    T HE C ONCERNED C ITIZENS OF R OSELLE P ARKT ERMS FOR THE 2014 R OSELLE P ARK M AYORAL D EBATE

    DATE:

    The date for the debates is Wednesday, October 29, 2014 at 7 p.m.

    LOCATION:

    The facility that will be used is Roselle Park Borough Hall, located at 110 EastWestfield Avenue.

    Recording will be the responsibility of the parties who previously performedthose duties.

    It will be the onus of the candidate(s), their agents, or the municipality tosecure any and all necessary legal requirements to hold the debates atBorough Hall or any other venue.

    The hosts for the debates will be the municipal political committees. We, TheConcerned Citizens of Roselle Park, as coordinator, forgo any donationsusually paid by the political committees to organizations for such a service.

    PARTICIPANTS:

    The candidates who will participate in the debates are Carl Hokanson andMichael Yakubov.

    REPRESENTATIVES:

    Ryan Kelly is the representative for Michael Yakubov.

    Dan Petrosky is the representative for Carl Hokanson.

    All communication prior to the debate will be handled by the delegate(s).There will be no official communications between the candidates and thecoordinators.

    FORMAT:

    The format for the debates will be that of a panel of moderators who will askquestions to allow each candidate to respond.

    The mayoral debate will consist of nine (9) primary questions crafted by themoderator panel as well as questions, if any, from those in attendance.

    Follow-up questions may be asked by the moderator panel.

    Questions can be submitted by audience members. They will be collectedbefore the debates to allow the opportunity for the moderator panel to discussspecifics of a submission with the person(s) submitting any question(s).

    Questions from any audience member will be limited to two (2) questions each

    from any single person or group in attendance.

    Questions submitted during the debate will be asked by the moderator panel.

    Variants of the same question will be combined into one question.

    Moderators questions will not be provided to anyone beforehand.

    MODERATOR PANEL:

    The debate coordinator will be Saul Qersdyn. He will not be proposing nor asking any questions during the debate. The only interaction will occur if someprotocol needs to be addressed.

    The Moderator Panel consists of members of the Roselle Park High SchoolDebate Team.

    The moderator panel will be responsible solely for asking questions of thecandidates. All other communications will go through the coordinator.

    Neither candidates nor their representatives, agents, nor any vested or interested party are to contact, meet with, talk with, or in any other manner interact with the moderators before the debate under any circumstance.

    TIME KEEPING:

    A member of the RPHS Debate Team will be responsible for keeping time. Atimer will be viewable to the candidates with two markers - one for 30 secondsand the other for 10 seconds - to notify each candidate of time remaining.

    DEBATE LENGTH:

    The length of the debate is estimated to be between one to two hours,depending on the number of questions from the audience.

    There will be two minutes for an opening statement from each candidate.

    There will be two minutes for a closing statement from each candidate.

    Each question from a moderator will be limited to 30 seconds in length.

    Questions directed to both candidates will allow a two-minute answer fromeach candidate.

    Questions directed to one candidate will allow a two-minute answer from thefirst candidate and a one-minute rebuttal from the second candidate.

    Responses to follow-up questions will be one minute for each candidate.

    ORDER OF SPEAKERS:

    The order of speakers will be determined by a flip of the coin. This order willalternate for the duration of the debate. The candidate who goes first with anopening statement will be last with their closing statement.

    AUDIENCE CONDUCT:The audience is asked to maintain decorum during the debate. Applause andother audience reaction should be limited to the start and conclusion of eachdebate. Cell phones and all other electronic devices should be turned off or placed in Silent Mode. No disruptive behavior will be permitted.
