1 EU Insight – EURAXESS 2nd Global Conference in ASEAN

In 2015, the European Research Area (ERA) within the EU borders will be

completed. Even with this goal in sight, there is still much to do in terms of

homogenisation of laws and regulations within the EU and overall improvement

of the ERA. In particular, the issue of individual researcher mobility and

flexibility within the borders of the European Union, as well as between different

research areas, still face some challenges.

In 2015, the ASEAN Economic Community (AEC), a single regional common

market and production base within the ASEAN borders, will be created.

However, with the exception of Singapore, ASEAN still faces a number of

challenges in the on-going development of ST&I in the region. Amongst others,

ASEAN countries are in need of more flexibility and mobility not only within

ASEAN’s own borders, but with other research areas as well.

In this respect, the EURAXESS 2nd Global Conference took place in Singapore

and Bangkok, Thailand, on 11 and 13 November 2014, and dealt with linking

the EU and ASEAN and promoting the ERA as a successful example of an

integrated research area and attractive destination for international researchers.

The questions guiding the discussions were:

How can science act as an engine for growth in a globalised

world?

How can we improve scientific collaboration and talent mobility

between Europe and ASEAN?

How can international networks such as EURAXESS contribute?

Thailand's Minister of Science and Technology, Dr Pichet Durongkaveroj and

the Head of Singapore's A*STAR Graduate Academy, Professor Alfred Huan

both delivered welcome addresses. The EU ambassadors to Singapore and

Thailand, Dr Michael Pulch and Jesús Miguel Sanz, welcomed the conference

participants and European guests. The ambassadors agreed on the fact that a

closer link between the ERA and ASEAN would help both regions to grow.

During the opening keynote, European Commission representative Dr Anna

Karaoglou explained the efforts of the European Commission to eradicate

barriers to researcher mobility with the pan-European “EURAXESS–

Researchers in Motion” initative. Specifically, she also emphasised that:

[Europe is] open to the world - and definitely open for business to extend the

frontiers of scientific knowledge; to tackle challenges that affect us all and to

make industries more competitive […] by opening up, Europe can generate

more research excellence.

Several workshops led by European and Asian experts focused on delivering

key skills essential for scientific career advancement. In Singapore, Dr Oliver

Kuettel (EPHL) and Massimo Gaudino (European Commission) led the session

on “How to write a successful proposal for EU funding programmes”. The

presentation can be downloaded here.

Professor Rachid Yazami and Singapore-based Eugene Tan (XentiQ Partners)

elaborated on “How to market your innovation successfully”, a topic closely

linked to the question of scientific communication. Also in Singapore, Dr Sanna

Fowler (EPHL) provided insights on “Science Communication”.

It is important for researchers to be able to communicate not only with

academia in their respective disciplines, but also with proposal evaluators,

funding organisations and the broader public amongst others. To address this

issue, Susanne Rentzow-Vasu (EURAXESS Links ASEAN) moderated the

session “Science Communication: How to present your innovative ideas

successfully”, in Thailand. And as a way of going one step further in helping

researchers expand their research beyond the walls of academia, the

EURAXESS Science Slam finals were held following the conference in

Thailand. This event encourages young researchers to use creative methods to

make their research accessible for non-academic audiences, thus showcasing

an interesting and innovative example of science communication.

The discussion on “Meet European Industry: Career Opportunities for Young

Researchers”, was dedicated to providing young researchers with the

opportunity to learn about the requirements of industry in terms of research

personnel, and how the research environment in the private sector differs from

that of academia.

Moderator Chadamas Thuvasethakul from the National Science and

Technology Development Agency addressed the question “How to Increase

ASEAN-EU Researcher Mobility” in Thailand. In addition to the Marie

Skłodowska Curie Action, the ASEAN Talent Mobility (ATM) Program and

EURAXESS Links were discussed as opportunities to improve mobility between

the two research areas.

Kitty Fehringer (European Commission) chaired the session on “Discover

Europe: Funding and Fellowship Opportunities for ASEAN Researchers”.

Grantees from the Marie Skłodowska Curie Action, European Research Council

and members of EURAXESS discussed current and future funding opportunities

available, as the number of researchers from ASEAN benefiting from European

funding and mobility programs has room to increase. The unique services

provided by EURAXESS cater to researchers’ needs at all stages of their career

including jobs, funding and fellowship search, and offer a network of service

centres to facilitate a move to Europe. After summarising the conference

results, the organizers provided the possibility of networking during a reception.

Together with the EU Delegation to Brazil, EURAXESS will participate in the

Euro Pós Brazil fair, to be held in São Paulo (Centro de eventos São Luis,

rua Luís Coelho, 323) on 29 and 30 of November, from 14:00 to 19:00.

EURAXESS can help you to do a PhD or carry out research in Europe to

be held on Saturday, 29 November at 18:40.

2.3 EURAXESS Links Brazil attends meeting of Superior Council for Innovation and Competitiveness of FIESP

Paulo Lopes represented EURAXESS Links Brazil at the meeting of the

Superior Council for Innovation and Competitiveness (CONIC) of the Federation

of Industries of the São Paulo State (FIESP), held on 14 November in São

Paulo, in order to present and discuss the outcome of the round table with

Brazilian and European experts in the field of technological innovation on "how

to improve the Brazilian innovation system and how cooperation with Europe

can contribute to that goal". This presentation and discussion was held in the

context of the event "Brazil-European Union: Cooperation on Technological

Innovation", which took place on 22 May 2014 at FIESP’s facilities in São

Paulo, co-organised with EURAXESS - Researchers in Motion with the support

of the EU Delegation in Brazil.

The Science and Innovation Counsellor of the EU Delegation, Piero Venturi,

also attended this meeting to present the EU initiatives in the innovation field.

2.4 EURAXESS Links Brazil will attend Tour of Brazil event in Brasilia (27th November)

The next event of the Tour of Brazil will be held on 27 November and will be

hosted by the Embassy of Portugal in Brasilia. The theme of the event will be

intelligent mobility, ICT’s and innovation in engineering.

