20 / Akfel Holding / 2015 Corporate Profile / Commodities
Natural gas consumption in Turkey has been increasing rapidly since the beginning of this millennium. The rise has been driven especially by grid penetration and increasing number of CCGTs.
With one exception–2009 when the effects of the global economic crisis were the most seriously felt–natural gas consumption in Turkey has risen in every year since 2000. Although the pace has slackened off a bit in
more recent years, the year-on-year rate of increase is still faster than both EU and world averages.
In December 2014, Turkey crossed the 5 billion m3/month threshold for the first time by importing 5.004 billion m3 of natural gas.
According to Energy Market Regulatory Authority of Turkey (EMRA) projections, Turkey’s natural gas consumption in 2015 is expected to be 50.8 billion m3.
Outlook: Turkey needs increasingly more natural gas.

The TANAP project’s first gas will flow in 2018.Work on the Trans-Anatolian Natural Gas Pipeline (TANAP) project, which is regarded as one of the most important undertakings that will strengthen Turkey’s role both as a regional energy hub and a natural gas corridor in the global energy industry, began in March 2014.
With the completion of the Southern Gas Corridor, which is one of four major pipelines and to which TANAP is central, natural gas extracted from the Shah Deniz 2 gas field in Azerbaijan will traverse Georgia and reach Turkey. Having thereafter crossed twenty-one of the country’s provinces and 1,850 kilometers, TANAP will then connect with the Trans Adriatic Pipeline (TAP), which will take the gas on to Europe.
Turkish Stream is designed to carry 63 billion m3 of natural gas a year.Work on Turkish Stream, the so far unofficial name of a pipeline that will carry Russian natural gas to Europe through Turkey, will be completed in 2020.
Intended to replace the South Stream project that was canceled in December 2014, Turkish Stream will transport Russian natural gas to Europe through Turkey instead. This project will make an equally important contribution to Turkey’s standing as an international energy corridor.
Planned for completion in 2020, Turkish Stream is designed to carry 63 billion m3 of natural gas a year. The pipeline’s total length will be 910 kilometers, of which 660 kilometers will be offshore and 250 kilometers in Turkey.
AKFEL has been supportive for all kind of infrastructure activities which will increase supply security of Turkey and eventually pump the liquidity in gas trade in Turkey and South Eastern Europe.

