    Full Time Limited Tenure Position until 30 June 2014

    $97,350 (plus Superannuation)

    The Country Fire Authority (CFA) is one of the worlds largest, and most highly regarded,community based emergency service organisations. With a key focus on providing a diverserange of risk reduction and fire suppression services to minimise the impact of fire and otheremergencies on the community, its success is largely attributed to a vast, dedicated networkof over 59,000 volunteers and approximately 1,100 career personnel.

    About the Role:The Manager Incident Management Training System is responsible for managing thedelivery of pilot training packages developed within the Incident Management Team TrainingProject (IMTTP). This position will lead the development of an incident management training

    system that will allow CFA to deliver incident management training into the future.

    About the Project:The intent of the IMT Training Project is to improve the sustainability of training andcapability of incident management personnel for Victoria. The project will provide a longlasting legacy that can be utilised by all agencies. This will be achieved by developingcommon training packages, leadership and exercising frameworks, robust accreditationprograms, coaching and mentoring programs and experience based learning tools.

    About You:

    To be successful in this role you will possess the following skills and experience:

    Demonstrated experience in managing and coordinating multiple and/or complexprojects and a solid understanding of project management methodologies

    Be highly skilled in the management of financial resources

    High level written and verbal communication skills

    Proven leadership and stakeholder management skills, with the ability to negotiateand deliver agreed outcomes.

    Reports to: Project Manager Training Development

    Subordinate Position/s: Training Coordinator IMTTP

    Senior Instructor Leadership Programs IMTTP

    Primary Purpose of the position:

    The Manager Incident Management Training System is responsible for managing thedelivery of pilot training packages developed within the Incident Management Team TrainingProject (IMTTP) and for leading the development of an incident management training systemthat will allow CFA to deliver incident management training into the future. The position willwork closely with Project Manager Training Development, Multiagency Capability Committee- Bushfire and Operational Training and Volunteerism during the development and deliveryof products.

    Duties and Accountabilities:

    Develop an Incident Management Training System that supports delivery of the commontraining packages for IMT roles within CFA. This system will include:

    Nomination processes and procedures for common training packages delivered byCFA.

    RPL policy and procedures for use with the common training packages.

    RPL policy specifically tailored to personnel who participate in the common trainingpackage pilot courses (where significant variance exists between the pilot and thefinal approved common training package).

    Procedures for the review of common training packages at the conclusion of theIMTTP funding.

    Procedures and processes that support the decentralised delivery of commontraining packages using internal resources within CFA.

    Integration of common training packages as qualifications within TRAIN.

    A manual that contains the relevant policy and procedures related to the IncidentManagement Training System.

    Manage allocated project(s) including preparing project briefs, project plans,implementation planning, project schedules, risk management plans and any otherrelevant project documentation.

    Provide leadership to matters of project governance, planning and implementation.

    Establish and maintain clear lines of communication and reporting processes withinternal project staff, technical and support staff, external contractors, projectstakeholders and senior management.

    Monitor the progress of allocated projects and promote and monitor quality assuranceactivities to ensure the appropriate quality of outcomes and deliverables are met.

    Develop evaluation criteria for assessing project outcomes and document various stagesof project development and implementation.

    Provide authoritative and strategic advice to the senior management and keystakeholders.

    Develop, lead and motivate multi disciplinary/multi agency teams engaged in providing

    project management services.

    Ensure proper and appropriate training is designed and provided to project and supportstaff.

    Prepare and present detailed, comprehensive reports and briefs on complex project andoperational issues.

    Initiate and maintain effective relationships with internal and external stakeholders andmanage consultation processes including engagement with stakeholders and othergovernment agencies with the objective of gaining co-operation, influencing views andmeeting timelines for delivery of project, service or advice.

    Liaison and coordination of all project stakeholders. Develop and maintain cooperativeworking relationships with all internal and external project stakeholders.

    Facilitate resolution of issues arising that are not scoped within the project plan

    Undertake other tasks to support the Project Manager as required.

    General:

    Incorporate CFA Safety First culture into all work activities which are to be carried out inaccordance with OH&S policies, procedures and regulations.

    Act in a manner which demonstrates a commitment to recognition of differences, fairnessand respect towards colleagues ensuring that all activities are carried out in accordance

    with CFA Equity and Diversity (EO) policies, procedures and regulations.

    Ensure that all activities are carried out in accordance with CFA policies, procedures andregulations.

    Provide Emergency Operational Support during peak times as required.

    Occasional weekend and evening work may be required.

    The incumbent will be required to travel within Victoria and interstate.

    Current drivers license is essential.

    All CFA people are expected to take personal responsibility for building environmental

    care into their work activities in accordance with the CFA Environmental Strategy.

    Build and maintain strong relationships with CFA volunteers to support delivery of projectoutcomes.

    Key Selection Criteria:

    Significant experience in the development and delivery of training related products within

    the emergency services sector.

    Demonstrated experience in managing and coordinating multiple and/or complexprojects and an understanding of project management methodologies.

    Demonstrated high level written and verbal communication skills.

    Demonstrated understanding of training delivery policy and systems within CFA.

    Proven leadership skills that demonstrate the ability to obtain effective cooperation andcontribution from stakeholders and ability to develop and maintain effective relationshipswith a range of stakeholders.

    Proven ability to negotiate and deliver agreed outcomes.

    Demonstrated ability to effectively manage financial resources.

    Demonstrated ability to provide leadership and develop the capabilities of project teammembers.
