EXECUTIVE SUMMARY 2013

2013 ended on a high note for NTC Bicol as it was able to reached its first

100 million mark, in fact it is P108,287,162.21 mark.

2013 was not easy with the higher target income of P71, 121,000.00 set for

NTC Bicol to achieve. With this goal in hand, NTC Bicol has steadfastly stood for

the delivery of public service amidst the rapid growth of telecommunications and

broadcast industry in the Bicol Region.

Looking back, NTC Bicol is thankful enough because the price of its hard

work is P108,287,162.21, 37.37% or P29,300,000.00 higher than the previous

year’s income of P78,829,113.21, higher by P37,166,162.21 from the 2013

target income and is a good number to get set and make another mark this 2014.

Aside from this laurel on its hat, NTC Bicol is happy and thankful enough

that its targets for 2013 were achieved thoroughly successful. The highlights of

these accomplishments are as follows:

A. On Frontline Services and Enforcement Activities

14,975 licenses, permits and certificates were issued which is

25.88% higher than the last year which is 11,896. This number of

licenses, permits and certificates issued for 2013 has surpassed the

2013 target which is 9,610 or 55.83% higher.

1,884 inspection and investigations conducted which is 13.97%

higher than 2012’s 1,653 inspections and investigations. The 2013

number of target of inspections and investigation is 1,390, hence,

NTC Bicol was able to exceed it by 35.54%.

8,542 frequency channels monitored which is 90.03% higher

compared to last year’s 4,495.

133 frequency assignments made which is 4.72% higher than last

year’s 127 and 10.83% higher than the target of 120.

There were 55 Restricted Land Mobile Seminar conducted which

is higher by 23 compared to last year’s 32 RLM Seminar held.

There were 3 examinations conducted for Radio Operators. Two

regular Radio Operator Examination was held last March 23, 2013

and August 3, 2013 in Legazpi City and Naga City, respectively

and one Special Amateur Radio Operator Examination last

December 7, 2013 in Masbate City for a total of 491

applicants/examinees.

On Oplan Cellphone, NTC Bicol was able to confiscate 12

unauthorized/not type-approved Mobile Phone Units.

B. Administrative Cases

Although NTC Bicol was not able to meet its target, the number of cases

filed and disposed is still impressive, which is still the highest

nationwide. There were 1,263 show cause orders that were issued and

administrative cases filed. NTC Bicol was able to dispose 612 cases and

was able to collect a total of P544,922.00 administrative fines. The

collection is lower by 13.43% (P629,437.50 for 2012), the same is easily

explained by the fact that there were 12 one-day mobile licenses that

were conducted in the entire Bicol Region and an increase in the number

of the licenses, permits and certificates issued. Also, it should also be

noted that with the continued and intensive inspections conducted by

NTC Bicol, more stakeholders are becoming aware of the existing NTC

laws and regulations.

C. One-Day Mobile Licensing

Aimed at bringing the frontline services of NTC closer to other

provinces, NTC spearheaded thirteen (13) one-day mobile licensing

activity in different city/strategic locations of Camarines Sur, Camarines

Norte, Catanduanes, Sorsogon and Masbate. These one-day mobile

licensing activities were able to add P1, 122,078.39 to NTC’s income.

D. Maritime Radiocommunication Seminar and Joint Mobile Registration

and Licensing (JMRL) with BFAR, PCG and MARINA

Aside from its regular one-day mobile licensing activity, NTC Bicol also

has joined forces with BFAR, PCG and MARINA for a more

comprehensive implementation of Maritime Radio Laws and its rules and

regulations. There were three (3) joint mobile registration and licensing

activities that was held in Daet, Camarines Norte, Tabaco City and

Masbate City, wherein a total collection of P86,070.00 was made. Out of

this activity, NTC Bicol was able to issue 85 SROP radio operator

certificate and 127 Permits/Licenses.

E. Consumer Welfare and Protection

The Consumer Welfare and Protection Desk of NTC Bicol headed by the

Legal Section have also acted on 133 complaints and/or requests for

blocking of the lost and/or stolen cellular phones. There were also six (6)

complaints against telecommunication companies indorsed to the Central

Office.

F. Other activities

Regular Information dissemination campaign on what to do or how

to handle Text Scams, unwanted Broadcast Messages and

vanishing loads and other frontline services of NTC were being

conducted during mobile licensing activities, forum, meetings and

thru TV/Radio broadcast interviews and seminars.

