Elite rounds UEFA European Women’s Under-17 and Women’s Under-19 Championships,

2015/16

QUALIFIED TEAMS

The following teams have qualified for the elite round: • Seeded teams: Germany and France (WU17) / England and Spain (WU19)

• The 11 group winners and the 11 runners-up from the qualifying round:

COEFFICIENT RANKING LIST

In order to divide the 24 teams into 4 pots , the 24 qualified teams have been ranked, taking into account the results of the qualifying round, i.e. win = 3 points, draw = 1 point, defeat = 0 points (see enclosed coefficient ranking lists).

Associations with the same coefficient have been separated using the following criteria:

1. better goal difference; 2. higher number of goals scored; 3. lower number of disciplinary points based only on yellow and red cards received (red card =

3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points); 4. coefficients used for the 2015/16 qualifying round; 5. drawing of lots.

DISTRIBUTION OF TEAMS

The 24 teams have been split into 4 pots as follows:

Pot A Teams ranked in positions 1 to 6 6 green balls

Pot B Teams ranked in positions 7 to 12 6 blue balls

Pot C Teams ranked in positions 13 to 18 6 yellow balls

Pot D Teams ranked in positions 19 to 24 6 red balls

DRAW PROCEDURE

The 24 associations will be drawn into 6 groups of 4 teams according to the following procedure:

First draw phase The teams in Pot D will be drawn one after the other into fourth position in Groups 1 to 6 (in numerical order).

Second draw phase The teams in Pot C will be drawn one after the other into third position in one of the six groups.

Third draw phase The teams in Pot B will be drawn one after the other into second position in one of the six groups.

Fourth draw phase The teams in Pot A will be drawn one after the other into first position in one of the six groups.

For pots A, B and C, the teams will be allocated to a group in such a way as to ensure that no team will meet a team that it has already played in the qualifying round. On the basis of previous decisions taken by the UEFA Executive Committee and the UEFA Emergency Panel, Russia and Ukraine cannot be drawn into the same group. If a team is drawn against a team that it cannot play according to these criteria, the team drawn will be moved to the next available group, in numerical order, and will go in the same ranking position. If a clash is still possible in the last two or three groups then no draw will be made and the team in question will be allocated to the group that does not cause a clash.

DATES AND HOST

Elite round matches must be played :

• WU17: by the end of March 2016

• WU19: from 5 to 10 April 2016

The four teams in each group must decide on the dates (WU17) and host immediately after the draw. For this purpose, a meeting area will be made available where the groups can meet and discuss this matter.

QUALIFICATION FOR THE FINAL TOURNAMENT

The six group winners and the best runner-up will qualify for the final tournaments, which will take place as follows: To determine the best runner-up from the elite round, only the matches that the runners-up played against the winner and the third-placed team in their group are taken into account, and the following criteria are applied in the order given:

a) higher number of points; b) superior goal difference; c) higher number of goals scored; d) lower number of disciplinary points based only on yellow and red cards received (red card

= 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points); e) drawing of lots.