The Tour will be structured in two segments. The first segment will be dedicated

to information on academic cooperation and mobility of students/researchers,

with presentations from FCT-Fundação para a Ciência e Tecnologia (PT), the

Delegation of the European Union (Piero Venturi, S,T&I Counsellor),

EURAXESS Links Brazil (Paulo Lopes, Country Representative) and the

National Council for Research (CNPq).

The second segment will be mainly dedicated to panel presentations by EU

Member States (embassy, national institutes, universities) on the specific

themes related to the event (intelligent mobility, ICT and innovation in

engineering). These thematic presentations will alternate with more general

presentations from the States of Mato Grosso, Mato Grosso do Sul, Goiás,

Tocantins and the Federal District, providing the audience with information on

existing projects and opportunities for improved relationships in the fields of

science, technology and innovation with their respective states.

The Tour of Brazil is a joint effort among the EU and Member States in Brazil

with specific interest in promoting the visibility of the European research and the

potential of the EU-Brazil cooperation in ST&I. The overall coordination of the

Tour is ensured by the EU Delegation in Brasilia, with the support of the EU

funded project BBICE+.

3 News & Developments 3.1 European Union

3.1.1 Creating a single European Area for clinical research

Clinical trials - the tests of medicines, medical devices and treatments - are

costly and complicated to carry out, especially when they involve groups in

different countries.

The burden of recruiting and researching the patients and volunteers, managing

the trials, and meeting the legal requirements to ensure they are safely

conducted means that often only the best-resourced groups can afford them.

But a more appropriate European framework is being developed for researchers

thanks to a European project that aims to facilitate multinational clinical studies

and trials by providing specialised services and infrastructure.

The European Clinical Research Infrastructures Network (ECRIN) is designed

to bridge the patchy organisation of European clinical research and to develop

an integrated European Union (EU)-wide clinical research infrastructure.

“ECRIN is part of the roadmap of the European Strategy Forum on Research

Infrastructures (ESFRI) for a pan-European infrastructure designed to support

multinational clinical research,” says Jacques Demotes-Mainard, the project

coordinator. “The aim is to make Europe a single area for clinical studies, taking

advantage of its population size to access patients, and unlocking latent

scientific potential.”

3.1.2 Carlos Moedas is the new European Commissioner for Research, Science and Innovation

On 22 October, the European Parliament gave its strong support to the new

European Commission. Following the European Council's appointment, the new

Commission took office on 1 November. In the Political Guidelines presented in

Strasburg in July, EC President Juncker stressed the importance of research

and innovation (R&I) for job creation and economic growth. International

cooperation in research and innovation was stressed by President Juncker, who

expects the European Union to confirm its position as a global actor.

Carlos Manuel Félix Moedas is the new European Commissioner for Research,

Science and Innovation. Born in Beja (Portugal) in 1970, Commissioner Moedas

holds a degree in civil engineering and a Master of Business Administration

(MBA) from Harvard Business School. In 2011, Mr Moedas was elected to the

Portuguese Parliament and appointed as Secretary of State.

During his appointment hearing on 30 September, the Commissioner answered

45 questions from the European Parliament's Committee on Industry, Research

and Energy (ITRE) committee members. In his opening statement,

Commissioner Moedas laid out the three priorities for his mandate:

What's ERA about?

ERA is about enabling researchers, research institu-tions and businesses to better move, compete and co-operate across borders. This will strengthen EU Member States' research systems, increase their competitive-ness and allow them to work together more effectively to tackle major societal challenges.

• to advance the creation of framework conditions which enable the full potential

of European research, science and innovation;

• to ensure that Horizon 2020 is implemented in the most effective and efficient

way;

• to defend the value of excellence in science and research.

To capitalise these three priorities, Commissioner Moedas considers "it [is]

essential that we step up our engagement with the rest of the world by fostering

science diplomacy and international cooperation".

3.1.3 Horizon 2020: first impressions

Academic and research institutes, industry and the European Commission

shared their first impressions of Horizon 2020 at the recent Innovation Summit.

Horizon 2020, the EU’s biggest ever research and innovation programme,

kicked off at the beginning of 2014. Worth EUR 80 billion and running over

seven years, Horizon 2020 promised a simple structure that reduced red tape

and time so participants could focus on what is really important. Has this been

the experience of participants so far? Last week, representatives from academic

and research institutes, industry and the European Commission gathered at last

week's Innovation Summit to share their take on year one of Horizon 2020.

‘Congratulations to the creators. This is not a case of “old wine in new bottles”

but rather new wine in recycled bottles! It works, at least for my production

area’: this was the powerful endorsement from Andreas Förster, Director of

Dechema (Society for Chemical Engineering and Biotechnology). Feedback

generally followed an encouraging line like this, but speakers also drew

attention to areas where there was room for improvement. Concerns were also

voiced by all sides about what potential budget cuts that are currently under

discussion between the European Parliament and the Council might mean for

the programme.

3.1.4 European Space Agency – Rosetta mission soft-lands its Philae probe on comet

ESA’s Rosetta mission has soft-landed its Philae probe on a comet, the first

time in history that such an extraordinary feat has been achieved. After a tense

wait during the seven-hour descent to the surface of Comet 67P/Churyumov–

Gerasimenko, the signal confirming the successful touchdown arrived on Earth

at 16:03 GMT (17:03 CET). The confirmation was relayed via the Rosetta

orbiter to Earth and picked up simultaneously by ESA’s ground station in

Malargüe, Argentina and NASA’s station in Madrid, Spain. The signal was

immediately confirmed at ESA’s Space Operations Centre, ESOC, in

Darmstadt, and DLR’s Lander Control Centre in Cologne, both in Germany. The

first data from the lander’s instruments were transmitted to the Philae Science,

Operations and Navigation Centre at France’s CNES space agency in

Toulouse. “Our ambitious Rosetta mission has secured a place in the history

books: not only is it the first to rendezvous with and orbit a comet, but it is now

also the first to deliver a lander to a comet’s surface,” noted Jean-Jacques

Dordain, ESA’s Director General.

