Village of Lincolnwood Draft Traffic Commission Minutes

February 24, 2014 Call to Order Chair Gelfund called the meeting to order at 7:04 p.m. Pledge to the Flag Chair Gelfund led the Commission in the Pledge to the Flag. Roll Call Present Commissioners Mark Bonner, Donald Gelfund, Georjean Nickell, Claude Petit, and Scott Troiani, and Public Works Director Ashley Engelmann, Assistant to the Public Works Director Andrew Letson, Village Engineer James Amelio, and Chief Robert LaMantia Absent Commissioners Antonio Costantino and James Lee, and Officer Michael Knapp Report by Chair Chair Gelfund welcomed Assistant to the Public Works Director Andrew Letson to the Village. Approval of Minutes Commissioner Bonner moved to approve the minutes of November 20, 2014. Commissioner Petit seconded. The motion was unanimously approved. Unfinished Business Harding Ave. and Lincoln Ave.: Intersection Review Mr. Amelio reviewed the line of sight at the intersection of Lincoln Ave. and Harding

Ave. He reported that there have been nine crashes during the past three years; six rear-end, and three southbound Lincoln Ave. left turn. He recommends no change to the line-of-sight, at this time, as none of the crashes were caused by the line-of-sight. Ms. Engelmann advised the Commission that the Village would be improving the striping in the no parking areas in the future and that may help motorists refrain from hindering the line-of-sight. Commissioner Bonner made a motion to recommend better striping at the intersections. Commissioner Troiani seconded. The motion was unanimously approved. Pratt Ave. and Navajo Ave.: Intersection Review Ms. Engelmann reported that staff has been in communication with the Village of Skokie Engineering Department regarding the matter. Their staff requested additional time. Subsequently, Skokie’s Village Engineer announced his intention to retire. Staff will continue to work with the Village of Skokie on this matter. Ms. Engelmann recommended the Commission table this matter until the next meeting to allow Skokie additional time. Commission Nickell requested traffic stop and enforcement data for Pratt Ave. Chief LaMantia indicated he would bring it to the next meeting. Commissioner Nickell made a motion to table this matter until the next meeting. Commissioner Troiani seconded. The motion was unanimously approved. Ms. Engelmann reported on the budget workshop which included a request for LED lights for the stop signs at Navajo Ave. and two pole mounted speed display devices on Pratt Ave. Ms. Engelmann indicated that at this time the LED lights are still an ongoing part of the budget discussion and have not been removed from the draft budget at this time. Central Ave. and Dowagiac Ave., and Central Ave. and Ionia Ave.: Intersection Review Chief LaMantia indicated his report was for information only and no action is necessary. Chief LaMantia reported that staff would be conducting traffic counts as soon as the snow melts. 4601 and 4711 W. Touhy Ave.: Traffic Study Ms. Engelmann indicated that her report was for information only and no action is necessary. A cost sharing agreement has been approved by all three parties and a traffic study will be conducted as soon as the snow melts.

New Business Public Works Department: Request for Parking Restrictions Ms. Engelmann reported on a request by the Public Works Department to restrict parking during business hours in the employee parking lots to the west and south of the building. Ms. Engelmann referred to her memorandum titled Public Works Parking Lot Restrictions dated February 17, 2015 and a GIS map. Ms. Engelmann reported that the Public Works Department has 29 employees, 26 of whom are full-time and four contractual employees. There are 28 parking spaces and one handicapped parking space, so parking is limited. Prior to opening, Z-Bakery requested a parking variation. The approved Ordinance requires Z-Bakery to provide off-street parking for its employees. The public parking lot to the north of Public Works has 73 spaces and four handicapped spaces, but it is seldom filled to capacity. Staff has asked the owner of Z-Bakery to direct his employees to refrain from parking in the Public Works Parking Lot during business hours, but compliance has been poor. To date, attempts to meet with the owner of the bakery have been unsuccessful. The Public Works Department is requesting “employee only parking” in its lot from 6:30 a.m. until 5:00 p.m. Monday through Friday so employees may arrive early for work, and when necessary, clear snow before business hours. Ms. Engelmann and Chief LaMantia independently invited the owner of Z-Bakery to the meeting. Commissioner Nickell moved to restrict parking in the Public Works Parking Lot as stated in the attached memorandum and depicted on the attached GIS map from 6:30 a.m. until 5:00 p.m. from Monday through Friday. Commissioner Bonner seconded. The motion was unanimously approved. Lincoln Ave. and East Prairie Ave.: Intersection Review Mr. Amelio reported on a request by a citizen for a traffic signal at the intersection of Lincoln Ave. and East Prairie Ave. The report is for information only and no action is necessary. There were 20 traffic crashes between 2010 and 2014 at the intersection of Lincoln Ave. and East Prairie Ave. Eight of the crashes were preventable; two in each calendar year. IDOT will not consider a traffic control signal based on the crash history. He recommended a volume study on East Prairie Ave., after the snow melts. Chief LaMantia indicated he would request a volume study, as soon as the snow melts, and forward the results to Mr. Amelio for his review and report to the Commission.

Commissioner Nickell reported on speeding automobiles on Lincoln Ave. near the intersection of East Prairie Ave. She travels on Lincoln Ave. between six and seven times per day. Chief LaMantia indicated he will request a Selective Traffic Enforcement Program and report back to the Commission. Commissioner Nickell asked if a flashing yellow light would be an appropriate traffic calming device. Mr. Amelio said he would research the inquiry and report back to the Commission. Public Forum None Report by Staff Village Engineer Jim Amelio No Report Chief Robert LaMantia No Report Public Works Director Ashley Engelmann Crawford Ave. reconstruction will resume in a few weeks. Staff will keep the community informed of all lane closures. Snow removal operations have been going well. However, the community had difficultly complying with the Alternate Side Parking Ordinance following the recent snow event because of the volume and timing of the snowfall. It was reported as the fifth largest snow fall in Chicago’s history. Consequently, staff suspended enforcement on the following Monday. Staff is continuing to use a pre-wetting snow melting solution on the main roads prior to predicted snow events. It is not used on all streets because of the cost. Ms. Engelmann congratulated Mr. Andrew Letson on his employment with the Village. Mr. Letson previously worked for 2 ½ years for the Village of Northbrook Public Works Department as a Management Analyst and was selected out of 200 candidates for the position of Assistant to the Public Works Director.
