Welcome to the 2013 Nye County Regional Economic Development Authority (NCREDA) Job and Business Fair!

On behalf of the Nye County Regional Economic Development Authority, I am pleased to welcome you to our first annual Job and Business Fair. NCREDA invites you to network, learn, grow, and succeed in this first of its kind venue in Nye County.

Nye County’s diverse economy offers excellent opportunities for business development and prospective employees. NCREDA’s goal is to attract, retain, and expand businesses in Nye County and the surrounding region. The 2013 NCREDA Job and Business Fair provides a professional platform for participating businesses and job seekers to meet and explore potential relationships. It also provides opportunities to network with local, state, and federal agencies as well as with other businesses in the region.

The Job and Business Resource Guides were developed to provide information to job seekers and to businesses regarding services available in our communities and throughout the state of Nevada. They provide an overview of the quality of life in our county. NYE COUNTY REGIONAL ECONOMIC DEVELOPMENT AUTHORITY The Nye County Regional Economic Development Authority (NCREDA), a 501(c)(6) nonprofit organization, was formed for the promotion and advancement of economic development in Nye County, and for the benefit of the community as a whole. NCREDA collects, organizes, reproduces and disseminates information for the purpose of improving social, economic and business conditions throughout Nye County and the region.

NEVADA SMALL BUSINESS DEVELOPMENT CENTER The Nevada Small Business Development Center (SBDC) is a statewide business-assistance outreach program of the University of Nevada, Reno, College of Business, supported in part by the U.S. Small Business Administration. Through its eleven locations, it provides a wide variety of technical assistance, services, expertise and training to support Nevada businesses and industries, and helps entrepreneurs start and grow their businesses in today's dynamic market. In addition, the Nevada SBDC provides useful information and analysis of the economy, environmental and demographic data to help businesses, government and other organizations support economic growth in their communities. The Nevada SBDC also offers information and guidance for businesses in understanding and complying with environmental regulations and in becoming energy efficient.

NYE COMMUNITIES COALITION NyECC provides services for both employers and Adult Job Seekers. We are building healthy communities across Nye and Esmeralda Counties and we welcome anyone interested in helping! The Coalition is made up of individuals, organizations and agencies that are focused on joining together in cooperative and collaborative efforts to increase prevention services and opportunities. NyE Career Connection provides services for Job Seekers and Employers.

RURAL NEVADA DEVELOPMENT CORPORATION The Rural Nevada Development Corporation (RNDC) is a 501(C)3 nonprofit development corporation formed in January 1992 to serve the fifteen (15) rural counties, rural Clark and Washoe counties, and the twenty-seven (27) Native American tribes of Nevada. RNDC has been responsive to the needs of rural communities by addressing critical issues such as affordable housing, down payment assistance, homeowner rehabilitation and small business alternative lending practices and has received certification from the Department of Treasury as a Community Development Financial Institution (CDFI). Its ability to leverage involvement statewide from public and private sources has been successful.

TOWN OF PAHRUMP The Town of Pahrump’s mission is to balance our history as a rural community with our need to provide appropriate and sustainable services to our citizens and those who visit our community. We will do this by demonstrating honest, responsive leadership and partnering, when appropriate, to augment our resources.

Expanding Your Business to Nye County

The Business Resource Guide is designed for businesses considering locating in Nye County, those that are already doing business here and would like to expand, and individuals considering a new business start-up. It provides an overview of the steps required to establish a new business in Nye County, Nevada and it provides resource information and contact information to help business owners strengthen and expand their businesses in the County.