3.1.5 High level advisory group to the European Commission on international collaboration recommends closer cooperation with EUREKA

EUREKA steps up its activities related to international cooperation, with the aim

to set up a gateway on each continent for innovative European companies.

South Korea, Canada and South Africa are already benefiting from EUREKA’s

Associated Country status.

The move also includes closer collaboration with the European Commission

regarding internationalisation activities and particularly with the Horizon 2020

advisory group on international cooperation. The advisory group recently

produced a report on short-term actions to foster international cooperation in

Horizon 2020, which recommends closer cooperation with EUREKA “in order to

strengthen SME involvement and focus on innovation.”

3.1.6 Total recall - How scientists are rethinking memory

Social networks and advances in genetics are helping scientists to better

understand how memory works and how we could bend it to our will.

Erasing and enhancing memory has long been a familiar theme in Hollywood

blockbusters, but could researchers now turn the science fiction into reality?

According to Professor Lars Olson, at the Karolinska Institute in Sweden,

research in genetics and omics – which studies how biological molecules of a

certain type function together as a collective system – is helping to reveal the

underlying mechanisms of memory in unprecedented detail.

Prof. Olson leads the MEMORYSTICK project, which is funded by the European

Research Council (ERC). Researchers on the project hope to shed light on why

people can forget names and telephone numbers in minutes, while some

memories last for their entire lives.

‘The brain is not a computer,’ said Prof. Olson. ‘It cannot be hardwired.’ Even

lasting memories are only recorded in the malleable connections between

neurons in the brain and what defines their closeness is a matter of ongoing

research.

Further insight into how memory functions may be provided by Dr Virginia

Migues, a neurobiologist at the University of Edinburgh, UK, who has singled

out proteins that help control communication between neurons. This year, the

European Commission awarded her a grant for the MEMORY PERSISTENCE

project, which will investigate whether these proteins affect the molecular and

cellular mechanisms underlying long-term memory persistence.

3.2.1 Eight Brazilian universities among the best in the world

The University of São Paulo is the 77th best university in the world and the

best (top-ranked) in Latin America, according to the newly released ranking Top

Global Universities. This ranking evaluated and ranked the top 500 higher

education institutions from 49 countries.

Seven other Brazilian universities appear on the list:

• 247th - Federal University of Rio de Janeiro

• 254th - State University of Campinas

• 316th - Federal University of Minas Gerais

• 365th – State University Paulista

• 373rd - Federal University of Rio Grande do Sul

• 443rd - Federal University of São Paulo

• 448th - State University of Rio de Janeiro

The result was announced by the US publisher US News & World Report, which

was responsible for the analysis and classification.

The ranking evaluated ten criteria: overall reputation of research, regional

reputation of research, publications, citations’ impact, total number of citations,

number of most cited articles, percentage of most cited articles, international

collaboration, number of award-winning teachers and percentage of teachers

awarded in relation to the total of the whole academic personnel.

The list also features the top 100 universities in the world in 21 areas.

In this classification, the University of São Paulo received prominent placings in

nine areas:

• 5th in Agronomy;

• 19th in Animal Science;

• 36th in Pharmacology and Toxicology;

• 46th in Mathematics;

• 60th in Microbiology;

• 65th in Biology and Biochemistry;

• 78th in Chemistry;

• 87th in Physics;

• 94th in Medicine.

3.2.2 New program offers training in seven languages and Portuguese for foreigners

On 17 November, the Ministry of Education launched the Languages without

Borders program, focused on the formation and training of students, teachers

and technical and administrative staff of higher education institutions and

language teachers of the public basic education network. The languages

offered are English, French, Spanish, Italian, Japanese, Mandarin, German and

Portuguese for foreigners.

The program complements the Science without Borders program and other

public policies of internationalization, provides for proficiency and grading

testing, as well as online and classroom courses. Specific calls will be published

for each language, with the requirements to be met for participation in the

various courses and tests offered.

3.2.3 Start-Up Brazil closes the first class cycle with positive results

The Start-Up Brazil program presented on 6 November the results of the first

class of the acceleration process during the 1st Demo Day. The event, held at

the Plaza of the Arts in São Paulo, marked the end of this phase.

The meeting brought together over 250 guests, including startups supported by

the federal program, investors and partners. On this occasion, the COO of

Start-Up Brazil, Felipe Matos, presented an overview of the activities and the

evolution of the enterprises.

The first class includes 45 startups, of which 38 are from Brazil and seven are

international. The startups have received support for research, development

and procurement, as well as investment and mentoring from accelerators.

The amount raised in the market (R$ 9.63 million) during the acceleration

exceeded the public amount invested (R$ 7.7 million). From January to August

2014, the income of startups grew 139%, with a 63% increase in the number of

company employees.

The sectors most represented in the first class were: education (11 startups);

retail (six); logistics and transportation; information technology and telecom;

events and tourism; and finances, each with three startups each.

The cycle of the first class ends with the Demo Day, but contacts and

assistance will continue: the 45 startups will be accompanied throughout their

journey, with regular monitoring of their activities, sharing of data and the

permanence of the accelerators in the companies, creating a cycle of mentoring

to new program participants entering the fourth class in 2015.

3.2.4 Registration for the Mercosur prize of science and technology remain open until 2015

Registration for the Mercosur Science and Technology Award - Issue 2014, with

the theme "Popularization of Science", was extended until 23 February 2015.

The launch of the award was simultaneous in the Mercosur member and

associate countries - Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador,

Paraguay, Peru, Uruguay and Venezuela.

Candidates may enroll in one of the following categories: scientific research,

college student, young researcher and integration. Entries must be made

exclusively here.