Implementation of various General Amnesty program for

unregistered radio equipment of the Commission by holding

meetings/dialogues, coordination with amateur/civic radio groups

and other private/government/LGU institution and

radio/CATV/TV information dissemination.

In Support of OPLAN LIGTAS BYAHE for UNDAS 2013, this

regional office have coordinated and established a communication

link with OCD5 and other amateur/civic action radio groups who

render support and assistance to travelling motorists.

Supported and participated in the National Greening Program

(NGP) of Pres. Benigno C. Aquino spearheaded by different

government institution in different planting locations in Albay

namely; NEDA (Oct 22), CSC (Sept 13) and DENR (June 25).

Joined the “Civil Service Commission 113th Anniversary” month-

long activities last September 2013. The NTC RD won 1st place in

the 2Km “Race to Serve:Run for a Cause” and participated in

Government Express Goes to the Mall on Sept 16-18 by

providing NTC frontline services.

The Regional Director have attended a foreign training on “Digital

Broadcasting Policy Course” last May 19-25, 2013 in Seoul, Korea

conducted by the Korean International Cooperation Agency.

The Office is an active member of the Bicol Communicators

Network, an organization of Information Officer of various

government agency that tackles government plans, projects and

services.

Provided support and assistance to RDRRMC and PDRRMC

during typhoon YOLANDA and in times of disaster and other

calamities in the Region by automatically activating the “Task

Force Bayanihan” and regular coordination with the LGU’s, Civic

Action Groups and Amateur Radio Groups. NTC personnel have

also donated used clothes for YOLANDA victims.

In preparation for the coming 2014/15 APEC Summit to be held in

Albay, this office, which is a member of the TWG, the primary

support group of Albay Provincial Preparatory Logistical

Committee (APPLC) created for the forthcoming APEC Summit

have already started the coordination thru NTC Commissioner on

the communication requirements of APEC with

Telecommunication Companies in Albay.

All NTC personnel have attended and participated in three (3)

Gender and Development seminar conducted by the Regional

Office and in coordination with NTC Region 3 and 4.

Continuous implementation of “While you Wait” and “No Noon

Break” policy to expedite the delivery of services to the public.

To enhance capacity, competence and professionalism, NTC

personnel were also given the chance to attend trainings and

seminars both technical and administrative to wit; Strategic

Planning Seminar, Administrative Planning and Development

Seminar, Strategic Performance Monitoring System, Auditors

Training Course, Basic Life Support Cardiopulmonary

Resuscitation Seminar, Quality Management System, Philgeps.

The Regional Director has been very active in linkages with

different government agency and private institution in the Bicol

Region. Was elected Governor of ICEP Bicol Chapter, auditor of

the Regional Executives and Directors Association (REDIRAS) of

region V, Director of the Bicol Regional Government Center

Association (BRGCA). He is also very active in all the activities of

the Career Executive Service Board (CESB).

On-going construction of a new two-storey radio monitoring

building, seawall at the back of the NTC compound and extension

of the Region’s garage/motorpool.

It is humbly submitted that the above data and activities manifest and

indicate the continuous display of dedication and competence of NTC Bicol.

Although 2013 posed several challenges which tested its competence and

efficiency but in the end, NTC Bicol managed to carry out its mandate with

rewarding output. NTC Bicol lived for that distinctive characteristic that the

Bicolanos are known for – URAGON!

Indeed, the prices of success are hard work and teamwork and NTC Bicol

will not stop – not yet! As what it has always said, they have only just begun. Hello

2014!

OTHER ISSUES AND CONCERNS

1. Establishment, operation and repair/rehabilitation of additional District

Offices in Masbate City, Masbate; Virac, Catanduanes and Daet District

Office. While there was already an approval from ICTO/TELOF for the

office space from TELOF, it needs financial assistance from Central Office

for the repair and maintenance of such office space.

2. Training on New Trends/Technologies for the Region’s Technical and legal

personnel and the appropriate trainings/seminars for a uniform interpretation

and implementation of various Memorandum Circulars and Office Orders

issued by the Commission.

3. Formulation of a primer and/or a standard operating procedure in the

conduct of inspection of various radio station/services.