POWER
25/ Akfel Holding / 2015 Corporate Profile / Commodities
Akfel is focused on increasing its capacity of renewable energy investments and electricity trading.
26 / Akfel Holding / 2015 Corporate Profile / Commodities
Akfel is actively involved in Turkey’s power market. The Company’s undertakings in this business line focus primarily on increasing the capacity of renewable energy investments and electricity trading.
A fully owned Akfel company-Turen Energy–entered the renewable energy market as an investor in 2009. Today, Turen Energy contributes to the national economy by generating energy with a hydroelectric power plant portfolio. The Company focused on diversifying its investment portfolio especially with solar energy and other renewables. Another renewable energy business line on which Akfel is concentrating is that of solar power, whose legal framework in Turkey is recently developed among other energy sources.
Merk Solar, one of the pioneers of Turkey’s solar power industry, develops turnkey projects whose aim is to transform Turkey’s solar power potential into economic benefit. Having several track records, Merk Solar will enlarge its EPC portfolio with ongoing projects.
Merk Solar built and commissioned the first solar power plant in Turkey which was authorized to issue invoices without a generation license. Merk Solar is also one of the first players of the sector to venture abroad by taking part in international projects.
Akfel Power, which began import, export, wholesale trading and sales to end users in 2010, concentrates on supplying its customers and business partners with superior-quality and competitive services. The Company holds a 20-year power supply license under which it sells electricity to any type of eligible consumers like industrial or commercial subscribers and households.
Akfel Power supplies its customers with price-efficient tariffs. The Company originates energy from Akfel Holding’s renewable energy generation portfolio, from long-term bilateral contracts with partners based in Turkey and via cross-border trades at Bulgaria, Greece and Georgia borders.
Akfel Power is one of the first companies to engage in the cross-border electricity trade between Turkey and European countries that began in 2011. Akfel Power exported electricity to Bulgaria in June 2011 as its first cross-border delivery. The Company has been importing electrical power from Greece and Bulgaria since 2011. Akfel Power is one of the first in Turkey to begin importing power from Georgia with a long-term agreement after the commissioning of a transmission line between the two countries in 2014. As a result of such developments, Akfel Power is advancing steadily towards becoming a potent regional player.
Akfel Power is advancing steadily towards becoming a potent regional player by leveraging Turkey’s energy hub position between Europe and Asia.
POWER
27/ Akfel Holding / 2015 Corporate Profile / Commodities
Akfel Power is one of the pioneer cross-border trading companies over the ENTSO-E inter-connection with its European counterparties since June 2011. Furthermore, commercial cross-border trades between Georgia and Turkey via the Borçka-Akhaltsikhe transmission line started in 2014. Since then, Akfel Power has taken its place as one of the first importers from Georgia.
28 / Akfel Holding / 2015 Corporate Profile / Commodities
Combining Akfel’s energy market knowledge and experience with its own competencies, Akfel Power further boosted its competitive strength by becoming a party to Turkey’s longest-term gas/electricity swap agreement in 2013. Under this agreement, the natural gas that Akfel imports is converted into electricity in high-efficiency power plants and supplied to Akfel Power customers.
Akfel Power takes an effective risk management approach in order to manage its eligible-consumer portfolio and energy supply alternatives in the context of Turkey’s dynamically changing market conditions. Having steadily grown that portfolio over the years, the company enjoys a reputation as a trusted supplier in every province. Akfel Power today generates high added value for the national economy by supplying electricity to large numbers of subscribers in 81 cities at sustainably competitive rates.
Having supported the growth and development of the over-the-counter electricity trades in Turkey, Akfel Power is one of the most active players in the market. The Company has made it possible for consumers to obtain the most economically-priced power by helping to increase that market’s depth.
As one of the founding shareholders in EPİAŞ (Energy Exchange Market), whose incorporation was completed in March 2015. Akfel Power will continue to support the development of energy markets in Turkey.
Employing a staff of professionals with extensive knowledge and experience of electricity market regulations, Akfel Power provides a wide range of commercial and operational solutions while also tailoring terms precisely according to customers’ profiles. Akfel Power benefits from the store of knowledge and experience that has accumulated within Akfel in the course of many years of operations in the international arena.
As one of the founding shareholders in EPİAŞ, Akfel Power will continue to support the development of energy markets in Turkey.
29/ Akfel Holding / 2015 Corporate Profile / Commodities
Set up and licensed by the Turkish Energy Market Regulatory Authority (EMRA) to manage organized wholesale electricity markets pursuant to the Electricity Market Act (Law No. 6446), the incorporation of EPİAŞ has been finalized in March 2015.
EPİAŞ’s importance lies in its potential to increase the attractiveness of energy investments in Turkey through a market-liberalization approach that seeks to deal with the growing need for energy in a country that has also set its sights on becoming a regional energy hub.
EPİAŞ will bring additional benefits such as fostering conditions favorable to supply-side security in energy markets, increasing market liquidity and transparency, and allowing market participants to manage their risks more effectively and to optimize their portfolios. By creating an energy market structure that can be trusted, these factors will make it possible for Turkey to become an energy trading center. EPİAŞ will also provide for a more consumer-friendly energy price discovery mechanism.
Shareholder structureEPİAŞ’s shares are divided into three groups: 30% are Group A shares that belong to TEİAŞ (Turkish Electricity Transmission Inc); 30% are Group B shares that are owned by Borsa İstanbul; 40% are Group C shares that are apportioned among various private-sector firms. In addition to its Group B shares, Borsa İstanbul also controls a 4.161% block of Group C shares.
Object and ScopeEPİAŞ will be an energy exchange market for electricity market in the beginning, but it will cover natural gas and oil markets in the future. The Company will make Turkey closer to its energy targets of the year 2023.

The growth and development of the industrial concerns that serve the natural gas industry parallels that of the industry itself. The earliest natural gas industry activities in Turkey, which is to say those before the adopting of the Natural Gas Markets Act (Law 4646) in 2001, took place in İstanbul, Ankara, İzmit, Bursa, and Eskişehir and were confined almost exclusively to those cities’ distribution zones. Our own natural gas industrial operations as Akfel Industries companies at the outset therefore consisted of supplying and installing products for companies operating in the first distribution centers and of integrating their systems.
With the groundwork for natural gas distribution services having been laid by Law 4646, in 2003 the Energy Market Regulatory Authority (EMRA) began auctioning off natural gas distribution concession contracts in order to support the spread of natural gas service provision. By the early months of 2014 the auctioning process had largely run its course.
As a result of such auctions, natural gas distribution services have been brought to nearly every significantly-sized center of population and license territory in Turkey. An essential stipulation of all of these contracts was that natural gas infrastructure investments had to be completed throughout the concession territory within five years’ time. That requirement greatly accelerated investment everywhere in the country and gave birth to a serious need for technical product procurement and engineering services. In order to respond to needs as this process unfolded, Akfel Industries developed itself in the areas of city distribution, industrial and commercial utilization, by providing manufacturing, engineering, consultancy services, and system integration and thereby became one of the sector’s leading actors.
As the initial five-year investment phases drew to a close and the need for a more precisely-defined tariff methodology became apparent beginning in 2012, a new round of investment activity got under way in the natural gas distribution sector.
By 2014, this process was nourishing a demand for a higher level of engineering services such as those required by natural gas-fired combined-cycle power plants for example. Akfel Industries companies have been playing a primary role in designing and building the natural gas infrastructure for such plants. In 2014 alone, our companies were responsible for the natural gas infrastructure of five such plants whose aggregate installed capacity amounted to 1,450 MW.
Akfel Industries provide manufacturing, engineering, construction and project management activities in energy market since 1995, specialized in providing EPC services, consultancy&supervision and manufacturing activities for oil&gas, as well as power industries.
