What’s New? For the 2013-14 FLKRS Administration
• Monitoring features were added to the Progress Monitoring and Reporting Network (PMRN) in 2012-13 for School Districts to track the level of completion by their schools. District testing coordinators should monitor the progress of all schools in entering their ECHOSTM and FAIR scores during the first 30 instructional days and insure that all schools have submitted their scores prior to the 30th day.

What’s New? For the 2013-14 FLKRS Administration
• Open 30 Day Window – When principals register their schools they are required to enter the first date of classes which creates the calendar that determines the 30 day window. Teachers should log in and change their password prior to the start of school so they have access to the PMRN for 30 instructional days. All scores will be automatically saved by system on the 30th day.
• Public schools who do not use the Florida Assessments for Instruction in Reading – K (FAIR-K) for progress monitoring ONLY need to administer the Early Childhood Observation System™ (ECHOS™) and the Broad Screen of the FAIR-K.

Reminders For the 2013-14 FLKRS Administration
• Public schools are required to administer the FLKRS (FAIR-K and ECHOSTM) online.
• Non-public schools may administer both portions of the FLKRS.
• FLKRS Kits are sent directly to districts and non-public schools.
• School districts were asked to provide the Department with their FLKRS training dates and locations and were provided a list of non-public schools and their contact information. The Department will also be offering training for non-public schools.

21
Purpose Why do we screen kindergarteners?
To comply with Section 1002.69(1), Florida Statutes, (F.S.) “The department shall require that each school district administer the statewide kindergarten screening to each kindergarten student in the school district within the first 30 school days of each school year.”
And section 1002.67, Florida Statutes, (F.S.) Performance standards; curricula and accountability.1)(a) The department shall develop and adopt performance standards for students in the Voluntary Prekindergarten Education Program. The performance standards must address the age-appropriate progress of students in the development of:
2. Emergent literacy skills, including oral communication, knowledge of print and letters, phonemic and phonological awareness, and vocabulary and comprehension development.
21
22
PurposeUse of Screening Results to set the Voluntary
Prekindergarten (VPK) Readiness Rate
Section 1002.69(5), F.S. The State Board of Education shall adopt procedures for
the department to annually calculate each private prekindergarten provider’s and public school’s
kindergarten readiness rate, which must be expressed as the percentage of the provider’s or school’s students who
are assessed as ready for kindergarten.
22
23
Purpose How will FLKRS data be used?
To inform instruction
To provide parents with useful information about their child’s readiness for
kindergarten
To annually calculate a readiness rate for non-public and public school providers of the VPK
Education Program- Section 1002.69(2)&(5), F.S.

Overview
46
FLKRS/ECHOS™ Overview How is the ECHOS™ administered?
Teachers observe students, record their observations on the FLKRS Class Record Form and enter the results
into PMRN.
47
FLKRS/ECHOS™ Overview Planning for Observations
Teachers should review the benchmarks and domains so they are familiar with the behaviors and skills they need to observe and the context
Incidental observationsPlanned observations
they should be observed in.
48
FLKRS/ECHOS™ Overview Planning for Observations
With careful planning, it is possible to complete FLKRS/ECHOS™ for a class of students within
the first 30 school days, using various types of class activities.
Whole Class Large Group Small Group Individual
49
FLKRS/ECHOS™ Overview Administration Requirements
ECHOS™ should be completed by a teacher trained in its administration.
Kindergarten teachers may NOT administer the ECHOS™ to students they
taught in VPK.
50
FLKRS/ECHOS™ Overview Frequency of Demonstration
The behaviors and skills described in each benchmark need to be observed only once for the appropriate indicator to be
entered.
51
FLKRS/ECHOS™ Overview Domain/Benchmark/Indicators
Item 1: Concepts of Print
Knows how to use a book
A. Shows curiosity about all aspects of print
B. Identifies front and back of book and where story begins
C. Recognizes that the purpose of print is to tell the story