The Award organized by the Ministry of Science, Technology and Innovation of

Brazil (MCTI) and the National Council for Scientific and Technological

Development (CNPq), has the institutional support of the United Nations

Educational, Scientific and Cultural Organization (UNESCO) and sponsorship of

the National Confederation of Industry (CNI).

3.3 Cooperation EU, Member States, Brazil

3.3.1 European days: opportunities for higher education in Europe

European higher education agencies decided to join forces and market Europe

jointly. From now on, they will organize European days in universities all over

the country. A first such event was held in Campinas at Unicamp on the 25 of

November, with representatives of agencies and universities from Ireland,

Netherlands and Germany. EURAXESS will join as often as possible.

3.3.2 FAPESP publishes scholarship opportunities on the EURAXESS Jobs Portal

Initiative seeks to foster scientific exchange and collaboration between Europe

and the São Paulo State.

Since October 2014, the São Paulo Research Foundation (FAPESP) has

published its post-doctoral, doctoral and other scholarships on the European

research job platform EURAXESS Jobs, which is an initiative of the European

Commission aimed at supporting researcher mobility and career development.

To that end, the EURAXESS Jobs portal features research funding and job

opportunities available in Europe and other parts of the world. All offers related

to Brazil automatically appear on the EURAXESS Links Brazil webpage.

Scholarships offered by FAPESP cover research studies in various fields of

knowledge, from anthropology to zoology, at universities and research institutes

located in the state of São Paulo.

FAPESP hopes that this publication will foster scientific exchange and

collaboration with Europe and therefore contribute to the internationalization of

research carried out in the state of São Paulo.

3.3.3 VII EU-Brazil Dialogue on the Information Society held in Brussels

Brazil and the EU gathered in Brussels, Belgium, on 10 and 11 November, to

discuss actions to strengthen the dialogue on Information and Communication

Technologies (ICT). The meeting provided an opportunity for an exchange of

views on the creation of an attractive environment for investment and

competitiveness in the telecommunications and information technology industry,

as well as the challenges and ways to promote industry growth, both in Brazil

and the EU.

The meeting agenda also included preparation for the Internet Governance

Forum of 2015, to be held in Brazil in November of next year, in addition to the

project of building a submarine cable between Brazil and the EU, and

continuing research on advanced cyber infrastructure.

The European side was led by Deputy Director General of DG Connect,

Roberto Viola, and the Deputy Director General of DG Competition Antitrust,

Cecilio Madero, from the European Commission. The list of Brazilian authorities

included the Head of the delegation and Secretary for Information Technology

Policy of the Ministry of Science, Technology and Innovation (MCTI), Virgilio

Almeida, and Ambassador Vera Machado, Head of the Brazilian Mission to the

EU. Many private sector representatives have also attended.

The São Paulo Research Foundation (FAPESP) is a public institution with the mission of supporting science and technology research and development in the state of São Paulo. FAPESP selects and supports research proposals in all fields of knowledge submitted by researchers affiliated with institutions of higher education and research in the state of São Paulo. 3.3.4 Enrolment for research project of international collaboration in astronomy

The National Laboratory for Astrophysics (LNA/MCTI) invites members of the

Brazilian astronomical community who are interested in participating in the

Legacy Survey project, the SPIRou instrument, to send a letter of intent to

participate in the selection process.

SPIRou is a high-resolution spectro-polarimeter of crossed dispersal covering

the entire infrared region. The spectrograph, which is fed by fibers, will be

installed inside a cryogenic chamber with thermal control and stability, which will

enable use as a high accuracy speedometer to optimize the detection of

habitable planets like Earth, orbiting nearby red dwarf stars.

SPIRou will also be a single instrument capable of obtaining spectra of

polarization of the inner regions of star formation, young stars and planetary

systems in formation. It is a project of international collaboration led by France

which involves Canada, Switzerland, Brazil, Taiwan and Portugal. Construction

of SPIRou began in 2014 and its full integration will take place in 2016 in the

laboratories of Toulouse, France, and the first use of this instrument is

programmed for 2017.

3.3.5 Finep signs agreements with agencies of Norway

The Financing Entity for Studies and Projects (FINEP) has signed two

cooperation agreements with Innovation Norway and the Research Council of

Norway, the Norwegian agencies dealing with fostering innovation. The

documents were signed during the conference jointly organized by the

governments of Brazil and Norway, on 3 and 4 November in Rio de Janeiro.

The agreements were signed by the President of FINEP, Glauco Arbix, the

CEO of Innovation Norway, Anita Krohn Traaseth, and the director of the

Division of Oil of the Research Council of Norway, Siri Helle Friedemann. The

Consul General of Norway, Helle Klem, and representatives of the academic

community and Brazilian and Norwegian companies participated at the event.

3.3.6 Finep is invited to the European Network of Innovation Agencies

FINEP has just been invited to become a member of Taftie - European Network

of Innovation Agencies. Thus, Brazil is now one of the few non-European

countries (besides Korea also recently invited, and Israel) to join the group of 28

nations and 26 agencies. On 25 and 26 November the President of FINEP,

Glauco Arbix, participated in the Forum "Measuring Innovation" in Belgium,

when FINEP was officially presented.

of best management practices; assist business participation in international R,

3.3.7 Ambassador of Norway visits the INPA to learn about the current situation of the Amazon rainforest

Aiming to learn about the research engaged in by the National Institute for

Research of Amazon (INPA / MCTI) and information on the situation of the

Amazon rainforest, the ambassador of Norway in Brazil, Aud Marit Wiig,

accompanied by her advisors, visited the Institute on 4 November.

The "Amazon Fund" is managed by the Brazilian Development Bank (BNDES)

and aims to raise donations for non-repayable investments in prevention

actions, monitoring and combating deforestation and promoting conservation

and sustainable use of forests in the Amazon Biome. The Norwegian

government is the largest donor to the Amazon Fund with resources in the order

of US$ 1 billion.

