The California Stormwater Quality Association (CASQA) returns to the popular destination

of Monterey, California for its 11th Conference, to be held from October 19 - 21, 2015 at the

Hyatt Regency. The theme this year is “Stormwater—Are We Making a Difference?,” which

questions the link between stormwater programs and environmental outcomes and reflects

the spatial and temporal complexity of stormwater improvement in urban areas and the

need for innovative approaches.

The Conference continues to grow with almost 700 stormwater professionals in attendance

in 2014 and similar numbers expected for 2015. After the success of the inaugural poster

session, the Conference will again feature poster displays. Requests for poster submittals

will follow the same general procedures as for presentations.

CASQA is the largest professional association dedicated to stormwater quality issues.

For over a quarter century, CASQA has assisted municipalities, special districts, businesses,

the state of California, and the United States Environmental Protection Agency in develop-

ing and implementing effective stormwater quality management programs in response to

municipal, industrial, and construction NPDES stormwater permit requirements.

Stormwater —Are We Making a Difference? 2015 CASQA Conference

“Stormwater—Are we Making a Difference?” is this year’s conference theme and the program will feature a full day of in-depth workshops (October 19) and two full days of concurrent session presentations (October 20 and 21). Each of the major tracks for the concurrent session presentations is outlined below:

Behavior Change – This track will focus on showcasing projects and tactics that have shown numeric results including case studies on targeting TMDL pollutants, new tools and tactics to strengthen outreach, and outreach in a world of numeric objectives.

Construction Stormwater Management – This track will focus will on assessing progress after five years of the California Construction General Permit including highlighting case studies of unique and difficult projects, reviewing compliance strategies, and addressing the growing role of technology among other issues.

Effectiveness Assessment – This track will focus on strategies to assess the effectiveness of stormwater programs including the development and implementation of program effective-ness assessment plans, management questions and metrics that have been utilized, data collection needs and gaps, assessment methods, assessment results, and program modifi-cations based on the assessments.

GIS Management: New Technology, New Ideas – This track will focus on unique GIS tools, data collection and evaluation, pollutant source tracking, emerging pollutants, new technolo-gies, new monitoring and assessment tools, stormwater impacts, and economic assessments.

Industrial Stormwater Management – This track will focus on stormwater management and permitting for industrial activities, including permit applicability assessments, cases studies/ lessons learned, pollutant source assessments, compliance strategies, and advanced BMPs to comply with California’s more stringent Industrial General Permit that goes into effect July 1.

Looking Ahead From a Legal Perspective – This track will look at potential legal hurdles in developing watershed management programs within the MS4 permit structure, determining when BMPs are justified in implementing TMDL Waste Load Allocations, and the impact of the USEPA’s definition of “Waters of the U.S.” on California.

Managing Stormwater at a Regional Scale – This track will focus on highlighting key trends in regional stormwater efforts, particularly those providing multiple water resources benefits.

Meeting ASBS Requirements – Implementation Case Studies – This track will focus on case studies, including monitoring data, compliance planning, BMP implementation, and funding, on the implementation of the Ocean Plan requirements for the California’s 34 Areas of Special Biological Significance.

Municipal General Permit for Traditional and Non-Traditional Phase IIs – This track will address specific requirements for Year 3 of the California NPDES Municipal General Permit for Phase IIs, including post construction requirements, illicit discharge detection and elimination, and municipal operations.

Municipal Permits: Navigating Requirements and Overcoming Obstacles – This track will highlight how communities are making their way through the regulatory obstacle course, over-coming hurdles, and making a difference in stormwater quality. The focus will be on programs that veer away from “the way it’s always been done,” motivate the public, and traverse internal bureaucracies and jurisdictional boundaries.

Stormwater Treatment – This track will focus on unique stormwater treatment operations and processes, including case studies and analysis of designs for Low Impact Development (LID), biofiltration/bioretention, green infrastructure, green streets, hydromodification, and stormwater harvesting and reuse applications.

