Referral Report

Response to Findings of the Fifth-Year Report Review Committee

Core Requirement 2.8 – Number of Full-Time Faculty

2.8 The number of full-time faculty members is adequate to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.

SACS Fifth-Year Review Committee Finding

“The institution has not demonstrated compliance because the institution did not provide data disaggregated by academic program. In addition, no documentation was provided regarding the adequacy of the number of full-time faculty to ensure the quality and integrity of programs offered at off-campus instructional sites and online.

The institution should disaggregate the number of full-time faculty by academic program and demonstrate that the number of full-time faculty teaching in programs at off-campus instructional sites and in online programs is adequate to ensure the quality and integrity of its academic programs.” (Letter: Wheelan to Prough, January 14, 2014. p.1)

NOTE: The college has no off-campus sites. It does offer class sections online; however, no degrees or certificates are offered entirely online.

Chipola College Response

The Fifth-Year Report Review Committee requested that the college provide a disaggregated table of full-time and part-time faculty by academic program in documenting that the college has an adequate number of full-time faculty. In response, the college has revised its compliance certification narrative to include a table disaggregating the number of full-time (FT) and part-time (PT) faculty teaching in each degree and/or certificate program over the last three years. Revised Narrative:

Chipola College places a high priority on maintaining a predominantly FT faculty. Currently, a corps of 43 FT faculty teach in Chipola’s degree and certificate programs. Qualified PT instructors are also hired to supplement instruction as necessary. Shown on the following pages is a table disaggregating the number of FT and PT faculty by discipline or curricular area and program over the last three years. See ( [1]) for a similar table with the names of faculty represented by the numbers in the table below.

Qualified Faculty to Support the Mission of the College: Qualified faculty are essential in achieving the college mission. Therefore, all of Chipola College’s FT and PT faculty satisfy SACS Commission on Colleges (COC) credential guidelines ( [2]) and the college’s Faculty Credentialing Guide ( [3]). All instructors meet these requirements, whether they teach on campus or online. In addition to direct instruction and student advising, these faculty members are responsible for curriculum development, establishment and assessment of student and program learning outcomes, and program reviews. Full-time faculty are expected to be involved in professional development, college committees, and institutional and/or community service. The institution also recognizes the value of highly-qualified PT instructors to complement the full-time faculty and for delivery of specific workforce training. The low percentages of PT faculty, small class sizes, high credential standards, faculty authority over curricular decisions, and faculty involvement in the college community through committee membership demonstrate that the number of FT faculty at Chipola is adequate to support the mission of the institution and to ensure the quality and integrity of its academic programs. The college’s mission to serve five rural counties has strongly influenced the hiring of faculty. While many colleges and universities employ a high percentage of qualified adjunct instructors, Chipola is not one of them. All Chipola College employees are classified as instructional, career, administrative, or other professionals. Definition of Full-Time Faculty: Full-time faculty are employed under an Annual Contract or Continuing Contract. Florida Statute 1012.82 establishes 15 hours per semester as the required load for FT community college faculty who teach college credit courses ( [4]). The Agreement between the Chipola College Board of Trustees and the Chipola Faculty Association 6.02 – Teaching Load and Points details the college’s policy on teacher load ([5]). Required weekly work hours for FT faculty are 35 hours per week in the fall and spring semesters and 30 hours per week in the summer terms ( [6]). Part-time Temporary faculty (PT), designated as adjunct faculty at Chipola, are qualified instructors who work less than FT and who are employed term by term. In all instances, FT and PT faculty must meet the same credential requirements. Among one of the major duties of FT faculty members are teaching an appropriate load, developing syllabi and study materials, and assisting students outside class. Chipola judiciously uses PT faculty where appropriate but relies primarily upon its FT faculty. Associate Deans, Deans, and the Senior Vice President of Instruction monitor the adequacy of the number of FT faculty members by semester and annually. Comparison of Faculty Contact Hours: As one of its major indicators of effectiveness, the college has tracked the percentage of student contact hours taught by full-time and part-time faculty for over a decade. Shown below is a table from the most recent Annual Institutional and Educational Effectiveness Report. As shown, over the last five years, the percentage of total student contact hours taught by part-time faculty has ranged from the very low percentage of 17% to a high of only 35.4%.

Adequacy of Number of Full-Time Faculty: As shown above, the number of contact hours taught by PT faculty has ranged from only 17% to 35.4% in the last six years, compared to the state average of 40%. This state average is confirmed in a special research report by the Florida Department of Education, Part-Time Faculty in the Florida Community College System: A Status Report, which states that an average of 40% of all credit hours were taught by PT faculty in other colleges in the state system ( [7]). Other indicators that the number of FT faculty members at Chipola is more than adequate are the small average class sizes and average students per FT faculty member each semester. The faculty load requirements discussed above and the averages in Table 2.8-3 are evidence that the teaching duties of FT faculty members are appropriate and reasonable. The policies regarding FT faculty overloads are detailed in section 6.02 – Teaching Load and Points in the Agreement Between the Chipola College Board of Trustees and the Chipola Faculty Association. FT faculty members may be assigned one overload class every third year and may choose to take an overload more often if it is mutually agreeable to the faculty member and the supervisor ( [5]).