The Delegation of Norway was received on 3 November by the director of INPA,

Luiz Renato de France, along with the Chief of Staff, Sergio Guimarães, and the

Coordinator of Research and Monitoring of Final Activities, Hillândia Brandão,

who showed the work done by four institutional research topics (Biodiversity;

Technology and Innovation; Environmental Dynamics; and Society,

Environment and Health).

During the visit, the ambassador also learnt about projects that Inpa develops in

the area of climate and environment.

3.3.8 EUBrazil Cloud Connect - a joint cloud infrastructure

The EUBrazil Cloud Connect is an international co-operation project aimed at

accelerating scientific discovery to advance knowledge on several challenges of

high social impact.

By creating a joint cloud infrastructure, EUBrazil Cloud Connect will enable a

multi-disciplinary user community to co-operate across borders at many

different levels. Three core use cases are the drivers behind this collaborative

work: Leishmaniasis, vascular health and climate change.

The EU Brazil Cloud Connect project rolled-out on 20th October its first edition

of the Cloudscape Brazil event in Rio de Janeiro. The event took a practical

look at some of the major barriers to the adoption of cloud computing, exploring

pathways for closer collaboration between Brazil and Europe on issues of

common interest.

4.1.2 EMBO Courses and Workshops

EMBO offers the largest number of life science events in Europe. EMBO

Courses & Workshops funds approximately 80 events attracting more than

8,000 participants every year. Funding is available to organize conferences,

EMBO | EMBL Symposia, workshops, EMBO | FEBS Lecture Courses, Global

Exchange Lecture Courses and practical courses, as well as for keynote

lectures. Travel grants support the attendance of participants from countries

with less-developed scientific infrastructures. EMBO assists the organizer with

the design of a poster, set-up of a website and registration system, and with

promotion of the event.

4.1.3 New ERC call open: ERC consolidator grant

WHAT? ERC Consolidator Grants are designed to support researchers at the

stage at which they are consolidating their own independent research

team or programme.

WHO? This action is open to researchers of any nationality who intend to

conduct their research activity in any Member State or Associated Country.

The ERC's frontier research grants operate on a 'bottom-up' basis without

predetermined priorities. The call 'ERC-2015-CoG' consists of one call with a

single deadline applying to each of the three main research domains:

Physical Sciences & Engineering; Life Sciences; Social Sciences & Humanities.

The deadline for all domains of this call is 12 March 2015. More details are

ERC Consolidator Grants in brief:

- For researchers of any nationality with 7-12 years of experience since completion of PhD (or equivalent degree) and scientific track record showing great promise

- An excellent research proposal - Research must be conducted in a public or private research

4.1.4 IBrasil – scholarships in engineering and technology

The EU funded IBRASIL project “Inclusive and Innovative Brazil” grants

scholarships to Brazilian and European students (undergraduate, doctorate

candidates, post-doctorate and stafff) and credits mobility and degree mobility

within the Higher Education Institutions members of the IBRASIL network.

Scholarships are now available for undergraduates, PhD sandwich students,

post-doctorate and staff in the fields of Engineering & Technology and

Education, Teacher Training (only for undergraduates students from

universities part of the consortium).

Deadline: 18 January 2015.

4.1.5 Puedes – incoming/outgoing scholarships between EU and Latin America

The PUEDES (Participación Universitaria para El Desarrollo Económico y

Social en Latinoamérica) project intends to build a mobility scheme that goes

beyond the number of scholarships that may be awarded within the project

budget, both for European Union and Latin America students and staff.

The positions, offered by the EU partners, cover all the thematic fields within

the call, especially in the areas identified as key priorities to promote university

engagement in social and economic development: Business and

Management, Engineering and Technology, Law, Medical Sciences and

Social Sciences. Mobility positions in Latin America are concentrated in study

areas with a long tradition in Latin America like Agricultural Sciences and

Geology, or renewable energies, climate change or human rights.

The programme aims at assigning a total of 190 scholarships.

In this second call for applications, a total of 68 scholarships are foreseen for Latin Americans and 17 for Europeans. The call is open to undergraduate,

master, PhDs and post doctorates, and staff.

Deadline: 3 March 2015.

4.1.6 SUD-UE – 2nd call for applications

The Erasmus Mundus SUD-UE programme is a partnership established

between 12 South American Higher Education Institutions (HEIs) in ten targeted

countries (Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, Paraguay,

Uruguay and Venezuela) and eight European HEIs (France, Germany, Ireland,

Italy, Portugal, Slovenia and Spain) .

The mobility scheme proposed for the project foresees the mobility of 181

grantees from South America to Europe, and vice-versa in ALL FIELDS

OF STUDY (the academic programmes available at the universities of the

partnership). The scheme covers mobility of undergraduates, master’s,

doctorates, post-docs and academic/administrative staff.

In this call, SUD-UE Latin American nationals scan apply for undergraduate,

master’s, PhD (only mobility will be available in this call, it will not possible to

The IBRASIL project is an Erasmus Mundus Action 2 programme funded by European Commission.

The IBRASIL consortium which stands for “Inclusive

and Innovative Brazil” has emerged from a long and mature collaboration between Brazilian and European universities. 4.1.7 Fellow-Mundus – 2nd call for applications

The FELLOW-MUNDUS project is an Erasmus Mundus Action 2 partnership,

which will contribute through the exchange of students (undergraduate,

masters, doctorate, post-graduate) and academic staff to the reinforcement

of sustainable educational, cultural, economic, scientific and technological links between the European Union and Latin-American countries (Argentina,

Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Mexico, Panama,

Paraguay, Peru, Uruguay and Venezuela).

The project aims to strengthen the cooperation between European Union

Higher Education Institutions and Latin-American universities, enabling the

mobility of students, researchers and academic staff through a

scholarship scheme.

In this call, Latin American citizens can apply for a all type of outgoing

scholarships, whereas European candidates can only carry out post-doc

mobility, including at one of the Brazilian HEI partners.

