BANGALORE, DHNS: TheHigh Court of Karnataka onMonday directed the State gov-ernment to reinstate Dr Malinias Deputy Director of ForensicScience Laboratory.

Dr Malini was removed fromservice following an orderpassed by the Karnataka Ad-ministrative Tribunal in 2009.She had approached the HighCourt challenging the govern-ment’s decision to terminateher employment on the groundthat she had produced a falsecertificate to secure the post.Dr Malini had contended thather services were terminatedon account of “pressure fromthe Opposition party on thefloor of the House.”

The Bench said the govern-ment neither conducted any in-vestigation into the allegationagainst Dr Malini nor issuedher a notice of termination. Itdirected the government to re-instate her with all facilities andbenefits.

Transfers stayedThe High Court has stayed thetransfer of eight IAS officerstill Tuesday. The officers, whowere transferred on the direc-tion of the Election Commis-sion, had approached the Cen-tral Administrative Tribunal.The Tribunal stayed the trans-fers and the Election Commis-sion, in turn, has approachedthe High Court in appeal. Theofficers have contended thatthey were transferred beforecompleting their tenure asdeputy commissioners. The Di-vision Bench posted the matterfor Tuesday.

ReinstateMalini at FSL:HC to govtBANGALORE, DHNS: Banga-

lore Urban Deputy Commis-sioner V Ponnuraj on Mondaysaid they had completed 80 percent of election preparationsfor seven constituencies in Ban-galore Urban district.

Ponnuraj said as many as2,011 polling stations had beenset up for the Yelahanka, By-atarayanapura, Yeshwantpur,Dasarahalli, Mahadevapuraand Bangalore South con-stituencies in the district. Therewill be an additional 308polling stations in areas wherethe population is more, he said.

He said 852 polling stationshad been segregated as nor-mal, 725 as sensitive, 556 as hy-per-sensitive, 167 as vulnerableand 96 as critical stations. Morenumber of video surveillanceteams and paramilitary forceswill be deployed at these sta-tions, he said.

BANGALORE: Following theinordinate delay in the Stategovernment announcing theseat matrix and fee struc-ture for professional cours-es for the academic year2013-14, Karnataka Unaid-ed Private Engineering Col-leges’ Association has writ-ten to the government thatits affiliated colleges wouldgo ahead with their individ-ual fee structure for thecoming academic year.

In a letter to Rajneesh Goel,Principal Secretary, Higher Ed-ucation department, the Asso-ciation secretary MK Pan-duranga Shetty said onMonday that the uncertainityhad created undue pressure onengineering colleges.

Nearly 75 to 80 per cent ofthe total expenditure incurredby engineering colleges tookthe form of salaries paid to lec-turers in accordance with theSixth Pay Commission recom-mendations.

The only source of revenuefor the private professional ed-ucational institutions to meettheir financial commitments isthe fee collected from students,the letter said.

Shetty said costs incurred bycolleges have gone up by 110per cent in many cases. “Wecannot sustain colleges thisway. We do not get subsidyfrom the government,” headded.

COMEDK scoreThe unaided colleges havebeen getting frantic calls fromaspirants on fee structure and,they are not in a position toguide the students, Shetty said.

“Colleges will take either theCOMEDK or the JEE (Main)scores and go ahead with theadmission as the governmentseems to be not bothered byour concerns. Each institutionwill charge a fee based on thecosts incurred by the manage-ment per student,” he said.

The state government wassupposed to take a decision onthe fee structure and the seatmatrix by April 10. In March,Minister for Higher EducationCT Ravi had announced thatthey would announce fresh feestructure for this year, basedon a report submitted by thePrincipal Secretary, Higher Ed-ucation department.

The report was supposed toassess the costs incurred by col-leges for professional coursesand accordingly recommendfees. However, no such decisionhas been announced by thegovernment till date.

The exercise on fixing newfee structure began after thegovernment received com-plaints last year that certainprofessional colleges werecharging exorbitant fee for‘added infrastructure’ on cam-pus, apart from the govern-ment prescribed fee. DH News Service
