INTRODUCTION: The Northern Panhandle Workforce Investment Board, Inc. (NPWIB, Inc.), funded by the Workforce Investment Act of 1998 (WIA), oversees and coordinates local employment and training activities in the Northern Panhandle or Region 5 of the State of West Virginia which includes the counties of Hancock, Brooke, Ohio, Marshall, Wetzel, and Tyler and the cities of Weirton and Wheeling. To better serve local employers, unemployed, dislocated and underemployed workers, and youth, the NPWIB, Inc. established three (3) WorkForce West Virginia Career Centers in the region. To further increase the benefit to the region’s communities, the WorkForce West Virginia Career Centers partner with local employers, agencies and training providers. These partnerships serve to improve the employability of local job seekers, provide more qualified applicants to local employers and assist the local businesses and organizations with affordable staffing solutions. Career Center locations, hours of operation and programs provided are listed below:

RAPID RESPONSE PROGRAM

What is Rapid Response? Rapid Response is an early intervention for dislocated workers, assisting in the transition into new employment as quickly as possible following a permanent closure, lay off (permanent or temporary) due to economic conditions/reduction of workforce. The sooner employers, their workers and the community come together to manage the change, the better the outcome for everyone. Unfortunately, some people view being laid off as a crisis while others may view the situation as an opportunity to find a better or more enjoyable line of work. The Rapid Response Program helps laid off workers turn the challenge of a layoff into an opportunity by providing information about and access to the services that will help put workers back into the workforce. Services include, but are not limited to the following: “Surviving a Layoff” Informational Meeting Skills Upgrading and Retraining Listing of Career Opportunities Tuition Assistance On-the-Job Training (if available) Local Occupations in Demand, Earnings and Skill

The NPWIB, Inc., one (1) of seven (7) local Workforce Investment Board Regions in the State of West Virginia, met and/or exceeded all determined performance measures for Performance Year 2014-2015. Meeting and/or exceeding performance measures is a challenging job and requires teamwork. We credit our good performance, year after year, to NPWIB, Inc. YOUTH PROGRAMS NPWIB, Inc. Youth Programs provide employment and training activities for in-school and out-of-school youth ages 14-21. Services are provided to those youth who meet low-income criteria and have at least one (1) of six (6) specific barriers to employment. Erinn Kittle, Youth Program Coordinator and Christine Smith, Assistant Youth Coordinator, are responsible for overseeing and coordinating all youth programs and services in the region.

FILTERING OUR COMMUNITIES In honor of Earth Day, on Wednesday, April 22, 2015, current “YOUTH IN ACTION!” participants and Youth Services System, Inc. (YSS, Inc.) Employment Skills Specialists participated in the sixth (6th) annual “Filtering Our Communities” event. Youth Participants from Hancock, Brooke, Ohio, Marshall, Wetzel and Tyler counties volunteered their time to collect and discard cigarettes from the city sidewalks and parking lots of East Wheeling. Linda Holmstrand, Regional Tobacco Prevention Coordinator, was the guest speaker for the “Filtering Our Communities” event. Linda provided information on how smoking affects our bodies in many ways. Despite the fact that the consequences of tobacco use are well-known to West Virginians, resident continue to use tobacco in alarming numbers. Tobacco use is the number one (1) preventable cause of premature death and disease. She also informed the youth about the dangers of not only second hand smoke, but also third hand smoke. Looking 30 years into our future, the cost of a pack of cigarettes is projected to be $14.70. Holding constant all factors that influence smoking behaviors in West Virginia, the cigarette smoking prevalence is projected to be about 23% in 2039. Using this information, an average smoker can expect to spend about $119,000 over the next 30 years on cigarettes.

TAX PREPARATION YOUTH WORKSHOP

YSS, Inc. provided a Tax Preparation Workshop for current “YOUTH IN ACTION!” youth participants on Thursday, January 29, 2015, at the New Martinsville WorkForce West Virginia Career Center for youth participants residing in Wetzel and Tyler counties and on Friday, January 30, 2015, at the Wheeling WorkForce West Virginia Career Center for youth participants residing in Hancock, Brooke, Ohio and Marshall counties.

Liberty Tax Service, for the second year in a row, offered a one-on-one FREE Workshop, with Office Manager, Jay BeBolt at the Wheeling WorkForce West Virginia Career Center. Lisa Gonzales from Community Resources, Inc., provided the same one-on-one FREE Workshop at the New Martinsville WorkForce West Virginia Career Center. Those youth participants who attended the Workshops learned about what happens when you obtain your first job. Presenters explained that when you are hired, your employer will have you fill out a W-4 Form, Employee’s Withholding Allowance Certificate. This helps the

Employer determine how much money to withhold from your wages. Employers withhold money from your paycheck for federal income taxes, social security taxes, and state income taxes. Presenters explained that taxes are payments to the government that provide public goods and services for the community. Examples of Public Goods include: National Defense, Street Lights, Roads and Highways. Examples of Public Services include: Welfare Programs, Sanitation, Law Enforcement and Education. By January 31st of each year, your Employer (even if you don’t work there any longer) will mail you an IRS Form W-2, Wage and Tax Statement. The W-2 shows how much money you earned in wages, tips and other compensation from the previous year. This Form will also show the State and Federal Taxes, Social Security, Medicare Wages and Tips Withheld.

