Report from the Executive Director Executive Board ~ November 12, 2015
This has been a year of transition for the ministry of the TEBA. With the departure of a Financial Secretary and a Ministry Assistant in the last few months we now have two new support team members that have joined us in the last few weeks. Additionally you will recall that Stewart Pickle our part-time Church Planting and Ethnic Ministry Consultant retired in July and now we will be saying good-bye to Tracy Jaggers our Church Development Associate who is leaving this month to become a Director of Missions in Illinois. During the time that Tracy has served in the TEBA we have all benefitted from his dedication and ministry to our member churches. A number of things have been achieved during his tenure including the strengthening of our Kid’s Life Kamp, the addition of the Special Events Trailer, the expansion of our Church Health Ministry, the provision of quality training from people such as Elmer Townes and Gary McIntosh. Many of our churches have taken advantage of Tracy’s assistance in consultations and direct support. Tracy will be missed by all of us and I am thankful for having been able to serve with him. While change is always a challenge it is also an opportunity. This is the right time for us to ask ourselves the questions about why we exist as an Association of churches and how we will move forward together in the future. I hope you will be part of that conversation. In consultation with the Associational Leadership Council a strategy has been developed to take the initial next steps. This will include a survey that will go out to all ministers and member churches. In January we will take the time during the Minister’s Conference to get your direct feedback. We will also have additional gatherings of smaller groups to get the best possible understanding of what our member churches need as they move into the future. So what will happen in the immediate future regarding our Ministry Staff Team? For those of you that were part of the Association in 2004 when I first came to the TEBA will remember that we were in a similar situation related to staff. We took our time, discovered our needs, committed to a strategy, and then sought staff that would help in fulfilling it. The process lends itself to ensuring that the Association will have a future and not just a continued history built on yesterday’s successes. We are called to more and we intend to be diligent in seeking God’s best for the member churches of the TEBA and trust that you will join us on the journey. So for the next several months I will be providing for the primary ministry needs of the Association with the help of the Support Staff of your Association. providing this training January 11-13 for a cost of $189.00 to member churches of the TEBA. This training is normally valued at $1299.00 from other training providers.

Kids Life Kamp –We are already hard at work planning for KLK
2016. We have already had some new churches show interest in
joining KLK. Please encourage your church to join us next year. The
theme is an Olympic theme called “Nothing is Impossible.” Pray for
the KLK Team during this time of transition. They are the best team
ever and will make camp an amazing time for your preteeners.
The Senior Adult Music Rally was a great success. There were
about 200-250 in attendance at FBC, Porter. Thanks to Troy Cates
and the sweet folks at FBC, Porter for hosting the event this fall.

The Senior Adult Retreat – the seniors had a glorious time at
Camp Allen in Navasota. There was about 45-50 in attendance.
The Spring Senior Adult Music Rally will be at Spring Baptist
Church at 10 AM, March 29, 2016.
Don’t forget to have your church get a Certificate of Insurance from
your insurance company on file with the TEBA if you plan to use
the Special Events Trailer in the future. It must list TEBA as Loss
Payee for liability. We also must have a copy of the driver license
and insurance card for the vehicle towing the trailer. It requires a
25/16” ball and the round seven blade light adapter.
We have an Industrialized Mobile Modular Building (16’x 84’)
available. It is a classroom style with four classrooms and two
bathrooms. Contact the TEBA office if your church has space needs.
This is my final Executive Board Meeting with you before leaving
for the Gateway Baptist Association in Edwardsville, IL. It has been
a pleasure and an honor to serve you and your churches. May God’s
grace and favor always abound in your ministry! You have been,

Celebrating Our Blessings
Our Children’s Activity Building is complete. After thousands of volunteer hours, children of the incarcerated are now able to participate in our Art Against the Odds program in their very own art studio. While actively engaging in the therapeutic art program children share the pain and hardships of having an incarcerated father or brother. Expressing their lives through art promotes healing.
Art produced by the children who come and stay at the Hospitality House was on exhibit at Sam Houston State University in October for a week. The exhibit opened to rave reviews and visits from the Huntsville community.
We began using our newly created bedroom which sleeps 7-9 people in October. The room was adopted and decorated by FBC, Conroe – Bridge Builders S.S. class. We can now house 64.

Reaching Growing Sending
At the outset of the year, we were impressed with a burden to reach students in the SHSU Fine Arts program. I even passed along this burden to many of you, and you joined us in prayer. At the end of the summer, we received a call from Dr. Margaret Nikol, a renowned violinist and missionary. She wanted to share with our students, and, having heard Margaret’s testimony be-fore, we were really excited to bring her in. After making arrangements with Dr. Nikol, we considered how God had laid students in the Fine Arts program on our hearts and decided it would be easier to reach Fine Arts students with this event if it were on their turf. After many roadblocks and much prayer, we were able to obtain use of the premier SHSU Concert Hall for our event. To our surprise, when we were advertising the event, we began to hear two common responses, “Oh yeah, I’ve heard about this,” and “oh, my professor was talking about this.” We were blessed to learn that at least one music education professor was plugging the event for us and telling students that they could get a “performance credit” for attending. The night of the event, we did have many students from the music program attend, and we are grateful that the gospel was shared to them in a meaningful and relatable way. Please join with us in prayer as we continue to do outreach to this group of students that need Christ.

