To begin to understand the site, an aerial survey was conducted. Once completed, the survey was reviewed and the site layout and its elements were anlayzed. The map above shows the limits of Chandler Park in red and contour lines in tan overlaid on the aerial image. Each contour line represents a speci� c elevation with the space between indicating slope. As the space between contour lines increase, the slope becomes more gentle.

The topography within Chandler Park is extremely diverse, providing countless opportunities for both active and passive play. The site is located on top of a large hill with impressive limestone bluffs overlooking the Arkansas River. The bluffs line the perimeter of the park, creating several large open spaces where most of the developed park exists. The bluffs along the north end of the park split to create a lower level with access from the east.

After completing the site inventory and analysis, relationship diagrams were created to study and present to the county. Although similar, each diagram focused on different objectives to organize park elements and activities. Using information from the Tulsa County Parks Department, a public review meeting and a survey of the local community, a master plan was developed by combining different elements from each diagram. The master plan uses the main road alignment from concept A while introducing a secondary loop similar to C. On the hill, the master plan uses the area layout from concept B with the exception the lower area access remaining in place. The lower area is programed similar to concept C with camping, however, much more room was needed to accommodate car-side camping along with large group camping.

Perfectly nestled between Sand Springs and Berryhill, Chandler Park sits on top of beautiful bluffs in an area known as the “Lost City” overlooking the Arkansas River. Visitors enjoy a wide variety of activities across 192 acres of parkland and inside the busy community center. Aging facilities and years of deferred maintenance have caused areas of the park to become closed and have raised the need for a comprehensive plan to restore the park. With Tulsa County Parks Department’s continuing mission to improve the quality of life within our community, Howell & Vancuren was commissioned to analyze and develop a master plan for Chandler Park.

OBSERVATIONS AND ANALYSISThrough site observations, an inventory and analysis was prepared for the park and its elements including vehicular and pedestrian circulation, existing structures, land use and access, views, utilities, etc. The master plan for Chandler Park utilizes information gathered from the site analysis as well as input from the Tulsa County Parks Department and local community through both meetings and an online survey. Continuing with their mission, the goal of the master plan is to enhance each visitors experience by simplifying both the vehicular and pedestrian circulation, locate common use areas and activities together to create a more cohesive park, and update existing park elements with repairs or replacement.

ENTRY SEQUENCEThe existing entrance to Chandler Park off West 21st Place will be preserved along with the iconic white rock sign on the hillside. New Tulsa County standard signage is proposed near the entrance that will contain both the name of the park as well as directions to park destinations. A terraced display garden is also proposed along the steep slopes at the park’s entrance to attract visitors and help beautify the park. The display garden would be maintain largely by the park staff with the assistance from volunteers.

THE HILL VEHICULAR CIRCULATIONWith simplifying vehicular circulation as one of the primary objectives of the master plan, unnecessary pull-offs and spurs were eliminated. The existing main road alignment was reused where possible to create a new, wider road that gently curves through the site to encourage a slower rate of speed. A narrower secondary loop road is introduced south of the main road, connecting visitors with the natural side of Chandler Park. Parking will be consolidated to formal lots separated from the main road with shade trees and safety lighting. Where possible, bioswales are included in the parking lot islands to reduce storm water runoff and soften the overbearing appearance of pavement. Timber railing and boulders are proposed as vehicular barriers in key areas to keep visitors on the designated roadways. In an attempt to preserve as much of the existing landscape as possible, road alterations and parking lots were placed in strategic locations to minimize both grading and tree clearing.

PEDESTRIAN CIRCULATIONThe master plan addresses the lack of a de� ned pedestrian circulation system by providing a network of sidewalks and trails throughout the park. The walks and trails will connect the different areas of the park as well as be separate from the roadway to increase public safety. With the addition of these walks, the emphasis will shift from the previous vehicular orientation to a new pedestrian based park.

ENTRY GATEA new entry gate with an integral sign is envisioned at the top of the hill in place of the existing swing gate. This new gateway will embody both the character and history of the park by utilizing both stone and metal to create a sequence of three archways with the � rst possessing the park name and dual Tulsa County logos. To further enhance the park’s entry sequence as well as clear views of downtown Tulsa, portions of overhead power lines would need to be buried.

