Assistant Chief Information Off icer (GIS) Westchester County GIS White Plains, New York
ó Established 1986 ó Created first comprehensive large scale (1”=100’)
countywide land base in 2000 (Spring 2013 update) ó Extensive geospatial database & application development ó Environmental Systems Research Institute (ESRI) client –
worldwide/industry leader in GIS software (www.esri.com) ó Support several other industry geospatial software
programs in both in desktop and web environments (Google Earth & AutoCAD)
ó Infrastructure/Asset Inventory ó Tax Maps/Parcel Information ó Land Use/Zoning/Planning ó Emergency Services (Fire & Police) ó Stewardship/Maintenance of Countywide base map ó Geospatial Data Warehouse
ó Geospatial coordination with local governments
ó Administrators and decision-makers much more informed / comfortable with cloud concept
ó Enough success stories to work with ó Noteworthy failures, too
ó Significant reduction in government workforce ó One of few options available for governments with no GIS
capacity to date ó Being discussed and considered on all levels of government ó Geospatial technology perfect fit for multi-government,
centralized, cloud-type GIS program development
ó Software as a Service (SaaS) ó Gmail, Business Analyst Online, ArcGIS Explorer
Online, ArcGIS Online, etc. ó Platform as a Service (PaaS) ó ArcGIS.com, Google Earth
ó Infrastructure as a Service (IaaS) ó Computing, storage, managed services, and other IT
infrastructure components ó Data as a Service (DaaS) ó Map services, commercial data services
ó Online mapping applications ó Map services ó Data warehouse ó Web feature editing and mobile data collection
(ArcGIS.com)
ó Big Assumption: Agency is available to serve as The Cloud. ó Another Assumption: Cloud discussion furthers collaboration in
difficult times (However, our experience suggests so). ó Return on Investment (ROI): I don’t have one. Both obvious
(software, infrastructure, app development, DUPLICATION) & not-so-obvious.
ó It’s Cloudy & Not so Clear: Meaning the GIS Cloud is different things to different organizations. GIS technology is a perfect fit for County/local governments & Regional organizations.
ó Just an Example: We’re only scratching the surface for what we can do for local governments.
ó Not Going Away: Cloud concept is here to stay in the GIS arena. Chances are local governments will use a variety of Cloud components. How products/platforms like ArcGIS.com fit in – TBD.
