7810.6100 SAFETY PROGRAM“Each utility shall adopt and execute a safety program, fitted to the size and type of its operations. As a mini-mum, the safety program should:
A. Require employees to use suitable tools and equipment in order that they may perform their work in a safe manner;
B. Instruct employees in safe methods of performing their work; andC. Instruct employees who, in the course of their work, are subject to the hazard of electrical
shock, asphyxiation, or drowning, in accepted methods of artificial respiration.”
Dear Reader,
Welcome to the MTA Safety Program Catalog. For more than 25 years the MTA Safety Program has been the premier telecommunications program in the Midwest. Whether you are new to our program, or have been a member for years, we hope you will find this catalog useful. Our primary goal is to help you reduce employee loss time and reduce your company’s liability exposure. The MTA Safety Program is unique because our training is tailored to the telecom industry.
The MTA Safety Program is broken down into three components. The first is our Safety Training Courses. The MTA Safety Committee works with staff to put together timely, relevant training that will help your employees work more safely. Our courses are designed to benefit all employees, everything from outside plant to front office. Training sessions usually last two hours and are taught at your location. Because of the nature of the work you do, we schedule these training classes from September through May. All of our current training courses are video recorded and available in the members only sec-tion of our website. This allows employees to make up missed courses when it is convenient for them and their employer.
The next component is our Safety Services. We take a proactive approach to reducing your liability risk. Once a year we will come into your workplace and conduct a Safety Audit. This audit consists of a wide range of services from a mock OSHA inspection to a review of DOT employee driver files, and everything in between. When the audit is complete our staff will meet with the General Manager and the lead safety contact for your company. You will be provided with a list of recom-mendations on things you can do to reduce your liability and increase the safety of your workplace.
The third component of the program is our Incident Investigation and Representation Services. As part of the MTA Safety Program, if you are ever visited by OSHA, we will be there to serve as a liaison during their investigation and represent your interests. In addition, should you ever have a workplace accident, our staff will come out and conduct a full investigation. We will work to determine the cause and make recommendations on how to avoid similar future incidents.
In conclusion, the MTA Safety Program will save your company time and money by coming to your location. Unlike other training that requires you to send employees to their training, the MTA Safety Consultants come to you. This minimizes employee down time and makes the training much more relevant. In addition, should you ever have a question about what safety equipment to buy or have any safety related questions, our staff is only a phone call or e-mail away. Our staff is con-stantly evaluating the latest trends in safety equipment and can help guide purchasing decisions so you don’t have to be the subject matter expert.

About the ProgramThe Minnesota Telecom Alliance Safety Program is a safety, health, environmental, and loss control consulting service designed specifically to meet the needs of telecommunications and utility companies. Our staff of safety professionals has extensive experience with all types of telecommunications companies. This experience has given us the expertise needed to serve our clients in today’s rapidly changing safety, health and environmental arena.

The MTA Safety Program accomplishes this by providing approximately nine scheduled contacts per year between staff safety professionals and member companies. These contacts consist of:
◦ Six safety training sessions with employees,◦ One manager/supervisor safety training session,◦ Complete safety review/audit, and◦ One field observation visit.
Safety training sessions typically run approximately 2 hours in length and are scheduled between September and May.

FieldObservationThis is a chance for our staff to spend time with you or your business office or plant people. We will “walk a mile” in your employees’ shoes in order to identify and correct any deficiencies in safety performance.
IndoorAirQualityTestingGood air quality can directly impact the productivity of your workforce. We use simple direct measures to test air quality and work up cost-effective measures to cor-rect any air quality issues while improving the health and productivity of employees.
ErgonomicEvaluationsOur staff of trained ergonomic professionals provide ergonomic consulting services, including individual on-site workstation evaluations with the following objec-tives in mind: • Identify potential ergonomic risk factors • Improve workstation design and layout • Instruct users on chair features, and review proper