ENTRY PICNIC AREANear the park entrance, the existing “Greek” pavilion on the north side of the roadway is

recommended for removal. The removal of this structure will open one of the best viewing vantage points in the park. A large, accessible observation deck overhanging the bluffs is envisioned in this area. This deck will have unmatched panoramic views of both Sand Springs and downtown Tulsa. The main road in this area will be rerouted slightly south, winding though the inviting post oak grove to allow space for parking while maintaining a landscape buffer between it and the observation deck. In anticipation of large groups of visitors, three smaller parking lots were placed along the main road. These parking lots on the master plan are shown in an alternating fashion, rather than one large lot, to preserve the naturesque experience. Proposed walks will connect the parking lots through the trees with new picnic shelters scattered alongside.

SOUTH NATURE AREAAlthough currently under utilized, this area contains great potential for both hiking and biking trails. Narrow dirt trails will carefully follow the rugged terrain between trees providing access to hidden stone bluffs and nature areas not yet explored. Parking will be provided along the secondary roadway to encourage use and prevent undesired traf� c through the landscape. Adjacent to a proposed parking lot, the new Woodland Picnic Pavilion provides a unique experience and adequate space for large gatherings overlooking the forests within Chandler Park. Another potential amenity in the south nature area is primitive camping. Located along a separate trail loop, sixteen primitive camping sites would offer little but a pad for a tent and overnight access to the peaceful forest.

PLAY COURT ZONE North of the existing telecommunications mast, the proposed play court zone will replace the current swimming pool facility. The play court zone will contain four half court basketball courts, three sand volleyball courts and one large multi-use court with perimeter fencing and lights. Picnic shelters scattered throughout this area will provide visitors a place to rest

and relax between matches. To accommodate the anticipated high public use, parking and restrooms were added in this area along with a picnic pavilion. The existing stone overlook dedicated in 1981 to Claude W. Chandler will remain with improvements. The lower set of stairs leading from the overlook to lower level will be removed.

MAIN PICNIC AREAThis area nearest to the “Lost City” bluffs is reused as a large picnic garden. With the unnecessary vehicular pull-offs and spurs being eliminated, a new formal parking lot is placed adjacent to the main road. The placement of the parking lot connects the existing smaller areas to create one large picnic area. Sidewalks are introduced to connect the play court zone to the community center. The aging Pavilion One will be rebuilt larger, using a standard steel structure with stone column additions as well as a standing seam metal roof. Within the pavilion, a grand � replace will be located at one end with an outdoor � re pit and seating at the opposite end; increasing the space’s versatility and use. The existing playground will be relocated south to a new expanded playground, allowing additional picnic shelters and planting to be added. Located at the far west end of the main picnic area, the Events Pavilion is envisioned surrounded by an ornamental garden. Designed to match existing structures, this pavilion would be built from similar materials. Stone columns would � ank a large open air � oor facing east towards the center of the picnic area. Instead of picnic tables, the � oor will remain clear to accommodate a wide variety of special events including weddings. Restrooms and a large storage room divided by a wide walkway would be included at the west end of the structure to screen most of the parking lot. The storage room could also double as staging or preparation space.

OPEN PLAY FIELDSBy removing Coulson Field along with a section of road, the park’s open lawn space more than doubles in size. This new � eld provides room for at least seven youth baseball backstops, multiple football � elds, and space for special events including Scotfest, the WEGO Oklahoma tour, festivals and concerts. Although no dedicated parking, visitors will have access

to four large parking lots containing over 500 spaces within a short walk distance. The master plan also features a unique new band shell and stage. Similar to the park’s entry feature, this band shell will blend history with new construction techniques using both stone and metal. The architecture would mimic Pavilion One with its large stone columns and gabled roof.

DOG PARKFor the animal lovers, a two acre dog park is proposed between the open play � elds and telecommunications mast. Taking advantage of the existing landscape, the dog park provides both forested and open lawn areas for different levels of play and agility. The park will be separated into three fenced zones for safety between large and small dogs as well as a regrowth area. A small parking lot is provided along the secondary loop road with additional parking across the street at the Disc Golf Zone.

BUILDING COREAlready home to the Chandler Park Community Center, the master plan incorporates the future “Tarbel Tree for All” garden with several new walks connecting the core to the rest of the park. The existing picnic pavilion would remain in place with modi� cations to include stone columns and a standing seam metal roof to match the newly constructed Pavilion One. The community center’s parking lot will be expanded to accommodate the existing picnic pavilion as well as the special events pavilion in the main picnic area. An integrated bioswale is used to feed a raingarden adjacent to the Tarbel garden to aid in the reduction of storm water runoff. Buffer plantings are proposed to increase privacy for the picnic pavilions and hide the large parking lot. These plantings would be a mixture of native and semi-native plants that are adapted to the Oklahoma climate and would require the least amount of maintenance.

