1. In 1998, the Facilities Engineering Division (HQ/JX) and the Facility Board of Directors at Headquarters proposed that a Council be formed to nurture and foster identification and appropriate use of new innovations and practices.

2. The Council will be instrumental in improving NASA’s process of delivering high quality facilities projects to its customers within NASA community.

3. Each Center or component facility with responsibility for construction projects should have one member at the Council.

4. This Council evolves into the Engineering and Construction Innovations Committee, ECIC, as we know it today.

Mission: The ECIC is chartered by the Director, Facilities Engineering Division (FED), NASA Headquarters, and exists to advise and support FED in assertively improving the process of delivering safe, efficient, effective, and sustainable facility projects in support of NASA’s mission.

Accomplishes the goal stated by researching, developing, and making recommendations on planning, design, construction, and other facility program issues, guidance, policies, and practices.

Pillars for ECIC:

1. Serves as a conduit for innovations: From government, industry, and academic research, introducing

new ideas and new ways of doing business to NASA’s facility engineering and construction organizations;

2. Develop or assess potential new best practices : Customize, recommend, and after a decision to implement,

champion them for NASA;

3. Foster effective networking within the agency: Sharing center-level best practices and center-specific approaches

to common issues;

5. Both members and alternates to be appointed by their Center’s Facility Director.

6. Members to actively participate in ECIC activities, resolve actions, serve on subcommittees, promote and participate in innovation activities both within & outside of NASA.

Membership: 1. One voting member and an alternate member from each of the

ten field Centers and from FED at Headquarters.

2. One non-voting member from each component facility, Headquarters Environmental Management Division, and the Office of Safety and Mission Assurance.

3. ECIC duties to be included in member’s performance plan.

Membership (continue): 1. Officers: Both Chair and Vice-chair are elected by majority votes once a

year, at the end of the first quarter of each fiscal year.

2. Reporting: members report to their respective management. ECIC reports and make recommendations to the Director of Facilities Engineering Division.

3. Meetings: Monthly video teleconferences, with one or two face-to-face meeting annually.