4.1.8 Eureka SD - 2nd call for applications

Eureka SD is an Erasmus Mundus Action 2 project coordinated by the

University of Oldenburg. It offers 315 mobilities for students and staff to

undertake periods of study, teaching, research or training at partner universities located in the participating European and Latin American countries

(Argentina, Brazil, Chile, Colombia, Costa Rica, Cuba, El Salvador, Guatemala,

Honduras, Mexico, Nicaragua, Panama, Uruguay, and Venezuela).

Each mobility will have a strong focus on topics related to sustainable

development. Check the many eligible fields of study here.

Exchange mobilities are available for the levels Undergraduate, Master,

Doctorate, Post-Doctorate as well as Academic Staff.

No scholarships for citizens of Chile, Costa Rica, Panama, Uruguay and

Venezuela available.

In this second call, there is no more scholarships for Brazilian undergraduates,

except for those in vulnerable situation. Only for Master, doctorate, post-

doctorate and staff.

The European Organization for Nuclear Research (CERN) is offering:

- Fellowship and Graduate Engineering Training (GET) targetting researchers in physical sciences and engineering graduates. Open to nationals of CERN Member States. There are two levels of fellowship within the programme: the Senior Fellowship Programme, addressed to people with a PhD or at least four years of experience; and the Junior Fellowship Programme, for holders of at least a Technical Engineer degree (or equivalent) and at most a M.Sc. degree (or equivalent) with not more than 4 years of experience. Deadline to submit applications: 2 March 2015

- Non-Member State Postdoc Fellowship Programme: Postdoc opportunity for young scientists in Theoretical Physics from Non-Member States. Deadline: 15 October 2015.

- Doctoral student programme to spend 6 to 36 months doing thesis research at CERN in Applied physics, IT, mathematics, electrical, electronic, mechanical or civil engineering, instrumentation for accelerators and particle physics experiments, materials science, radiation protection, safety and environmental protection, science communication, surveying, ultra-high vacuum. Open to CERN member states nationals, Romenian, Serbian and researchers residing in a member state for the last 5 years. Deadline for application: 28 April 2015.

4.1.10 4th Call of the ENTENTE Professional Exchange Programme open to Brazilian Technology Transfer Professionals in Health

The B.BICE+ project (European funded project under FP7) and the ENTENTE

Fellowships for Brazilian participants

The Fellowship for Brazilian candidates will be supported by

the B.BICE+ project for a total grant sum which can only goes up to 3000€ (Per

Diem + Travel) for Brazilian Laureates. Co-financing by Brazilian candidate's

institutions is not mandatory but will be highly appreciated.

The ENTENTE Professional Exchange Programme

This programme is designed to develop the experience and expertise of technology transfer professionals while building stronger professional networks and relationships amongst TTOs themselves, and between TTOs and Industry. Within the framework of the ENTENTE Professional Exchange Programme, European Tech Transfer Officers will have the opportunity to live a unique experience in renowned investment firms, venture capitalist offices, Big Pharmas and Tech Transfer offices across the world.

The three first calls of the ENTENTE Professional Exchange Programme were a real success with the participation of 18 renowned Organisations within the health ecosystem among which European and Brazilian TTOs, Corporate and Private Venture Funds and Big Pharmas.

4.2.2 Institute of Science and Technology (IST) AUSTRIA incoming PhD Programme

WHO ? Open to highly qualified students from all disciplines of the natural

sciences, mathematics, computer sciences and any related interdisciplinary

areas.

Applicants must hold a master's or bachelor's degree or anticipate the

completion of the degree before September 2015. Participating students are

expected to be proficient in written and oral English.

WHAT ? Students admitted to the program will be offered employment

contracts at IST Austria and will receive a salary with full social security

coverage. Entering students holding a master's degree will have four-

year contracts, and students holding a bachelor's degree, five-year contracts.

4.2.3 CROATIA – Incoming fellowships under the NEWFELPRO Programme

Under this third call within the Fellowship Mobility Programme for

Experienced Researchers – NEWFELPRO, 12 incoming and 3

4.2.4 European Post-doctoral institute for mathematical sciences - 2015/2017 call for applications

WHAT-? 2-year positions based on an mobile itinerary with visits of varying

length (3 to 12 months) at EPDI institutes and at least 21 months outside the

country of PhD.

WHO-? European citizens, or with a PhD validated in Europe, with a PhD or

equivalent in Mathematical Sciences, obtained not more than one year before

the programme starts.

4.2.5 FRANCE - French Chairs at UERJ

The University of the State of Rio de Janeiro (UERJ) and the French

Consulate General in Rio launched the second Chairs program in Rio de

Janeiro.

This programme is open to professors or researchers from French higher

education and research institutions from all disciplines, regardless of their

nationality, to lecture for a period greater than 60 days and less than one year.

The priority areas are Humanities and Social Sciences, Marine Sciences,

Geosciences, Biology, Chemistry, Chemical Engineering, Health and French

literature. Candidates must submit their project together with an UERJ

professor. Applications can be written in French, Portuguese or English.

4.2.6 FRANCE – visiting professors’ chairs at IHEAL

The Institute of Latin American Studies (IHEAL - University Sorbonne Nouvelle-

Paris 3) has opened its 2015-2016 call for Invited professors in social science

and humanities

WHO? Open to foreign researchers and professors (from North America, South

America and Europe) who specialize in the study of Latin-American societies

and work in universities in these regions.

4.2.7 FRANCE - Post-doctoral research visits at Inria

All year long, the French Institute for Research in Computer Science and

Automation (INRIA) organizes post-doctoral research visits for individuals of all

nationalities holding PhD. Particular attention will be paid to French and

international candidates who have studied their PhD abroad.

