A METRA commuter rail train crashed into a school bus waiting for a traffic signal in Fox River Grove, Illinois on Wednesday morning, October 25, 1995, resulting in 7 fatalities and 10 serious injuries. The crash marked an emphasis on grade crossing and traffic signal interconnection and other issues. This session will focus on what happened that morning and what it has meant for grade crossing safety since.

Every two years, a committee of industry professionals selects an individual to present with its highest honor: the Hoy A. Richards* Career Achievement Award. The award will be presented during the dinner/awards ceremony at the National Highway-Rail Grade Crossing Safety Training Conference.
The award recognizes a career of exemplary achievement in improving the safety of rail grade crossings. Nominees should have notable, tangible results or have participated in technology programs or processes for improving grade crossing safety (i.e., technologies that have been implemented in industry, published works, committee service, etc.); have experience in fostering and enhancing relationships within industry and regulatory agencies; and mentored others in grade crossing safety.
*Hoy A. Richards was a Texas Transportation Institute senior research scientist and leader in the highway-rail grade crossing area for more than 40 years. His enthusiasm and persistence for promoting safety at highway-rail grade crossings were instrumental in the formation of the Railroad Highway Grade Crossing Committee at the Transportation Research Board and the ITS User Service 30 for Highway-Railroad Intersections.

On January 6, 2015, FRA published the final rule: National Highway Rail Crossing Inventory Reporting Requirements (49 CFR 234 Subpart F). The rule requires railroads to submit information to the Crossing Inventory for previously unreported highway-rail and pathway crossings and newly established crossings. This workshop will discuss new obligations and requirements associated with the revised rule, and offer participants a chance to exchange success stories in bridging between improved state and railroad inventory systems and the national inventory.

Issues associated with signal communication, interconnection and signal preemption are some of the highest-consequence crossing problems that pose the greatest complications for government and railroad safety professionals. July 29, 2015, FHWA and FRA issued interim guidance for states to consider in developing State Action Plans for grade crossing safety. FHWA and FRA are developing a model grade crossing Action Plan in response to a recommendation from the National Transportation Safety Board. This session will discuss lessons learned from the 10 states required by the 2008 content and the process for states to adopt their own plan or update a previous plan.