BASIC STEPS TO STARTING A BUSINESS 1. Develop a Business Plan: The Business Plan will help you determine the demand for your

product or service, the competition for market share, the financial demands for the new business, and the need for employees, equipment, and facilities. The more complete the analysis in the Business Plan, the more useful it will be in helping you make key decisions and guiding you each step of the way. There are several entities that provide excellent resources for developing a business plan:

2. Determine the appropriate business structure (Corporation, Limited Liability Company, Partnership, or Sole Proprietorship) and file the appropriate applications: Your attorney and/or your accountant can advise you on the best business structure for your personal, business, and financial situation. Corporations and LLCs must file Articles of Incorporation or Articles of Organization with the Nevada Secretary of State and maintain all records, minutes, etc., as required by law. 3. Obtain a Fictitious Name Certificate (DBA): If you plan to use a name other than your legal name, you must file a Fictitious Firm Name Certificate (Doing Business As - DBA) with the County Clerk's office to identify the owner(s). This applies to corporations and LLCs as well as sole proprietorships and partnerships. The form is available online at http://nyecounty.net and may be filed by mail. The completed form should be mailed to the Nye County Clerk at P.O. Box 1031, Tonopah, NV 890249 along with the filing fee of $20.

4. Obtain a State Business License: All businesses operating in Nevada must obtain a State Business License issued by the Nevada Secretary of State. The license is renewable annually. You may apply online or obtain the forms from the Secretary of State’s website at http://nvsos.gov.

5. Obtain a Retail Sales Permit (if required): Every new business must check with the State

Department of Taxation to determine whether they need a resale permit, an exemption certificate, or are subject to use tax. A deposit or bond may be required. Check with the taxation department for fee payment and other information. You may go to their website http://tax.state.nv.us and download the appropriate forms.

6. Obtain a Local License

Nye County does not require a Business License, however, they are required for businesses operating in the towns of Pahrump and Tonopah.

7. Obtain Special Permits (if required): Depending on the type of business, you may be required to obtain additional state or federal permits. STATE REQUIREMENTS: State Business License: A business license is needed for each person, corporation, partnership, proprietorship, business association and any other similar organization that conducts an activity for profit, including an independent contractor or sole proprietor. A trade show or convention held in this state in which a business previously described takes part, or in which a person who conducts such a business attends, for a purpose related to the conduct of the business also needs a business license. When you register with the Nevada Employment Security Division (ESD) for Unemployment Compensation for your employees you are automatically registered with the Department of Taxation for Modified Business Tax. This gives both the potential client and the organization a chance to assess their personal and business readiness and to determine the appropriate next training program for them. A second type of programming offered is the Business Success Series which is a 14 class series that covers everything that an aspiring entrepreneur needs to know to start a business. A third type of programming is post-loan training. NMI also has programming with the Native American populations in Nevada.

Technical Assistance: NMI provides extensive technical assistance (as requested and/or needed) for those who have received business loans or have an existing business. It provides referrals to professionals and other service providers, when technical assistance clients require specialized services. Throughout the technical assistance process NMI staff serve as coaches and advisors to its lending clients and to any other business person who seeks our help.

Lending Program: NMI has a variety of loan products. It offers business financing from $1,000 up to $250,000. Nevada State Development Corporation (NSDC): Nevada State Development Corporation assists business owners in buying, building, and improving commercial buildings with a minimum investment through SBA 504 loans and the Community Reinvestment Fund (CRF). The SBA 504 Loan Program provides an opportunity for small business owners to purchase commercial real estate and long-term equipment at reasonable rates and terms. No tax dollars are used to fund the SBA 504 Loan Program. The SBA 504 commercial real estate loans provide up to 90 percent funding at fixed rates typically below the market. Applications are processed quickly with preapprovals in as little as 24 hours.

Nevada Industry Excellence: Nevada Industry Excellence (formerly Manufacturers Assistance Program) is a non-profit partnership of higher education, state economic development entities, and non-profit organizations providing economic development assistance. Program offers basic academic, vocational and on-the-job training to help unemployed Nevadans gain necessary skills to meet the demands of today's changing labor market. The program offers employers the opportunity to enhance their work force with qualified, competent employees trained to the employer's unique needs. Employers providing on-the-job training opportunities to CEP clients receive financial assistance to help defray training costs for each full-time trainee who successfully completes their individual training program. Training cost incentives help employers, while CEP trainees gain valuable job training, and the promise of full-time employment upon completion of training contracts. CEP representatives refer on-the-job training applicants for consideration so the employee is trained to meet the company’s needs. CEP representatives do most of the paperwork, to ease the use of the program for employers, so there is little or no red tape. The Work Opportunity Tax Credit program rewards employers who contribute to the well-being of Nevada’s workforce by hiring individuals who may have a difficult time finding employment. Through the program, employers who hire people from certain target groups can earn tax credits. It’s a simple process, with minimal paperwork on the employer’s part. Additionally, employers continue to decide whom to hire and employers can receive the tax savings on an unlimited number of employees hired under the program. Target groups include short and long term family assistance program recipients, veterans, disabled veterans, Vocational Rehabilitation referrals, ex-felons, Supplemental Social Security recipients, and Rural Renewal County (RRC) residents (which includes 18 to 39 year-old residents of nearby rural Nevada counties [Esmeralda, Lander, and Mineral]).

