8. Acknowledge receipt of incoming correspondence.

-Ms. Douglas announced that a handout was included in everyone’s packet for a free upcoming Snow and Ice Control Techniques training.

9. Discussion and acceptance of the Treasurer’s Report. -Scott Hilton reported that no funds have been received yet this month. The previous balance was $124,433.30 and the current balance is $114,458.30, so there is not enough money available to fund a materials request. -Payments since last meeting:

11/4/2016 Ck 10288 Guy Engineering – Program Management $9,975.00 - Rick Stewart made a motion to approve the Treasurer’s Report as presented; Tom Sanders seconded. Roll call vote:

-Motion carried. 10. Reports from the following with discussion:

a. Congressional Representatives -Debbie Dooley from Congressman Mullin’s office congratulated everyone who won their races. Curtis Barnes asked Ms. Dooley to please thank Congressman Mullin for speaking at the ACCO Conference.

b. Tribal Representatives -None were present.

c. COG Representatives -Debbie McGlasson with Grand Gateway RPTO mentioned that they hope to start applying for FASTLANE federal funding opportunities, which offer 10% of the $850 million total for rural projects. Also, ODOT has been given 12 months to work on a statewide freight plan, so if anyone knows of any bottleneck issues, Ms. McGlasson asked that counties send that information to her. -Rick Stewart asked if more work could be done to make the boundaries of the Grand Gateway RPTO mirror CED #1. Russell Earls asked that the topic be added to the December meeting agenda.

- Local Government -No issues were presented.

- Division 8 -No issues were presented.

e. OCCEDB -No representatives were present.

f. ACCO / SIG-SIF / Legislative -No information was discussed.

g. County Advisory Board (CAB) -Ryan Ball reported that Betty Freeman is working on compiling the CAB purchases. He also reminded everyone that the funds have a one-time 3% interest, and then no more interest is due. Delaware County was approved in the first round of buys to purchase a vibrating roller. It was noted that at the ACCO District #1 meeting Ryan Ball was elected to be the District #1 representative for the CAB.

11. Discussion and possible action to approve projects and funding on the following

programs: a. Emergency Transportation Revolving (ETR) Fund

-Delaware County District #3 requested a $150,000 ETR to help pay for funds acquisition of right-of-way JP#29896 and JP#29897. Ms. Douglas reported that Tulsa County is anticipating paying back $85,000 soon, so CED #1 will then have enough funds to pay for the Delaware request. Ms. Douglas also mentioned that the ETR has not been approved by the Delaware County Board of County Commissioners yet. Tom Sanders made a motion to approve the Delaware County District #3 request for $150,000 pending approval of the Delaware County Board of County Commissioners; Rick Stewart seconded. Roll call vote:

-Motion carried. b. Surface Transportation Program (STP)

-Ms. Douglas reported that there were no changes to the STP program. c. Material Request Program (MRP)

-Ms. Douglas reported that there is not enough money available to pay a Materials Request at this time.

d. Used Beam Program -Ms. Douglas reported that there have been no new used beam requests. There are currently 244 beams available plus Tulsa County is expecting several more soon.

e. Combined STP(BR) and CIRB Plan -Ms. Douglas reported that the projects that were not eligible for federal funds

were taken off the list of projects. Updates were also provided for projects on the list.

f. 2017 STP(BR) Project Status -Ms. Douglas reported that the Transportation Commission approved the CIRB 5 year plan during the November meeting. The final information has not been received by CED #1 so the information can be updated. That should be completed in the next two weeks, and then each county should receive their updated 8 year plan for approval at their Board of County Commissioners meeting.

12. Discussion on nomination for CED #1 Secretary/Treasurer Position.

-Rick Stewart nominated Mitch Antle to fill the position of Secretary/Treasurer. Ms. Douglas explained that according to the by-laws the position does not have to be filled until one month following the vacancy. She also reminded everyone that the position must be filled by a board member. Ms. Douglas also mentioned that the board has the option of taking nominations between the November and December meeting, or waiting until the January meeting to accept nominations. After discussion, the board decided they wanted to accept nominations between the November and December meeting and to possibly vote on the position at the December meeting. Anyone with a nomination is asked to send that information to Scott Hilton or Megan Douglas.

13. Review calendar of events. -The December 15th meeting will be held at the Ottawa County Courthouse Annex. The October 2017 proposed meeting date was moved due to a conflict with the ACCO Fall Conference.

14. New Business -Ms. Douglas reported that the Flashpoint discussion from the ACCO Conference is now

available on-line for anyone who might have missed it.

15. Adjourn -Dan Delozier made a motion to adjourn the meeting; Lowell Walker seconded. Roll call vote:

-Motion carried.