4.2.8 GERMANY - Postdoctoral Researchers International Mobility Experience (P.R.I.M.E)

The German Academic Exchange Service (DAAD) offers a new funding

programme - co-financed by the Marie Curie Programme of the European

Commission - for outstanding postdoctoral researchers from all

disciplines and nationalities. The funding consists of salaries instead of

scholarships.

Funding is provided for 18 months, in which 12 months have to be spent abroad

and 6 months (re-integration phase) at a German university. The re-integration

phase is mandatory.

4.2.9 GERMANY - Humboldt Fellowships

The German Humboldt Foundation offers a number of fellowships and awards

Humboldt Research Fellowship for Postdoctoral Researchers:

WHAT? A Humboldt Research Fellowship for postdoctoral researchers allows for carrying out a long-term research project (6-24 months) that is selected by

the fellows in cooperation with an academic host at a research institution in

Germany.

WHO? The fellowship is open to researchers from abroad with above average

qualifications who are at the beginning of their academic career and who have

completed their doctorate in the last four years.

Humboldt Research Fellowship for Experienced Researchers

WHAT? A Humboldt Research Fellowship for experienced researchers allows

for carrying out a long-term research project (6-18 months) that is selected by

the fellow in cooperation with an academic host at a research institution in

Germany.

WHO? For researchers from abroad* with above average qualifications who

completed their doctorate less than twelve years ago and work at least at the

level of Assistant Professor or Junior Research Group Leader, or have a record

of several years of independent academic work.

Georg Forster Research Fellowship (HERMES) for Postdoctoral Researchers

WHAT? A Georg Forster Research Fellowship for postdoctoral researchers

allows for carrying out a long-term research project (6−24 months) selected

by the fellow in cooperation with an academic host at a research institution in

Germany.

WHO? Open to postdoctoral or experienced researchers from developing or

transition countries* with above average qualifications who have completed

their doctorate in the last 4 (post-doc) /12 years (experienced researchers).

4.2.10 GERMANY - Georg Forster Research Award

The Georg Forster Research Award is granted in recognition of a researcher's

entire achievements to date to academics of all disciplines whose

fundamental discoveries, new theories, or insights have had a significant impact

on their own discipline and beyond, and who are expected to continue

AvH grants more than 700 fellowships and awards to researchers from all over the world every year.

* Scientists from Brazil may be nominated for the Georg Forster Research Award. In the Fellowship Programme, researcher from Brazil can only apply for a Capes-Humboldt Research Fellowship for the time being.

and developing countries.

WHO? Nominees must be nationals of a developing or transition country

(including Brazil, but excluding People's Republic of China and India; cf.

detailed list of countries) who have had their main residence and place of work

in one of these countries for at least five years.

The award amount totals EUR 60,000. In addition, award winners are invited

to conduct a research project of their own choosing in Germany in close

collaboration with a specialist colleague (possible additional funding of up to

EUR 25,000).

WHO? An established academic employed by a university or research

institution in Germany must take the initiative to nominate a candidate for the

Georg Forster Research Award.

4.2.11 GERMANY: IPODI-Fellowships for International Female Researchers at TU Berlin

Technische Universität Berlin (TU Berlin) aims to increase the number of female

researchers in leadership positions. IPODI awards nine Incoming Postdoctoral

Fellowships to outstanding researchers. This call is open to applicants from all

nationalities and from all fields of research represented at the TU Berlin. IPODI

Fellows will find excellent research conditions in one of the seven faculties of

the TU Berlin.

4.2.12 GERMANY – PhD fellowships in organismal biology

WHAT? The International Max Planck Research School (IMPRS) for

Organismal Biology offers two 3-year fellowships for PhD projects in

Organismal Biology. A maximum of 3 months abroad per year (and a total of 9

months abroad) can be funded.

WHO? Non-German citizens not living in Germany for more than 15 months

prior to application. Applicants must have graduated from a minimum 4-year

study program, with comprehensive scientific work in Biology or a related field.

4.2.13 GREECE - Onassis Foundation Fellowships for

incoming foreigners

The Alexander S. Onassis Public Benefit Foundation announced the 21th

annual Programme of Research Grants and Educational Scholarships

addressed to non-Greeks, university professors of all levels (PhD.holders),

postdoctoral researchers (PhD holders), artists, post-graduate students and

PhD candidates.

4.2.14 LUXEMBOURG - INTER Mobility Programme

The aim of the INTER Mobility Programme is to promote scientific exchange

between research groups of the Luxembourg public research institutions

and research groups abroad. Thus the activities should have a strong impact

on the research programme of the Luxembourg research group as well as on

the career development of the researcher.

The INTER Mobility Programme allows for research stays in both directions

(researchers working in Luxembourg to go abroad or for researchers from

elsewhere to come to Luxembourg).

More specifically, the FNR intends to support OUTGOING Post-Docs and

senior researchers and INCOMING established senior researchers in

Luxembourg public research institutions.

The minimal duration of an FNR-funded research stay is 6 weeks. The total

cumulated duration of the research stay is limited to 1 year.

The next application deadline is 20 January 2015.

4.2.15 LUXEMBOURG - ATTRACT 2015

WHAT? The ATTRACT programme by the National Research Fund (FNR) aims

to support Luxembourgish research institutions to expand their competences in strategic research areas by attracting outstanding young researchers with

high potential to Luxembourg.

The programme is designed for researchers not yet established in

Luxembourg with a PhD and between 2 and 8 years’ professional

experience; it offers them the opportunity to set up an independent research

team within a public-sector research institution in Luxembourg that is willing to

host them.

Proposals selected under the ATTRACT programme have a lifespan of five

years and the financial contribution by FNR can be up to EUR 1,500,000 or

EUR 2,000,000 for ‘Starting Investigators’ or ‘Consolidating Investigators’,

respectively. Following a successful final evaluation, the applicant can transition

to the next career stage and obtain tenure (if not already the case) and

promotion.

Projects submitted should be innovative and of high scientific quality.

Deadline for pre-proposal: 12 January 2015.