Constitution
ARTICLE I. NAME
The name of this body shall be Tryon Evergreen Baptist Association.
ARTICLE II. PURPOSE
SECTION A. The purpose of this Association is to relate to and assist the member churches
individually and cooperatively in carrying out the fulfillment of the Great Commission through
the leadership of the Holy Spirit.
ARTICLE III. ASSOCIATIONAL RELATIONSHIPS
The Association will cooperate in the work of the Southern Baptist Convention, the Baptist
General Convention of Texas, and the Southern Baptist of Texas Convention.
ARTICLE IV. AUTHORITY
This Association is under the authority of Jesus Christ. While independent and sovereign in its
own sphere, the Association does not claim and will never attempt to exercise any authority over
any other Baptist body.
ARTICLE V. MEMBERSHIP
SECTION A. The Association shall be composed of churches cooperating to carry out the
purposes identified in this constitution, giving financial support to the Association, and in
doctrinal harmony with the historic faith and practice expressed in “The Baptist Faith and
Message.”
SECTION B. Cooperation in the Association involves participation in the various meetings and
ministries of the Association; contributing financially to support the purpose of the Association;
and submitting information to the Association called for in the annual reporting system.
SECTION C. Application for membership is to be made in accordance with the procedures
outlined in the by-laws.
ARTICLE VI. ANNUAL CELEBRATION
SECTION A. The Association shall have an Annual Celebration at such a time and place agreed
upon by the Executive Board for the purpose of receiving reports, hearing from the churches,
affirming the work of the Association, and speaking the mind of the churches to the
contemporary scene.
SECTION B. Participation in the Annual Celebration will be open to and encouraged by all
member churches of the Association.
ARTICLE VII. OFFICERS
The officers of the Association shall be Moderator, Moderator-elect, and Clerk/Treasurer. The
Moderator shall serve as Chairman of the Executive Board.
ARTICLE VIII. TRUSTEES
Three (3) Trustees shall be elected by the Association at a meeting of the Executive Board
Meeting each year. As directed by the Executive Board, Trustees are to acquire and dispose of
real estate property, and to make necessary financial arrangements to borrow or sell for the
purpose of capital improvements.
ARTICLE IX. EXECUTIVE BOARD
The work of the Association shall be conducted by an Executive Board. The Executive Board
shall have power to act for the Association but shall do nothing contrary to the purpose of the
Association.
ARTICLE X. STAFF
A Director of Missions shall be called and elected by the Executive Board and shall hold office
as long as mutually agreeable. He shall maintain an Associational office and employ such
personnel under the direction of the Executive Board as may be necessary for the functioning of
the Association.
ARTICLE XI. AMENDMENTS
SECTION A. The Constitution may be amended according to Article VIII of the By-laws by
the Executive Board by a three-fourths majority of those messengers present and voting.
SECTION B. The By-laws may be amended according to Article VIII of the By-laws by the
Executive Board by a simple majority of those messengers present and voting.
ARTICLE XII. BY-LAWS
By-laws shall be kept current by which the regular operation of the Association is guided.
ARTICLE XIII. DISSOLUTION
Upon dissolution of the corporation or the conclusion of its affairs, the assets of the corporation
shall be distributed exclusively to Southern Baptist affiliated charitable, religious, or educational
organizations, which would then qualify under the provisions of Section 501(c)(3) of the Internal
Revenue Code and its regulation.
By-Laws
ARTICLE I. MEMBERSHIP
SECTION A.
Churches desiring membership in the Tryon Evergreen Baptist Association shall:
1. Present a petitionary letter to the Credentials Committee at least two months prior to any
scheduled Executive Board Meeting of the Association.
2. The Credentials Committee may recommend fellowship, watch-care or may decline to
place the petition before the Executive Board. The Association in an Executive Board
Meeting will vote on the recommendation of the Credentials Committee of each church
desiring membership.
3. Petitionary churches must be in compliance with Article V of the Constitution.
4. Petitionary churches shall be in cooperation with Southern Baptist Convention, Baptist
General Convention of Texas, or Southern Baptists of Texas Convention.
5. When a unanimous vote has not been received for the acceptance of a church, the matter
shall be referred back to the Credentials Committee without discussion, for further
investigation. The resultant report of the Committee shall be either to recommend the
church be placed under watch-care for one year, giving time to resolve the issue, or to
recommend the church be reconsidered for membership, requiring a three-fourths
majority vote of the Executive Board.
SECTION B.
Churches are encouraged to participate in the Association by:
1. Filing an Annual Church Profile report.
2. Participation in the work and services of the Association.
3. Attending the Associational Annual Celebration.
4. Representation in the Executive Board Meetings.
SECTION C.
In the event a church exceeds two years in non-participation in any activities of the Association,