THE FUN ZONELocated south of the play � elds, the Fun Zone consists of a playground, a large splash park, two picnic pavilions and the

Lost City Clubhouse. With input from the Tulsa County Parks Department, consolidation of the two existing playgrounds was proposed to provide a uni� ed area with play opportunities for children of different ages. The playground gracefully works around the recently built pavilion with additional covered space for caregivers. Each area of the playground will contain age appropriate elements themed around nature and the “Lost City”. Adjacent to the picnic pavilions, the Lost City Clubhouse will have restrooms, showers, changing rooms, vending machines, and a covered space overlooking the playgrounds and splash park. Each structure will be built with materials used elsewhere on site to complement and match the other structures. The splash park on the east side of the Fun Zone will contain elaborate interactive water features that will capture the imagination and attention of children of all ages. Unlike others in the area, the splash park proposed will be much larger to provide more opportunities for play. To ensure a splash park would not only be successful but cost effective, Howell & Vancuren worked with Aquatic Design & Engineering (ADE) out of Dallas, Texas. Research was conducted to determine what infrastructure and equipment was needed to create a successful splash park. ADE also investigated how water could be recirculated or used elsewhere on site. Based on ADE’s report, it was determined that a recirculating system was most appropriate for this splash park.

DISC GOLF ZONERecognizing its growing popularity, the two disc golf courses were largely preserved with expansions to the north below the telecommunications mast. Vehicular circulation within the course will be restricted for pedestrian safety and to allow the creation of more complex holes. A large parking lot will be provided along with the Woodland Clubhouse containing restrooms, vending machines, and covered space located between the two courses. Picnic shelters would be scattered along a perimeter trail that loops back to the clubhouse.

SOUTH PICNIC AREAAlready being used as a picnic destination with a recently built pavilion, this area will be expanded upon with additional picnic tables.

Similar to the other existing pavilions, stone columns and a metal roof will be added to match. Plantings and sidewalks complete this garden-like area, with trails linking it to the Fun Zone, Disc Golf Zone, and Watts Field.

PARK MAINTENANCE AREARelocated from the middle of the park beneath the telecommunications mast, the proposed maintenance area is moved between the Building Core and Watts Complex. Planting would screen the maintenance area which includes a large storage building and heavy equipment garage. This proposed location will have direct access to the parks high use areas as well as the existing lagoons. The service yard will be fenced off by a 10 foot high decorative concrete fence to increase security as well as screen the yard itself.

WATTS BASEBALL COMPLEXAlready in high demand for youth baseball games, no major changes were purposed other than general improvements such as new lighting and fencing. The existing parking lot is redesigned to provide additional spaces. A new drop-off zone is also included along with formalized drive aisles and striped stalls, resulting in a capacity of approximately 200 spaces.

SECONDARY ENTRYProviding dual entrance points into Chandler Park was explored in the master plan. Once opened, this access point on West 26th Street will be pivotal in reestablishing daily traf� c � ow and easing congestion after special events. Increased daily traf� c will also provide additional security within the park and discourage vandalism and theft. In addition, this access point would be safer than the current, steeper entrance during dangerous wintery conditions. To control access, gates similar to the main entrance without the archway would be used to close the park as needed.

THE LOST LEVEL COMMON AREACurrently closed to the public, the east portion of the Lost Level will be renovated

with a picnic garden accompanied by new restroom and shower facilities. Past the restrooms lies an open lawn with a new picnic pavilion that can be reserved for group camping and special events. Separating the pubic area from the car-side camping area, the proposed forest lookout tower stretches high above the trees. In addition to a private lookout post at the top of the tower, a pubic observation level is proposed along with a sky bridge from the observation deck above. With not only panoramic views outward, visitors will have beautiful views into Chandler Park as well.

CAR-SIDE CAMPINGThe proposition of car-side camping was made by the public and quickly gained support from the Tulsa County Parks Department. Based on a group reservation system, dedicated camping sites will be a great amenity to Chandler Park. Twenty–two car-side camping sites would be complete with parking, tent pad, picnic table, grill, � re pit and utilities including power and water. Campers will have close access to not only the park but downtown Tulsa. Five spaces dedicated for RV parking will be included adjacent to the restroom and shower facilities. Located at far end of the campground, another picnic area is provided with several picnic shelters and parking for visitors.