Research proposals should be submitted jointly by the candidate and the host institution, which has to provide a clear and attractive career track to the candidate.

4.2.16 NETHERLANDS-BRAZIL – CAPES-Nuffic calls for joint research projects

The CAPES-Nuffic call for proposals is aimed at:

- stimulating scientific exchange between Dutch and Brazilian universities

and research institutes and the development of high-level human

resources in both countries and;

- institutional cooperation at the undergraduate level.

WHO? The call is open to Brazilian and Dutch higher education institutions

(HEI). The Brazilian partner receives financing through Capes. The Dutch

partner should exempt incoming Brazilian students from all fees and is

responsible for the financing of the research project on the Dutch side.

The selected HEI will select their own undergraduate and PhD students and

postdoctoral researchers to participate in the projects.

WHAT? The call foresees reciprocal exchange of undergraduate and PhD

students and of postdoctoral researchers in various areas of study.

4.2.17 NETHERLANDS-Innovational Research Incentives Scheme Veni

The Netherlands Organisation for Scientific Research (NWO) launched a call

under ist Innovational Research Incentives Scheme Veni.

WHAT? grants of EUR 250,000 to conduct independent research for a period of

three years. All fields are covered by this scheme.

WHO? The grant is open to researchers who have recently obtained their

PhD (within the last three years). Researchers from outside the Netherlands

can apply, but the project to be funded should be carried out at a Dutch

institution recognised by NWO.

4.2.18 NETHERLANDS – Incoming Visitor’s travel Grant

Researchers in the Netherlands can apply for a visitor's grant for highly qualified

senior researchers from abroad who hold a PhD. With this grant, these

researchers can stay in the Netherlands for a maximum of four months.

4.3 Brazil

4.3.1 Finep and Finnish agency launch joint public call

FINEP and the Finnish Funding Agency for Innovation (Tekes) launched a joint

call for funding collaborative projects in research, development and industrial

innovation. The goal is to support Brazilian and Finnish companies to jointly

develop projects that can boost the innovative content of its products, targeting

the global market.

To submit proposals, filling out and submitting forms in two versions are

needed: one in English and one in the native language of Tekes. The English

versions sent to FINEP and Tekes must have identical content. The email

The call covers any technology area. However, there are priority segments for

the agencies in terms of research funding, such as comprehensive utilization of

waste, energy conservation and energy efficiency; bioeconomy solutions;

bioenergy for industry; and shipbuilding.

4.3.2 FAPERJ - Visiting PhD fellowships in Rio de Janeiro

Opportunity promoted by FAPERJ, the State of Rio de Janeiro Research

Foundation to spend 4 to 12 months in Rio de Janeiro.

WHAT: the grant includes round-trip tickets, settling-in allowance, health

insurance and a monthly stipend for the foreign student.

WHO: PhD students based abroad interested in a 4-12 month visit to Rio

universities starting as early as March 2015.

HOW: Potential supervisors from Brazilian host institutions will place

4.3.3 3rd call SPRINT (FAPESP) for outgoing mobility

4.3.4 FAPERGS/CAPES call for cooperation research projects

The State of Rio Grande do Sul research foundation, FAPERGS and Capes,

has launched a call aiming to internationalise the post-graduation programme

from the State through joint research projects between local and foreign teams.

WHO? Open to researchers/professors holding a PhD from the State of Rio

Grande do Sul.

4.3.5 FAPEMIG launches tender with University of Southampton (UK)

The Foundation for Research Support of the State of Minas Gerais (FAPEMIG)

has launched a second tender in cooperation with the United Kingdom. This

time, the Foundation and the University of Southampton (UOS), from the UK,

invited the ST&I entities based in Minas Gerais to submit proposals that fall

into all areas of knowledge. The purpose of the call 17/2014 is to fund bi-

national scientific and technological projects for the exchange between the

institutions to encourage the participation of teams from both countries.

Proposals should be developed with researchers linked to UOS, contain two

coordinators, a British and a Brazilian with PhDs, and be submitted in English.

The resources allocated to finance the tender will be around £ 40,000 (forty

thousand pounds sterling), as defined in the Budget and Financial Programming

FAPEMIG and the University of Southampton, and the amount of funds

requested for each project should be a maximum of £ 10,000 (ten thousand

pounds).

in Developing Countries''. WHAT: collaboration between German institutions of

higher education and one or several higher education institutions in developing

countries, including Brazil. Submissions to DAAD by a German professor.

GERMANY - DLR-DAAD Research Incoming Fellowships in the fields of Space,

Aeronautics, Energy and Transportation Research open to foreign doctoral

and postdoctoral students as well as senior scientists. Deadlines depends

on the current offers.

IRELAND – President of Ireland Young Researcher Award (PIYRA) for early

career researchers to carry out their research in Ireland. Applications, on a

rolling basis, must be submitted from an eligible Irish Research Body.

IRELAND – SFI incoming Research Professorship open to researchers in

academia or industry. Applications on a rolling basis.

LUXEMBOURG – ATTRACT Call 2015 for outstanding young researchers to

set up an independent research team within a public-sector research

institution in Luxembourg. Deadline: 12 January 2015.

NETHERLANDS – Orange Tulip Scholarship Brazil to obtain a bachelor’s,

master’s or MBA degree at Dutch institutions in several fields of study, mainly

the ones not included in the SwB program. Deadline: 24 March 2015.

NORWAY – RCN’s Personal Visiting Researcher Grant (post-doctorate level

or higher) from one to 12 months. The applicant must be a Norwegian

research institution. Next deadlines: 11 February 2015, 15 April 2015.

SWEDEN - Forte outgoing and visiting fellowships in Health, Working Life and Welfare. Can be submitted at any time.

UK - University of Cambridge, Gates Cambridge Scholarships (55) to

international students for post graduate degree in any subject available.

year’s Future Earth Young Scientist Networking Conference on Integrated

Science. It will take place at Villa Vigoni, the German-Italian Centre for Cultural