the Credentials Committee will initiate communication with the church as to its intent to remain
identified with the Association.
SECTION D.
Upon written complaint of unsound doctrine by a member church regarding another member
church, the Credentials Committee, after counsel with the church with a goal of redemption, may
recommend at an Executive Board Meeting to withdraw fellowship from the offending church.
The letter of complaint must be filed with the Credentials Committee at least two months prior to
an Executive Board Meeting. A three-fourths majority vote is required of the Executive Board.
ARTICLE II. ANNUAL CELEBRATION
Each church of the Association is encouraged to actively promote, support and attend the Annual
Celebration.
ARTICLE III. EXECUTIVE BOARD
SECTION A.
The Executive Board shall consist of the officers of the Association, the pastor of each church, or
mission church, additional full time ministry staff of the churches, and one layperson from each
church nominated by the church and elected by the Association in its final Executive Board
Meeting for the year. Vacancies may be filled by a majority vote of members present.
SECTION B.
The Executive Board shall meet on a quarterly basis at a time determined by the vote of the
Executive Board itself, and this time shall be publicized through the Association.
SECTION C.
Those members present shall constitute a quorum.
SECTION D.
The officers elected at the last Executive Board Meeting for the year shall serve as the officers of
the Executive Board.
ARTICLE IV. RULES OF ORDER
The latest edition of Roberts Rules of Order will be the authority for the parliamentary rules of
procedure for all meetings pertaining to the work of the Association.
ARTICLE V. OFFICERS
SECTION A.
The Association at the final Executive Board Meeting for the year shall elect a Moderator-elect
and Clerk/Treasurer. Officers shall assume their responsibility at the close of the Executive
Board Meeting at which they are elected. The Moderator-elect will become Moderator after the
final Executive Board Meeting of the year. The Moderator-elect shall immediately succeed the
Moderator in case of a vacancy.
SECTION B.
The Moderator will preside at all meetings of the Executive Board. He may request the
Moderator-elect to preside. The Moderator-elect shall preside in the absence of the Moderator.
SECTION C.
The Clerk/Treasurer shall keep accurate minutes of the Executive Board.
SECTION D.
Officer vacancies shall be filled by the Executive Board upon recommendation from the
Nominating Committee.
ARTICLE VI. STAFF
SECTION A.
It shall be the duty of the Director of Missions to give leadership to the purpose of the
Association as stated in Article II of the Constitution. He shall be an ex-officio member of all
Boards, Ministry Teams, and committees with power to make recommendations and to enter into
discussion of all matters, but without the power to vote except as otherwise stipulated.
SECTION B.
For the employing or discharging of the Director of Missions, a two-week notification to all
Executive Board members will be given, and a three-fourths majority vote of those present is
required.
SECTION C.
Each staff member will be designated as Ministerial Staff or Ministry Assistant. All other
ministerial staff members will be recommended by the Administration Ministry Team of the
Association in cooperation with the Director of Associational Missions. All Ministerial Staff
will be voted upon by the Executive Board. All Ministry Assistants will be employed by the
Director of Missions.
ARTICLE VII. TRUSTEES
SECTION A.
Trustees shall be nominated by the Nominating Committee and serve on a three year rotating
term.
SECTION B.
Trustees who serve on the Pineywoods Encampment and Hospitality House Boards of Trustees
shall be nominated by the Nominating Committee to serve term according to the directives of the
Constitution of that institution. .
ARTICLE VIII. AMENDMENTS
SECTION A.
Amendments to the Constitution and Bylaws may be introduced in writing by an Executive
Board member at any meeting of the Executive Board or by the Constitution and Bylaws
Committee.
On motion and second all amendments will be referred to the Constitution and Bylaws
Committee to guide the amending process.
SECTION B.
Proposed amendments to the Constitution will be:
1. Mailed to the churches at least 30 days in advance of the Executive Board Meeting in
which they shall be voted upon.
2. Discussed in two prior Executive Board Meetings on a schedule previously
communicated in writing to all Executive Board members.
3. Approval of an amendment will be by a three-fourths majority vote of the Executive
Board members present.
SECTION C.
Proposed amendments to the Bylaws will be:
1. Presented in writing by an Executive Board member to the Executive Board or the
Constitution and Bylaws Committee.
2. Presented for discussion at an Executive Board meeting prior to the Executive Board
meeting in which they are to be voted upon.
3. Approval of an amendment will be by a majority vote of the Executive Board members
present.
SECTION D.
All amendments will become effective immediately upon adoption by the Executive Board.
ARTICLE IX. ORGANIZATION AND POLICY
An Organization and Policy Manual will be kept current by which the purpose of the Association
will be administered. The Associational Council will be responsible for maintaining the
Organization and Policy Manual.