Nevada Employment Security Division: The Nevada Employment Security Division of the state’s Department of Employment, Training and Rehabilitation provides a Business Resource Directory online. The Directory provides direct access to the Nevada Business Registration form, and offers additional information on local business licensing requirements, financial incentive programs, incorporation in Nevada, small business resources, regional development authorities throughout the state, and links to area Chamber of Commerce sites. In addition the Employment Security Division website provides detailed Labor Market Information regarding employment and wages for Nevada counties. NyECC Career Connections: NyeCC can save employers time and money in recruiting, hiring, and retaining new employees. Employers can post job openings locally and state-wide with the coalition, staff will work with businesses to take and pre-screen applications and it offers a monthly job fair to increase employers’ access to potential applicants. Through its On-the-Job training programs, the Coalition can assist Businesses with up to 50 percent of wages for qualified employees during the training period. During the training period, the Coalition staff is available to consult with employers on job related issues. Jobs need to be permanent and at least 30 hours a week and the OJT contract must be in place before the employee’s first day of work. Through their services to job seekers, the Coalition can assist the new employee with work related clothing, transportation costs, testing, and training to increase their success on the job, (www.nyecc.org).

FEDERAL PROGRAMS: U.S. Department of Agriculture (USDA) Rural Development, Business Programs: To support rural regional economic prosperity, USDA Rural Development provides job training and business development opportunities for rural residents, including cooperative business development, community economic development and strategic community planning and faith-based and self-help initiatives. Funding for most of these efforts is administered by USDA Rural Business Programs. Rural Development also offers programs to provide the educational opportunities, training, technical support, and tools for rural residents to start small businesses and to access jobs in agricultural markets, the green economy, and other existing markets, as well as acquire training in vocational and entrepreneurship skills they can use in the

Rural Development programs that can assist new and expanding businesses in Nye County include the Business and Industries (B & I) loan program, the Rural Business Investment Program, the Biorefinery Assistance Program, and the Rural Energy Assistance Program (REAP). The purpose of the B&I Guaranteed Loan Program is to improve, develop, or finance business, industry, and employment and improve the economic and environmental climate in rural communities. This purpose is achieved by bolstering the existing private credit structure through the guarantee of quality loans which will provide lasting community benefits. It is not intended that the guarantee authority will be used for marginal or substandard loans or for relief of lenders having such loans. The Rural Business Investment Program (RBIP) promotes economic development in mostly rural areas by helping to meet the equity capital investment needs of smaller enterprises located in such areas. USDA licenses newly formed for-profit investment fund entities as Rural Business Investment Company's (RBICs). RBIC’s use the equity raised in capitalizing their fund to make equity, and equity-like, investments mostly in smaller enterprises located primarily in rural areas.

As the call for increased production of homegrown, renewable forms of fuels has grown, so has the need to develop and produce them. USDA Rural Development offers opportunities to producers to development such fuels through the Biorefinery Assistance Program. The program provides loan guarantees for the development, construction, and retrofitting of commercial-scale biorefineries. The REAP Guaranteed Loan Program encourages the commercial financing of renewable energy (bioenergy, geothermal, hydrogen, solar, wind and hydro power) and energy efficiency projects. Under the program, project developers will work with local lenders, who in turn can apply to USDA Rural Development for a loan guarantee up to 85 percent of the loan amount. Small Business Administration: The Small Business Administration offers the Microloan Assistance Program, SBA 7a Loan Program to assist eligible borrowers to start, acquire, and expand small businesses as well as the CDC 504 loan program to assist eligible businesses to acquire land, and construct site improvements and facilities. To access SBA loan programs, Nevada small businesses should contact their bank, the Nevada State Development Corporation (NSDC) and Rural Nevada Development Corporation (RNDC) for the SBA, Microloan Assistance Program.

