Building a Better Colorado (BBC) is a bipartisan group of concerned Coloradoans who are coming together to work on solutions to some of the state’s challenges related to the constitutional amendment process, internal conflicts in the state constitution, citizen participation in elections and candidate selection, term limits, and issues related to state fiscal policy. BBC will have held numerous community meetings around the state by the time of the conference and elicited online input from all Coloradoans. Come to this session to hear project coordinator, Reeves Brown, review the feedback received in these meetings and surveys, the work and potential solutions being developed by BBC participants, and the expected next steps toward possible 2016 ballot measures.

Recreational shooting on public lands is proliferating throughout Colorado and has resulted in increasing numbers of conflicts between homeowners and other recreational users. However, the patchwork of private and county-owned land intermingled with public lands makes it difficult to know when and where safe shooting can and should occur. To address this situation, communities are considering sites for designated shooting ranges as well as closing areas that are not appropriate for shooting. This session will highlight the process that two multi-agency partnerships are undertaking to resolve the issue.

Statewide Economic and Demographic Trends, NACo and Federal Issues UpdateColorado is at the threshold of a major demographic transition. Our state is maturing economically and demographically and many of its characteristics are now approaching U.S. averages. Incomes, migration, age, growth and ethnicity (IMAGE) and related economic factors are pushing Colorado counties into this demographic transition – but are we ready? State Demographer Elizabeth Garner will provide an update on the current population and economic estimates and forecasts for the state/region and highlight the key economic trends impacting the State.

El Paso County Commissioner Sallie Clark is midway through her term as NACo President and is hosting both a Safe and Secure Counties Symposium and the NACo Board meeting here in Colorado Springs later this week. She will take a few minutes to provide a report on NACo activities in 2015, as well as several important county issues NACo is working on in Washington D.C. including PILT reauthorization, Waters of the U.S. legislation, and transportation funding.

When a flash flood wiped out a county road bridge stranding a town and stalling an EPA cleanup, Summit County officials chose a prefabricated bridge and within 60 days had a permanent solution. Doug Jatcko, who oversaw the bridge’s manufacturing and installation, will speak on how producing the bridge in factory-controlled conditions not only reduced time and cost but allowed for a safe, easy installation in just 24 hours. He will also highlight the other types of projects that can benefit from this process, including bridges for pedestrians, parks and private use.
