ticketing company such as Ticketmaster. Advanced sales will be available on-line. Walk up sales will also be accommodated at the main gate. Tickets will be available in full event packages as well as by the day.

Overseas Supporters: We will keep an open line of communication to overseas supporters through an information email address on our website and any enquiries will be answered in a timely manner. All tournaments related announcements will be forwarded to the various team bodies for their information and distribution as required.

Social media sites such as Facebook and Twitter will also be extensively used.

Ancillary events: e.g. junior, masters It is anticipated that we will host a Youth Tournament alongside the main event. Likely in the High School and Junior High School age groups.

Other: As in 2008, the off day before the finals, we held a no cost Salmon Barbeque and skills day for all of the players. We plan to do something similar again to provide a enjoyable low key day of bonding for all participants.

9. OTHER ACTIVIITES

Ability to host FIL Men’s Sector / Board Meetings.

The Evergreen Cultural Centre which is part of the Town Centre Complex offers fully equipped meeting rooms which would be well suited for FIL meetings. It is our proposed location for committee meetings such as awards committee, coaches meeting and so forth.

10. SHORT AND LONG TERM DEVELOPMENT POTENTIAL

a) What benefits do you envisage your country will derive from hosting a World Championship? Lacrosse, and in particular the Field Lacrosse discipline is growing in popularity year after year. We see this event as another tool to demonstrate this great game. With exposure through local print and electronic media we will hope to generate an interest in the game from people who would not have previously known of it. Providing references to the Canadian Lacrosse Association and the British Columbia Lacrosse Association as sources of information regarding participation we think will help to generate interest and growth from outside of the mainstream Lacrosse community. ...........................................................................................................................................................................................................................

b) How will hosting this World Championship support the FIL Development Committee in furthering its aims of introducing lacrosse in

new countries whilst continuing to strengthen it in existing locations?

Our group staged this event in 2008, and by all reports it was a great success both in showcasing the game and financially. On the latter note, we were able to provide the FIL will a substantial revenue share. We envision the same thing again for this event. Some or all of these funds to the FIL could be used to finance development strategies in developing areas. Further, the staging of a successful championship event such as this and reports of it spreading through various media and social media outlets will help to spark interest in developing areas. In today’s age, spreading information to a worldwide audience is as simple as a keystroke on a computer and we foresee interest and a following of this event coming from a worldwide audience. ...................................... ...........................................................................................................................................................................................................................

12. CONDITIONS All Bids must comply with the Championship Rules as prepared by the FIL Men’s Competitions Committee and which are associated with the FIL Bylaws, noting that these are subject to change. Any difficulties of specific compliance should be raised as early as possible to allow this to be considered by the FIL. It is the intent that for any World Championship, countries participating are generally known and confirmed two years ahead of the scheduled date of the event. Full confirmation of participating countries will not be known until the Entry Fee has been paid in full to the FIL by the due date (31st December of the year preceding the event). Changes outside of the direct control of the FIL may occur in this period (a country may withdraw from the event or there could be additional entrants within the overall maximum number) and this would be a matter of discussion between the Organising Committee and the FIL. The game schedule within a specific World Championship is the prerogative of the FIL to set and would be discussed with the Organiser to take into consideration any specific points.
