    RESOLUTION NO. 2014

    A RESOLUTION OF THE CITY COUNCIL O THE CITY O CARMEL BY-THE SEA APPROVING THE FOREST THEATER GUILD REQUEST TO USE THE

    VISTA LOBOS PARKING LOT FOR THE 2014 SUMMER MOVIE SERIES ANDREDUCE THE NIGHTLY FEES FOR THREE PARKING SPACES ON TORRES

    STREET

    WHEREAS, the Forest Theater Guild is looking for a suitable venue in which to holdtheir 2014 Films in the Forest Series; and

    WHEREAS, The Guild has determined that the Vista Lobos room and parking lot wouldwork well for that purpose and is requestin g Counci l permission to close the Vista Lobosparking lot to cars and the general public during certain Wednesday, Thursday, Friday,and Saturday evenings for which they are scheduling films; and

    WHEREAS, Council approval is required for the private use of any portion of any Cityproperty to the exclusion of the general public; and

    WHEREAS, the Community Activities and Cultural Commission has recommended areduction to 25 in fees for nightly parking spaces, which also requires Council approval.

    NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OFCARMEL-BY-THE-SEA does:

    1 Authorize use of the Vista Lobos parking lot by the Forest Theater Guild for its2014 Films in the Forest Series.2 Approve a reduction in fees for three parking spaces on Torres Street to providedisabled parking and unloading.

    Dear Members of Community Activities Cultural Commission,

    J am writing on behalf of the Board of Directors of the Forest Theater Guild, membersand supporters of the Guild , movie sponsors and supporters of The Films in the ForestSeries .

    Due to the recent closure of the Outdoor Forest Theater , our regular programs,

    productions and events have been put on hold, scaled back and some canceled for theyear. We fully support the city and building officials' closure of he facility and lookforward to working with them to find an expedient and fiscally responsible solution to thelife safety and code issues whlch have caused the closure.

    While we have been extremely lucky to find a venue for our first production the SwissFamily Robinson at the Pacific Grove High School, we have not been able to work out anoption for the Films in the Forest Series whose proceeds help cover the cost of our freeprograms and scholarships we award each year. I have a spreadsheet of over 70 sites thatI have found, reviewed and our board has considered but due to various zoningrestrictions , facility restrictions and financial inability we have been unable to secure avenue. The Films series is an annual community event that our sponsors look forward

    many families , it is away to share an evening that everyone can agree on and it has become a summertradition . For our visitors to the community, this is a unique experience that they lookforward to; I have had three phone calls and five emails just this month from visitors thatwill be arriving over the summer for vacation and they want to know what's play ing theweek I am in on the peninsula?

    We are requesting use of he Vista Lobos parking lot, this location would provide anadequate space for the outdoor films to be shown . The parking lot is of ample size with anice downward slope, simi lar to seating at the outdoor theater and we estimate would beof sufficient size to host our normal audience . The vista Lobos room could host oursponsor's potluck dinner and pre-show gatherings. Janet has spoken with the officer Ranawho gave us a diagram of how speaker could best be situated and we completely agreewith the layout . I have included a letter we would hand deliver to the neighbors on allsides including Junipero( across the 4lanes) . Also included is our proposed layout of theparking lot for the films and the current list of proposed films and sponsors. I am

    currently working with sponsors to re- adjust dates to accommodate the Vista Lobosschedule so the sponsor/films listed on our sheet may change to reflect the sponso r with adifferent film. There are three sponsors that normally serve wine with their pre-event gettogether and we will schedule that accordingly with the public works and event planningrepresentatives prior to the event. Some of he films that are on the list will be free ofcharge to the public; one film is being sponsored by A E Lifetime and the producersmay be here to present the film, both of which are an honor to us. Upon thei r request, wewill be hosting the Pinnacles National Park for the new film they have created about thepark; a ranger will be onsite to present the film and answer questions. A prominentNorwegian children' s film producer has also sent us some brand new films to share with

    our audience. Perhaps my favorite part of he films presentation this year is the manyDisney films we have been granted permission to show, including the latest familysensation Frozen . I hope that you all agree, this year we have a tremendousopporhmity to show a variety of wonderful films and host a community family gettogether like none before .

    Dear Carmel-by-the-Sea Neighbor,

    Due to the recent closure of The Outdoor Forest Theater, the annual Films in the Forest Series will betemporarily relocating to the Vista Lobos Parking lot. s usual, we will be showing a variety of familyfriendly and locally filmed, classic and popular newly released films. Movie nights will be Wednesdaythru Saturday nights with the show run time from approximately 8:30(dark) to 10:30 . The parking lotwill close at approximately 6 : 0pm for se t up of screen and assembly of sponsor user groups and will bepromptly vacated at the end of ilm, no later than I l pm.

    Every year we welcome individuals and families from our community and many vis itors from out of ownfor an evening of family fun and camaraderie . This very popular series of films is possible due to ourgenerous sponsors, enthusiastic volunteers, a diligent committee and the unanimous approval of Cannelby-the -Sea.

    Proceeds from this series help to fund our youth programs and support ou r youth scholarship fund.

    There will be music and announcements at the beginning of the films however , the speakers will bepointed away from residences .

    We encourage you to join us in what promises to be a quality and memorab le event that will in clude thethe addition of a few Disney films that were previously unavailable for an outdoor film festival.