From outside plant opera-tions to office applications, we’ll test the noise levels and where appropriate suggest methods for control-ling noise or protecting your employees’ hearing from intense or prolonged exposure to high noise levels.
DOTReviewThe time to think about DOT regulations and compli-ance is before a DOT compliance officer is standing in your lobby. Let us review and correct your DOT compliance issues so you don’t have to. We’ll identify
what regulations you need to comply with and offer sound strategies for compiling the information neces-sary for proper compliance.
SafetyPolicyReviewA sound safety plan begins with a sound road map. Your safety policy manual is that roadmap. During a safety policy review visit we will evaluate the state of your safety policy and recommend methods for properly implementing a safety policy that is specific to your organization’s needs.
MockOSHAInspectionA visit from our friends from OSHA can be highly stressful. Let us eliminate that stress for you. We’ll visit your organization and inspect your facilities with the intent of identifying safety issues and then provide methods to eliminate safety violations without the threat of crushing penalties from OSHA.
IncidentInvestigationsUnfortunately, from time to time, the worst does hap-pen. During these tragic times let us take the burden of incident investigation off your plate. We’ll objec-tively investigate the probable cause of an incident and then formulate best practices for ensuring that similar events do not take place in the future.

ConfinedSpaceEntryDescription: Confined spaces present special hazards that must be evaluated and controlled using a variety of systems. This class will focus on how to comply with the Federal OSHA confined space standard (29 CFR

The Minnesota Confined Space Standard for Construction will also be addressed – but primary emphasis will be on the hazards, systems (atmospheric monitoring, ventilation); programs (LOTO, permits) and equipment (PPE, rescue) needed to enable attendees to develop a confined space program for their work-place.

CardiopulmonaryResuscitation(CPR)Description: Learn how to recognize and handle emergency situations, help someone in breathing and cardiac emergencies, and perform CPR on adults until advanced medical help is available. FallProtectionDescription: Fall protection is a concept that describes the systems, processes, procedures, equipment, and regulations used to protect employees from falls and to reduce the risk of falling. We will present tried and true methods for protecting against falls and take a look at different types of fall arrest equipment.

ForkliftOperationDescription: OSHA’s General Industry Standard 1910.178(1) states that "only trained and authorized operators shall be permitted to operate a powered industrial truck. Methods shall be devised to train operators in the safe operation of powered industrial trucks." This half-day classroom workshop will provide you with the technical expertise needed to safely oper-ate forklift equipment, safe driving procedures and the skills to safely operate a forklift.

HazardCommunicationDescription: OSHA’s Hazard Communication Standard is designed to protect employees from hazardous chemicals used or stored in the work setting. Also re-ferred to as the "Right-To-Know Law" Law, the Hazard Communication Standard requires that information and training be provided to any employees who have the potential to be exposed to a hazardous chemical “under normal condition of use or in a foreseeable emergency.” Such hazcom training requires the pres-ence of hazardous chemicals be communicated to employees in a variety of ways, including:• The hazardous chemical inventory• Material Safety Data Sheets (MSDS)• Labels, tags or signs• The written Hazard Communication program

HearingProtectionDescription: Every year, approximately 30 million people in the U.S. are exposed to hazardous noise on the job. Damage to your hearing caused by hazardous noise exposure is PERMANENT. The good news is that noise-induced hearing loss is fully preventable. This
course will introduce the requirements of your em-ployer’s hearing conservation program and will de-scribe how you and your employer can work together to prevent hearing loss.

LeadAwarenessDescription: OSHA requires strict protective measures against lead poisoning in 29 CFR 1910.1025. If there is any reason to believe workers may be exposed to lead, employers are required to monitor airborne lead levels without accounting for respirators. Lockout/TagoutDescription: Lockout/Tagout is one of OSHA’s top 10 most cited violations. In the Lockout/Tagout course, you will learn how you can protect your workers and company by being in compliance with this criti-cal safety procedure. You will learn Lockout/Tagout Standard 1910.147 Subpart J. The standard covers the servicing and maintenance of equipment in which unexpected energizing (or release of energy) could injure employees. Six elements of an effective lockout/tagout procedure will be discussed along with other requirements of the law.

TrenchingandExcavatingDescription: OSHA's excavation regulations for con-struction activities cover the safe work practices employees and supervisors must follow at excavation sites. ArcFlashDescription: The purpose of this course is to provide the student with an in-depth understanding of the current requirements of NFPA 70E. FlammableLiquidsDescription: To keep you safe, the Code of Federal Regulations demands a lot of employers and manu-facturers. But a lot is up to you as well. Something as mundane as whether or not you promptly put a liquid in a flammable liquid storage cabinet can be a matter of life or death.

In addition, the lesson provides guidelines and instruction when using voice signals.