Sustainability for Stormwater Resources – This track will cover development of innovative stormwater technologies to grow our water reuse supplies and linkages to broader sustain-ability initiatives at the regional, municipal and project levels.

The Science and Policy of TMDLs – This track focuses on the development, planning and implementation of TMDLs and also covers new approaches, on-going research and monitor-ing, as well as success stories showing how we are making a difference.

Vitalizing Stormwater Compliance Training – This track will cover effective training methods, styles, metrics, and new out-of-the-box thinking that helps retain training content. It will focus on what works and what doesn’t, before and after testing, course content, online versus class-room, case studies and examples that illustrate effective compliance training.

Watershed Management – This track spotlights the creative new advances in three areas of watershed management; modeling, alternative compliance, and integrated water resources.

Call for Presentations and Posters

To be considered for the CASQA 2015 Conference Program, an abstract (4000 characters maximum including spaces) must be submitted concisely describing the project, program, or study proposed for presentation or a poster at the conference. Each abstract should con-tain: (a) an explanation indicating the purpose of the talk; (b) a brief description of the main ideas; (c) a summary of the tools, ideas and concepts that audience members can apply; (d) a statement of how the author/s will engage the audience to make it an interactive experi-ence and (e) a statement on how the content will address the conference theme.

All abstracts must be received by midnight on June 1, 2015. The abstract itself is the sole basis for selection. Notice of acceptance/rejection is scheduled for June 30, 2015.

By submitting an abstract, a presenter agrees to prepare PowerPoint slides and make an oral presentation or display a poster at the conference. Abstracts and slides will be made available for viewing on the CASQA website following the conference consistent with the reproduction authorization and other permissions required during the online abstract submittal process.

The conference will provide opportunities for short and long oral presentations. Short pre-sentations will be 25 minutes in length followed by 5 minutes of questions and answers. Long presentations will be 50 minutes in length followed by 10 minutes of questions and answers. Presentations involving multiple speakers will only be considered for the long format.

Speakers are strongly encouraged to submit their PowerPoint slides by October 3, 2015.

Posters should be approximately 3 feet by 4 feet and in portrait form with text no smaller than 18 point. Posters should clearly indicate the title, author, and affiliation and sections should generally include an introduction and background, methods or approach, results and conclusion or discussion. The poster presenter is responsible for furnishing hard copies of the poster at the Conference and mounting on the designated space prior to 10:00 a.m. on Monday, October 19 with removal by 5:00 p.m. on Wednesday, October 21.

Abstract Submittal

Abstract submittal will require the completion of the following accompanying information (not included in the 4000 character limit):

●● A title for the presentation or poster

●● Whether a presentation or poster is proposed

●● Contact information for the primary corresponding speaker / poster presenter and a complete list of contributing authors

●● The proposed Conference theme track – for example the Science and Policy of TMDLs

●● The proposed time slot for the oral presentation – short (25 minutes) or long (50 minutes)

Abstracts can only be submitted through CASQA’s website with a deadline of June 1, 2015 at www.stormwaterconference.com.

Upon submitting, a confirmation message will appear in a text box that says: “Thank you. Your abstract has been submitted. Please make note of your abstract ID#.” Abstract acceptance notification will be sent to the primary corresponding author/speaker.

The primary corresponding speaker and poster presenter of an accepted abstract must attend the Conference. Substitution of primary speakers and poster presenters is not allowed without advance approval of the Program Co-Chairs. Speakers and poster presenters are responsible for their own travel and lodging costs but are eligible for discounted registration fees as follows:

●● Primary and alternate speakers for each technical program track presentation are eligible for the speaker rate (applies for both CASQA members and non-members)

●● Supporting speakers and contributing authors are not eligible for the speaker rate and must pay the full CASQA member or non-member attendee rate

●● Poster presenters who are not speakers in the technical program will receive a $50 discount on the full member or non-member attendee rate

There is no charge for speakers attending only the session in which they are speaking.