Other Faculty Functions: The number of Chipola FT faculty members is also sufficient to perform other faculty functions. Full-time faculty are given oversight in the area of curriculum and program design, development, and evaluation ( [8]). Committee membership, purposes and tasks are clearly stated ( [9]).

All curricular additions, deletions, and changes must originate through FT faculty members in academic departments, be approved by other faculty members in the department, and be sent to the Curriculum and Courses of Study Committee for approval ( [10]). The committee is made up of one FT faculty member from each discipline/department and appropriate administrators. Only the FT faculty members on the committee may vote. The FT faculty members on the committee are also responsible for collaborating with other faculty to establish and assess student learning and program outcomes. Chipola FT faculty members serve the college community through their assignments to various committees ( [11]). In addition, they are expected to participate in scholarly activities and professional development. Each department’s annual budget may also be spent for professional development. The Staff and Program Development Committee also oversees funding for tuition reimbursement, other scholarly activity, and professional development. These basic faculty functions are part of the Administrative Evaluation of Faculty ( [12]). Chipola’s commitment to maintaining a sufficient FT faculty workforce is one of the hallmarks of the institution and contributes to its reputation for academic excellence and the quality and integrity of educational programs. Online Learning: Adequate Number of Qualified Faculty While the college does not offer any degrees fully online, it does offer online class sections of some courses. All online class sections are integrated into the class schedule each semester and are taught by the same faculty shown in Table 2.8-1. All FT and PT faculty are trained in use of Canvas, the college’s learning management system. Both on campus and online courses use Canvas. Usually the online class sections taught by FT faculty are part of their regular load. However, FT faculty members may also voluntarily teach online classes as “overload” for additional compensation. Overload compensation for FT faculty is the same for online and on-campus courses. Also, PT instructor compensation is the same for online and on-campus courses. Documentation:

Core Requirement 4.6 – Recruitment Materials

4.6 Recruitment materials and presentations accurately represent the institution’s

practices and policies. SACS Fifth-Year Review Committee Finding

“If the institution provides recruitment presentations, the institution should provide an example to demonstrate that the college’s recruitment presentations accurately represent the institution’s practices and policies.” (Letter: Wheelan to Prough, January 14, 2014. p.1)

Chipola College Response The Fifth-Year Review Committee requested that the college include in its compliance certification at least one sample recruitment presentation to illustrate that such presentations accurately represent the college. Shown below is the revised compliance certification report with links to four varied examples of recruitment presentations used to recruit students into the college or its programs.

Narrative: Revised Narrative Policies Governing Recruitment: Chipola College accurately represents its policies and practices in recruitment materials and presentations in accordance with a policy on Mandatory Integrity in College Operations ( [1]). This policy applies to all employees. In addition, Chipola has an Assurance of Data and Communications Accuracy and Integrity policy ( [2]), which commits college personnel to publishing accurate information. The college also has an Ethics and Compliance Program in place to support and monitor the ethical operations of the college ( [3]). Printed Materials Used for College-Wide Recruitment: Chipola has three main college-wide sources of printed information concerning policies and procedures, services available, programs offered, and course offerings. These three publications include the Chipola College Catalog ( [4]), the Chipola College Student Handbook/Planner ( [5]), and the Chipola College Course Schedule ( [6]). Each of these is published annually and available on the college website. Before publication of the catalog and the handbook/planner, and the web-release of the class schedule, each document is reviewed numerous times by administrators with expertise in each of the areas represented in the document. This process is designed to ensure that information contained in each publication is accurate and reflects the policies governing the operation of the college as an accredited public institution in the State of Florida.

Other Printed Recruitment Materials: All other publications, such as brochures, general recruiting publications, and advertisements are produced by the Office of Public Relations and are based upon specific program requirements and information contained in the catalog, handbook/planner, or class schedule.

All program-specific advertisements and recruitment materials are developed in collaboration with deans, program directors, and lead faculty in training programs. Electronic Recruitment Presentations: At Chipola, electronic presentations are designed to present the college at its best and influence potential students to enroll. These presentations do not include college policies or procedures. They do not mislead potential students or make promises the college cannot keep. Photos in recruitment presentations are of students and recent actual events at Chipola College. As opportunities arise college personnel make presentations to groups of potential students and parents or during appearances at career fairs and community events.