The ultimate goal of these workshops is to educate the youth participants and have them apply their knowledge by getting them to prepare their own taxes. YSS, Inc. provided youth with a Tailgate style lunch since the Super Bowl was that weekend.

FIRST ANNUAL VETERAN “STAND DOWN” EVENT

On Saturday, October 11, 2014, the First Annual WorkForce West Virginia Veteran “Stand Down”was held at Ohio Valley Medical Center (OVMC) from 9:00 a.m. to 4:00 p.m. This was the first time a Veteran “Stand Down” Event was held in the Northern Panhandle since the 1990’s. This Event was FREE for all Veterans and their family members to attend. Joe Doulgas, WorkForce West Virginia Veteran Representative and Gulf War Veteran, scheduled many Veteran “Stand Down” Committee meetings with area agencies serving Veterans, to coordinate efforts for the Event. During the Event, food that had been donated by OVMC, Quaker Steak & Lube, and DeFelice Bros. Pizza, was made available to those attending for FREE, as well as showers, haircuts (provided by Great Clips in Warwood), housing information, counseling and job training information to Veterans and their family members.

Of the 75 Veterans attending, no one walked out empty handed. The Veterans Administration provided surplus items such as sleeping bags, coats, blankets and hygiene items. Canned goods donated by the public were also given to the Veterans attending. A special “Thank You” to the following agencies who attended and/or participated in the event: Veteran Affairs Health Care System; Belmont County Veteran Affairs Clinic; Change, Inc.; Wheeling Vet Center; WorkForce West Virginia; Northern Panhandle Workforce Investment Board, Inc. and the WorkForce West Virginia Career Center; Helping Heroes; Amedisys Hospice; Ohio Valley Miedical Center; West Liberty State College Dental School; Greater Wheeling Coalition for the Homeless; Army Career Employment Specialist; Wheeling Nailer’s; West Virginia Division of Rehabilitation Services; RESA 6; Marty Watch – Agriculture; Vietnam Veterans Support Group; Wood Forest bank; I.C. Care; Department of Veterans Assistance; Human Rights Commission; American Legion Post 1 Wheeling, which commenced the Opening Ceremonies of Posting of the Colors; Ron Rice,who provided the opening prayer; Donnie Yeager, who sang The National Anthem; Gene Fahey, Vice Mayor of Wheeling; Senator Rocky Fitzsimmons; and, the band Monkey Business. The Veteran “Stand Down” Committee is looking forward to planning to the Second Annual Veteran Stand Down in October 2015.

NEW MARTINSVILLE WORKFORCE

WEST VIRGINIA JOB FAIR

On Tuesday, May 5, 2015 the New Martinsville WorkForce West Virginia Career Center in conjunction with the West Virginia Department of Health and Human Resources (WVDHHR), Monroe County Jobs and Family Services and West Virginia Northern Community College (WVNCC) held a Job Fair at the New Martinsville Methodist Church from 10:00 a.m. to 2:00 p.m. This event was FREE to the public and offered job seekers with an opportunity to speak to area business representatives about career opportunities and current job openings.

NPWIB, INC. STAFF AND PARTNER TRAINING

On Thursday, October 30, 2014, the Northern Panhandle Workforce Investment Board, Inc. (NPWIB, Inc.) Staff, One Stop Center Staff and Youth Services System, Inc. (YSS, Inc.) YOUTH IN ACTION! Staff members attended training at the Wheeling WorkForce West Virginia Career Center. Christine Smith, NPWIB, Inc. staff member, provided those attending with a Basic Workplace Safety Training video. Staff is required to receive at least one (1) Safety Training per year, according to the NPWIB, Inc. Safety and Loss Control Policy. The Safety Training video covered everything from Computer Monitor Safety to Avoiding Slips, Trips and Falls. Staff had also participated in a Basic First Aid/CPR Safety Training on Wednesday, July 30, 2014. Jim Blazier, Assistant Fire Chief from the City of Wheeling Fire Department, was able to provide basic safety information that may help someone in an emergency situation. Executive Director, Rosemary Guida; Assistant Director, Erinn Kittle; and, MACC Coordinator, Gena Saffell also provided Staff members with updates on the Workforce Innovation and Opportunity Act (WIOA) of 2014. Since this training was scheduled on Halloween, the NPWIB, Inc. administrative Staff, One Stop Center Staff and Youth Services System Inc. YOUTH IN ACTION! Staff decided it would be fun to dress up in costumes!