The SBA’s Office of Veterans Business Development is available to assist veterans, service disabled veterans, reserve component members, and their dependents or survivors to access all of the SBA’s small business programs.

The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are coordinated by the SBA to encourage small business to explore their technological potential and profit from its commercialization. Each year, eleven federal departments and agencies are required by SBIR to reserve a portion of their Research and Development funds for award to small business and five federal agencies reserve a portion of their funds for the technology transfer program. These agencies assign topics and accept proposals. SBA coordinates the program which involves a three phase competitive grant system to assist small businesses with the start-up and development phases and allows them to compete in development of new technology. BUSINESS SITES, INDUSTRIAL PARKS, REAL ESTATE LISTINGS, PUBLIC LAND: Amargosa Valley Science and Technology Park: The Amargosa Valley Science and Technology Park is located near the intersection of highways 95 and 373. The 61 acre park is owned and administered by Nye County. Infrastructure includes graded, gravel roads, a water system with two 86,500 above ground tanks, a booster system for fire flow, and water mains throughout the park. Sanitary sewer will be provided by individual septic systems or a package system and the final work on the electrical system is in progress. The park was initially established to house business development in conjunction with the Yucca Mountain High Level Nuclear Waste Repository and is available for other development including clean energy projects. Local, state, and tribal incentives may be available for companies locating at the park.

Tonopah Airport Industrial Park: The Tonopah Airport is a General Aviation Public Use Airport owned and operated by Nye County. The property covers approximately 3,820 acres and is known as the Tonopah Airport and Tonopah Aeronautics and Technology Park. Tonopah Airport is a National Plan of Integrated Airport Systems (NIPIAS) designated airport eligible for Federal Aviation Administration (FAA) Airport Improvement Programs (AIP) funding. The property is located on the south side of Nevada Highway 6 about seven miles east of U.S. Route 95. The airport proper is enclosed by a chain link fence and covers approximately 1,090 acres, which is 29% of the overall 3,820 acres. The area outside the fence is partially developed for industrial, commercial, and recreational uses and consists of approximately 2,730 acres, which is 71% of the overall 3,820 acres. The Tonopah Airport has approximately 1,507 acres of total building restricted areas (including the airport proper), 754 acres of leased areas, and 1,559 acres of land available for lease.

Utilities are currently available and in use on the property. They include water, sewer, electricity, and telephone. Since natural gas is not available, propane is used for heating. Amerigas provides propane to all airport facilities. This service is currently handled by Desert Flying Services. Water is obtained from a well field nine miles north of the airport and conveyed by pipeline to the property by Tonopah Public Utilities. A sewer system collects wastewater within the property and conveys it to a treatment plant south of the property. Four lagoons are used to filter and evaporate effluent. The sewer system was originally built in the 1940s but was upgraded in the 1980s. Sierra Pacific supplies electricity to the property. Frontier Communications of Nevada provides telephone service.

Public Land: The Bureau of Land Management and US Forest Service office can work with applicants for the use of public land for projects. Transportation: Nye is one of the largest counties in the United States. It is traversed by US Highways 95 and 6. Commercial trucking services are available to Nye County communities through a variety of providers that can be accessed online at www.dexknows.com. With the proximity to Las Vegas, international and national air passenger and cargo services are available through McCarran airport.

Business Services (Accountants, Attorneys, Banks, Engineers, Surveyors, Insurance): Nye County enjoys a full service business community which can assist new and expanding businesses. Business and professional services are primarily based in Tonopah. Pahrump, and Las Vegas but many serve all of the communities in the County.
